TWHA NEWS ALERT On July 1, 2015, Governor Scott signed into law legislation that was passed unanimously by the Florida State Legislature. The new law includes revisions to Florida Statutes Chapter 723, also known as The Florida Mobile Home Act, the law that governs Tara Woods and similar communities. The 3 most important changes for members of the Tara Woods Homeowners Association are contained in 723.078 and are described below: 1) Election of Directors and Officers During the annual meeting of the Homeowners Association, members in good standing may vote only for the TWHA directors seeking office, not for officers. TWHA has eight directors serving on the Board of Directors. Five of the eight directors are also officers, namely: President, Vice President, Recording Secretary, Membership Secretary and Treasurer. After the annual meeting has been concluded and voting for directors has been completed, the eight TWHA directors are required by law to determine which directors will fill each of the five officer positions. 2) Nomination of Directors Seeking Office Nominations for directors seeking office must be completed at least 30 days prior to membership voting. Historically, we have allowed nominations from the floor up to and including the night of the annual meeting in January. By law, this is no longer permissible. Anyone interested in seeking an open director position must be nominated during or prior to the December Homeowners’ Association meeting.

3) Authorized Use of Proxies Proxies may be used for establishing a quorum and voting on administrative matters such as the annual budget and revisions to the by-laws. However, proxies may not be used to vote for directors seeking office. This is a significant change that may evoke strong feelings; however, it is the law and compliance is mandatory. Simply put, if a member in good standing wishes to vote for a director seeking office, you must be physically present at the annual meeting in order to cast your vote. Voting by absentee ballot or by proxy is specifically unlawful under the revised Chapter 723.078. TWHA Board of Directors

FROM THE PRESIDENT It’s October already. Where did the summer go? On Long Island (NY) September and October bring cooler and dryer weather, a relief after the hot, humid summer. By the end of October it turns frosty and sets the scene for the cold, gray weather of November. The change could be a sudden one, with the temperatures dropping to freezing overnight. The change in temperature also brings on the change of the season into Fall, with the leaves changing color and then dropping, annual plants freezing and dying, and suddenly the landscape changes. Sometimes change is necessary and even welcome, and sometimes unavoidable. The Board has implemented some changes out of necessity that we believe will work for the good of the community. We have a new Activities Coordinator: Liz Wilson has agreed to step into this position and work with the Board to create something original and challenging. She has some great ideas that expand this new role and I hope everyone will support her as she implements her concepts in the community. As has been stated before, the state clubs have each agreed to host one of the major parties throughout the year. The Midwest Club also volunteered to oversee decorating and undecorating the Clubhouse at Christmas. The Christmas Golf Cart Parade and Caroling have also been spoken for. The only party open at this time is Valen-

tine’s Day. The Board voted to give the party hosts 75% of the ticket profits and total receipts of a raffle or social event held at the party. Watch the bulletin board and the Columns for information about these events. We have many new residents who moved into their homes over the summer and some folks who have owned for years but have now joined us full-time. Welcome! I hope you will be an active resident of Tara Woods and enjoy all the amenities offered. If you intend to participate in community events, please read the bulletin boards in the Clubhouse. Posters are hung a month in advance with all the information and when tickets will be sold. Don’t be left out! It gets a little hectic once the season starts; it is hard to keep up with everything happening. All events are usually published in the Columns each month and addressed at Saturday Morning Coffee and Homeowners Association Membership Meetings. I hate to hear “I didn’t know about it”. The state clubs have their own bulletin board on the north wall by the doors, which also has information from the TWHA Board, FMO and other groups. The adjacent bulletin board on the west wall provides “Going Places” information and sign-up sheets for various outings. Visit the Clubhouse and read the bulletin boards to stay informed! This issue of the Columns highlights some changes to our Bylaws that were mandated by

the passing of Florida House Bill 307 (HB 307) and signed into law on July 1, 2015. Thankfully, we already have a Bylaws Committee in place to review our Bylaws. We had no idea they would be taking on the additional task of bringing our Bylaws into compliance with the newly passed bill. They are working diligently to bring their recommendations to the Board at the October Board Meeting, which would give us time to include the recommendations for approval by the membership at the Annual Meeting on January 11, 2016. As highlighted on the front page, there were changes made that directly affect our election process. Membership Secretary, Celeste Perre, has included the notice of the Annual Meeting in this issue of the Columns (see page 2) that reflect these changes. It’s been a learning process for the members of the Board and all will be explained at the October Association Meeting on Monday, October 12th. I urge you to attend and hear firsthand what the passage of HB 307 means to our Association.

