The planning area covers seven fire stations, a training facility, a warehouse, and administrative offices. The Facilities Master Plan includes project cost estimates, a prioritized summary of projects and phasing scenarios to inform improvements - a combination of renovations and new construction on existing and new sites.

EBMUD PARDEE OPERATIONS & LIME BUILDING, IONE, CA

These projects upgrade two key facilities: creates a new consolidated operations and maintenance (O&M) building and replaces and expands the lime storage facility. The O&M building is designed to streamline operations by expanding and reorganizing the maintenance shop, co-locating the shop with a water quality lab, and consolidating records storage.

BERKELEY CIVIC CENTER VISION PLAN, BERKELEY, CA

The project team led by Gehl Studios with Siegel & Strain as Historic Preservation Architect was tasked to develop a community vision, design concepts, and an implementation plan for Berkeley’s Civic Center area. The planning area includes Martin Luther King Civic Center Park, Veterans Memorial Building, and City Hall - the Maudelle Shirek Building.

WAWONA WILDLAND FIRE FIGHTING FACILITY, YOSEMITE NATIONAL PARK, CA

Provided Yosemite’s fire crews with a state-of-theart facility to replace the 80-year-old structure that had served the crews. The building houses apparatus bays, work areas, offices, a training room and support spaces, and is designed to easily expand for future bunk rooms, fitness room and more offices.

JESS JACKSON SUSTAINABLE WINERY BUILDING, UC DAVIS, CA

New Design/Build project that was constructed in 2013 and designed to be zero net-energy and water, the first on U.S. university campuses. The metal building structure houses equipment and renewable energy systems to support adjacent campus facilities.

Green Materials / LEED consultant on new $30 million mixed-use project. Siegel & Strain also guided the materials selection, targeting local, renewable, recycled, certified and low-emissions materials for applications throughout the building.

The Tilden Environmental Education Center (TEEC) is the entrance to the nature preserve located just north of the Tilden Regional Park. The feasibility study included an in-depth existing conditions assessment of the existing facility, seismic retrofit options, and development of functional program requirements to inform the conceptual building plans and site diagrams.

JULIA MORGAN HALL (SENIOR WOMEN’S HALL), UC BERKELEY, BERKELEY, CA

Senior Women’s Hall was completed in 1911 as a gathering place for female Student activities. The building was first relocated in 1946 to make way for the realignment of Galey Road. In 2014, Girton was relocated again to the UC Botanical Garden, and had to be surgically divided into four pieces to make the move. The reassembled building was restored and subtly upgraded for accessibility at its new location.

Master Planning study for a Rockridge neighborhood site to create a place for the Jewish Community Center of the East Bay to expand their educational and community services while creating a hub for nonprofit Jewish organizations. The project is currently underway with community outreach, building assessment, entitlements strategy, and goal setting.

Berkeley Hillel, the Jewish student center adjacent to the University of California, Berkeley, welcomes students to gather, study together, explore their Jewish heritage, engage in community service, and enjoy the comforts of a home away from home. The renovation of Berkeley Hillel completely reconfigured offices, meeting rooms, auditorium, and collaborative work spaces within the shell of the 1950s building.

OAKLEY RECREATION CENTER, CITY OF OAKLEY, CA

The Oakley Recreation Center is a new onestory multi-use building designed for a variety of community events and recreation activities. With a capacity of up to 800 people, the Recreation Center provides the space that was greatly needed for events that unite this fast-growing community.

URJ CAMP NEWMAN CAMPUS MASTER PLAN & DESIGN, SANTA ROSA, CA

Camp site north of Santa Rosa, is a year-round camp that hosts up to 700 campers and staff. From 20122017, Siegel & Strain Architects completed a master plan, and the design and construction of new lodges and an administrative building. In the 2017 Tubbs Fire, 80% of the completed development on the site was destroyed. Starting in 2018, Siegel & Strain Architects facilitated a new collaborative master planning process.

A planning study for a new camp accommodating 400 campers grades 3-10 was completed in 2012. A new master plan was developed in 2020 after most of the camp burned in the Woolsey Fire. The project is currently under review by the Ventura County Planning Department.

Siegel & Strain has worked with the Girl Scouts to evaluate and up-grade facilities and was enlisted to design the new Innovation Center - a new building serving both day programs and camp sessions. Sited near the camp entry, it will provide a provide a Welcome Center, offices and two classrooms for Camp Bothin’s growing outdoor education, science, engineering and tinkering programs.

The campground has four camping areas for groups of 30 campers surrounding a central green. The new bathhouse and activity center flank either side of the green, with shed roofs that slope up and away from the green, includes a scullery, small office for camping equipment distribution, a large stone fireplace, and pavilion/stage and seating area.

The visitor center, located on the 25-acre Orick Mill site, will house interpretive exhibits, administrative offices, and wayfinding with site amenities to include an amphitheater, trailheads and picnic areas. The project will be closely coordinated with a major site restoration effort.

