Lake County departments Building Department

Prosecutor’s Office

Tony Gagliardo is code official of the Building Department. This department inspects new constructions, from a new house to a new deck to a new sign, to make sure they meet provisions of the county’s building, residential, plumbing, mechanical, and electrical codes. If someone doesn’t understand what’s required, the department interprets and explains the code for them. The department also reviews building applications and plans in order to make sure they meet the provisions of the code before they are issued a permit. The department also investigates complaints.

Craig Cooper is prosecuting attorney. The office of prosecuting attorney is responsible for the prosecution of all violations of state criminal law within the county. The prosecuting attorney is the chief law enforcement officer and represents the county in criminal matters for the city, county and state, as well as abuse and neglect cases and drug forfeitures. They can also represent people whose personal protection orders have been violated. They do not represent civil matters. Appellate and Supreme Court are handled by the state attorney general’s office.

County Clerk/Register of Deeds

Sheriff’s Office

Patti Pacola serves as combined county clerk/register of deeds. The clerk’s duties include vital records registrar—including birth, death, and marriage certificates—as well as clerk of the court, chief election official of the county, clerk of the county jury board, clerk of the concealed weapons licensing board, clerk of the county board of canvassers, clerk of the county apportionment commission, clerk of the county election commission, and clerk of the county plat board. As register of deeds, Pacola maintains records of real property transactions and personal property lien records. She also serves on the county plat board. Revenues are derived from the recording fees and property transfer tax.

Richard Martin is sheriff of Lake County. The sheriff’s office is responsible for public safety in Lake County. Road patrol officers, considered the backbone of the department, respond to calls on crimes ranging from petty theft to homicide. The 20-member dive team recovers drowning victims and also recovers criminal evidence disposed of in water. The sheriff’s office also utilizes support services manned by volunteers, such as the victims’ services unit, a volunteer group designed to help victims and survivors of a crime through a crisis. The unit helps police, fire, and medical personnel by allowing the department to do their jobs without ignoring the victim. The Lake County sheriff’s administration office stays open Monday through Friday, 8:30 a.m. to 5 p.m. except for holidays. Equalization Al Enciso serves as director of the equalization department. Lake County’s equalization department surveys assessments, or property values, to create uniformity throughout individual townships and cities within the county. In addition, the department records assessment and tax rolls, including names, addresses, descriptions, acreage, and principal residence/agricultural exemption assessments, including land and lake value studies, sales, appraisal and economic condition factor studies. Lake County departments Trial Court The trial court combines the district court, probate court, and circuit court. In Michigan, the circuit court has the broadest powers of the trial courts. It handles all civil cases with claims of more than $25,000 and all felony criminal cases where the accused, if found guilty, could be sent to prison. The family division of circuit court handles divorce, paternity, adoptions, personal protection actions, emancipation of minors, treatment and testing of infectious disease, safe delivery of newborns, name changes, juvenile offenses and delinquency, juvenile guardianship, and child abuse and neglect. The circuit court also hears cases appealed from the other trial courts or from administrative agencies. The friend of the court office—part of the family division of the circuit court—handles domestic relations cases where minor children are involved. District courts handle most traffic violations, civil cases with claims of up to $25,000, landlord-tenant matters, most traffic tickets, and misdemeanor criminal cases. Probate court’s duties include managing wills, administering estates and trusts, and appointing guardians and conservators, as well as ordering treatment for the mentally ill and developmentally disabled. Emergency Management/ Department of Homeland Security Donald Divis heads the Department of Emergency Management/Homeland Security. The Lake County Office of Emergency Management plans, coordinates and manages an emergency management program for Lake County. The department’s responsibilities include preparing for, responding to, mitigating, and recovering from a range of natural and man-made disasters. Lake County departments Animal Control Lake County runs an animal shelter to house lost and surrendered pets, with two officers operating the facility and caring for the animals. In addition, the officers respond to calls for help, including lost animals, nuisance complaints, animal bites, injured animals and animal cruelty. Officers attempt to bring lost animals back to their families by keeping a list of missing animals and those that are found in hopes of making a match. Animal Control encourages Lake County residents to give pets current identification tags and license attached to the collar so they can be identified and returned promptly. Animal Control Officers are also responsible for enforcing animal regulation laws and/or ordinances and capturing biting, vicious, diseased, loose or stray animals.

