Southern California’s reputation of attracting passionate “foodies” could help a local campaign that aims to make Signal Hill a unique gastronomical destination. Dave and Louise Solzman have spelled out a vision to attract support to build a culinary center on Cherry Avenue and Willow Street. The Solzmans, who own Delius Restaurant, are hoping to transform about 8,000 square feet into a space that can house several commercial kitchens available for rent. imagined that the space could be used for cooking classes, a kitchen-supply store, a wine-sales outlet, a demo kitchen/meeting space, and a deli.

Dave Solzman, in an interview last week, explained that competitions like Food Network’s Iron Chef could be held there to pit one restaurant against another. He’s never seen any business that has combined retail with a business that rents out kitchen space, and Dave emphasized that there aren’t many commercial kitchens available on a large scale to lease to the public.

She passed at 95 last year, and that really brought a tremendous amount of stress, and then the decision had to be made to decide by January 17 (whether to run), and I was still coming out of that. The owner of two vacant, upscale homes on a section on Hill Street just west of Redondo Avenue, on the border between Signal Hill and Long Beach, is heading for a showdown with the City of Long Beach. The City has filed a lawsuit seeking a court order to have the houses demolished.

The owner, Tarzana-based Six Angels Inc., wants to keep the structures intact in hopes of selling them. Los Angeles County Superior Court will hear the case in Long Beach in late August.

Animal-care organizations are influencing young generations, raising awareness of the significance of sympathy to animals. In honor of Kindness to Animals Month in May, Friends of Long Beach Animals (FOLBA) and author and public speaker Deborah Turner put together a “Be Kind to Animals” essay and art contest. The winners were announced on June 28.

FOLBA is a nonprofit that is dedicated in its promotion of the humane treatment and care of cats, dogs and all other animals through the education of the public regarding pet owner responsibilities within Long Beach and Signal Hill. Its goal is to eliminate euthanasia of healthy animals by providing funding for low-cost spay/neuter of pets, humane education to help end violence towards animals and medical supplies for animals at the shelter.

Turner connected with FOLBA back when she was still managing her store, Doggie in the Window. She participated in a number of the nonprofit’s events and helped to organize a humane-education program that teaches the importance of kindness to animals and responsible pet ownership.

In the contest, which attracted students from local elementary schools, 5year-old Emily Robles won first place and was awarded a $40 gift card for Baja Sonora restaurant. The winners of second and third place, who each received a $25

gift card to Target, are third-grader Vanessa Rodriguez and fifth-grader Sydney Treece.

The judges for the contest included: Turner; Maureen White; and Shirley Vaughan, president of FOLBA. Robles’s entry came in independently rather than as a class assignment. The idea behind the illustration, that animals need love in addition to food and water, appealed to Turner the most. “It was precious the way it was put together with loving hands taking care of the animals,” Turner said.

Vaughan said the decision was a difficult one but that Robles’s entry stood out as rather thoughtful. The drawing included a pair of hands walking and feeding a pet, and those images were primarily what attracted Vaughan to it. “I related to that more than anybody else would because years ago, when [FOLBA] was founded, we were trying to make a logo. I found a postcard where there were a row of cats and dogs with arms underneath,” she said. “I wanted to work that with our logo, but it didn’t work out. Everybody else didn’t like it.”

In honor of Kindness to Animals Month, kindergarten and first-grade classes from Willard Elementary School visited the City of Long Beach Animal Care Services department, where they took a tour of the facility.

Turner’s former Chihuahua, who had severed vocal cords and spinal injuries that made his two back legs immobile.

For transportation, Willy used a wheelchair designed for canines. Turner and Diana Mohler wrote two children’s books about him titled How Willy Got His Wheels and How Willy Got His Wings: The Further Adventures of Wheely Willy. For years, he and Turner traveled to different schools, hospitals and other events.“He was a little, challenged guy that managed to defeat the odds,” Turner said. “It’s really wonderful to see a true underdog rise above.” Willy passed away at the age of 18 on Dec. 22, 2009.

Now Turner has a newly adopted dog, ChiBi, a tan Chihuahua who also went through trauma before he met Turner. She rescued him from Animal Care Services on the anniversary of Willy’s passing. ChiBi was also immobile, but, unlike Willy, only temporarily. ChiBi used a wheelchair for three weeks, but he is now doing well at walking and running. Turner now brings him along with her to speak at school assemblies. “The kids love him,” Turner added.

FOLBA’s next annual meeting will take place on Thursday, July 26 at the City of Signal Hill Community Center, 1780 E Hill St., from 6pm to 8pm. A guest speaker from Shoestring

Vaughan believes that today teaching animal care to children is particularly significant. “It is so important to

educate the kids now because of all the cutbacks,” she said. “I think humane education gets cut out a lot now. The teachers are so busy just making their curriculums.”

The local Red Cross chapter has chosen the Long Beach Airport (LGB) as the 2012 Hal Ball Good Neighbor of the Year. The award is named after a volunteer who provided decades of service to the Red Cross.

