REPOSITIONING OOH FOR CONTINUED GROWTH AND PROSPERITY

H

ow does the industry position itself for growth and prosperity? back in 2016 a group of professionals came together to create a five year vision for the industry in the US in order to position OOH advertising as a core media buy right along other mediums especially mobile and the social media. They came up with a unified positioning strategy that will fuel the success of OOH advertising for the next five years, a fiveyear plan for 2017-2021. their strategy stood on three key building blocks: 1. The OOH Promise: - this explains what OOH advertising stood for and what made it unique and powerful. 2. The OOH Top Priorities List: top priorities that is needed to be focused on as an industry in order to fulfill the said five year plan. 3. The OOH Value Preposition: a written pledge to the customer. The first task they did was to develop the OOH promise, the vision here is to elevate OOH among planners, buyers, advertisers and agencies so that it OOH can be considered a more fundamental, essential, and core part of the media mix. what this did was to create a positioning statement and a list of top benefit s that defines and differentiate OOH as a medium. *OOH is creatively impactful *OOH is contextually relevant *OOH is ubiquitous *OOH is connected

*OOH is data driven *OOH is accountable *OOH is innovative. The next thing they did was a gap analysis to determine the top five things the OOH industry must achieve *sell OOH using audience+location+data *promote the unique creativity of OOH and it big, bold and beautiful story telling *offer powerful but practical innovations that advertisers, big and small can implement and scale *move OOH out of its silo and migrate it more fully into broader advertising ecosysytem *add new solutions-oriented and result driven competencies to the industry’s sales capabilities. The final step was to create a five year plan in order to bring those visions and strategy to life. a new logo was created, a new tag line, a new written value proposition for customers and new tools that OOH companies can use to promote OOH as a core media buy. It is my wish that the industry here can embrace and incorporate this ideals holistically to ease and improve the ways the OOH business is done in this part of the world.

If outdoor advertising company across the country have about 2000 employees as at two years ago, they are apparently about a 100 right now HOW DID OUTDOOR ADVERTISING HAPPEN It wasn't by accident, in the mid-1980s, I got into the services of a company known as Greysight Outdoor Services which later became Optimum exposures, I was actually the first marketing manager at Optimum exposures. I later resign from there to set up Lookout Communications Limited. WHAT INFLUENCED YOU. By the time I was leaving in 1995, the advertising industry was at the verge of growth, there were very big companies, I remember as a member of the marketing team at Optimum Exposures, when we get back to the office in the evening, our major topic is about the multi- nationals, but when I go out on clients visits, I discovered that a lot of our clients have small orders but there were no professional companies to fulfill those orders.

Back then it was either you are big or you are nothing, so when I discovered that loophole, I did my business plan and in the next couple of month, If I focus my attention on that growth area of the market, I will be able to make a living out of it, so I left and within seven month, we broke into Guinness Nigeria which was a multiNational. WHY DID YOU LEAVE OPTIMUM EXPOSURE I saw a business opportunity, I didn't leave because of frustration, I saw a business opportunity and decided to take it. And in the last twenty years that I have been here, Optimum Exposure is one company that I can walk straight into the managing directors office, sit down talk to anybody because my strategy was different from theirs, they have their growth plan and I had mine. I came into Outdoor when it was at the verge of growing, from the first day I step into the industry in 1990, It had been all crises, I don't think any business can survive under this kind of turbulence situation, we had a situation where Rasaki, the then military governor of Lagos, came in and removed all the billboards, he got all the operators thinking. we designed some boards, government approved it, that birthed metal 40 sheets, before we could know what was happening, the 48 sheet came into place, the 40 sheet was abandoned, before we could know what was happening, Unipoles came, every other person rushed into it, before we know what was happening the gantries, portraits and now the LEDs. It's been a business that has been evolving all along. To make the matters worse, the regulators starting from Lagos State came with some very misguided approach to Outdoor Advertising, without mincing words, unless the regulators in the country make their operation favorable for outdoor advertising, this market and the regulator will eventually die. That is the regulators will be there but they will not have any business except we take an investment approach to it, imagine a country that have been through recession in the last two years, in other countries, what government does to business, is to give tax breaks, incentives, the banks will give you loans to sustain your business because of the employment risk involved rather in the midst of the worst recession this country has ever seen, some regulators insisted on collecting some humongous amount of money from outdoor companies and that is the reason you will see

