Signal Hill continues Level 1 water restrictions as state drought persists

Signal Hill residents wanting to water their lawns and outdoor vegetation with potable water are allowed to do so only three days per week– Mondays, Thursdays and Saturdays– and not between 9am and 4pm, or face fines as high as $500 for repeated violations. Signal Hill city staff gave an update on the City’s water-use restrictions during the City Council meeting on Tuesday, Aug. 19, about a month after the State Water Resources Control Board adopted new, stringent water regulations on July 15 to deal with the worst drought in recorded state history. During the meeting, the City Council voted unanimously (4-0) to intensify public outreach efforts to inform residents about the city and the state water restrictions and various water-conservation programs and rebates available in the area. Councilmember Tina Hansen was absent. Both Bixby Knolls and Signal Hill are undergoing further changes as a number of businesses have announced they have opened this week.
Bixby Knolls Bixby’s Brooklyn Deli opened Aug. 19 without any fanfare or formal announcement, but soon after the word-of-mouth through its contacts at the Bixby Knolls Business Improvement Association (BKBIA) mentioned the restaurant on its Facebook page, the restaurant generated enough buzz for the lunch-hour crush, according to the association’s executive director Blair Cohn.
Located at 4280 Atlantic Ave., the restaurant boasts a breakfast and lunch menu that pays homage to New York’s deli. Deli owner Robert Anderson is not from New York, but he has had relatives who came from the Big Apple and he has a passion for the food. In a phone interview, he said he noticed there weren’t any delicatessens like it in the area and that it was time to open a traditional one. Rebecca Katzen, a friend of Anderson, was busy in the back kitchen area helping the deli staff on Wednesday afternoon. Taking a small break from a busy day, she praised one of the deli’s signature pastramiand-corned-beef sandwiches. see BUSINESSES page 15

LB City Council resumes talks on Fiscal Year 2015 budget

For the second year in a row, Long Beach city officials are projecting a more than $3million surplus following a decade of budget cuts. However, the City Council is planning to save the money in anticipation of rising state
pension costs in the next few years. The Council conducted its third hearing on the Fiscal Year (FY) 2015 budget on Tuesday, Aug. 19, covering the Long Beach Health & Human Services Department, Public Works Department and Water Department. The hearing followed discussions on
the City’s fire and police departments last week. Councilmembers are conducting community budget meetings in the next few weeks to gather input from residents and stakeholders on how to allocate funding for various infrastructure projects
