A word from the COO

O

ne of the many roles played by SICA in the community is that of engaging all players in open discussion during our procurement and construction processes. We do this in our Public Construction Committee meetings held twice per year in each of the major cities in the southern interior, and our Consultant, Contractor, Owner (CCO) Workshop conference which we have held in February every year for the past 16 years. The intent of these meetings and conferences is to talk about the problems we face within the industry from each of the parties’ different perspectives. Getting the issues on the table allows each party to better understand how the process which includes preparing tenders, writing contracts, designing construction projects, managing information flow, preparing a bid, selecting a bid-compliant contractor, awarding the project, administering contracts, building the project, and actually getting paid — all of which have a million moving parts. Unfortunately, and with the best of intentions, some part of the above process often turns into a problem leading to delays, contract challenges, legal issues, and cost. SICA tries to pull back the veil on the process to uncover problems before they occur and to work to resolve them when we can.

I would like to take this opportunity to thank the many owners, consultants and contractors who have taken the time to attend the many meetings, and who have worked with us to find a better way to build our communities. This often involves multimillion dollar projects, and all are managed by capable people trying to work together. In our regular communications with governments at all levels we are hearing that British Columbia is due for massive spending on infrastructure, industry, and planned residential housing. This is a marketplace of opportunity. Let’s work together in 2017 to make the process as cooperative as can be. ◆ Best regards, Bill Everitt, Chief Operating Officer

T

he New Year is often filled with optimism, goal setting, and planning for the year ahead. We look back on what has worked and what hasn’t and vow to make adjustments where applicable. When you are thinking about your business or career, SICA is the perfect partner for achieving your goals in the construction industry. In my role as Chair of the 2016-2017 SICA Board of Directors, I have the unique opportunity to see the dedication and energy that the SICA team applies to every service, event, course, and member interaction. We are truly fortunate to have such a devoted team working on our behalf! I would like to take a moment to remind you of all the ways SICA can help you grow your business or your career in 2017. Build your skills: The SICA team, specifically Jennifer and Leanne, work to find the best courses that are construction related. That means when you take a project management course, you are getting information that is applicable to the construction industry. Let’s face it, our industry is unique so if you are not taking courses that are construction related, you are missing out. Ensure your safety program is in order: SICA now offers SAFETY consultation services to help you achieve your safety, quality, and productivity goals. Our comprehensive services are designed to help

you avoid the pitfalls of operational hazards and keep your employees efficient, profitable, and healthy. Attend a SICA event: SICA hosts over 20 networking events each year, each event is tailored to help make networking as easy as possible. Trust me, you will have a lot of fun while making important industry contacts. Update your profile on the SICA website: SICA now has an upgraded member directory on our website. You can add your contact information, a description of your business, and a showcase where you can feature images and information on your completed projects or services. Finally, I would like to take this opportunity to thank the entire team at SICA, including our Chief Operating Officer Bill Everitt and VP Operations Clifford Kshyk. The teams support helps make my activities as Chair of the Board very smooth. It is an honour to work with the other SICA volunteers and SICA team in the coming year. Construction Ripe for Innovation and New Technologies By Bob Hildenbrandt, Chair, CCA Innovation and Technology Committee

T

he Canadian Construction Association’s Innovation and Technology Committee is responsible for the development of policy and dissemination of information on new technologies and industry innovation to the CCA board. The committee’s priorities include monitoring innovative trends, examining new technologies that will contribute to an improved construction market, advancing and promoting the work of CCInnovations (CCI), as well as liaising with outside organizations such as the Institute for BIM in Canada (IBC), CCI, and Lean Construction Institute of Canada (LCI-C) to promote the best interests of the Canadian construction industry.

WEF: Improvements within Our Reach The World Economic Forum released a report entitled Shaping the Future of Construction: A Breakthrough in Mindset and Technology which found that substantial improvements are already within reach for construction firms. The report emphasizes cross-company collaboration and the need for governments to take action, both as regulators and major clients. The report, available on the WEF website weforum. org, highlights trends — aging infrastructure and workforce, sustainability requirements — that are shaping the industry’s future. With this in mind, the CCA Innovation and Technology Committee would like to highlight some new technologies and innovations.

