Pada edisi ke-10 majalah SIGI Futures & Options ini, terasa “ sempurna� karena secara kebetulan dapat mempersatukan tiga Direktur Jakarta Futures Exchange (JFX) atau Bursa Berjangka Jakarta (BBJ) dalam sebuah wawancara. Made Soekarwo, sebagai Direktur Utama JFX. M Bihar Sakti Wibowo dan Roy Sembel, sebagai Direktur JFX. Tiga sosok ini nampaknya benar-benar mewakili gambaran ideal sebuah tim yang menggawangi JFX. Made Soekarwo memiliki latar belakang sebagai pejabat di Bappebti (Badan Pengawas Perdagangan Berjangka Komoditi). M Bihar Sakti Wibowo sebelumnya menjabat sebagai direktur di sebuah perusahaan futures. Sementara Roy Sembel, sosok yang belum lama ini menjabat sebagai Dekan Fakultas Ekonomi sebuah universitas bergengsi, telah akrab dengan dunia futures & options karena ikut membidani kelahiran JFX sebagai advisor.

Kode-kode rancang bangun komputer, seperti ASCII, American Standard Code for Information Interchange menggunakan sistem peng-kode-an 1 Byte.

This 10th edition of SIGI’ s Futures & Options magazine is considered "PERFECT" because by chance, we were able to bring together three Directors of the Jakarta Futures Exchange (JFX) in an interview, namely Made Soekarwo, the President Director of JFX, and M. Bihar Sakti Wibowo and Roy Sembel, respectively Directors of JFX. These three figures appear to truly represent the ideals of a team that safeguard the gates of the JFX. Made Soekarwo has a background as an officer in BAPPEBTI or COFTRA (the Commodity Futures Trading Supervisory Board). M Bihar Sakti Wibowo previously served as a director at a futures company, while Roy Sembel, a figure who recently served as Dean of the Faculty of Economics at a prestigious university, has been familiar with the world of futures and options, and was instrumental in the birth of the JFX as an advisor. The strong backgrounds of the three leading persons above, especially with the full support of BAPPEBTI/COFTRA, means that the public can then expect the JFX to advance even more. The Commodities Exchange, with such tremendous potential, will definitely grow. A binary = Zero One 01 is so important for the human livelihood today. The binary system, or a two-based number system,

This number system is the basis of all digital-based number systems. From the binary system, we can convert it to the Octal or Hexadecimal number system. This system is also termed BITS, or Binary Digits. The grouping of binaries in a computer always total eight, termed as one byte. In computer terms, 1 Byte = 8 bits. Codes, computer designs, such as ASCII, or American Standard Code for Information Interchange uses the 1 Byte coding system. Binary calculations are similar to calculations in other number systems. Starting with the first number, the next number, and so forth. In the decimal number system, the calculations use the numbers from 0 to 9, while the binary system only uses the digits 0 and 1. Not an easy job, but as wise men say, we should be optimistic. If I were not optimistic, I would not be sitting as a director of JFX. The potential is so great. As a ‘ futures’ person, I truly understand that this potential is indeed a fact. It is then up to us on how to develop it. ■