Forget about what is on the street, most company are dead, not all companies are doing well. even on the street of Lagos which has never happened since I joined this industry since 1990, even in Abuja you will see empty Billboards. Even the big multi-nationals are opting out of outdoor advertising because of the way the regulator have gone about strangling the business, and that has been the major problem, the most embarrassing thing is that it i s a l l h a p p e n i n g u n d e r a d e m o c rat i c government where, it is a government for the people, by people, for the people. This same government go about everyday saying they want to provide employment, the issues is that which employment are they providing, the little businesses that are available, which are supposed to absorb people from the street, is being killed by the same government through over taxation and over regulation, so the challenges still persist and had made some major clients pull out from the industry. What do we do, it's our business, what am saying is that, unless something drastic is done about the way all this state government have gone to attack and destroy the business of outdoor advertising in Nigeria , there is no way out, when I talk to some of the head of these agencies, you will discover that they don't

know anything about the business, they are brought in here to come and collect free money, can LASAA as an agency of government tell us how much they have collected from outdoor advertising companies since inception, can they tell us how much have been distributed to the local governments, if you ask them now, they will tell you they did one street naming project, they did this and that but is that why they were set up. TELL US ABOUT ARENA SIGNAGES Well it's a special offering, that company was setup to target commercial sport, sport is business and businesses chased sport. For a very long time, our sport was not commercial but in the past ten years, starting with football, it is getting commercialized, sponsors are coming into game, and once sponsors come into the sporting environment especially commercial sponsors, they will require certain level of services. So this is what ARENA SIGNAGES was setup to do, to provide those services that those right owners cannot provide. For now, we provide game day branding, indecently we handled the Nigerian National league, where we had a lot of m a t c h e s . We h a n d l e d t h e N i g e r i a n professional football league, which is a 380

match day event per session with most of them on television, some of live TV. And lately we are now working for the Nigerian football federation for the ATIEO cup (the federation cup) which is the oldest tournament in the country. In all these tournaments, we provide branding support for those games. So that is what ARENA SIGNAGES does. We have done some other events, we have done National sport festival, we have done some indoor events, we have done some special events like when the champions league came visiting Nigeria and Masters Sport International needed to setup a football field on the independence bridge, they needed a create an ambience of a full field and asked us to provide branding support for that event, it was a 10 minutes events on top of Ikoyi bridge, we provided that support with all branding elements. YOU MUST HAVE TOUCHED VIRTUALLY ALL THE STADIA IN NIGERIA The picture of every stadium in Nigeria is either my head or on my computer, there is no stadium that we haven't worked, from the Kano pillars stadium in Jalingo up to Yakubu Gowon stadium in port-Harcourt, the one in Abuja, Minna, we have been everywhere,


Cover Story October 2017 the parties, we have government who are not thinking things through, regulation has become the greatness impediment to business success in Nigeria, am n o t ta k i n g a b o u t o u td o o r advertising alone, go to every other field and what do you think is the problem. In fact many companies are not surviving in Nigeria because of over taxation and over regulations and maybe that is why the government set up the ease of doing business headed by the Vice president, but really what is ease of doing business?, this is the only country where a businessman is coming into with his money and a custom officer will and say where are you going and because of a thousand dollars, the custom man might send this man back, it happens regularly and that is why businessman running from this country.