3D printing Dubai and China are making significant strides related to 3D printing. Last year China announced it had 3D printed 10 singlestorey homes in a single day, and Dubai announced in April that 25 per cent of Dubai buildings will be 3D printed by 2030. At the same time, 3D printing is expected to contribute $300 billion to the worldwide economy by 2025. The announcement was made at the unveiling of Dubai’s first 3D office, which was built in 17 days and cost approximately $140,000, and the material was tested by Britain and China for 12

reliability. The company behind the project was the Dubai Future Foundation.

Robotics, drones, and other related technology Automated vehicles are seeing increased research in terms of their implications for construction with both Caterpillar and Komatsu. The latter is using drones to assist automated bulldozers on sites, exploring this technology with their equipment. The use of drones appears to be growing as collaboration with software companies increases. 3D Robotics recently announced a partnership with Autodesk to examine sites with the drones and to feed the collected information back to the model for project time and progress.

Smart materials The University of Victoria is undertaking several concrete-related research projects; the focus is to develop a variety of mixtures that allow for crack-free concrete. The university is testing the healing and sealing abilities of concrete as varying amounts of fibres, such as industrial waste like fly ash and wood cellulose, are added to the mixture. The university is also working on new ways to test concrete strength. Electrical resistivity meter tests the strength of concrete through electrical resistance currents in minutes as opposed to hours, and without drilling core samples. The university is also testing the country’s first Laser Scanning Vibrometer, a hand-held infrared device that, when pointed, can determine the strength of a structure through its heat signals.

Sensors Sensors are being studied for their use in health and safety. An Australian firm, Laing O’Rourke, is trialing an array of sensors mounted onto a sweatband inside of a hard hat, which feeds data related to the temperature and heart rate of the wearer. The system is then able to respond and alert workers of heat stroke. ◆

NEW YEAR, NEW PRESIDENT

Manley McLachlan and Chris Atchison

A

new era has begun at the British Columbia Construction Association. With Manley McLachlan retiring as president at the end of 2016, a new successor has been chosen. Chris Atchison has been named as the new BCCA president. McLachlan, who served as president for 12 years, will remain on in an advisory capacity until March 31, 2017. During his tenure the BCCA has grown its capacity, revenue, and reputation, to become a truly influential organization in BC. Previously, Manley brought his forward thinking to leadership of the Saskatchewan Construction Association. Working from the BCCA headquarters in Victoria, Atchison will be responsible for continuing BCCA’s pioneering work delivering provincial programs and services to help strengthen BC’s industrial, commercial, and institutional construction sector, while advocating on behalf of employers on key issues. Current programs such as the Skilled Trades Employment Program

(STEP) will remain a priority, as will the development of the province’s leading procurement platform BidCentral, plus many other initiatives that define both the work of the BCCA and its importance in B.C.’s economic development. “Over the last 14 years Manley has built BCCA into a recognized leader in Canada’s construction industry, creating a powerful legacy,” says Bob Cooke, BCCA Board Chair. “Chris has the relationships, experience, skills, and commitment to take us forward, as well as a strong vision for future growth and sustainability.” With a background in employment and labour market programs, Atchison worked for nine years as COO at ASPECT (The Association of Service Providers for Employability and Career Training), and 17 years as a provincial employment contracts manager for many successful programs. As chairman of the Sandra Schmirler Foundation, Atchison’s experience will assist his role in helping guide BCCA’s charitable arm, the Construction Foundation of BC.