“We are very grateful for the relationship that we have developed with the Red Cross over the years,” Long Beach Mayor Bob Foster said. “This working partnership between the Long Beach Airport and the American Red Cross is crucial in an emergency.”

Hondo chapters, expressed her appreciation of the airport. “Whether it is collaborating on disaster response plans, participating in joint exercises, or responding to real-world emergencies, the Long Beach Airport has always been a ready partner,” she said. “None of us like[s] to think about disasters, but it’s good to know that we can depend on each other if one occurs. We are proud to consider the Long Beach Airport one of our great friends, and a true Good Neighbor.”

Airport director Mario Rodriguez said The Red Cross’s commitment to service for those in need in the commu-

nity is outstanding. “In the event of a disaster, it is extremely comforting to know that they will come with aid and are always willing to lend a hand,” he said.

The award is named after Halcyon Ball, who is known by local Red Cross officials as the original “Good Neighbor.” Ball owned and operated a business next door to the Long Beach chapter of the American Red Cross and, according to a press release issued by the City of Long Beach, was a faithful volunteer for nearly 40 years until his passing in 2009.

LBPD to conduct DUI saturation patrol this weekend

The Long Beach Police Department’s (LBPD) Traffic Unit will be conducting a DUI saturation patrol on Saturday July 7, in the south and east areas of Long Beach, between the hours of 8pm and 4am Sunday morning. DUI saturation patrols are a proven enforcement tool effective in reducing the number of persons killed and injured in alcoholinvolved crashes. Research shows that crashes involving alcohol drop by an average of 20 percent when well publicized saturation patrols are conducted often enough.

Officers will be contacting drivers throughout the city looking for signs of alcohol and/or drug impairment. Drivers caught driving while

impaired can expect jail, license suspension, and insurance increases, as well as fines, fees, DUI classes, and other expenses that can exceed $10,000.

“Over the course of the past three years, DUI collisions have claimed 13 lives and resulted in 274 injury crashes harming 388 of our friends and neighbors,” said Sgt. Ernie Kohagura.

Saturation patrols are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provides the greatest safety for officers and the public, according to the LBPD. “Deaths from drunk and drug-

On Friday, June 29, at approximately 7:30pm, Long Beach Police Department (LBPD) officers responded to a shooting in the area of 67th Street and Butler Avenue that resulted in the death of an adult male.

The preliminary investigation indicated that a male suspect on foot approached two male subjects who were also on foot. The suspect exchanged words with the subjects before firing at them, striking them both. The suspect then fled the scene in a vehicle being driven by someone else.

One victim, who is only being

identified as a 30-year-old male from Long Beach, was struck in the lower body and was transported to a local hospital with non life-threatening injuries. The second subject, identified as 24-yearold Manny Amaya of Long Beach, was struck in the upper and lower body. He was also transported and listed in critical condition; however, he was pronounced deceased on June 30 as a result of injuries sustained in the shooting.

Based on the investigation, it does not appear that either victim was a gang member. Although,

based on their findings, detectives believe the suspects are possibly gang members, and this incident is being investigated as gangrelated. No other suspect information is available at this time.

Long Beach Police have made two arrests in the July 1 murder of a woman who was stabbed at an apartment complex during a dispute.

On July 1, at approximately 1:10pm, Long Beach Police Department (LBPD) officers responded to a residence in an apartment complex in the 30 block of E. Plymouth Street regarding a stabbing that resulted in the death of an adult female.

On the afternoon of July 2, Long Beach Police Homicide detectives arrested 46-year-old

Sandra Howard and her daughter, 21-year-old Tara Howard, both from Long Beach, for the murder of 39-year-old Tekeisha Neeley of Long Beach. Both women were booked for murder and are being held at the Long Beach City Jail on $1,000,000 bail.

The stabbing stemmed from a dispute that occurred at that location where the victim was a visitor. Sometime during the dispute, the victim was stabbed in the upper torso and pronounced deceased after arriving at the hospital.

No additional details regarding the motive are available at this time due to the ongoing investigation. However, detectives are looking for additional witnesses or anyone with information regarding the incident to come forward.

Unless you have had no access to television, newspapers, radio, Internet or the company of others over the last few days, you have no doubt heard that beloved actor Andy Griffith passed away this past Tuesday, July 3. He was 86 years old at the time of his passing.

Although I Love Lucy has been, and always will be, my favorite comedy series of all time, The Andy Griffith Show is still my favorite all-around series. Talk about a well-rounded program! Some shows were funny, some were dramatic, and others were downright poignant and thought-provoking.

Each episode took us, the viewers, to visit the everyday lives and happenings of the folks who resided in Mayberry, North Carolina. Times were easier there and then (1960s), or at least they seemed easier to those of us watching. Life was quieter, folks were kinder to one another, and it appeared that every day life in Mayberry brought forth some type of meaningful lesson. The characters were genuine and were surely not like anyone we knew in real life.

Andy Taylor was known as “the sheriff without a gun.” He was also a loving father to son Opie and nephew to Aunt Bee. Barney Fife was the deputy who was easily rattled yet had a proven sensitivity and dedication to his job and neighbors.