WELLNESS Before we go any further with these reflections on this basic question Jesus asks, DO YOU WANT TO BE WELL, let me say this. I have no problem saying “yes” to His question, but I have a real problem doing what I need to do to get well and stay well. Indeed, with St. Paul I can say, “the good I want to do I don’t do, and that which I don’t want to do, I do”. Bottom line, I am no role model for wellness. . like you, I know what I should do but... So after that mea culpa, let me share another piece of this prescription for getting well

and staying well. Audrey and I are closing in on 60 years of marriage, so sometimes folks ask me, “How have you made it this far?” Well, at least once a week I repeat these six little words to her...”I’m wrong, you’re right, I’m sorry”. And remember St. Paul’s advice , “don’t let the sun go down on your anger”, or to say it another way, don’t go to bed mad at each other?. would you believe that in nearly 60 years of marriage, we have never gone to bed mad at each other? Now of course, we’ve stayed up for days at a time, but... So what’s your point,

It’s that time of year again that we need to be mindful of the possibility of a hurricane affecting our community (June 1-Nov 30). Forethought and planning should begin NOW. The following is a list of choices that are available to you.

1. Make plans ASAP as to what you will do in the event of a major storm. The safest and best thing you can do is get out of town! Familiarize yourself with short-term living accommodations North, South and East of Fort Myers NOW. Local news will tell you in which direction you should go to avoid the impact of an approaching storm, and because you have researched your alternatives, you will be prepared to start making reservations.

2. Plan to go to one of the Lee County shelters. A list of

those shelters is available at www.leegov.com/publicsafety. If you have special medical needs, the county does have special needs shelters that you must pre-register for NOW. There is one Lee County pet friendly shelter at the present time. Visit the website above for most all of the information you will need to protect yourself from a possible storm event. 3. The last choice as a safe haven from a storm event can be the Tara Woods Clubhouse. While it is not a certified public shelter, our Tara Woods Community Emergency Response Team (CERT) does prepare the Clubhouse for as much storm protection as possible. If you have a pet and feel you may select this location option, then you must register your pet with CERT NOW. Availability of space will be on a “First Come, First Serve” basis. Please read the CERT Hurricane Plan June 2014 at www.twha.us for registration form and requirements. 4. A choice you should NOT make is to stay in your manufactured home with hurricane force winds predicted. We learned that lesson here in Tara Woods after Hurricane Charlie in 2004 and Hurricane Wilma in 2005.

I set the glasses back down on the counter, fill a container with water and suddenly spot the TV remote. Someone left it on the kitchen table. I realize that tonight when we go to watch TV, I’ll be looking for the remote, but I won’t remember that it’s on the kitchen table, So I decide to put it back in the den where it belongs, but first I’ll water the flowers. I pour some water in the flowers, but quite a bit of it

spills on the floor. So, I set the remote back on the table, get some towels and wipe up the spill. Then, I head down the hall trying to remember what I was planning to do. At the end of the day: The car isn’t washed. The bills aren’t paid. There is a warm can of Pepsi sitting on the counter. The flowers don’t have enough water. There is still only 1 cheque in my cheque book. I can’t find the remote. I can’t find my glasses.

And I don’t remember what I did with the car keys. Then, when I try to figure out why nothing got done today, I’m really baffled because I know I was busy all day, and I’m really tired. WISCONSIN GET-TOGETHER WITH TARA WOODS FRIENDS A lunch get-together was held in Wisconsin with Tara Woods friends who are up here in the summer. I don’t know if you know Ruth and Ron Bradley, but they were long time residents of Tara Woods in the past and many residents know them. They now live in Wisconsin full time, and they came to the lunch, as well as, the Holats who traveled two and a half hours to be with us. HOW I SPENT MY SUMMER DISASTER RECOVERY – TEXAS On May 29, 2015, Texas Governor Greg Abbot requested Federal assistance due to severe storms, tornadoes, straight line winds and flooding. President Obama then declared that a major disaster exists in the State of Texas, opening the way for Individual Assistance for survivors in the 47 affected counties. On July 13th I was deployed by Florida’s State Emergency Response Team (SERT) to assist the State of Texas disaster survivors. I was assigned as a manager to a Disaster Recovery Center (DRC) with my FEMA partners. When a disaster takes place, the Individual and Household Program (IHP) provides money and services to people in the declared disaster area where losses are not covered by insurance and property has been damaged or destroyed. We were able to offer temporary housing, repairs to homes not covered by insur-

