Thoughts from the

o many folks have been under the weather these days.

It seems that every day I hear about another pal of ours who has fallen into the nasty clutches of some sort of sickness.

Hubby Steve and I too have been victims of various maladies.

According to our doctor, for the past two weeks I have had a combination of bronchitis, the flu and pneumonia.

Dear Steve seems to have escaped with a bad case of bronchitis. The volume of coughing around our house is horrendous. Even the dogs have shown their displeasure by steering clear when either one of us goes into a coughing fit.

When friends and family discovered our icky-sicky status, many of them offered to bring by soup or whatever else might bring us comfort. Although I appreciated their offers, I found a more independent way of bringing our grocery needs into the house. I ordered them online and had them delivered by a local major grocery store.

Now, don’t think the idea of dealing with a delivery service popped into my head right away.

It was a slow process starting with a quick flash of sweet memories of the late 1990s when homegrocer.com was all the rage. Back in those days, it seemed that one couldn’t turn on the television or radio without hearing their catchy commercial theme song, “Would you like to have something to eat?” If the advertising didn’t get one’s attention, the cute little vans emblazoned with their distinctive fresh peach logos did.

Although I didn’t use homegrocer.com more than a time

or two, it was handy, and the thought of a similar service being available now seemed heavenly.

Like a bolt from the blue, I remembered hearing or seeing information that Vons grocery store did delivery.

Checking it out online, I found that Vons did indeed provide online shopping and a delivery service. Furthermore, I was happy to see that the delivery charge would be free for my first order. Also as a bonus we were to be given a six-pack of paper towels and a case of individually bottled water.

The scheduled day was a Saturday, and the time for delivery was a two-hour window, 10am-noon.

When the order arrived, it was 11am. I was relieved to see that my order was complete.

We had orange juice, soup, yogurt, gluten-free bagels and oatmeal, bread and several other items including badly needed deodorant for me.

When the truck arrived, I saw that it was labeled Vons/ Albertsons, and oddly enough the bags had Pavilions’ logo on them and the orange juice jug was labeled Safeway. Strange, huh?

Nevertheless, I don’t care what company was ultimately responsible for my door-todoor delivery. They did a great job.

Today, thinking with a clearer head, I believe using the above-mentioned type of service would be great for sending food, etc. to ailing friends and family members. Or, I bet a thoughtful bag of groceries sent to a new mother, elderly friend or budget-minded college student would be a welcome relief.

Here’s hoping all of our readers and advertisers stay well.

Dog-gone

I have been a resident of Wrigley Heights for 30 years. I have seen many changes to our neighborhood, good and bad. Putting in the dog park is a wonderful addition to our neighborhood; putting houses would not be. Why do you think it’s appropriate to move the dog park and place an additional road where the dog park is now to add 275 homes in our neighborhood? This would make the neighborhood very congested. And aren’t those grounds contaminated?

Would you want to live on that? Would you want your families to live on that? Nothing needs to go on that land.

I use this park every day for my dogs. This park is important to our community; don’t be greedy and add more houses. We don’t need it. We don’t want it. Keep our neighborhood the way it is. Go build your houses somewhere else, not in our area.

I know this isn’t a powerful letter but I hope you get enough letters to where you will reconsider what you are doing to our ‘hood.’

It has come to my attention that plans are in the works to build 275 new homes in the Wrigley Heights neighborhood and that the Wrigley Heights Dog Park will be sacrificed to this end. This is a wonderful and well used park that a lot of people and dogs enjoy. Long Beach is in desperate need of parks and open spaces, so it seems a shame to eliminate one so the developers can make big piles of money.

In a not so roundabout way...

I am against the roundabouts ("Los Cerritos neighborhood group survey says residents against proposed roundabouts," April 26, 2013) being constructed at the intersections of 1) Country Club Drive/Pacific/36th Street and 2) Pacific and Bixby. I use these intersections almost every day. No. 1 has made a very simple intersection incredibly confusing. No. 2 has made a simple intersection into a dangerous one. It is about twice as large as it should be, sends the driver down into the gutters and brings them far too close to the curb. These frivolous additions to our neighborhood have been protested for years. I have been told there was federal money that the City had to use, or lose. There were so many repairs this money could have been used for. They should take them out, restore our safe intersections and call it a mistake and a waste of money. That would be better than the danger it is going to impose on drivers, bicyclists and pedestrians, and the lawsuits that will no doubt ensue.