Opie, Andy’s only child, was often portrayed to be a sweet child who was wiser than his years, (age 6 when the series began) especially when he displayed traits of honesty and compassion that would be more fitting of a much older individual.

Aunt Bee was a kind yet firm disciplinarian to Opie and a loving aunt/companion and housekeeper for her nephew Andy. Other characters included Andy’s girlfriend Helen Crump, Barney’s girlfriend Thelma Lou, as well as friends and neighbors Gomer, Goober, Floyd (the barber) Ernest T. Bass, Howard, Millie, Emmett, and of course, Otis– the town lush.

2. Be a good sport– from the episode “Opie Wins a Medal” (Opie learns about sportsmanship when he comes in last in a foot race).

3. Don’t pretend to be someone you aren’t– from the episode “Floyd the Gay Deceiver” (Floyd portrays himself to be rich in letters to a female pen pal, who suddenly decides to visit).

4. Careless actions can create tragic results– from the episode “Opie the Birdman” (Opie accidentally kills a mother bird with his new sling shot and must raise the babies himself).

5. Don’t tell secrets– from the episode “A Black Day in Mayberry” (A gold shipment is coming through Mayberry and Barney lets the cat out of the bag).

One of my priorities as your councilmember has been maintaining clean and safe streets. Keeping our streets in good shape and taking care of our infrastructure is one of the most important jobs of city government, and one of the most important ways to support local businesses and neighborhoods.

As you may have noticed, we have begun work on a major new redesign and repave of 7th Street, one of our most important corridors in the city. The street has long needed work, and we are glad that this project is finally off the ground.

The project, half of which is in the First District, will see 7th Street repaved from Junipero to Long Beach Boulevard.

The new improvements will greatly enhance a major corridor that leads straight into our Downtown. The improvements include: new curbs, gutters and sidewalks; new paving and resurfacing of the street; new grading; new markers, traffic stripes and curb painting; new trees; and new [Americans with Disabilities Act] ramps.

In addition, we are working with our Parks & Recreation Department to ensure that these improvements align with the groundbreaking of the new Armory Park project, which will have an entrance from 7th Street.

Construction has already begun and will move gradually west, finishing this fall. Notifications to impacted residents will be distributed a week in advance. We have worked hard to minimize impact on parking and residents.

This project will cause some temporary inconvenience, but the improvements to the street will be well worth it.

On June 28, the U.S. Supreme Court ruled, in a landmark decision, that the Patient Protection and Affordable Care Act (ACA), including the provision that most Americans carry health insurance or pay a penalty, is constitutional.

The ACA, signed into law in 2010, made sweeping reforms to healthcare coverage in the United States. Many provisions of the law have already taken effect. A number of other provisions are scheduled to take effect in subsequent years, including the requirement that most Americans and legal residents have qualifying health insurance (exceptions apply) or pay a penalty in the form of a tax. Here’s a summary of some of the important provisions that are already in place, and those that are on their way by 2014.

In effect now: • Children can no longer be denied insurance coverage because of preexisting conditions • Payment of $250 rebate to Medicare Part D beneficiaries subject to the coverage gap (beginning Jan. 1, 2010) and gradually reducing the beneficiary coinsurance rate in the coverage gap from 100% to 25% by 2020 • Insurers will not be able to impose lifetime caps on insurance coverage • All plans offering dependent coverage will be required to allow children to remain under their parents’ plan until age 26 • Insurers cannot cancel or deny coverage if you are sick, except in cases of fraud • Adults with pre-existing conditions will be able to buy coverage from temporary high-risk pools until 2014, when coverage cannot otherwise be denied for pre-existing conditions

“They all need commercial kitchens because they can’t do it at home legally,” Dave said. “And up till now, the health department has not allowed anybody to build these things, and so there’s people trying to go around the corners and skirt regulations and do whatever they can to make it happen, and we would be one of the first places to just outright say, ‘Here…this space is available to you.’”

Initial designs published on the website call for two large kitchens that each measure about 1,200 square feet and three smaller kitchens that each take up about 400 square feet of space.

Dave said that he and Louise would own and run the deli business but they would serve as site managers to oversee the rental kitchen business for the landlord and owner. He explained that he planned to manage the catering for Delius at the culinary center location.

Dave acknowledged that there are still several hurdles to overcome before the dream of a culinary center could materialize, especially since he will eventually have to convince the county health department to approve a business like the one he and his wife propose. A spokesperson for the County of Los Angeles Department of Public Health confirmed Tuesday that there is currently no department policy in place for overseeing commercial kitchen space that is leased in this manner, but the department is in the process of developing one. No estimate was given as to when a policy would be developed.

Dave said he plans on eventually collaborating with Los Angeles County Supervisor Don Knabe to work with the health department and get the concept more readily accepted in the county. He also said that while the landlord of the proposed center’s location is already very positive towards the project, he still has to convince that owner to pay to do the

At this time there is a pending piece of legislation (AB 1616) that, if passed, will allow people to make certain food items in their homes to sell commercially. As it is currently written, this bill will only pertain to a small group of very specific food items and only to businesses that have annual gross revenues of $50,000 or less.