A focus during Chris’s tenure will be to work with the leadership of the four Regional Construction Associations (RCAs), to ensure strong benefit to membership and productive collaborations across the province. “I’m honoured to be stepping into this role and very conscious of the legacy that is being entrusted to me,” says Atchison. “I look forward to working closely with the BCCA and RCA boards and staff, as well as our many stakeholders on behalf of the construction employers and workforce we represent.” The BCCA has been part of the province’s industrial, commercial, and institutional construction sectors for nearly 50 years. “Chris is taking the reins at a time of immense change and opportunity,” notes McLachlan. “Technology, infrastructure development, skilled workforce challenges, and even the traditional association business model are all in play. I know he’ll do a great job, and I look forward to seeing what the future brings.” ◆ SICA Construction Review • Spring 2017

The future is friendly: making the link between innovation and CSR By Helen Goodland

I

nnovation is a hot topic these days but it has generally been discussed in the context of hardcore technology. But investing in innovation has a softer side and the results can have a far greater impact on bottom line than buying the latest gadget. Re-thinking business approaches in order to compete effectively involves getting to grips with those hard-to-pin-down issues such as corporate social responsibility. There is a large body of evidence that demonstrates companies do well by do-

ing good. For example, attracting and retaining skilled, technologically-savvy millennials means that your company must be cooler, friendlier, and more passionate about what you do than the competition. And it doesn’t end there – not only do they demand opportunity and respect, but they want to know what your company stands for. At the same time, forward-looking owners are starting to demand more from their suppliers in the form of ethical purchasing requirements and social procure-

ment. They want to know they are buying from companies that treat their workers fairly and treat the planet with respect. The Canadian Construction Association recently adopted a Corporate Social Responsibility (CSR) policy statement which says, “Canadian Construction Association (CCA) recognizes that corporate social responsibility (CSR) is a rapidly evolving issue and affects companies differently depending on their size, location and specialization. CCA recognizes the importance of CSR, and encourages companies to voluntarily undertake

Considerate Constructor Scheme boarding in the UK

initiatives that enable them to operate in an economically, socially, and environmentally sustainable manner.” Many construction companies have their own CSR policies but the challenge is how to demonstrate those commitments in a way that is meaningful and visible to employees, owners, communities, and society at large. Construction companies in the UK have taken matters into their own hands and developed a program for industry by industry. The UK’s Considerate Construction Scheme aims to improve the image and perception of the construction industry by seeking sustainable solutions, minimizing waste, and effectively using resources within the industry. It offers an intriguing model for B.C. companies seeking to set themselves apart in a very competitive world. Set up by construction industry leaders as a non-profit independent organization in 1997, the Considerate Construction Scheme is designed to encourage best practices beyond statutory requirements. Supported by government, the UK’s construction industry has pledged to continuously gain a positive image. Companies are encouraged to register all relevant construction activity under the Considerate Construction Scheme.

The opt-in program provides monitoring of registered websites, companies, and suppliers and transparently displays posters around construction sites where name, telephone, and site manager contacts are clearly displayed. A prominently-displayed 1-800 number provides a 24/7 response to project neighbours should they have any questions or experience anything untoward. In an effort to improve the construction industry’s image, the UK scheme has been tackling issues such as occupational cancers, mental health, safety, best practice sharing, and apprenticeship training. The website (www.ccscheme.org.uk) is an extensive best-practice guide that supports workers at all levels as they navigate sustainable and ethical solutions to real-life situations. Awards are offered to companies with the best records of performance. Companies that sign up to join the Considerate Construction Scheme are bound by a Code of Considerate Practice, which is comprised of the following: • Considerate constructors seek to improve the image of the construction industry by striving to promote and achieve best practice under the Code. • The Code of Considerate Practice outlines the Scheme's expectations and

describes those areas that are considered fundamental for registration with the Scheme. • The Code is in five parts. Each section of the Code contains an aspirational supporting statement and four bullet points, which represent the basic expectations of registration with the Scheme. 1. Care about appearance
 2. Respect the community
 3. Protect the environment
 4. Secure everyone's safety
 5. Value their workforce
 • The Code of Considerate Practice applies to all registered sites, companies, and suppliers regardless of size, type, or location. Currently, there is no such scheme in Canada but such a program would lend consistency and transparency to both contractors and owners. However, B.C. is generally ahead of the game when it comes to embracing sustainability. Embracing such a scheme would positively reinforce the industry’s position as a forward-looking, fair, tolerant, and just place to work and conduct business. Hopefully, it is not too long before such a program emerges on this side of the Atlantic. In the meantime, support is at hand for B.C. businesses in the form of innovation bootcamps that will help businesses uncover and develop the value that lies in investing in innovation, including CSR. The two-day session is scheduled to take place in the Southern Interior on February 21 – 22, 2017. Contact SICA for details.◆ Helen Goodland, RIBA, MBA, is principal of Brantwood Consulting and co-founder of Building Technology Innovations. She recently completed the B.C. Construction Innovation Project for the B.C. Construction Association. She serves on the Canadian Construction Association’s CSR Taskforce and is chair of the United Nations Sustainable Building and Climate Initiative’s Materials Technical Advisory Committee. Building innovation: Investing into trades education at Okanagan College and Thompson Rivers University By Tammy Schuster

