he discussion of recreational marijuana throughout Long Beach reached another milestone on July 13, as Mayor Robert Garcia signed the adult-use cannabis business ordinance into law. During a phone interview last week with the Signal Tribune, Ajay Kolluri, manager for the Long Beach Office of Cannabis Oversight (OCO), said the law will take effect 30 days after it has been signed. “We will be accepting adultuse cannabis applications,” he said about the 30-day process. “We expect that the medical businesses that are open right now will likely apply as soon as they can. It will take some time for us to process them.” Adam Hijazi, co-owner of the Long Beach Green Room dispensary, said there are application fees and facility regulations under which they have

dispensaries are required to undergo facility inspections to determine if they qualify for the adult-use sales permit. The quality of laboratory testing, packaging and labeling of cannabis has drastically improved as well, according to Hijazi. Despite those improvements and the City’s support, Hijazi said that until the 30 days required for the law to take effect have passed, illicit marijuana markets are in a more favorable position for consumers.

Several Long Beach officials appear to be off the hook from accusations of misuse of funds to promote a city measure last year, according to a letter this week from the Fair Political Practices Commission (FPPC). The letter– addressed to the four Long Beach residents who launched a sworn complaint against the City and to those officials named in the complaint– indicates that the FPPC’s Enforcement Division found insufficient evidence of violations by Mayor Robert Garcia, 6th District Councilmember and now Vice Mayor Dee Andrews and 9th District Councilmember Rex Richardson. However, 3rd District Councilmember Suzie Price is still a “named respondent” in the investigation. As previously reported in the

The Signal Hill City Council conducted a relatively short meeting July 24, during which it authorized a contract agreement with a consulting firm to help relocate tenants being displaced by the demolition of one of the City’s commercial buildings. Following two months of reviewing and implementing a new fiscal-year budget at its previous meetings, the council also authorized City staff to issue a request-for-proposals (RFP) for creating a parks-and-recreation master plan over the next year. Third District Long Beach Councilmember Suzie Price is the focus of a sworn complaint by four residents who allege that she and other elected individuals violated the Political Reform Act by using taxpayer money to distribute messages that were persuasive rather than merely informational, in order to get voters to approve Measure M. A July 24 letter from the Fair Political Practices Commission to the complainants and the city officials indicates that all those named in the complaint have been dismissed from impending investigation, except for Price.