“While the thinking behind this legislation is certainly headed in the right direction, there is a much better way of addressing the overwhelming need to accommodate start-up and small food-service businesses when it comes to kitchen access,” Dave said. “Allowing and encouraging kitchen incubators throughout LA County will grant access to permitted and inspected facilities for all sizes and types of businesses from the hobbyist to the artisanal baker to the large scale caterer and everyone in between.

“AB 1616 will require the creation of new committees, and the hiring of many additional inspectors and other personnel for an already overworked and underfunded Public Health and Safety Department Culinary incubators can better satisfy the intentions that AB 1616 has for creating and encouraging the development of ‘cottage food,’ ‘artisanal food,’ ‘slow food,’ ‘locally based food,’ and ‘urban agriculture’ movements while still providing the same high level of health and safety that has been established by the LA Public Health and Safety Department with careful permitting and inspection processes.”

The project is contingent on the specific location, and getting a contract with the landlord is the first step, according to Solzman. Dave said that once he gets the approvals to move forward with the project, he hopes it will take no more than 12 months to open.

The idea of a commercial kitchen in the area definitely appeals to local business owner Linda Ikeda, founder of Jumpstart Bodyfuel. Her Long Beach-based company makes breakfast energy bars and power cookies. Ikeda said in an interview last week that she would be interested in finding an additional kitchen near her business to manufacture a new line of gluten-free products. Right now she is using a commercial kitchen in Garden Grove about twice a week to manufacture her wheat-free and vegan snacks.

Ikeda acknowledged that it is very expensive to build a kitchen like the one the Solzmans are proposing, but she feels that the culinary center could really benefit Signal Hill.

“The City of Signal Hill should embrace it because it could help the economy,” Ikeda said.

Solzman is also betting that the center could be a big plus for the city since it could “help put Signal Hill on the map.”

“It will be quite visible,” Dave added.

“It will, I think, fit nicely into the city plan and help focus the city center around that particular intersection of Cherry and Willow... I think it’s just a real feather in Signal Hill’s cap to have some-

Long Beach City Manager Patrick West announced Monday that Mike DuRee, an 18-year veteran of the Long Beach Fire Department, will serve as the city’s next fire chief.

“Mike DuRee has extensive experience in the fire service and an unmatched history in the Long Beach Fire Department,” West said. “He is an exceptionally capable leader and will serve the city and the fire department well as we confront the challenges of the future.”

DuRee is currently the interim deputy chief responsible for the Fire Prevention Bureau. He began his career with the Long Beach Fire Department in 1994 and has held a variety of positions, including firefighter, paramedic/firefighter, captain, battalion chief and assistant chief. DuRee is a fifth-generation City of Long Beach employee and a fourth-generation firefighter in Long Beach.

His operational experience includes serving as a chief officer, incident commander, company officer, paramedic and public information officer. He also served as a captain with the Marine Safety Division rescue boat program and public-safety dive team member, giving him extensive knowledge of the maritime environment.

DuRee and his family have made Long Beach their home for their entire lives. Born and raised in Long Beach, DuRee has taken an active role in numerous community groups and local nonprofit organizations that seek to improve the quality of life in Long Beach for all residents. He has a bachelor’s degree in public administration and is currently a candidate for his master’s degree in public administration with an emphasis on communication and public relations. DuRee is also a graduate of Harvard University, Kennedy School of Government executive fellowship program for senior executives in state and local government.

DuRee will replace Deputy Chief Mike Sarjeant, who has served as interim fire chief for the Long Beach Fire Department since Fire Chief Alan Patalano retired in March 2012.

Summer gardening tips and tricks Jennifer E. Beaver Columnist

Summer is here… and the livin’ is easy.

And that’s how it should be in your garden too. Personally, I’ve got too many barbecues and concerts to attend to waste time with a bunch of recalcitrant, sulky plants. So here are a few ideas to help you relax and enjoy the season while helping your garden thrive.

While you’re being lazy lolling in a hammock, put some good bugs to work for you. Got aphids? Plant sweet alyssum to attract the aphid midge, a tiny fly that paralyzes its prey. Or plant borage, an under-used herb that’s a magnet for bees and green lacewings, which munch on destructive bugs like aphids, thrips, scale and caterpillars.

The lovely cosmos flower attracts all kinds of helpful insects, is a cinch to grow from seed, comes in white and beautiful shades of pink, orange and yellow, and doesn’t need much water.

When your cilantro bolts– as it inevitably will– don’t be too quick to pull it out. The white flowers attract hoverflies and wasps that attack aphids, caterpillars and leafhoppers.

Throw some wildflower seeds in a pot, and keep it near your vegetable garden or prized ornamentals– and let visiting beneficial bugs take care of your garden.

While you’re reading the latest bestseller in your lounge chair, water smart. Snake a bunch of soaker hoses around the yard, and put the water where it will do the most good– at root level. Water in the morning so moisture has a chance to evaporate. Dampness can lead to diseases like powdery mildew on roses, cukes and zukes. Get rid of it with a 1:9 solution of skim milk to water, and spray away. Throw

some mulch over bare areas. You can pick up free mulch at the corner of Spring Street and Long Beach Boulevard, or buy it at big-box stores. Or sprinkle some easy-togrow sweet alyssum seeds in empty areas, and use as a living mulch.