he demand for skilled workers in British Columbia is growing, and, as a result, so is the demand for trades training. With new state-of-theart training facilities, Okanagan College and Thompson Rivers University have answers for that demand. Under the B.C. Skills and Training Plan, the provincial government is providing 18

$28 million in funding to expand and refurbish the trades training facilities at Okanagan College in Kelowna, which opened in fall 2016. The federal government is contributing $13.25 million toward the construction of the new Industrial Training and Technology Centre at Thompson Rivers University, expected to begin construction in spring

2017. The B.C. Ministry of Advanced Education is providing $7.03 million toward the project’s $30-million cost.

Okanagan College, Kelowna Campus This project consisted of five major renovations to the existing 50-yearold shops and classrooms and a new

5,500-square-metre structure on the south side of the existing complex. The two-year process included new shops for plumbing, sheet metal, and electrical labs, plus a three-story addition for classrooms and computer labs. The main purpose of the new construction was to bring three trade programs — plumbing, sheet metal, and electrical — back onto campus from a temporary leased space near the airport where it had been for ten years. “Bringing those three programs back onto campus has given all students and programs a real campus feel and experience,” says Steve Moores, Dean of Trades and Apprenticeship, Okanagan College. The new three-story addition was part of the funding received from the provincial government. Okanagan College, through its foundation and advancement office, also committed to raising $7 million toward construction and for additional bursaries and scholarships for the students. “The project has given the college new shops, labs, and classrooms and allows

the college to accept more students and offer new programs,” says Moores. As a result of the new facility, the college is able to offer new programming such as the Level 1 and 2 apprenticeship steamfitter/pipefitter — which were delivered last year — and the college will be delivering Level 3 and 4 of the program in 2017. “The building turned-out spectacularly,” says Gary McEwan, construction manager at PCL Construction Westcoast Inc. “All the end users — students and faculty — are really enjoying the space.” While the end-result is a success, the project came with a unique set of challenges especially where the retrofit was concerned. Details such as lead abatement and vermeculight in the concrete walls went undetected in existing reports, but were uncovered when crews were going through discovery of each building with more in depth reporting. McEwan says the last updates to the electrical and plumbing systems, and as-

builts were done over 20 years ago so crews didn’t know what work had been done before or after that time. “We went through a lot of discovery to see what was there, what was live, and what we could do to improve the space,” he says. “We were planning and building simultaneously.” The building was designed to be energy efficient using Energy Net 0 guidelines. McEwan says that if the building was constructed using traditional design methods, the expected energy consumption would be 350kW/m2/yr. However, through several design reviews they have reduced energy consumption to 69kW/ m2/yr, which is impressive for a structure of this size. One of the biggest challenges contractors had from a scheduling perspective was minimizing disruption to the students. “The college worked very hard with us to develop creative ways to not interrupt any of the curriculum,” says PCL. “This included creating flex place, working night shifts, and multi-phasing,”

Okanagan College is B.C.’s second-largest trades training institution, educating thousands of tradespeople each year. We’re proud to provide first-rate training that has led to some of the country’s best Red Seal certification rates in many trades.

Together, we’re transforming lives and communities.