COMMENTARY The best ways to adjust to Daylight Saving Time

Though a bit simplistic, a good rule of thumb is that it takes about one day to adjust for each hour of time change. There is significant individual variation, however.

Tips to adjust to the shift– and sleep well– include the following: • Prepare for the anticipated circadian shift by going to bed earlier one or two nights ahead of the change, so you are already accustomed to the new schedule.

• Ensure that you are not sleep-deprived ahead of the schedule change. You should be getting seven to eight hours of sound sleep each night ahead of the shift.

Coffee and conversation A recent community event featured talks about a potential school bond and infrastructure projects.

A recent community discussion last Saturday morning included the following items: a proposed $9-billion statewide school bond for the November ballot; more infrastructure money in Long Beach’s 3rd council district; and further work on both public and traffic-safety projects in the city.

With a scenic bay literally in the background setting the mood, the Boathouse on the Bay restaurant served as the scene for the full house of attendees who were interested in hearing about pressing matters that involve the state of California, the Long Beach 3rd council district and education.

The Coffee and Conversation event on March 5 featured this discussion with 70th District Assemblymember Patrick O’Donnell, 3rd District Councilmember Suzie Price and LBUSD Area 4 Board Member Jon Meyer.

O’Donnell sparked the conversation with community members

by first bringing up the state budget.

“We live and die off our budget in California,” the assemblymember told the group of individuals last Saturday. “It’s because our money is so fluid that we have to be careful with how we spend it.”

O’Donnell went into further detail about the budget with the Signal Tribune after the event.

“These are good times, but good times don’t last,” O’Donnell said. “We need to be careful with our dollars. I’ve shared that I’m a Jerry Brown Democrat. What does that mean? It means to be fiscally prudent. Don’t spend it all today. Let’s save a little bit for tomorrow when the economy turns down and so to does our budget situation.”

He also added that teacher shortages in the state are impacting schools and classrooms. There needs to be a concerted effort to make the profession more “attractive,” he told community members during the discussion.

“What’s happening to teachers– I’ve lived that war,” said O’Donnell, who is a former instructor in his own right. “We need to have faith in our teachers and not beat them up. We need to show how they shine and get more teachers

will, and there will be a $9-billion bond on the November ballot.”

Those bond dollars will go to K-12 schools and community colleges. The bond will also serve as a match for local districts.

O’Donnell said local districts will most likely pass their own bonds, and what they will get is a dollar-for-dollar match from the state out of that $9-billion proposed bond. That means those districts can apply to match their own dollars to the state dollars.

O’Donnell also brought up Prop 47 and its impact on crime.

Prop 47 is a comprehensive proposition that was passed by voters about two years ago.

O’Donnell said the proposition does a number of things, but his concern is its restrictions on a judge’s ability to get individuals treatments for certain addictions.

“There are parts of Prop 47 that are great and will actually end up saving us money and end up saving us lives and improving people’s lives,” he said. “But there is a part of Prop 47 which is pretty restrictive on a judge’s ability to make a decision that will impact an individual’s life on a positive manner, such as directing people to drug treatment on a court order. It’s much more difficult now.”

The assemblymember hopes to find a solution to this situation with his other officials.

Price shared the status of her third council district. Her presentation primarily focused on that of traffic and public safety, homelessness and the necessity for more infrastructure money.

The 3rd-district councilmember touted traffic safety as the least appealing topic for the public but that it still remains as one of the most important issues in the area.

“It’s not an exciting or sexy topic like public safety, infrastructure or pollution, that are interesting to the general masses,” Price said in an interview with the Signal Tribune. “Traffic-safety projects only really impact the people who travel in those areas. They are important to them, so we’ve focused on them.”

“So it really just streamlines the process,” Logan said of the new system, “so that the voters can relate to one election with everything from the presidential primary contest down to their local city contests and measures, all in one transaction, if you will.”

He acknowledged that while the Long Beach city charter’s election dates require a tight turnaround, he expressed confidence that June 7 will be an easier day. Hopefully, he added, the new process “will make it seamless for the voters.” ✦

At the Rotary Club of Signal Hill’s weekly meeting on the morning of March 10, students from Jessie Elwin Nelson Academy were inducted into the club’s new auxiliary for youth– Interact Club.