While you’re picnicking with your family, break the rules.

Remember hearing that herbs and vegetables like full sun? Forget that rule over the summer. Vegetables like lettuce and chard will last longer in semi-shade, as will basil, parsley,

chives and cilantro. Four hours of sun a day during summer is fine, and you won’t have to worry about bolting. Put them all in a big container, and put it near the kitchen door.

Tomatoes, squash, cukes and eggplant still need as much sun as they can get.

Probate is a very costly and long process that can last from 9 to 18 months in most cases. Fortunately, there are several alternatives available that remove the asset from one’s probatable estate while that person is still alive. Naming a beneficiary on life insurance policies, IRA’s, 401(k)’s, and annuities before your death assures the asset is transferred straight to the chosen beneficiary. Joint Tenancy is where the owner of the asset names a co-owner of an account or real property. Caution: Joint tenancies have risks as the co-owner has the same rights to the asset as the original owner and a loss of Stepped-up valuation.

Pay-on-death Accounts are similar to naming a beneficiary in that the bank account owner completes banking paperwork which names the person(s) who will receive the bank account upon the bank owner’s death.

Lifetime Gifts given during your life avoids probate because probate only applies to those assets owned at time of death. A Living Trust is very beneficial when dealing with titled real property and other assets. A complete estate plan included in the Living Trust includes many ancillary documents that protect you financially, physically and allows for peace of mind.

Musical Theatre West’s new production of Spamalot is so much over-the-top silliness and fun that I’m surprised they weren’t selling sandwiches and baked goods made with Spam (that much maligned concoction of compressed deli meats) at the snack bar during intermission.

Frankly, I’m amazed I enjoyed Spamalot as much as I did. Call me uptight, but musical slapstick jerkiness is not my usual cup o’ tea.

But this production is so bold in its shameless execution, and so wonderfully cast, that almost every gag comes across with the full force of its original intent. Every song is sung with flawless vocal quality and immense heart. You can’t hold back with a show like Spamalot, and MTW makes no such attempt. So it all just works.

The always fabulous Davis Gaines stars as King Arthur.

round table, he brings a lovable kindness to each role that makes you sad to leave the theater when the performance ends. You just want to meet the man and get to know him.

It certainly doesn’t hurt that he is blessed with both speaking and singing voices that easily match those of musical theater veteran Richard Kiley.

Billed as “lovingly ripped off from the motion picture Monty Python and the Holy Grail,� Spamalot’s book and lyrics are by Eric Idle with music by Idle and John du Perez. The musical takes a halfhearted stab at following the movie’s story line. As such, it frequently and delightfully digresses to showcase chorus lines of gorgeous, rhinestoned dancing girls, forcefully flatulent French castle guards, and a killer bunny.

Once Gaines’s intrepid Arthur has assembled his cadre of knights with which to battle all comers in his quest for the grail, his royal contingent ventures into the forest where they meet up with all manner of obstacles. The annoying but hysterically funny “knights who say ni� exemplify those who stand between the king and his goal.

These verbally challenged woodland dwellers also typify the nuttiness of the show, as does a “Trojan Rabbit� of sorts that enters Arthur’s destination castle empty, with the men having absent-mindedly neglected to hide in it. Later on, the king and his knights are tasked with acquiring a plant, comically referred to as “a shrubbery.�

Larry Raben, Jamie Torcellini, and Tami Tappan Damiano gueststar in numerous roles, each tackling a sizable share of the solo numbers with aplomb. Damiano’s portrayal of the Lady of the Lake is delivered with the exceptional vocal versatility that the part demands.

Richard Israel also guest-stars in a number of roles, two of the funniest being Not Dead Fred and gay Prince Herbert.

When Damiano’s Lady of the Lake character is introduced, her accompanying chorus of dancing girls make a startling transformation into a team of modern-day gymnastic dancers called the Laker Girls.

Some highlight numbers are “I

am Not Dead Yet� about a careless collection of “dead� bodies, all of which are still alive; “The Song that Goes Like This� that parodies the overwrought emotional ballads that pervade almost every Broadway musical (the excess of shows such as those of Andrew Lloyd Webber get special attention); “You Won’t Succeed on Broadway� that spoofs the necessity for any successful Broadway production to employ Jews; “The Diva’s Lament� wherein Damiano comes center stage wearing a dressing gown, distraught over the passage of a full half hour or so since her character’s last appearance in the show; and “I’m All Alone� in which Gaines laments his isolation while his man-servant Patsy stands a few inches away weighed down like a human beast of burden, asking, “What am I, chopped liver?�

There are countless more highlights, many of them deliriously funny and some even endearing.

The 20-member cast also includes Zachary Ford, Dan Callaway, Danny Stiles, Jebbel Arce, John Paul Batista, Kathryn Burns, Nikki Della Penta, Brad Fitzgerald, Ashley Matthews, Madison Mitchell, Daniel May, Neil Starkenberg, Clay Stefanki, Matthew J. Vargo, and Carly Wielstein.