ance, and small business loans. We also had funds available for medical, dental, funeral, personal property, transportation, moving and storage. Besides FEMA and Texas State SERT, the DRC also contained the American Red Cross, Division of Motor Vehicles, Small Business Association, IRS, grief counselors and many other non-profits and churches, giving out food, clothing and other necessities. “Walter”, a one-eyed therapy dog, was a big help in easing the way for these families, many of whom had lost everything. After one month in four different Texas DRCs, I was deployed back to Florida to prepare for the possibility of hurricane Erica. Thank God it fizzled out! SW Florida Alzheimer’s drug trial offers hope.

The Neuropshychiatric Research Center of Southwest Florida, about a mile south of Gulf Coast Medical Center in Lee County, is still enrolling medically qualifying adults between the ages of 50 and 85 to take part in the coming weeks and months. An earlier, 166-person trial of the drug, called “aducanumab,” showed it can reduce certain plaques in the brain believed to play a significant role in mental declines typical of Alzheimer’s. The results were positive enough for drug manufacturer Biogen to announce that it would skip ahead to two final, stage 3 trials this year to test the effectiveness of different dosages. The announcement has ex-

cited researchers long disappointed by previous Alzheimer’s drug failures and sent the company’s stock to record highs earlier this spring. “It’s really, potentially, going to be a ground-breaker,” said Dr. Fred Schaerf, one of Florida’s leading authorities on the disease and the principal investigator on the drug trial here. “It offers people some real hope that there might be something out there.” Southwest Florida is home to an estimated 61,000 cases of Alzheimer’s disease, according to the Florida Department of Elder Affairs. Lee County likely has more than 20,200 residents with the disease, the department estimates. Collier is home to an estimated 12,500. While genetics can play a role in some cases, the highest risk of getting the disease is simply aging. More than a quarter of Southwest Florida residents are 65 or older, twice the national average. This latest Fort Myers trial is the

only one that has been announced between Tampa and Miami, according to this region’s Alzheimer’s Association chapter. Biogen has not yet confirmed other Stage 3 Florida sites. Earlier studies took place at 10 Florida clinics in Boca Raton, Delray Beach, Fort Myers, Hallandale Beach, Miami, Miami Springs, Orlando, Sunrise and Tampa. “We’re really excited to have one of these trials in our backyard,” said Lisa Milne, Vice President of programs for the Alzheimer’s Association-Florida Gulf Coast Chapter. “The more people we have participating in these trials the closer we get to finding a cure.” The drug trial here is open to people with early Alzheimer’s disease and mild cognitive impairment. Qualifying participants will get infusions of the drug, or a placebo, every four weeks for about 18 months. Clinic staff will not know which is given.

of it. Her mother and uncle also had the disease, leading Maron to worry that his children might also be at risk. Maron, who has been diagnosed with mild cognitive impairment, said he suffered some minor brain swelling after starting the series of hour-long intravenous infusions of the drug. He said it abated after his dosage was cut in half. Either way, he considers it worth it. “I’ve often thought to myself ‘Wouldn’t you do anything for the sake of your children?’” Maron said. “It just struck me, if I don’t do it, who will?” Biogen plans two separate Phase 3 studies, each including 1,350 participants, according to the company’s report to investors in April. First phase trials determined the drug to have an “acceptable safety profile,” said company spokeswoman Catherine Falcetti in an email. The most significant side effect was the brain swelling, known as aria-E, the company reported. Most of the test subjects experiencing this side affect continued the