Of course, there are differences between building a business and building a political party, even though both are considered as entrepreneurships. When starting to build a party, the foundation must be created in order for the party to pass verification from the authorities, enabling it to officially participate in the general elections. Management theories and maneuvers can be applied to build and raise a political party. Roy Sembel’ s maneuvers are then worthy to observe. All sectors, all fields, all types of businesses were undertaken. He has both an interesting personality and way of life. SIGI was fortunate to have the opportunity to conduct this interview. Why fortunate? The interview was held on June 18, 2010, at the time when Roy Sembel still served as the Dean of the Faculty of Economics at the PELITA HARAPAN University (UPH), and was also during the process of Roy Sembel’ s appointment a new position in the Jakarta Futures Exchange (JFX). There have been quite a number of seminars conducted by BAPPEBTI, and I was selected to be a speaker. I am not a novice in the futures trading industry. Before this, I have been trusted as a consultant on the BBJ (the Jakarta Futures Exchange) and the Commodity Futures Trading Supervisory Agency (BAPPEBTI). This means that futures trading and commodity exchanges are not new to me. In fact, before the JFX was established, which was in 1999, I was asked to assist in the preparation of the human resources for the JFX. I was a trainer as well. So, when there was an opportunity to become a Director of the JFX, why not try? SIGI: Maybe, in other countries abroad, to be appointed as a Director of a Commodity Exchange is obviously very prestigious, but here, in Indonesia? The perceptions are already negative. Are you not worried that the perceptions will have an impact on your reputation? Roy Sembel: Negative perceptions? Why should you worry about such things? Which society? Which community has negative perceptions? Is there no way out or a solution to rectify the perception? Just use logic. If the commodities exchange or futures trading is difficult to revamp, certainly there will be no new players interested in developing an exchange. SIGI: Intinya edukasi? Roy Sembel: Public awareness, itu bentuk dari edukasi juga. Bagaimana masyarakat dalam memutuskan sebuah investasi, tidak berdasarkan dorongan kiri-kanan, tetapi karena memang benar-benar mengerti, setidaknya menyadari keputusan yang diambil saat menginvestasikan dananya. Awalnya dulu, bursa efek saat dikembangkan, juga belum banyak yang mengerti, tetapi lama-kelamaan, berkembang. Dan sebagaimana kita saksikan saat ini, bursa efek telah berkembang dengan baik. Kapitalisasi di bursa efek juga sudah mencapai Rp2.000 triliun, luar biasa. Yang masih jauh ketinggalan, di bursa berjangkanya. Harusnya antara bursa efek dan bursa berjangka saling melengkapi. Kalau duaduanya berkembang, maka akan saling menunjang. Bisa dipahami, bursa efek sejak tahun 1977 sudah didorong oleh pemerintah, bahkan dibantu habis-habisan selama 15 tahun pertama sebelum akhirnya diprivatisasi. Sementara bursa berjangka waktu berdiri langsung dilepas. Dan bursa berjangka di Indonesia baru tahun 1999, masih tergolong baru. Sebenarnya antara bursa efek dan bursa berjangka dapat bersinergi. Dapat bekerja sama. Misalnya, indeks yang ada di bursa efek, diperdagangkan di bursa berjangka. Banyak yang dapat dikerjakan untuk mengembangkan dua bursa tersebut. Semakin berimbang dan berkembang, tentu sumbangannya bagi perekonomian nasional akan semakin meningkat.
SIGI: Dengan nama yang sudah demikian populer, apakah

The first and most important step for JFX to take is, according to my perception as an outsider before serving as Director of the JFX, to restore its preparedness in information technology (IT). Today, the readiness of IT is a priority before anything else. But I can not mention specifically yet what the steps are. It will definitely be different, from the viewpoint of an outsider, who later becomes a manager. We shall see. For certain, with the coming of new blood, there is always a refreshed condition, and the company is sure to move towards a more positive direction. SIGI: Have you understood derivatives for long? Roy Sembel: I learned about derivatives since 1988. In that year, I started to write a book on derivatives, although it was published several years later. This means that I have known and understood about derivatives for over twenty years. In my book, I also mentioned on how to establish a solid and healthy derivative market, how to properly inform the community regarding derivatives, and what opportunities are available in futures trading.

Roy Sembel: Public awareness is also another form of education. How the community decides on an investment, is not by basing themselves on sudden impulses, but because they really understand, or at least are aware of their decisions when investing funds. In the beginning, when the stock exchange was first developed, many people did not understand, but over time, the situation improved. As we witness today, the stock exchange has developed well. Capitalization on the stock market has reached IDR 2,000 trillion. Extraordinary! Still lagging is the futures exchange. The stock exchange and futures exchange should have complemented one another. If both were concurrently developed, they would have supported each other. It can be understood that the stock exchange, since 1977, was encouraged and supported by the government, even all-out for15 years before finally being privatized. Meanwhile, the futures exchange was on its own immediately after being established in 1999, which is still considered relatively new. Actually, the stock exchange and futures exchange could be synergized. They can cooperate with each other. For example, the existing index on the stock exchange can be traded on the futures exchange. Much can be done to develop these two exchanges. The more balanced and developed these two exchanges are, the more their contributions to the national economy will increase. SIGI: With a name that is already so popular, do you not feel burdened with the difficult task in revamping the futures market? Roy Sembel: The job is arduous. Before the appointment, I could only see superficially. Now, being able to be inside is certainly a challenge worth trying. Many of my ideas were first presented when I was an advisor. Now, as an insider, those old ideas that have not had a chance to be implemented can now be realized. Previously, we had the hypotheses, and now is the time

Not wanting to dwell too long, how is the role of your new position? Roy Sembel: There already exists a distribution of tasks. In a meeting among the three of us, it was decided that I be given the task of internally improving the competence and quality of human resources in the JFX. The background, experience and capabilities of each employee are being reviewed. Then, a reorganization, if necessary, in accordance with their abilities. If necessary, with my relationships in the world of education, universities, professional circles, we shall see what is needed for the self-development of JFX. SIGI: This means, going back to the previous format, you were instrumental in the birth of JFX? Roy Sembel: That seems to be the case. At that time, I was asked for input as an advisor of JFX, at the same time, preparing the training for candidate employees.