Brenda Kutchinski is treasurer of Lake County. The office of the county treasurer is responsible for the administration of the property tax collection and for receipt, custody, investment and disbursement of all county funds.

Chase Township Chase Township lies in the southeastern corner of Lake County. U.S. 10 runs through the northern portion of the township. Directly east of Chase Township is Osceola County, and to the south is Newaygo County. Just a 10-minute drive from both Reed City and Baldwin, the unincorporated community of Chase lies on the Pere Marquette River. The community was named after Salmon Chase, governor of Ohio and later U.S. Secretary of the Treasury under President Lincoln. The community of Chase served as the original county seat until 1882, when a group of people from Baldwin broke into the county office and stole the county records. Cherry Valley Township The Baldwin River flows through the northwest portion of Cherry Valley Township as it makes its way to the Village of Baldwin. Dover Township, located in the northeastern corner of Lake County, is bordered by Osceola County to the east and Wexford County to the north. Numerous fishing spots can be found along the Pine River, also known as the South Branch Manistee River, which flows across the southwestern portion of Dover Township. Eden Township Irons lies in the northwestern portion of Eden Township, offering numerous campgrounds and cabin rentals, as well as access to snowmobile and ATV trails. Another attraction is Shrine of the Pines, the log home of Baldwin woodcarver Raymond Overholzer which now serves as an exhibit of his work. Irons also hosts Blessing of the Sleds in January, the Flea Roast/ Ox Market Festival and Tear Drop Bass Tournament in in June, and the Bluegrass Jamboree in September. M-37 runs northeast through Eden Township before bending east into Newkirk Township and then north into Wexford County. Elk Township Elk Township lies at the northwestern corner of Lake County, bordered on the north by Manistee County and to the west by Mason County. Ellsworth Township

The renovated Elk Township Hall was dedicated during the township’s centennial in 2014. The township’s sign was dedicated.

Ellsworth Township borders Osceola County on its eastern side. The Little Manistee River runs through much of the south of the township. Public fishing sites can be found along the Pine River in the north. The Village of Luther bisects Ellsworth Township to the east and Newkirk Township to the west. Lake Township Lake Township is located in the southwestern corner of Lake County, bordering Pleasant Township to the east, Sweetwater Township to the north, and Webber Township to the northeast. South is Newaygo County and west is Mason County. Lake Township features many lakes, as its name suggests, including Big Star Lake, Gifford Lake, Reed Lake and others. Public fishing spots can be found

Peacock Township M-37 runs through the center of Peacock Township. Chase Township and borders Osceola County in the east. To the west is Cherry Valley Township and to the north is Ellsworth Township. M-37 bisects Pleasant Plains Township as it heads north through the Village of Baldwin. Located in southern Lake County on the border of Newaygo County, Pleasant Plains Township offers numerous public fishing spots on the Pere Marquette and Baldwin Rivers. Sauble Township Located in the western side of Lake County, Sauble Township is located within the boundaries of the Manistee National Forest and offers numerous lakes and streams. The Big Sauble River flows through the northern portion, crossing the border with Mason County. Sweetwater Township Directly east of Mason County, along U.S. 10, is Sweetwater Township. It lies entirely within the boundaries of the Manistee National Forest. U.S. 10 bi-

The unincorporated community of Branch, named for the north branch of the Pere Marquette River, lies just west of Sweetwater Township. Branch offers a motel, a post office, and restaurant.