because any place football is played, the company is present, we have people in every stadium. On the average when the premier league starts, they do ten matches every weekend, so we have ten venues and now the LMC say all matches are going to be broadcasted live from next session, so it means we are going to have just like the premiership ten venues coming on television for Nigerians to watch and we will be there, we create the ambience for TV telecast to thrive, that is what ARENA SIGNAGES does HOW CAN SPOTS BE BOOKED We don't sell spots, we work for sponsors, commercial sport is such that there are right owners, and there are people who are buying the rights. For instance the Nigerian professional football league was known as the Globacom league just like in England we used to have the Backlays premiership but the premier league in England has gone beyond having a naming sponsor, so now it is known as the premier league, Nigeria has toed that line, it is now known as the Nigerian professional football league (NPFL), what this then mean is that, there are different categories, we having banking, alcohol and so on, we have about ten categories of sponsors, so by the time the premier league is able to sell those ten categories and the money these sponsors bring into the league, there is enough money for them to pay for our services and get those stadiums properly branded for TV broadcast. When Super Sport came to Nigeria, they came in on the backdrop of commercial sport, so they needed some commercial companies to provide the necessary services for them here in Nigeria so that is what we provide for them, when you go to the stadium and see all those Super Sport things, it's all done by us, from design, conception to placement. Arena Signages is a specialized game day branding company. HAVE THERE BEEN ANY CONSTRAINT SO FAR The issues is that a lot of people don't understand what we do, some people will just say that they want to go buy right in the stadium, you can go buy up the stadium, we don't have any problems with that, in fact I am not interested in buying stadium advertising, the only thing I know is that, on match day, if we found any commercial advertising there, we would remove. There are different things, the

stadium is only viable when there are people, and in most cases, the stadiums are empty, so what happens is that, it's only when the stadium have people that we operate, and we operate on the backbone of the league management company, the Nigerian National league and currently the ATIEO cup we are branding for the Nigerian Football Federation. IN YOUR CAPACITY AS OAAN PUBLICITY SECRETARY We are trying our best, we have a lot of programs, we are on social media, we are doing a lot of programs like the poster awards, it used to be a yearly affair until we adjusted as a result of the downtime in the economy, we used to have some evenings that we invite some of our clients and regulators, sometimes we have lectures and make use of all available opportunities to sensitize the public about what is happening within the industry. OAAN is a pressure group, a professional trade group and we can only appeal, we don't have the force of law so in my position as publicity Secretary, We are trying our best to reach our publics but incidently the democracy we have in Nigeria is wrong headed, am not taking about particular parties, am taking about all

Yes, it is the policy that is the major challenge, because the government are not drawing up the right policies, how can you setup a law that arbitrarily wipe out an entire industry through regulation and the heads of those regulatory bodies are still sitting down in government, go and investigate government at every level in this democracy, they have used regulation to emasculate Nigerians so whatever the vice president office is doing with the ease of business is a reaction to the present circumstances. It is not only in o u td o o r a d ve r t i s i n g , i f yo u s et u p a m a n u fa c t u r i n g u n i t t o d ay, t h e l o c a l government will sweep on you as if you are machines not minding the fact that you have virtually slave yourself to set up those machines, so nobody wants to manufacture anything, but that is exactly what is happening in the industry, before you set up a site, you will be asked to pay millions of naira, why would I come pay millions of naira for a site I have not even sold. WHERE DO YOU SEE THE INDUSTRY IN THE NEXT 2 YEARS The only way this industry can grow is either the regulator give way or we all sit down and work out a template, it is not a question of regulator been the master and the outdoor regulatory companies being the slaves. We will all sit down, , look at our charges, look at our business, I get a site for 100 million and I go to


Cover Story October 2017 the bank for 200 million loan, long term money to fund that business, the regulator comes around and collect 50 million, how do you want me to service the loan. Unless we sit down and we reach a compromise that in this business that we are doing, the taxation should not be more than 5%, 10% or better still in percentages. But it is only in Outdoor advertising that, you have taxes as high as 80% and its killing the business, except we sit down,