Julie Hammerness, Nelson Academy science teacher, is serving as the Interact Club liaison.

“The purpose [of the club] is to have students learn about how service in the community helps themselves and the community at the same time,” Hammerness said, “and it also teaches them leadership skills.”

Signal Hill Vice Mayor Lori Woods, who is a Rotary Club member, said the new youth organization will provide

a great opportunity for the City to work with students.

“We can coordinate efforts to serve the community better,” Woods said. “Right now, the Rotary Club is serving the senior food distribution program every other week. That’s something the Interact Club can participate in. The Interact Club will give them an opportunity throughout the year to come and visit us at City Hall, come to city functions, get a better idea of how their local government works, and how they can be part of it.”

Woods explained that Rotary has three clubs: Interact, for youth roughly 12 to 18 years old; Rotaract, for college students; and Rotary itself, for adults in the community.

“It’s kind of Rotary’s way of bringing students, residents and the community together early on with service in mind,” Woods said.

Users have the option of renting the bike on an hourly basis for $7 or purchase a membership monthly pass. A $15 pass will include 60 minutes of daily use time; a $20 pass will include 90 minutes a day.

Up to six persons can share one membership account. Prospective users can assess availability of bicycles at a particular station via a mobile phone app. The bikes have integrated locking mechanism and feature eight speeds. Moreover, the bicycles have adjustable seats and are adaptable to most users,

accommodating for different fitness and range. Users are urged to use their own helmets.

Long Beach Symphony Orchestra’s Classics Series on March 5 Vicki Paris Goodman Culture Writer

Last Saturday night’s Classics Series concert of the Long Beach Symphony Orchestra offered up an unusual line-up and featured a vocalist in a portion of the program. I wonder if that could be the reason for the much smaller than usual crowd. If so, those who might otherwise have attended should read on.

I’ve been railing against the avant garde music that has dominated this season’s programming to date. But this concert got it right, as the music was simply less known, rather than discordant in its modernity. Consequently, the audience was treated to both something new and something beautiful. How refreshing!

The concert began with Bach’s Overture to Orchestral Suite No. 4 in

D major, a piece unfamiliar to many ears yet quintessentially Bach in its sophisticated structure and sound. Guest conductor Gemma New seemed at first not to be quite in control of the orchestra. The Bach reflected the fact, with the orchestra coming across less than crisp, the transitions a bit muddy, the music missing out on its energy and passion. Maestro New seemed stiff in her somewhat contrived movements, which I found distracting. Fortunately, the remainder of the program had her far more relaxed and on top of things.

Soprano Elissa Johnston was featured in Samuel Barber’s Knoxville: Summer of 1915. Ms. Johnston’s singing and demeanor were delightful. Maestro New finally seemed at ease, and all was right in the Terrace Theater. The Barber’s melodic themes danced with joy, switching to darkness

Mahler’s Symphony No. 4 in G major comprised the second half. At just under an hour in length, the piece isn’t one of Mahler’s most protracted, not by a longshot. Still, it may have been enough to give indecisive prospective patrons pause.

I thought New did an impressive job extracting every nuance from the complex piece, and every soulful expression from the orchestra.

The work has some curious quirks.

The opening theme of sleigh bells and four flutes produce an idyllic tone to which the symphony thankfully returns over and over again. French horns have their say throughout, as well. Unfortunately, the horn section’s first chair seemed to have issues with intonation that night– a technical problem, perhaps?

Another peculiarity is the second movement’s “scordatura” section in which the concertmaster had another violin, tuned a full step higher than

normal, waiting next to his chair. The consequent impact of the “off” tuning is intended to sound jarring to the ear and like a street fiddler.

The final movement once again brought Ms. Johnston back onstage to produce the singing narrative, accompanied by orchestra with the harp prominent. The effect is other-worldly, quiet and serene, allowing the symphony’s end to drift off.

The 4th symphony’s gentle theme might have prevented it from remaining consistently interesting. But with Mahler’s masterful composition, and New’s soulful direction, the evening remained free of any such danger.

All in all, it was a satisfying night at the symphony.