Steven Glaudini directs the production, with musical direction by John Glaudini.

Fabulous glitz-glam sets and costumes are by Tim Hatley. Complicated technical direction comes off without a hitch in the hands of Kevin Clowes.

Spamalot is a preposterous profusion of likable characters, hummable songs, and utter silliness whose infectious charm will win you over. Even if you tend to be nonsense-averse. Honestly, you will leave the theater happy.

Musical Theatre West’s Spamalot continues at the Carpenter Performing Arts Center, located at 6200 E. Atherton St., on the campus of Cal State Long Beach, through July 15.

Performances are Thursdays and Fridays at 8pm; Saturdays at 2pm and 8pm; and Sundays at 2pm with a 7pm performance added on July 8.

driveways linking the properties to city streets. Because the houses have no utilities or driveways, the City of Long Beach has refused to grant occupancy permits for them. Part of Ballinger’s problem was that, although the lots are in Long Beach city limits, the section of Hill Street directly in front of them is in Signal Hill.

According to Signal Hill Deputy City Manager Charlie Honeycutt, because of poor visibility and the slope of Hill Street at that location, driveways in the front yards of those houses would inevitably lead to a car accident. Therefore, the City of Signal Hill refused to grant Ballinger or any of the subsequent owners permission to construct driveways linking the lots to Hill Street.

“We saw the problem with permitting driveways into that section of Hill Street when Mr. Ballinger first began construction,” Honeycutt said. “We told him we could not allow the driveways to connect to Hill Street, but he continued to build the homes. Later we informed the City of Long Beach of the same thing, but Mr. Ballinger built the homes anyway.”

The problem with getting easements to hook up utilities stemmed from the fact that the owners of the properties behind the two Hill Street lots would not grant utility easements to any of the owners of the homes. Since 2003, the homes have been bought and sold several times.

According to Brian Angel, a principal of Six Angels, his company purchased the homes in April 2008 for a total of about $800,000 and planned to obtain the necessary easements, hook up utilities, and construct driveways in order to sell the homes for a profit. “We have invested a lot of money in the two houses, but as it stands right now, even if we get the utilities and build the driveways, we will have to sell the properties at a loss,” he said.

His father, Dennis Angel, another company principal, expressed deep frustration with the process. “We keep doing whatever the City of Long Beach tells us we have to do, and then they add more conditions,” he said. “The City of Long Beach says one thing, and the City of Signal Hill says another thing, and no matter how hard we try to comply with their requirements, they will not allow us to get the houses ready for occupancy.”

Brian Angel agreed. “We now have the land necessary to build driveways to Orizaba Avenue because Long Beach told us that once we had it the City would allow us to build the driveways,” he noted. “We also have all the easements necessary to get all utilities except water, and Long Beach told

us that once we get a will-serve letter for water from Signal Hill, Long Beach would permit us to go forward with work on the driveways and utilities.”

A will-serve letter is an agreement to provide a certain utility to a property. In this case, the letter would indicate the City of Signal Hill’s willingness to hook up the houses to the city’s water mains.

“But Signal Hill says it will not give us the will-serve letter because Long Beach told them not to,” Brian Angel noted. “And Long Beach tells us they won't allow us to do the other things until we get the letter.”

Meanwhile, according to Dennis Angel, several months ago, the City of Long Beach began imposing a $1,000-per-month fine for each of the houses because of code violations. “So they won't allow us to fix the problems, and then they fine us $2,000 per month because we are not fixing the problems,” he said.

Honeycutt explained that there is a certain protocol cities must follow in such cases. “Because the houses are in Long Beach, we have to get the request for the will-serve letter from the Long Beach Water Department, not the property owner,” he said. “We cannot legally provide water to property in another city unless we first get a request for a will-serve letter from that city, and so far we have not gotten that from Long Beach.”

Honeycutt added that, in his opinion, the Long Beach Water Department was not requesting the will-serve letter because of other code violations present in the houses. “It’s my understanding that getting water to the houses is the least of the problems,” he said.

Assistant Long Beach City Attorney Mike Mais backed up Honeycutt. “We have been asking the owners– Six Angels and all the previous owners– to bring the property into compliance with building codes and get it occupied for several years,” he said. “To our view, they have done nothing to bring them into compliance.”

Mais noted that the City of Long Beach gave Ballinger a stop-work order early in the construction process because of the lack of driveway and utility easements, but Ballinger built the homes anyway.

“Then we made it very clear to Mr. Ballinger and all the subsequent owners what had to be done to get the houses occupied,” Mais explained. “That includes building inspections, some of which have yet to be done on the homes.”

Posted on a front window, administrative citations from 2011 and 2012 by the City of Long Beach indicate the numerous violations at one of the two homes on Hill Street.

Mais stressed that the homes’ electrical wiring, plumbing and certain other components have not been inspected to ensure that they comply with building and safety codes. “The inspections would require that some of the interiors of the structures would have to be exposed to make sure that the utilities have been put together correctly so that whoever ends up owning the houses will not have any life-safety issues,” he said.

