L'innovation dans un monde incertain

Dieter Brockmeyer connaît bien les environnements en évolution rapide. Dans une interview avec Kyle Galea, il explique le rôle de l'Institut mondial diplomatique et l'influence de l'innovation holistique

What is the mission of Diplomatic World and how does it illustrate the changing geo-political and technological environment?

Diplomatic World is driven by the spirit of “We are all connected”. That means problems can only be solved in a joint effort. This was the core from the beginning when the magazine was launched more than 20 years ago and established itself as a recognized opinion platform in the Brussels region where heads of state and other stakeholders can express their vision of the future of our planet. However, there are limits as a magazine to act. Therefore, we founded the Diplomatic World Institute in summer 2019, a think tank to take direct action. One of our first initiatives was to launch the Wholistic World Innovation Trophy, WWIT in short.

Of course, the pandemic starting only a few months later changed everything, delaying projects but also providing new opportunities. The newest kid of our group’s family is Diplomatic World Media, a streaming platform extending the reach of the magazine and the institute globally. Only a few years earlier this would have been much more difficult, and I think this illustrates very well the impact of new technologies: It brings us closer together – and with increasing speed. Not everybody likes it, and it challenges the old global order. We want to get our voice heard to act as sort of a moderator in this situation.

Quelle est la mission de Diplomatic World et comment illustre-t-elle l'évolution de l'environnement géopolitique et technologique?

L’idée de Diplomatic World est que « Nous sommes tous connectés ». Cela signifie que les problèmes ne peuvent être résolus que dans un effort commun. Notre magazine a été lancé il y a plus de 20 ans et s'est imposé comme une plateforme d'opinion reconnue en région bruxelloise - les chefs d'État et autres parties prenantes pouvaient y partager leur vision de l'avenir de notre planète. Cependant, notre marge d’action était limitée. Nous avons donc fondé l'Institut du monde diplomatique au cours de l'été 2019. C’est un groupe de réflexion avec action directe.

Bien sûr, la pandémie a commencé quelques mois plus tard et a tout bouleversé, les projets ont pris du retard... mais elle nous a également apporté de nouvelles opportunités. Notre dernier projet, Diplomatic World Media, est une plateforme de streaming qui nous permet d’avoir une portée mondiale, à la fois pour le magazine et pour l'institut. Quelques années plus tôt, cela aurait été beaucoup plus difficile... et je pense que cela illustre très bien l'impact des nouvelles technologies : elles nous rapprochent – et de plus en plus vite. Tout le monde n'apprécie pas cet impact, qui met au défi l'ancien ordre mondial. Nous voulons faire entendre notre voix, et agir comme une sorte de modérateur dans cette situation.

How do you expect the changing geo-political environment to affect technological innovation?

We see a lot of skepticism rising towards new technologies. Of course, this will change nothing. Once a new technology is out you either make the best of it, or somebody else does to your disadvantage. Maybe you can slow it down a little, but that’s the utmost you can do. Therefore, banning cryptocurrencies will only have the opposite effect in the long run. Introducing your own currency is smarter. We can see an emerging struggle on who will control the crypto and blockchain space. My fear is the same may happen that we saw with the upcoming internet. I remember well the hopes for universally free and educated societies and look at what the situation is today.

Comment pensez-vous que l'évolution de l'environnement géopolitique affectera l'innovation technologique ?

De plus en plus de personnes sont sceptiques envers les nouvelles technologies. Mais le fait est qu’une fois qu'une nouvelle technologie est sortie, soit vous en tirez le meilleur parti, soit quelqu'un d'autre le fera à votre désavantage. Vous pouvez peut-être freiner un peu la tendance, mais c'est le maximum que vous puissiez faire. Par conséquent, l'interdiction des crypto-monnaies n'aura que l'effet inverse, à long terme. Proposer votre propre devise est une approche plus intelligente. Nous pouvons voir une lutte émerger entre les acteurs qui souhaitent contrôler l'espace crypto/blockchain. Je crains que ce qui c'est passé avec l'internet se répète. Je me rappelle bien des espoirs, de tous ceux qui rêvaient de sociétés universellement libres et éduquées... on voit bien aujourd’hui que la situation est tout autre.

MY FEAR IS THAT WHAT HAPPENED WITH THE INTERNET WILL REPEAT ITSELF. I REMEMBER WELL THE HOPES FOR UNIVERSALLY FREE AND EDUCATED SOCIETIES AND LOOK AT WHAT THE SITUATION IS TODAY.

Ma crainte est la même que celle j’avais vis-à-vis d’Internet. Je me rappelle de tous ceux qui rêvaient de sociétés universellement libres et éduquées... on voit bien aujourd’hui que la situation est tout autre.

Which cutting edge technologies do you believe will have the most significant effect on democracy and how?