Another thing I will like to say here is that, no foreign company can come and operate in this environment, I actually feel for those companies eyeing the outdoor advertising sector in Nigeria because they don't understand what is at stake, they would bring their millions of dollars, and all those money would disappear without them seeing anything on it. The government have not favored the outdoor advertising business at

We are doing a lot and approaching all government at different levels but it's like the more you approach government, the more it seems you are trying to undermine their revenue generation drive but in the real sense they are not looking at the economic impact of what they are doing. So there is an economic fallout. Some people would tell you that the decline of outdoor in Nigeria is the social media, how come the social media is not impacting on the ones abroad, but instead social media is integrated with outdoor advertising. if you go to shopping malls, and train station you will see smart LED that tell you about train departure and arrivals, so the integration is enormous and there is positive growth but rather in Nigeria, we are killing the little we have with government excessive taxation, government is not encouraging investments, our members whom have invested in LEDs, are there campaigns on the LEDS, NO, some of the LEDs are now switched off. So the business is growing abroad but dyeing in Nigeria because of government interference and over regulation. ADVICE TO UP COMING PRACTITIONERS

Forget about what is on the street, most company are dead, not all companies are doing well. WHAT IS OAAN DOING ABOUT THIS We are engaging them but they are not listening so the business is going down, before when they go and switch off LEDS, some people would panic, they would run to borrow money, now if they switch it off, some of our member

WHAT IS THE EXPECTATION OF THE OUTDOOR ADVERTISING BUSINESS AS ELECTION IS DRAWING CLOSE Well in the first place political advertising does not pay anybody within the industry because what they want is substandard works, people that enjoy political period are printers, not outdoor advertising companies, not people who owns the structures. There is no standard here in the country, so what they do is just ask people to go hang the prints anywhere, signage.com.ng 17

The market is so big, there are so many opportunities, there are different areas of outdoor advertising apart from what you have on the street, Nigeria is a country of 180 million, the opportunities are there. The days of one approach solve it all, can no longer work in Nigeria. Unknown to people, from here to Maiduguri is about 2 hours, about one hour, 45 minutes straight flight, a jet moves about 900kilometres per hours, if we are travelling by road, we will be getting there like in three days so the country is a very big country so all of us must not have to be in Lagos and choke the Lagos market, this country is a big market, there is opportunity here for everyone.

It was an upsetting revelation. It became a major political discussion whenever two or three people gathered. It was and is still an embarrassment to the nation. It was the leading headline on the dailies. Social media was flooded with tweets, posts, retweets and reposts of this unpleasant news. The whole nation was shocked when the Governor of a State in Northern Nigeria revealed that 21,780 out of 33,000 tea c h ers fa iled p rim a r y fo u r test administered to assess their competence. I became very furious in my spirit that I had to ask myself some pertinent questions: What kind of future await these innocent kids if they continue under the tutelage of such unqualified teachers? What are the chances of students turning out better than the quality of education they receive? The hurtful truth is that if t h e p r e s e n t circumstances of those kids do not change, their chances of prospering in life may be very little.

LASPARK AND OAAN REACHES AGREEMENT ON PAYMENT OF GROUND RENT The Lagos State Parks and Gardens Agency (LASPARK) has reached an agreement with the Outdoor Advertising Association of Nigeria (OAAN) on the payment of ground rent on billboards installed in any of the Agency’s Parks or Gardens. The agreement was reached during a meeting between officials of the Association and the General Manager of LASPARK, Mrs. Bilikiss Adebiyi-Abiola at LASPARK’s Head Office in Agidingbi, Ikeja. The General Manager, who commended the Association for their commitment to paying the ground rent, explained that the fee was not an additional charge from the State Government as initially claimed by the Association. “The payment to the Lagos State Signage and Advertisement Agency (LASAA) is an Advertising Permit Fee, which is statutory

Also present at the meeting were the Assistant General Secretary, Mr. Tunde Oyekan, the Administrative Manager and some other members of the association.