Mais added that although Six Angels has told the City that the company has acquired the land necessary to build driveways to Orizaba Avenue, the company has not provided the City with such proof. “But that’s only one of the

problems,” he stressed. “Because of the slope of the land, and the locations of the gas lines, the water lines, and the sewer lines, it’s going to be very expensive to connect those utilities to the houses and Six Angels has not provided proof that they will be able to do that.”

Fourth District Long Beach City Councilmember Patrick O’Donnell said he has been aware of the problems with the two houses for several years, but he has been satisfied with the way the city attorney’s office and the codeenforcement division have been handling the case. “The best-case scenario would be that the houses had never been built,” he said. “It

is my hope that the City of Long Beach wins the lawsuit and succeeds in scraping the two houses off the face of the Earth.”

Mais took a softer stance. He explained that city officials would have preferred that the homes were brought up to code and occupied, but in his observation, Six Angels has done little to make that happen in the past four years. “Because of that, we decided to sue them to get an order for demolition,” he said.

Dennis Angel insisted that by constantly adding conditions, Long Beach officials have stymied his company’s plans to bring the buildings up to code.

Mais said it will be up to the court to sort it all out.

I’m thinking about it. I’m thinking about it. But there are a lot of us who are thinking about it.

I’ve heard that possibly Robert Garcia and Suja Lowenthal are also interested in running.

And Gerrie (Schipske) is interested.

And the mayor “rumor” out there says that he may do a write-in. For me, I’m going to go away for a couple of months so that I’m not influenced by any friendly “come on, do it!” and then you get caught up in the emotion of it.

I’ve got to make sure it’s right for me and really that I’m right for that position for the City.

What are two things you’re most proud of that you’ve accomplished in the last eight years?

Well, the first thing, of course, is the airport. I mean, we were able to take the super-sized facility that they wanted to build, which would have cost so much money. It could have ended up bankrupting the City. Really, when you talk to Mario Rodriguez, our airport director, he said there’s no way you could have sustained that. The airport would not have been sufficient, and it would have become a generalfund expense. So, not only that, my personal reason for it was with HUSH2 (Homes Under Stress and Hazard), it was about defending the

quality of life for the people who are impacted each and every day by the airplanes flying over their homes or the schools. Actually, the first HUSH was in the mid-eighties, 1985, and it was spearheaded by Councilmember Ed Tuttle, who represented the eighth district. I was part of that. I was one of their gophers, and I went up to LA when he’d rent the buses, and we’d go up for the court hearings, and we’d go to City Hall, and we’d all speak on whatever our particular interest was.

That started it and then in 2001, when we started reading little pieces about “Oh, Jet Blue is coming. Oh, there’s this ‘Red Team’ that the mayor put together, and we’re going to grow the airport and welcome tourism,” I’m like, wait a minute. Right over our homes? So that started up HUSH2, and pretty much the rest is history. You know, we tried to get our council representative to pay attention and carry the message, really, it was really a great team of people who were working together, trying to be reasonable and bring together information that was provided from all over the world.

The impact of aircraft over homes and schools, and he just couldn’t do it, so I remember it was mid-December and I went “That’s it, I’m going to go get a vote.” And I did. (laughs) What’s another accomplishment you’re really happy about?

You know, there [are] a lot of things. I

went into one of my first meeting with the city manager. I had my list of 10 items I wanted to accomplish, and the first one was I wanted to do Long Beach Boulevard, repave Long Beach Boulevard [starting] at the 405 and [extending] all the way up to the 710, all the way through the eighth district.

And for the folks that live in Bixby Knolls, I mean it was a real rocky road.

For the folks that live north of Del Amo, they didn’t even know they were in the eighth district; they thought they were in the ninth district. They felt like the stepchild, so it was really important to me to build the awareness and find the funding so that we could bring the communities together north and south of Del Amo. We got a good start. You know, Al (Austin, Gabelich’s successor) certainly has his work cut out for him. But I know that’s his goal too. He wants to carry on and try to build that bridge.

How will that transition work?

You’re leaving, when are you completely out? When does he (Austin) go completely in? How does that happen?

Well, tomorrow (July 3 council meeting) is– the way I’m saying it, is– it’s the last time that I get to push my button and talk for as long as I want to.

The next [meeting] on the 10th is the last official meeting that’s more the thank-yous, and I get to say my farewells. I’m officially the council representative until the 16th at midnight and [Austin] gets sworn in the morning of the 17th, and he’ll be seated that night.

So what would you say is maybe your biggest frustration over the past eight years? Something you wanted to happen that just didn’t.

You know, the biggest frustration to me really is that [the Council] do not get along. You know, I believe the group of representatives for a city or any organization should have common goals, and they should understand what each person is there to give and what their dream is too. And that has

not happened under the current leadership.

Why is that, though? Isn’t there an innate want by them (councilmembers) to have a consensus and get along and try to work together to make things happen?