Lake County Townships Webber Township Webber Township lies north of Baldwin, bordering Cherry Valley Township to the east, Peacock to the north, Sweetwater to the west and Pleasant Plains to the south. Yates Townshi Yates Township is home to the legendary African American resort town of Idlewild. After its founding in 1912, the Idlewild resort catered to the

needs of African Americans escaping segregated communities across America. At its peak, 25,000 people would converge on the resort in the summer both for outdoors activities and to hear the likes of Count Basie, Sarah Vaughn, Billy Eckstine, Sammy Davis Jr., Della Reese, Bill Cosby, Louie Armstrong, Aretha Franklin, and the Four Tops. Idlewild now offers a historical and cultural center, located at 7025 Broadway Road.

Lake County Townships Village of Baldwin

At the junction of M-37 and U.S. 10 is Baldwin, the county seat of Lake County. The Baldwin River, a tributary of the Pere Marquette River, flows nearby. More than a dozen lakes lie within five miles of the city limits, such as Big Star Lake in Lake Township and Leverentz and Government Lakes in Webber Township. In addition to specialty fishing lure and equipment shops, Baldwin offers gift shops and antique stores. It serves as a focal point of activity for Lake County’s many resorts and cottages. Each summer, Baldwin celebrates the famous Troutarama and Blessing of the Bikes. Originally called Hanibal after an early settler to the area, in 1872 Baldwin became known as Baldwin City after Michigan’s governor, Henry Baldwin. Baldwin became the county seat in 1874, and was incorporated as a village in 1887. Baldwin features an airport with three runways as long as 5,200 feet, and the Pathfinder Community Library, a public library.

Village of Luther The Village of Luther, originally Wilson, was founded at the site of a sawmill in 1880. In 1893, the town was organized as a village and boasted its own newspaper, the Luther Observer. In its glory days as a bustling logging

town, the Grand Rapids and Indiana Railroad built a station in the village. The Little Manistee River flows through the village before forming a pond at the backside of the recently rebuilt dam. The pond is great for brown trout fishing. In addition, the Pine River flows around four miles north, with several canoe landings and two campgrounds, Silver Creek and Lincoln Bridge, next to the river. In 1979, the Luther Area Public Library was founded and now features educational programs and resources. Luther also has a historical museum operated by local families. Other Lake County services U.S. Forest Service The Baldwin/White Cloud District is the southern most district on the Manistee portion of the Huron-Manistee National Forests. The elevation ranges from 850 to 1,000 feet in the acres managed by the district. Camping, hiking, fishing, hunting, firewood collection and much more is available in the district. Watercraft permits, firewood permits, Christmas tree permits and permits for certain popular locations are available through the U.S. Forest Service. Watercraft permits for the Pine and Pere Marquette Rivers are online at www.Recreation.gov or by calling 1-877-444-6777. You can begin making reservations for the permit season (Memorial Day weekend to Labor Day weekend) beginning January 2 at 12:01 a.m.. until the Monday after Labor Day each year. FiveCAP offers a variety of services to help community members FiveCAP, Inc., a private nonprofit 501(c)3 corporation founded in 1964, serves Mason, Lake, Manistee and Newaygo counties and is one of 29 Community Action Agencies in Michigan. The name reflects its origins as the fifth Community Action Agency formed in the state of Michigan following the federal grassroots initiative in the 1960s. Since then, it has become a vital part of Lake County, providing indispensable help to the disadvantaged.