study, though at a lower medication dose, Biogen said. Otherwise, its clinical results have so far been impressive. Researchers looking at one key measure of cognitive ability, the 0-30 ranged “mini mental state exam,” found that subjects taking a placebo worsened by an average 3.14 points over a year. Those taking the highest dose of the drug worsened by only 0.58 points, a statistically significant difference, according to Biogen. Another test, known as the “Clinical Dementia Rating sum of boxes,” showed similar differences between the placebo and the drug, particularly at its highest dose. Of course, many drugs that have looked promising in animal and small-scale human studies did not later translate into successful treatments. “That’s why we do the research,” Schaerf said. Volunteers undergo rigorous screening to make sure they meet all of the specific medical qualifications for the test. Some, for instance, have implanted pacemakers that would make it difficult to conduct necessary MRIs, Schaerf said. Others may be more advanced in the disease than they realize, and would not meet the medical parameters of this test. “We’re hoping we can get 50. That’s a lot of people,” he said. “But, for every person in, we’ve probably screened 10 or more just to get that one person.” Well, interested in participating has been particularly high, Schaerf said. His clinic has increased its staff and is expanding its research facilities in advance of the study. Schaerf said he’s received calls from people as far away as Colorado. Protect Your Retirement Against Market Volatility

As an investor, you’re well aware that, over the short term, the financial markets always move up and down. During your working years, you may feel that you have time to overcome this volatility. And you’d be basing these feelings on actual evidence: the longer the investment period, the greater the tendency of the markets to “smooth out” their performance. But what happens when you retire? Won’t you be more susceptible to market movements? You may not be as vulnerable as you might think. In the first place, given our growing awareness of healthier lifestyles, you could easily spend two, or even three, decades in retirement — so your investment time frame isn’t necessarily going to be that compressed. Nonetheless, it’s still true that time may well be a more important consideration to you during your retirement years, so you may want to be particularly vigilant about taking steps to help smooth out the effects of market volatility. Toward that end, here are a few suggestions: • Allocate your investments among a variety of asset classes. Of course, proper asset allocation is a good investment move at any age, but

when you’re retired, you want to be especially careful that you don’t “over-concentrate” your investment dollars among just a few assets. Spreading your money among a range of vehicles — stocks, bonds, certificates of deposit, government securities and so on —can help you avoid taking the full brunt of a downturn that may primarily hit just one type of investment. (Keep in mind, though, that while diversification can help reduce the effects of volatility, it can’t assure a profit or protect against loss.)

• Choose investments that have demonstrated solid performance across many market cycles. As you’ve probably heard, “past perfor-

mance is no guarantee of future results,” and this is true. Nonetheless, you can help improve your outlook by owning quality investments. So when investing n stocks, choose those that have actual earnings and a track record of earnings growth. If you invest in fixed-income vehicles, pick those that are considered “investment grade.”

Don’t make emotional decisions. At various times during your retirement, you will, in all likelihood, witness some sharp drops in the market. Try to avoid overreacting to these downturns, which will probably just be normal market “corrections.” If you can keep your emotions out of investing, you will be less likely to make moves such as selling quality investments merely because their price is temporarily down. Don’t try to “time” the market. You may be tempted to “take advantage” of volatility by looking for opportunities to “buy low and sell high.” In theory, this is a fine idea — but, unfortunately, no one can really predict market highs or lows. You’ll probably be better off by consistently investing the same amount of money into the same investments. Over time, this method of investing may result in lower per-share costs. However, as is the case with diversification, this type of “systematic” investing won’t guarantee a profit or protect against loss, and you’ll need to be willing to keep investing when share prices are declining. It’s probably natural to get somewhat more apprehensive about market volatility during your retirement years. But taking the steps described above can help you navigate the sometimes-choppy waters of the financial world. TARA WOODS COMPUTER CLUB After four successful years directing The New Image Chorus, Jane Crawford has stepped down. Thank you, Jane, for changing the image of the chorus and bringing new life and great songs to our performances. We are extremely fortunate to have a new Director in place for the new season. We are happy to introduce Dave Adams as the Director of the New Image Chorus. Dave and his wife, Nancy, reside in Del Tura. They both are multi-talented with musical backgrounds in band, chorus, theater and radio. Both are retired teachers from Rockport, MA, Dave ran the local high school’s music department for