Pooni, Dean of the Faculty of Trades & Technology at TRU. While the new facility is still in design and planning stages, Pooni says that as a result of the expansion, the university will be offering industrial process technician, power engineering, HVAC/ refrigeration technician, and machinist trades programs not currently offered. The new building will also provide space for electrical and industrial electrician programs. Industry support for the new programs was critical in receiving approval for the business case for the new facility. “There has been a greater emphasis on local training with the developments in B.C.’s resource sector,” says Pooni. “This is addressing the government’s outlook in terms of labour market demands over the next ten years through the development of these new programs.” Support for both projects has been very positive and has also helped to raise the profiles of the post-secondary schools and the profile of careers in trades in general. “We’ve had tremendous support,” says Moores. “There has been great support received from the Ministry, industry, associations, and the community in general. We have great support and continue to have it.” For more information about programs offered at Okanagan College or Thompson Rivers University, visit them online at www.okanagan.bc.ca and www.tru.ca. ◆

Reaching the Millennials Attracting the right people begins with the right story By Tammy Schuster

Eric Termuende, founder of The DRYVER Group in Calgary

W

ith businesses adjusting to the era of the happy workplace, concepts such as social responsibility, company culture, and employee engagement are common buzz words used around the open-concept, flexible, shared workspace. They are used more so as companies shift their recruiting focus toward the millennials, the largest generation in the workforce today. While having these elements present within an organization is considered progressive, businesses may still be going about it in the wrong way. “There is no secret when it comes to attracting and retaining talent,” says Eric Termuende, founder of The DRYVER Group. “But the major block is in the way companies are attempting to do it. Rather than focusing on speaking directly to a certain generation, companies should instead be revising the story they are telling.” The DRYVER Group, an organization that focuses on intergenerational management, specializes in implementing how to tap into the new generation of the workforce where traditional HR practices no longer work. The idea behind the storytelling concept isn’t necessarily about being a millennial whisperer. Termuende says there should be more of an understanding of the life someone is able to live through the job he or she is doing, and not just a job description with a checklist of skills and requirements. “We are seeing employee shortages in agriculture, forestry, mining, transportation, construction, automotive, and so on,” says Ter-

muende. “Many of these positions are entrepreneurial, creative, innovative, lucrative, fulfilling, and tangible but we are not telling the stories of these careers like we should be. We need to use people as case studies to help bring these jobs to life.” He says that traditionally, professions such as doctors, lawyers, and engineers are typically the most successful professions because they have the best titles and salary, and have the most education and accumulated material. “Rather than trying to attract the next generation — or the millennials, so to speak — we’re trying to attract people who are looking for a certain experience,” he says. “We need to focus on who is working in construction, find out what they love about their jobs and tell that story to the people who are wanting a similar experience.” he says. Termuende says the focus should be on the values, views, and expectations of potential employees and not just the year they were born. By telling the story about what a particular job in construction will give someone, employers will attract a certain value set. “Many organizations are looking to speak or think like a millennial, and in my opinion, it’s a waste of time because we are trying to generalize 7.5 million Canadians.” Termuende and his colleagues at DRYVER began looking at organizations that were trying to tackle what he calls a perceived millennial problem. “When we started to dive into this, I thought this could be bigger than what we originally thought the problem to be, and as a result we found a universal message that seems to be applicable through many industries and sectors.” Typically, millennials are known to switch jobs on an average of every two to three years and most employers know all too well the massive cost of recruiting, training, and turnover, and there’s also a massive cost with having an unhappy work place. “That’s not to say the work we do has a direct line between profit and happiness,” says Termuende. “But it shows that there is a commitment within all industries to invest in human capital, and happiness in the workplace then translates into a stronger bottom line.” For more information on the DRYVER Group, go to the organization’s website at dryvergroup.com. ◆

Innovation key as the BC construction industry steps into a modern era of trades training Written by Gary Herman, chief executive officer, Industry Training Authority (ITA)

