In a meeting that took less than 30 minutes, the Signal Hill City Council unanimously approved the second reading of a zoning-ordinance amendment and specific plan on Tuesday, Sept. 16 for a developer to build 25 three-story, single-family homes at Crescent Heights Street and Walnut Avenue. The Council voted 5-0 to grant the zoning-ordinance amendment, which was the only item on the agenda requiring approval other than the consent calendar. The agenda item, which included updates regarding a revised site plan, floor plans and elevations for the project, was approved without any discussion. At the previous Council meeting on Tuesday, Sept. 2, the Council approved the zoning change and tentative tract map for the project proposed by Irvinebased developer SummerHill Homes. The developer plans to build the new community of market-rate homes on a 3.1-acre site owned by Signal Hill Petroleum. The site was previously slated for senior affordable housing, but the previous developer failed to move forward on the project for financial reasons. The residential community, which the developer plans to call “Crescent Square,” would be built on a vacant parcel of land, directly south of a Food 4 Less grocery store and the Town Cen-
ter West shopping center. Residential lots would range from about 3,100 square feet to 4,600 square feet. Oil production would remain on three of the lots. Signal Hill city staff indicated has indicated that the project is contingent on the City amending its oil code since current regulations prohibit developments directly over abandoned oil wells. City staff noted that the site currently has 17 abandoned oil wells on it in addition to one active well. The City started prohibiting developments with building “footprints” over abandoned oil wells in 2011 after the State Division of Oil, Gas and Geothermal Resources (DOGGR) implemented changes to its oil-wellabandonment certification process. Last year, the City approved new development standards for properties with abandoned oil wells, requiring that developers survey wells, demonstrate there is adequate access to service the wells and test the wells for leaking methane. However, the City still prohibits developments over abandoned oil wells while a study on the City’s oil code is underway. It’s unclear when the City will complete the study. Scott Charney, Signal Hill’s director of community development, said during the previous Council meeting that abandoned oil wells on the site have been surveyed and “leak tested.” Still, the developer has indicated

A safety zone that drivers must provide to bike-riders on all streets has now been quantified and, according to the Signal Hill Police Department, is now being enforced. As of Tuesday, Sept. 16, California motorists must give bicyclists three feet of clearance when passing them. Assembly Bill (AB) 1371, which Gov. that the project won’t be completed in phases and construction won’t begin until the City updates its oil code and allows developments over abandoned oil wells. Under the current code, the developer would not be able to develop six of the lots, Charney noted. The Council’s approval comes after the Planning Commission unanimously approved the project’s plans at a meeting on June 10 following public workshops and community meetings. According to a city staff report, text updates to the specific plan and changes to the site plan include: adding architectural styles; increasing the maximum building height from 33 feet to 38 feet and 6 inches; revising setback, walls and fence requirements; and increasing the number of required guest parking spaces. The developer has agreed to implement “architectural diversity” by using four different architectural designs. The developer also plans to install a locked gate at an entrance to a pathway that extends from Gaviota Avenue to the shopping center that would only be accessible to residents of the community.