“Traffic safety is really important, and it has been really important to our office,” Price said. “I want to make sure people feel safe walking, biking and being in the area. There’s multiple traffic-safety issues that have been ignored or not brought to light that we are now focusing on.”

She also brought up in her discussion that her office is making efforts to assist those in the homeless population. Price said that her office is exploring out-of-thebox ideas to deal with problems regarding the homeless issue.

One such idea involves looking at private partnerships to study a pilot project and study a specific group of people in order to gauge if those individuals could be helped out of homelessness.

“Right now we’re just studying it,” Price said. “There’s a lot more that would need to be done... We don’t want people to be homeless.

who represent our community, are addicted to drugs or have a mental-health issue that prevents them from having a stable living situation.”

Price also mentioned in her discussion that her council district is currently not able to “pave more than one street.” She said the budget is very fixed for infrastructure and there are generally only funds to pave one primary street, or to either allocate the funds and fix several smaller streets.

“We can really only pave one long portion of the roadway per year,” she said. “That’s all the money that we have. If we don’t increase our infrastructure budget, then we’ll continue to maybe pave only one street a year. If we increase our infrastructure budget, we’ll be able to do a lot more.”

Meyer spoke briefly and provided closing statements at the end of the presentation. He said the education in the district is great, also commending LBUSD Superintendent Christopher Steinhauser for providing the “wherewithal to have students succeed.” ✦

LBFD extinguishes fire at 16-story residential building Long Beach Fire Department (LBFD) units responded to a 16-story, residential high-rise apartment fire in the 600 block of E. Ocean Boulevard around 6:30pm on Tuesday, March 8.

Pedersen said it’s “hard to be the last person” to respond because she agrees with all the traits the other candidates chose, but vision, in particular, was her choice of trait on which to focus.

“I think all of our board members need to have a vision for what they see will be best for our students in the district,” she said. “As board members, we represent the parents and the children. So, ‘What is the best for our children? What’s the vision?’”

Pedersen also echoed Williams’s sentiment about the importance of teamwork in serving on the school board.

Glaza then posed the second question for the candidates, which was, “The State is now allowing school districts to redirect their allocation from the art and music block grant to fund other priorities.

How would you balance the need to invest in arts education with other financial challenges facing the district?”

Alvarez was given the opportunity to respond first.

“Being able to work together with our local schools to be able to balance the needs, because every school has different needs,” Alvarez said. “So, I think we would have to bring to the table the discussion of our local school administration and our school site councils to see what those needs are in order for us to balance and to be able to move forward and to be able to meet those needs.”

Williams began his response by emphasizing that arts education has always been a top priority for the school district, even during severe budget cuts.

“We have directed a lot of our decision-making down to our school sites, and they have the funding to go along with that,” Williams said. “So, the school sites, basically, would say that these are programs that they want to have at their particular school, and if those recommendations were ‘all contained’– we call them the ‘single plan for student achievement’– if those recommendations were part of increasing the academic success of the kids, then they would get approved by the board. But we put that capacity for making those kinds of decisions at the site level.”

Glaza presented a new question to Meyer and Pedersen, asking, “How can the district ensure equal opportunities for high- and low-achieving students?”

Pedersen commended the school district for already doing a good job of “equalizing” resources for all students. She mentioned “local-control funding,” in which the district distributes the same amount of monies to the different schools for them to spend as they see fit at their sites. However, the district retains a portion of that funding so that schools that still have particular needs may request more money for programs or resources to meet those deficiencies.

Meyer said it all begins in pre-kindergarten and that there needs to be benchmarks along the way, in grades 3, 5 and 6, to discern when intervention is needed.

He agreed with Pedersen about the importance of local-control funding.

Industrial zoning districts. The measure allows smoking of medical marijuana on-site at such facilities. Transportation and deliveries of medical marijuana would also be allowed.

The measure mandates that medical marijuana-related activities shall be the lowest possible priority of the Signal Hill Police Department. If Medical Marijuana Facilities in Signal Hill are shut down by the federal government for violating federal law, the measure requires the City to “accommodate distribution” of medical marijuana within 30 days thereafter.

Within the allowable zoning districts, Facilities that dispense medical marijuana would not be allowed within 600 feet of a public elementary, middle, or high

school. This distance limitation would not apply to Facilities that cultivate marijuana without dispensing it. Cultivation Facilities would be limited to 30,000 square feet.