No. Actually, for some people, you know, the division makes you more powerful. You know, if you can divide and conquer, as they say. When Mayor Foster first came on board, and I’ll tell you, if you sat with him, if you have the opportunity to sit with him, he’s charming, he’s intelligent, he’s a great conversationalist, but he comes from a different background than most of us do. He was a CEO of Edison, and so when you get to that level, I think it’s your way or no way. And so (consensus) isn’t his style. It’s not his style to bring people together and to find the common ground. I could not tell you what the direction or what the goal is of our city today. I mean, I know we want to be bike-friendly, I know we focus on– each [councilmember] focuses on their own little area, but globally I really couldn’t tell you what his vision is to accomplish during his term. So that’s frustrating. That’s the most frustrating part...the communication breakdown among the councilmembers and then among the council with the mayor.

Does he (the mayor) have allies in the council?

Certainly he does.

What do you attribute to why they have aligned with the mayor and not other councilmembers? And who are they?

Oh, really? (laughs) You’re putting me out there, aren’t you? Well, you know, there’s a gang of five, and I think now it’s probably– I think that he can regularly rely on districts) two (Suja Lowenthal) and three (Gary DeLong) and six (Dee Andrews) and seven (James Johnson). And then throw one (Robert Garcia) in there and four (O’Donnell). And you know he (O’Donnell) tries to be independent.

So why are they in the “in crowd” and other members are not?

You know, I can’t answer that. I don’t know. They don’t let me in. (laughs) You can’t smoke cigars with them afterwards?

No, I gave that up a long time ago. But that to me is sad, really. We could have been so much more productive. I think that’s the part when you know you’re going to go into battle instead of coming together as a group and making decisions collectively that will benefit everybody. Doesn’t mean everybody’s going to be happy, but you look for common ground, and that has not happened.

So if you decide not to run for mayor, who do you think would be a good mayor?

You know, I’d really have to see the slate because you did mention a few, and I know Gerrie’s (Schipske) interested, but I hear that there are some folks, some of the business folks in Long Beach that are thinking about it.

It’ll be interesting. I think we’ll have quite a selection, actually.

How would you describe the eighth district in its similarities and differences with other districts in Long Beach?

I will tell you that I think the eighth district is a microcosm of the whole city because we have the projects– I have three affordable housing projects in the eighth– and we have the Virginia Country Club in Bixby Knolls. It covers north Long Beach, which we have a very large Hispanic population up there, so we have the working class and the very wealthy.

So it’s more diverse than people probably realize?

Oh, it is. It is. I would say it’s the most diverse district in the city.

What do you think stands out about the eighth district that’s maybe a whole lot different than the rest of Long Beach?

Well, I think we have the wonderful opportunity of First Fridays now. And, you know, with our incredible [Bixby Knolls Business Improvement Association] leader, Mr. Blair Cohn, and his sidekick, Krista Leaders. She’s his assistant. They have just turned Bixby Knolls into a destination. Really, I mean, it started about six years ago…

Our street was empty. Atlantic Avenue was where the shopping was supposed to be, and more places were closing up than opening up. And so that was the biggest complaint of people that they had to go outside of the district and the city to find any kind of shopping that made them happy. And so that was my goal and along came Blair. We did have a couple of directors that were before him. And sometimes when a person comes into a position, they don’t come with the energy or the vision like Blair did, and they just remain status quo, and that wasn’t going to work. So, really, what we’ve experienced is a great resurgence in the area and it’s now, like I said, a destination for First Fridays. Come to First Fridays! It’s wonderful.

And you’re also responsible for the car show that’s now in its seventh year.

It is. It is. That takes place July 14, and last year we had over 13,000 people. Last year our special guest was (motor sports icon) Shirley Muldowney, and this year we are featuring two of Lions Drag Strips greatest guys, Tom McEwen and Don Prudhomme– better known as Don “The Snake” and Tom “The Mongoose.” And they go back to when they were rivals at Lions Drag Strip… This whole idea came together when first it was “We’re going to have a car show! We’re going to do something different up here.” And then I started connecting with some of my husband’s friends from when he was in the drag-racing era, and they said they’ve got this new thing they’re doing, and it’s called a “cacklefest.” So now we bring in 17 vintage dragsters, the drive-train is disconnected. We line them up. We close down the street. Atlantic’s closed from San Antonio down to Roosevelt, and we have vendors. And in the center of Atlantic and Carson we have the vintage dragsters, and they fire up throughout the day, and then at 8:00 at night it’s the grand finale, and they all fire up at the same time. If you’ve ever heard of someone refer to a drag race as a “ground-shaker,” this is truly an experience. It’s real loud, and people love it.

What is Signal Hill doing differently that Long Beach should or could be doing?

Well, I think you have to label Signal Hill as the little city that could and did and does. You know, they’re very successful. I mean, obviously, they’ve cre-

ated a retail base that is significant. It really serves the entire community, and that’s something [Long Beach] hasn’t focused on. Our economic development is really not focused on small business. Signal Hill won over all our car dealerships. They’ve built a great center. That’s certainly a feather in

their cap, if you will. In terms of term limits, it seems to work well for them not to have them. They seem to all work together well and on the same

page. That’s what I told you [Long Beach Council is] missing is that camaraderie, if you will, that “working together” environment.