fourteen years. He also is an accomplished pianist and will be using the piano to direct the chorus. Nancy is a singer and pianist, and she organized plays in the elementary school where she worked. She is also a talented seamstress. This dynamic duo has some great ideas for The New Image Show in April. We are all excited to be a part of this venture and invite anyone else with an interest in music and chorus to join us on Monday afternoons from 1:30 – 3:30 PM, starting Monday, October 5th. The Tara Woods Computer Club provides free computer classes to all of our residents and their visitors. We cover a wide range of topics, along with general questions and answers. It’s never too late to join our group, even if you’re a total novice. During the Summer season, we are meeting at my home instead of in the Clubhouse. This is in the Northeast section of the park at 19729 Kara Circle. These meetings are held on the second and fourth Thursdays of each month at 10:30 AM. This is a more comfortable setting, and coffee and donuts are available. We will resume our weekly meetings in the Clubhouse at the beginning of November. In the last two months we covered a variety of topics, including Speech (talking to your computer and having it talk

back), social networking (Facebook and Twitter), computer security and TV on the Web. In October we plan to discuss Google Apps (a set of free online office applications) and Skype. We spend as much time as we need to on each topic, and the next topic to be covered is always posted on the bulletin board in the Clubhouse. Feel free to attend only those classes that appeal to you. If you are interested in learning to work with ceramics or have done them before, we invite you to come and join the ladies for an afternoon of fun and creativity. The Ceramics Room is located in the Craft Building behind the tennis courts. We do have some greenware or bisque items available that you can select to work on. Also, there is Connie’s Ceramics in Fort Myers where you can purchase greenware. We have two kilns to fire your greenware. LADIES! DO YOU PLAY POKER? How long has it been since you’ve played with friends? Did you know there’s a game every Monday night at the Clubhouse just for the ladies? Well, we really don’t have a “No Boys Allowed!!!” rule, but men usually don’t like to play with wild cards and we do. But they’re welcome to play as long as they are willing to “play like girls”. It is most likely the least stressful poker you can play around here! It’s a good night to socialize with the ladies and make new friends with the girls who like to play poker. WOW! It’s already October. Welcome home to all our snowbirds. And Welcome to ALL the new people smart enough to make Tara Woods their home. We begin the new season with a Fashion Show. This year’s Fashion Show will have a new sponsor: Patchington They are known for contemporary classics of the highest quality with fun colors, comfort and care. They are located in Bell Tower Shopping Center and have a great sales staff to help coordinate and accessorize your wardrobe. You can get a sneak preview of their clothes at Patchington.com. The Fashion Show is Friday, November 13th – please mark your calendars. Our first Garden Club meeting for the new season will be Saturday, October 10th – 9:00 AM (immediately after Coffee). Garden Club members, please attend. This is the ONLY meeting before the Fashion Show. If you would like to join or wish to volunteer to help with the Fashion Show - PLEASE ATTEND THIS MEETING. Please remember, without volunteers this show is not possible. What to Do

What to Plant Bedding Plants: Even though temperatures are still warm, begin planting for the cooler months ahead. Impatiens, alyssum, and dianthus are good plants for the Fall/Winter garden. Bulbs: Plant agapanthus, rain lily, and Clivia lily now for blooms next spring or summer. Add organic matter to the planting bed for best results. Herbs: A wide range of herbs can be planted from seed or transplants this month. Some to try are dill, fennel, parsley, and cilantro. Vegetables: Plant crops now that will grow and produce through the winter months. This includes beet, English pea, carrot, garlic, and onion.

Lawn weeds: Control winter weeds in lawns before they appear. Pre-emergent herbicides should be applied when nighttime temps drop to 55-60°F for several consecutive nights. Fertilize ornamental trees and shrubs: This is the last month of the year to fertilize shrubs and trees. Controlled-release fertilizer provides nutrients over a longer period of time. Fertilize lawns: For bahiagrass and centipedegrass lawns use a fertilizer (not a weed & feed) that contains controlled-release nitrogen for longer lasting results. Choose one with little or no phosphorus unless a soil test indicates a need. This is the last lawn fertilization for the year.