The measure limits Medical Marijuana Facility hours of operation to between 6 a.m. in the morning and 2 a.m. at night.

A security system is required, along with security guards during operating hours. Medical marijuana products would be tested for certain contaminants, with the exception of baked goods. The measure requires medical marijuana products to be labeled with the facility name, weight, ingredients, quantity of THC or Cannabidiol compounds/ acids, and date of production.

Edible products have additional

labeling requirements. The measure allows the City Council to adopt a licensing process and additional standards. The measure requires Medical Marijuana Facilities to provide at least 1 % of annual product to very low income Signal Hill residents at no cost.

No more than nine Medical Marijuana Facilities would be permitted to operate in the City at any one time. Priority shall be determined on the basis of the order business license applications are received by the City, beginning on February 12, 2016 at 7:30 a.m. Applications received prior to February 12, 2016, at 7:30 a.m. shall not qualify.

on various advisory and community boards and organizations throughout the city; Al Austin, the incumbent who serves as a Council 57 business agent for the American Federation of State, County and Municipal Employees Local 2620 and has served on several boards of local community organizations; and Wesley Turnbow, a small-business owner and president of the Metal Finishing Assocation of California.

According to information the candidates provided about themselves to the Signal Tribune: Angel has been a Long Beach resident and 8th District resident for 27 years; Austin has resided in Long Beach for over 20 years and in the district for 15; and Turnbow has lived in the city and district for 30 years.

LCNA President Bob Gill led the one-hour forum and asked questions that had been prepared in advance.

In some cases, only two candidates were asked to respond; with other questions, all three were invited to provide their replies.

The first question Gill posed, which was presented to Angel and Turnbow, was, “The Los Cerritos neighborhood has over 600 large lots zoned R1L (residential, single-family limited) which are exclusive to this area. Currently, there is a temporary moratorium on home additions over 1,600 square feet, while the City and residents in this area consider changes to the development standards to limit mega-mansions. Do you support or oppose development standards for the R1L lots, and what would you like the rules to be?”

Angel said the process needs some strict development standards.

“I think we need a very strong ordinance to control the development and growth within the area and actually keep its wonderful charm and culture that it has,” she said.

Turnbow said the current code ordinance has been in place for decades and have served the community well. He acknowledged, however, that there may be a time when it is necessary to make tweaks to them.

“But, here’s the real problem with what’s happened,” he said.

“If you’ve talked to those on Locust [Avenue], those on San Antonio [Avenue], what’s happened is we’ve had... not a code thing; it’s always a time thing. So, the City has not brought anything to bear to get buildings done in less than four, five, six years– in the case of Locust. That’s the real frustration for the residents. It’s not the house that goes in. And same on San Antonio– it’s how long they have to deal with construction and the streets being blocked.”

He added that, on the flip side, the City is taking “forever to put this code together.”

“And that’s frustrating for those who are just trying to add a hundred feet here or there to some room and can’t do it,” Turnbow said. “And the City’s going to take a year to figure this out and put it together. Our City can’t move this slow on things that affect us.”

Gill then asked all three candidates for a quick “yes” or “no” response to the question, “Since it is taking quite a bit of time and this is a temporary moratorium, would you be in favor of extending the moratorium so the City can complete its work?”

“Of course,” Angel replied.

Gill then directed the question to Austin.

“Yes. I brought the moratorium forward as leader on the city council at the request of residents, and we’ve been working with the residents,” Austin said. “I know it’s a ‘yes or no’ answer, but I should respond as well. The moratorium was put in place in July. Oftentimes, when you’re making policy and you’re working with the City, you have to understand that, when you bring forth items, you can’t expect everybody else to drop everything else that’s going on just to make it happen. So, I know our City’s Planning Department is working with the neighborhood groups– the folks who brought this forward– to get a resolution on this as soon as possible.”

Turnbow said no.

“I think we’ve kind of overstepped as a city to take this much time to go this far, and we haven’t just said we’re going to do a moratorium on mansionization,” he said.

“We’ve said we’re not going to let anybody build anything that’s going over 1,500 square feet.”

The next question was presented to all three candidates: “The vast majority of Los Cerritos residents believe the airport’s noise ordinance is critical to the neighborhood’s quality of life. Recently, the City has issued a contract to study the effects of having a fully staffed federal inspection station at the airport, also known as ‘internationalization.’