I

nnovation is embedded in all skilled trades and without it we wouldn’t have infrastructure or the equipment and materials required to build it. The necessity of innovation also pertains to trades training. Now more than ever, it is crucial that we stay ahead of the curve to foster more unique trades training delivery models, encourage program completion, and ensure B.C. students and workers are first in line for jobs to support our growing economy. Over the next ten years, up to 123,000 job openings are expected in skilled trades across the province due mainly to economic growth and the replacement of retiring tradespeople. It just so happens that the construction industry — the backbone of our how-to economy — encompasses some of the most indemand, skilled trades career opportunities B.C. has to offer, including welders, carpenters, electricians, plumbers, millwrights, and machinists, to name a few. Lucky for us, we have an incredible opportunity on the horizon in British Columbia. The provincial government’s B.C.'s Skills for Jobs Blueprint supports innovation in trades training through efforts to continually explore and develop new ways to make trades training work better, specifically through stronger partnerships with industry, labour, and training providers. 40

As a province, we’ve been working together across all regions to coordinate and implement innovative practices with a primary focus on regional access (breaking down geographical barriers by bringing training opportunities to remote areas), flexible delivery (encouraging training delivery with flexible scheduling and innovative tools), partnerships (between institutions, training providers, industry, employers, and communities), and student supports (programs that build on essential skills and cultural knowledge to support employment success and retention). Construction industry stakeholders and government have stepped up to the challenge. All of their efforts are aimed at improving trades training delivery and outcomes. Now, with more mobile training units, flexible class times, and partnerships between training providers and industry in place across the province to provide students with real-life, hands-on experience, we are well on our way to securing the next generation of skilled tradespeople. Together this will help support and continue to develop the construction infrastructure B.C. is built on, and most significantly, to embrace an innovative trades training future. Carbon Tax in Construction – What You Need to Know

A

ll Canadian provinces are mandated by the federal government to implement a provincial carbon tax by 2018. This article discusses how provincial taxes, including carbon tax, motor fuel tax, and provincial sales tax (PST) impact the construction industry. For a detailed discussion this topic, please refer to our article “Carbon Tax in Canada,” which can be found at: http://crowemackay.ca/ blog/articles/carbon-tax-canada/ While there is no specific exemption from the B.C. Carbon Tax for the construction industry, there are a few important issues and tax exemptions that may be noteworthy: 1. B.C. Carbon Tax on cement – The B.C. Carbon Tax is applied only to domestically produced cement, while imported cement from the U.S. and Asia is exempt, thus, resulting in a higher cost on domestically produced cement for construction use. To offset this, the B.C. provincial government has proposed “transition incentives” of $22 million to be paid over a three-year period to encourage the B.C. cement industry to adopt cleaner fuels and further lower emission intensities in order to offset the inequities between domestically produced and imported cement. 2. B.C. PST exemption on energy conservation materials and equipment – The following materials and equipment are exempt from PST when acquired to prevent heat loss from a building: • thermal insulation material that is a batt, blanket, roll, panel, loose fill, or cellular plastic material; • polystyrene forming blocks designed as a form for concrete, which remains permanently attached to the concrete to serve as the primary insulation for the completed buildings; • fastening components specifically designed for use with exempt polystyrene forming blocks; • chemicals obtained for use to make spray polyurethane foam insulation;

• window insulating systems consisting of transparent or translucent film, including frames or integral parts of the systems, installed in an existing window and designed primarily to retain heat in a building by absorbing solar heat or reducing drafts; • weather stripping and caulking materials designed to prevent heat loss (bathtub caulking would not qualify); • insulation that is designed to prevent heat transfer to or from hot water tanks, hot or cold water pipes, or ductwork. 3. B.C. PST exemption for alternative energy source – The following materials and equipment are exempt from B.C. PST: • wind-powered generating equipment specifically designed to produce mechanical or electrical energy, and generators, controllers, wiring, and devices that convert direct current into alternating current; • equipment specifically designed to produce mechanical or electrical energy from ocean tides, currents of waves, and generators, wiring, controllers, monitors, pumps, tubing, floats, water fences, aids to navigation, and devices that convert direct current into alternating current; • solar photovoltaic collector panels, and wiring, controllers, and devices that convert direct current into alternating current; • solar thermal collector panels, and wiring, pumps, tubing, and heat exchangers; • micro-hydro turbines and generators designed to produce up to 150 kilowatts of mechanical or electrical energy, and controllers, wiring, and devices that convert direct current into alternating current. 4. B.C. PST exemption for electricity, natural gas, and propane conversion kits – Natural gas and propane conversion kits for internal combustion engines are exempt from PST. Conversion kits meant to convert motor vehicles to operate solely on electricity are also exempt from PST.