So, Ladies and Gentlemen…..roll out your pumpkins; Fall is arriving. But for us here in Tara Woods this means we start seeing the beginning of our ‘Snow Birds’ returning. Yeah! We are drawing ever closer to our fundraiser – Tara’s Got Talent (TGT). We are having a TGT Workshop on Sunday, October 11th, at 2:00 PM in the Clubhouse. We will be reviewing the acts. This will be for any and all acts that are going to be on stage for the TGT fundraiser in November. Please let us know if you are planning to attend the workshop by calling Polly Brown, 731-1614, or Pat Dunning, 599-4490. There is still

time to join the group of Tara’s Got Talent on stage with your talent. If you are not on stage, or working during the show, I certainly hope that we see you in the audience. No one should miss the excitement of watching our own on stage entertaining us with their singing, dancing, and/or performing in some way. A reminder with the date – Tara’s Got Talent, a fundraiser, will be before Thanksgiving on Saturday, November 21st. Notice to all members of the cast of the play Senior Follies; our first rehearsal will be Thursday, October 1st at 8:00 AM in the Clubhouse. We request that the whole cast attend, plus anyone else involved in the play, especially for this first rehearsal. For some reason you cannot, please call PatOne, 599-4490, and let her know.

Notice to all Entertainers; our monthly meeting will be Saturday, October 17th, after Coffee in the Living Room. Please join us for this important meeting. We will be discussing Tara’s Got Talent, our participation with serving lunch for the Craft Fair in November and the March 2016 play. We will be asking for help with the first two of these functions, so please join us for this first meeting of the season. Anyone interested in helping is invited to join us. Strawberries: Prepare beds and set strawberry plants this month. Strawberries also make a colorful and tasty container planting. Water daily until plants are established. Fertilize Palms: Fertilize palms this month with 8-2-12+4Mg. Oleanders: The oleander caterpillar is a year round resident in South Florida. To control without harming beneficial insects, prune off infested leaves or spray with BT (Bacillus thuringiensis). Twig girdlers: Small branches falling from oak and hickory trees may be the work of twig girdlers. To control, clean up and destroy fallen branches, which may harbor young twig girdlers. HURRICANE PREPAREDNESS AT TARA WOODS Community Emergency Response Team (CERT) Are you ready for the 2015 hurricane season? • Have you visited the TWHA website at www.twha.us to find updated information on what you need to do now and what you need to do in the event of an impending hurricane? On the website home page look for a green bar on the right side of the screen labelled “CERT Information”. Click it and you will find the “Tara Woods Hurricane Preparation Plan”, application forms, website links and other informative literature that you should read and understand to be prepared. • Do you have medical needs that require special attention? If you have special medical needs, you need to apply for the Lee County Special Needs Program to take advantage of the shelter and medical services they offer in the event of an impending hurricane. You must apply now because they cannot accept applications when Lee County is within the “5 day forecast cone” of an approaching hurricane. Once registered, you will be good for the entire year. You will find the application for this on our website or you can fill one out and submit it online at the address below. https://www. leeeoc.com/shelterevacuation/Pages/application_en.aspx You will receive confirmation that you have been registered along with the location of the local shelter to which you’ve been assigned. Once registered, you are not under obligation to use this service but it will be there if you need it. If you have any medical questions regarding this, call our CERT medical coordinator, Lorraine Milligan at 560-7931.

GOING PLACES

• Are you aware of the procedures involving the use of the Tara Woods Clubhouse as a safe haven from a storm? In the event of a hurricane that is predicted to affect our area, our CERT team will go into action. As the storm approaches, the procedures laid out in the “Tara Woods Hurricane Preparation Plan” will be executed. They will track the storm and provide updates on our preparation via our community TV channel (195). If deemed necessary by the CERT team, the Clubhouse will be prepared to house our residents should they wish to seek shelter from the storm. You should not be in a manufactured home during a hurricane. Although the Clubhouse has been certified to resist damaging winds from category 3 hurricanes, it is suggested that a prediction of anything beyond a category 2 hurricane should be your signal to seek shelter out of the predicted path of the storm. The direction you should travel will be reported on the local news stations. Hometown America and the CERT team do not accept liability for using the Clubhouse as a safe haven. • Do you have a pet that will require shelter? If we open the Clubhouse for occupancy we will also designate the Crafts Building by the tennis courts as a shelter for your pet. Pets will not be allowed in the Clubhouse. The only exception will be a dog used as a “Service Animal”. Please read the pet guidelines in the “Hurricane Preparation Plan” on the website. If you have questions or concerns regarding the care of your pet during a storm, call Joanne Byrne at 652-0110. Be Smart…Be Prepared!