What is your opinion of the internationalization study and the possible effects on the neighborhood?”

Austin began his response by stating that he believes he has been very straightforward and very clear on

the issue.

“I voted against the study,” Austin said. “Let me just tell you– the international flights only benefit the airlines, and I have a real problem with that. I think, as a city, we should be driving the future of our airport– not the tenants at the airport. I think the risks of going through international flights... or having an international terminal at Long Beach Airport far outweigh the rewards. The only real benefit– the only party that really benefits from that– is the airline, JetBlue.”

Turnbow remarked that he is against international flights in Long Beach but that the real key is management of the noise ordinance.

“One of the issues we come up with is we say, ‘Hey, we don’t want this, we don’t want this.’ And we have to be very careful,” Turnbow said. “We don’t want the international [flights], but we also don’t want to lose this special grandfathered noise ordinance we have that only about four cities in the U.S. have. And so, that takes some smarts. We don’t want to propose things like a master plan of the aiport. These kinds of things are dangerous. We don’t want to do anything that might be a foothold for the FAA (Federal Aviation Administration) to come and say, ‘Hey. Since you’ve got flights going here, we think you ought to do some more,’ or ‘We’ve got an airline that just came to us and said they would like to have a fair shot too at having an international flight.

By the way, while we’re doing that, and we’re looking at your airport, we see you’ve got some slots open.

Now we want to get involved in maybe changing the flight patterns a little bit, saving some fuel here and there.’ And this is the danger of an

international [airport].”

Turnbow said it is not enough for leaders to just state that they’re against an international airport– they have to know how to work with “all the players” and manage the noise ordinance.

Angel said it’s important to get the rest of the city council on board, which requires effort and leadership.

“You can’t just passively sit back and say you’re against the airport expansion,” Angel said. “You have to actively manage and work with the rest of the council so they understand what the impacts of the noise ordinance are to the rest of the community. So, it’s encumbent upon us to share that information with the other council members and make them understand. There’s a quality-of-life issue here, and there’s a balance that has to take place.”

Angel said there is a lot of pressure to welcome a federal inspection station but she believes she has the leadership to stand up against the pressure.

“Our incument had knowledge of the international facility way back in 2013 but failed to inform the community to engage you and let you know that it had occurred,” she said.

“If he had been more proactive, then we might have been able to put the stops to such an action beforehand.

But that did not occur.”

15 Andrews works with pro athletes on new business developments in 6th District March 11 , 2016

Sixth District Long Beach Councilmember Dee Andrews is bringing in some high-profile professional athletes to help stimulate the economy in his area.

Metta World Peace, née Ron Artest, who plays for the Los Angeles Lakers, will soon be opening a business in Long Beach's 6th Council District, according to Andrews.

Located in south Wrigley, Third Wave Market– a health-food marketplace that will include a coffee shop, a juice bar and an eatery– is expected to open this summer, according to Andrews’s office.

The Third Wave Market took the name from the third-wave coffee movement that has produced and offered high-quality coffee.

The councilmember and NBA champion began collaborating on the project last year.

“Good businesses are crucial for our economy,” Andrews said.

“Business owners are now seeing the improvements that we have made in the central area, as well

as the great benefits that our community offers. More and more businesses are coming to the 6th District.

The new business will be located on the ground-floor level of the Mental Health America (MHA) building at 1955-1965 Long Beach Blvd. In the discussion to move MHA to this location in order for Schroeder Hall to become the new East Division Police Department, Andrews championed the idea for the new business site to be added as a community benefit to activate storefront amenities, according to his office.

“We have been looking to open a restaurant in Long Beach for years, and we couldn’t be happier that our first location will be in the 6th District with Councilman Andrews,” said Metta World Peace. “I look forward to working with him to bring in more jobs and a 'Class A' business to the 6th District.”

The councilmember will also be bringing a new retail commercial development to the district

The development is expected to include a Starbucks coffee shop and will be located at the former Whistler liquor store site, located at 941 Pacific Coast Highway, which Andrews, along with McGinest, had demolished in 2011 because it was a “crime hot spot” that had over 1,200 calls for service from the Long Beach Police Department, according to Andrews’s office.