This is hard to predict. There is a lot happening now. There sure is a lot of potential in the blockchain, decentralized banking, or the Decentralized Autonomous Organizations, DAO in short. These and others are very interesting approaches for sure, however, the proof of concept is still missing for all of them. I like the idea of “automated democracies”. However, it can also be used for autocratic systems. Blockchain too is a potentially dangerous technology depending on how it is used. The only thing that seems to be certain is that the upcoming decades will be highly dynamic and full of surprises. I’m afraid, not only pleasant ones.

Quelles technologies de pointe auront selon vous l'effet le plus significatif sur la démocratie, et comment?

C'est difficile à prévoir. Il y a beaucoup de choses qui changent, là maintenant. Il y a certainement du potentiel dans la blockchain, la banque décentralisée et les organisations autonomes décentralisées (DAO). Mais si ces approches sont très intéressantes, la preuve de concept fait défaut pour chacune d'entre elles. J'aime l'idée de « démocraties automatisées » mais elles peuvent également être utilisées pour profiter à des systèmes autocratiques. La blockchain est une technologie potentiellement dangereuse... La seule chose qui semble certaine, c'est que les prochaines décennies seront dynamiques et pleines de surprises. J'ai peur qu’elles ne soient pas seulement positives.

how does a broader comprehension of the ongoing technological revolution benefit us?

Already the magazine claims to interlink diplomacy, politics, business and culture since they all are connected. This is a universal truth, anything I launch in one sector also has impact on the neighboring one. Way too often we must realize that the “neighboring effect” is the opposite of our positive intentions. We often realize it too late. We must be much more aware how everything interacts. We need innovation, lots of it, in all sectors to tackle the global challenges, not only with climate change. A lot will be technological, but this also requires that we adapt to sometimes rapidly changing situations.

Qu'est-ce que l'innovation holistique, et que peut nous apporter une meilleure compréhension de la révolution technologique en cours?

Notre magazine souhaite lier diplomatie, politique, business et culture... car tout est lié. C'est une vérité universelle : tout ce que je lance dans un secteur a aussi un impact sur le secteur voisin. Mais nous devons réaliser que « l'effet de voisinage » peut s'opposer à nos intentions positives. On s'en rend souvent compte trop tard. Nous devons être beaucoup plus conscients de la manière avec laquelle tout interagit avec tout. Nous avons besoin d'innovation, en grande quantité, dans tous les secteurs, pour relever les défis internationaux - pas seulement en ce qui concerne le changement climatique. Cela nécessite aussi de s'adapter à des situations qui évoluent parfois rapidement.

What do you think is the core message of your book Pandemia’s Box and how do you think that the debate it seeks to spark will take shape?

The matter is highly complex, therefore it would be arrogant to claim to have come up with any solutions. It’s an analysis trying to show where we should think more wholistically towards having a positive impact on the planet. I can spark debate, and this may lead to solutions. Since I’m not the only one taking this path, chances are likely that all these initiatives together will have a positive impact.

Selon vous, quel est le message central de votre livre Pandemia's Box ? Quelle forme prendra le débat qu'il cherche à susciter ?

La question est très complexe, il serait donc arrogant de ma part de prétendre avoir trouvé des solutions. Il s’agit d’une analyse qui tente de définir où et comment nous pouvons réfléchir de manière plus globale pour créer un impact positif sur la planète. Je peux susciter le débat, et cela peut conduire à des solutions. Comme je ne suis pas le seul à emprunter cette voie, il y a fort à parier que toutes ces initiatives réunies auront un impact positif.

IT’S AN ANALYSIS TRYING TO SHOW WHERE WE SHOULD THINK MORE WHOLISTICALLY TOWARDS HAVING A POSITIVE IMPACT ON THE PLANET. IT WOULD BE FATAL TO DRAW THE LESSON THAT GLOBALIZATION IS WRONG, BUT WE NEED TO THINK ABOUT IT DIFFERENTLY.

What do you think are the best lessons we could learn from the ongoing pandemic?

We already learned a lot about what went wrong in globalization during the last decades. It would be fatal to draw the lesson that globalization is wrong, but we need to think about it differently. Our problems are global, and they can only be solved by working together globally. We are at the beginning of a long steep road. We must take it if we want to live in a pleasant world – and on this planet. We only have this one.

WE ARE AT THE BEGINNING OF A LONG STEEP ROAD. WE MUST TAKE IT IF WE WANT TO LIVE IN A PLEASANT WORLD – AND ON THIS PLANET. WE ONLY HAVE THIS ONE.

Selon vous, quelles sont les leçons à tirer de la pandémie en cours ?

Nous avons déjà beaucoup appris sur ce qui a mal tourné, en ce qui concerne la mondialisation. Il faut éviter de conclure que la mondialisation est une mauvaise chose, mais nous devons y réfléchir différemment. Nos problèmes sont internationaux et ils ne peuvent être résolus qu'en travaillant ensemble, à l'échelle mondiale. Nous sommes au début d'un long chemin escarpé, mais nous devons l'emprunter si nous voulons vivre dans un monde agréable. Car c’est le seul que nous avons.