FIVECAP OFFERS A RANGE OF SERVICES TO THE COMMUNITY: • Early Head Start, a home visiting/school preparation program for pregnant women in the third trimester and infants and toddlers ages 0 to 3 who meet the federal poverty guidelines • Head Start, a federally funded preschool. • Weatherizing homes to help conserve energy. • Single and multiple-family homes. • Commodity Supplemental Food Program (CSFP) / Mothers, Infants, and Children (MIC) — A USDA funded program that provides nutritional food supplements to senior citizens 60 and older, as well as families with children under 6 years of age not eligible for WIC. Recipients must meet income guidelines. Distributions are at the FiveCAP

office on the third Wednesday of every other month from 9 a.m. to 3 p.m. • The Emergency Food Assistance Program (TEFAP), a program providing federally purchased surplus food for low-income families. The income guidelines must be met. Distribution is at the FiveCAP office four times a year, on the first Thursday of every third month. • The Emergency Food Pantry provides up to 30 days of food on an emergency needs basis. Shrine of the Pines

A world-famous tourist attraction called Shrine of the Pines is displayed in a Northwood hunting lodge, located in a secluded spot in the woods on the banks of the Pere Marquette River. Raymond W. Overholzer hand-carved the cabin and 200 pieces of furniture from white pine. The Shrine features Overholzer’s lifetime works, including a table made from a 700 lb. stump, with more than 60 inlays in its top; a rocking chair of roots so wellbalanced it rocks 55 times with a single “start”; and a fireplace crafted from 70 tons of native stone. Annual Blessing of the Bikes Organized by the Para-Dice Motorcycle Club of Grand Rapids, this iconic event has been a feature of Baldwin since 1972. Today, thousands of motorcycle enthusiasts converge on St. Ann’s Catholic Church in Baldwin to have their bikes blessed. The event seems to grow larger with each passing year. In addition to Blessing of the Bikes, a market runs concurrent to the event in downtown Baldwin, featuring food vendors, clothing, bike accessories, and tattoo artists. Lake County events Luther Logging Days Luther Logging Days is a celebration of the Lake County area’s rich logging history. 2017’s Luther Logging Days kicks off June 30 and features the International Lumberjack Competition, many kids’ games, parades, and other activities. Lake County events Idlewild Music Fest The legendary African American resort town of Idlewild offers a full roster of music July 7-9. Visit www.idlewildmusicfest.org for a schedule as the event grows closer.

Irons Flea Roast and Ox Market This family friendly event takes place each year in Irons at Skinner Park, just east of downtown, from June 22 to 25. Planned events include amusement rides, a flea market, live music, a food and beer tent serving the famous flea burger, bingo, and various tournaments such as softball, volleyball and horse shoes. There will be live music by Hearts in Spades and Silverado Band, as well as a grand parade through downtown Irons.

Idlewild, a historic ‘hot spot’ in Lake County Founded in 1912, Idlewild remains a historic and culturally significant community here and beyond. Idlewild is on the National Register of Historic Places. Idlewild represented freedom for many African-Americans, being one of more than 30 resorts in the country where AfricanAmericans were permitted to vacation and purchase property before such discrimination became illegal in 1964 when the Civil Rights Act opened other resorts to African-Americans and marked the end of Idlewild’s boom times. Commonly known as “Black Eden,” Idlewild was an active, year-round community through the mid1960s frequented by wellknown entertainers and professionals from throughout the country. According to Michigan State University, at its peak Idlewild

was the most popular African-American resort in the Midwest and as many as 25,000 people would come to Idlewild in the height of the summer season to enjoy camping, swimming, boating, fishing, hunting, horseback riding, roller skating and night-time entertainment. Today, Idlewild still draws much interest from those

seeking history and AfricanAmerican heritage. At about 3,000 acres, it is historically the largest land based African-American resort ever assembled in the nation. There has been investment in Idlewild with the State of Michigan DNR opening an Idlewild Lake access and picnic area (shown in top photo) in recent years. The Cultural and Heritage Center, 7025 Broadway Ave., is a multi-purpose facility that tells the story of the com-

munity in many ways. It is open in summer. Williams Island is a site of summer music festivals including the Idlewild Music Fest, scheduled for July 7-9, 2017. Idlewild’s lakes and public beach access offer boating, swimming and relaxation. Plus, the headwaters of the Pere Marquette River run through Idlewild, a community that says of itself, “yesterday’s jewel, tomorrow’s treasure.’