5. B.C. Motor Fuel Tax exemption – A motor fuel tax exemption is provided for B.C. businesses that operate an engine of a motor vehicle while the vehicle is stationary. The engine has its own fuel tank, is not used to operate the vehicle while in motion, and operates equipment for the purpose of any of the following: • rotating the drum of a ready-mixed concrete truck or pumping ready-mixed concrete; • pumping or dispensing liquids or other materials such as water, milk, flour, syrups, fertilizer, and fuel to or from a commercial vehicle (this does not include the use of a hydraulic arm, unless it is on a logging truck or a hydraulic cylinder); • operating a drilling unit that is operated by a power takeoff unit; • operating a mobile crane; • operating a hydraulic arm mounted on a logging truck. 6. Heavy lifting A program for students interested in heavy equipment operation By Tammy Schuster

I

t’s 7:30 on a Friday morning as 26 workers walk to their posts in the T’Kemlups Indian Band gravel pit to fire up their heavy machinery. These workers are on site for three full days of work, all of them are beginners and all of them are high school students. The students of School District No. 73 in Kamloops are part of the Heavy Metal Rocks Project. The program is offered by the school district to provide students with experience and training, exposing them to career options as heavy equipment operators within the construction industry. Each year the program accepts 26 Grade 11 and 12 students wherein they spend roughly 40 hours learning about, and getting their hands dirty, with heavy equipment. After a few classroom orientation sessions, students spend three days rotating through 13 stations in the pit, under the supervision and direction of experienced operators. “The excitement level is over the top,” says Ron Collins, district vice-principal, trades and transitions, SD No. 73. “Interest is steadily increasing to the point where we are seeing many siblings of former students coming through the program.” Offered once per year, Collins says they receive close to 60 applicants per session before narrowing it down to 26 students. Once accepted, students attend one session per weekend for two weekends where they receive general orientation and complete Occupational First Aid Level I and Construction Site Safety certifications. They complete WHMIS training online and then receive work site safety training from WorkSafe BC on the first 48

SICA has proudly worked with School District No. 73 since the inception of the Heavy Metal Rocks program. morning of the hands-on component. Then, they’re out to the pit for three days spending 90 minutes at each of the 13 stations training on equipment such as front end loaders, rock trucks, and excavators. Now in its tenth year of operation, Collins says the Heavy Metal Rocks program has over 50 companies and sponsors contributing to the program each year with equipment, supplies, and manpower. “The whole program is pretty much run by donations from community sponsors and volunteers, including the awards.” After students complete their last day on site, the experience is capped off with a celebratory barbeque wherein awards are given out worth $500 each. There are seven awards in total and include top overall operator and top female operator. This past year a new sponsor came on board and provided students with training and certification on forklifts and elevated work stations. “If we had to put a price tag on the event — including paying the operators — it would

amount to approximately $1.5 million,” says Collins. “While some sponsors bring their own employees, many of the operators are retired but, seeing the value in the program, volunteer their time for the event every year.” Students cost to attend the program is $125 per student and it includes a t-shirt, baseball hat, all certifications, and meals. Students must have steel-toed work boots and WorkSafe BC provides hard hats, eye and ear protection, high-visibility vests, and gloves. Collins says many sponsors have stepped forward to pay fees when a student could not afford the cost to attend. But he says the biggest impact has been giving students the experience, knowledge, and exposure to something outside of the classroom setting. The experience gives students information needed to help make a decision as to whether this is something they want to pursue. Plus, students learn the importance of proper training and qualifications that they can take forward into many careers.

“I don’t know how many times I’ve heard from parents that they wish they had a program like this when they were young.” To learn more about the Heavy Metal Rocks program, please contact Ron Collins at (250) 318-7492 or at rcollins@sd73.bc.ca. ◆