DESCRIPTION

Union Sanitary District has embarked on the Enhanced Treatment and Site Upgrade (ETSU) Program, a multi-phased project to upgrade the wastewater treatment plant that serves Fremont, Newark and Union City. Siegel & Strain Architects collaborated with Burks Toma Architects (architect of record) to lead a multidisciplinary team for Phase 1A, design of their New Campus Building. The project consolidates administrative, lab and maintenance functions from other areas of the plant to one location. The firms jointly provided full architectural services and lead a multi-disciplinary team. The project includes approximately 65,000 square feet of building area and associated parking, vehicular circulation and pedestrian circulation.

Our team conducted a series of staff workshops to carefully program the complex building. Staff are served by open and private offices for six departments, conference rooms, an all-staff training room, break rooms, mud room and locker rooms. The public areas include a welcoming entry lobby, permit counter and board room. The maintenance facilities include a clean shop, a dirty shop and a paint shop plus bridge crane and expansive storage as well as charging for plant vehicles. The control room has a view out to the plant is paired with a crew room. The state-of-the-art lab processes plant samples as well as contracts to other districts in the area. The whole facility is set up for educational tours to the public, with interior windows at key locations to showcase the staff at work, and a second story deck situated for ‘finger pointing’ tours of the treatment plant.

DESCRIPTION

East Bay Municipal Utility District (EBMUD) is embarking on a major upgrade of their Walnut Creek Water Treatment Plant to improve long term water quality. Siegel & Strain Architects, as a subconsultant to engineering firm Woodard & Curran and in collaboration with Burks Toma Architects, is providing two services: 1) design of a new maintenance building which consolidates existing maintenance shops, administration and storage to one location, and 2) aesthetic design of a range of structures that support the water treatment process.

The architecture team worked closely with EBMUD staff to complete a needs assessment to fully understand the existing dispersed maintenance operations and future requirements. The needs assessment included a complete equipment inventory of three shops. The resulting Maintenance Building design includes ground floor shops, washdown areas, storage, mud room and all gender locker rooms; while offices, fitness, breakroom and training room occupy the upper floor. The training room doubles as an emergency operations center.

Our team also developed a comprehensive architectural design strategy for the water treatment plant, first assessing the existing building inventory, including form, materials, finishes and colors, and then identifying the key themes to bring into the new design work. We then applied the aesthetic design principles to design a total of 20 buildings and process structures that meet the engineering criteria set for the by EBMUD’s in-house engineering team. The result is a cohesively designed set of structures that fit into the landscape to minimize impacts to views from the adjacent residential neighborhoods and nearby recreational trails.

DESCRIPTION

The Jess S. Jackson Sustainable Winery Building (JSWB) is designed to be a completely passive support building for the adjacent Research Winery and August A. Busch III Brewery and Food Science Laboratory (BWF). The building houses equipment and renewable energy systems to help the BWF achieve its goals for net-zero energy and net-zero water. The JSWB is designed to fit into the campus context through form and materials.

Davis is a cooling-dominated climate with extreme summer temperatures. The design strategies for the JSWB are simple: employ building orientation, building form and a super-insulated envelope to minimize heat gain, then use thermal mass to help cool the building throughout the day and natural ventilation to flush the building at night.

The roof form is dual purpose: deep porches at the east and west facades shade the building and increase roof area for photovoltaic array. The flat roof provides an ideal place for a future concentrating solar system and provides a staging area for the upper roof. The key to a building’s long-term value is its ability to adapt. The building will eventually house a range of process equipment that is currently unknown, but which is likely to add internal heat gains. To plan for adaptation, the building is being outfitted with radiant tubing for a future radiant cooling system, as well as ducting system to be used with a future rock bed. The project is on target to achieve the 2030 Living Building Challenge.

DESCRIPTION

The Girls Inc. project rehabilitated an historic downtown Oakland office building converting it to an academic skill-building, counseling and enrichment activity center for underserved girls in Alameda County.

This historic downtown Oakland office building was originally designed in 1919 by prominent local architect William A. Knowles, Jr. It served as headquarters for the East Bay Water Company, later East Bay Municipal Utilities District, until the 1960s. The Girls Inc. project rehabilitated the structure to an academic skill-building, counseling and enrichment activity center for underserved girls in Alameda County.

Siegel & Strain served as preservation architects and architectural conservator for the project. The project included building evaluation, determination of characterdefining features and building documentation for submission to the Federal Historic Preservation Certification program thereby securing substantial tax credits for the building’s owners. Siegel & Strain’s scope also included restoration of the original terra cotta facade.

The structure is listed in the National Register of Historic Places as a contributing resource to the Oakland Historic District (1992).

Siegel & Strain Architects served as the green materials and LEED consultant for the David Brower Center, dedicated to green non-profit organizations and environmental education, in the heart of Berkeley. We participated in early design charrettes and helped to develop the green building strategies related to siting, daylighting, natural ventilation, structure, renewable energy generation, and rain water collection, to make this a cutting edge project.

Siegel & Strain also guided the materials selection, targeting local, renewable, recycled, certified and low-emissions materials for applications throughout the building. As the LEED consultant, we helped set LEED goals, provided guidance during design and construction, and coordinated the LEED documentation processes.
