Exactly one year after Long Beach Fire Department Captain David Rosa was killed in the line of duty, his family, coworkers and fellow community members were gathered at the city’s firefighter-training center for a ceremony in which the facility was being renamed in his honor.

On Tuesday morning, the City of Long Beach renamed the Long Beach Fire Department Regional Training Center, located at 2249 Argonne Ave., to the Long Beach Fire Department Captain David Rosa Regional Training Center and unveiled a new sign to commemorate the occasion.

Youth sports Before agreeing to adopt the city’s 2019-2020 fiscal-year budget that begins July 1, the council reversed a previous decision to cut from it a youth-sports program as a cost-saving measure.

As reported in the June 7 Signal Tribune, the council had voted 4-1 during its May 30 budget workshop to eliminate the program’s $86,000 annual expense, with Councilmember Edward Wilson dissenting.

But following public comment at Tuesday’s meeting, and the news of possible unexpected additional revenue coming to the city, the council agreed to reverse its stance and allow the program to continue for at least one year while staff works with the City of Long Beach– which runs the program– to figure out alternatives.

The decision to stop subsidizing the program had been made in the wake of the Finance Department’s prediction– stated at the May 30 workshop– that city expenses would overtake its revenues within five years due to declining sales-tax income, which accounts for 70 percent of the city’s total revenue.

Therefore, in an effort to reduce costs, staff suggested at the workshop that the youth-sports program could be cut since the city’s expenses for it are not reimbursed.

“I would rather spread that money over more of our residents, more of our kids– get more of our kids into an after-school program, get more of our kids into camp that can’t afford it, […] put more money into the health clinics [the city subsidizes], that we know are serving 400 of our kids,” she said.

However, two residents came forward during Tuesday’s meeting to question the council’s May 30 decision, having received a letter explaining that they should register their kids for sports in Long Beach or elsewhere.

“At what cost are we willing to sacrifice as far as having our kids not in sports?” one woman said. “[My daughter has] played every year for Signal Hill. And she’s played against Long Beach and one thing I did notice is that they already have a lot of kids, […] too many kids.”

She also said the Signal Hill program’s staff offers supervision, counselors and coaches that benefit the children.

“They learn character with losing as well as winning,” she said. “I would like clarification […] so that I can explain to my child and all her friends and the mothers that can’t be here today– but we all are aware of this– what are we going to do with our kids now?”

She suggested that if it was an issue of funds, maybe the parents and community can help raise money for the program.

Following those comments, Wilson read an email sent by another Signal Hill resident expressing the family’s disappointment at the decision.

“This program has helped my son be part of a larger group and team creating real connections to others in this community,” Wilson read from the letter. “You are taking something from this community that is priceless.

No budget should cut off programs for the community’s children.”

Wilson also reminded the council that he had dissented from cutting the sports program because it contributes to public safety as well, suggesting that it could be part of the police department’s budget.

He said he would even vote against adopting the current budget– which he has never done in his more than two decades on the council– if it did not include the program.

Wilson also brought up a state bill that just recently passed into law called AB 147 which, as of Oct. 1, allows the State to collect sales tax from out-of-state online retailers who sell to customers in California.

He learned that this could bring $400,000 in additional annual revenue to the city, an estimate City Manager Charlie Honeycutt confirmed.

year while it worked with the City of Long Beach to see about alternatives, including sharing the City’s costs.

Despite the likely possibility of additional revenue as a result of AB 147, the council unanimously agreed to adopt the budget as-is except for an amendment to add back the youthsports expense, which will be taken from the City’s reserve funds.

Wilson said that the program allows Signal Hill to support youth in the only way it can because of its size by associating with the larger City of Long Beach, which gets grants for sports programs.

“We’re providing an avenue in which [our residents] can participate in a bigger and a stronger program than we could do, but representing us,” he said. “I think that’s what the parents want, and the kids themselves.”

The council thanked the residents who had come forward at the meeting to voice their concerns.

“This is what happens when people come in and express themselves,” Vice Mayor Robert Copeland said.

“There’s often times that we do something and nobody is here to speak for or against it so we think nobody really cares.”

Councilmember Keir Jones concurred that hearing the residents made the council feel the personal impact and import of its decision.

Hansen asked staff to arrange a meeting with all Signal Hill families involved in youth sports so they know to get more involved. “[It] would be nice to […] explain all this to them and talk to them about how they need to advocate as well,” she said.

uled for Aug. 10, the council approved new behavior guidelines for its users that library staff and the police department can enforce.

Aly Mancini, community-services director, said that the library’s board of trustees in 1928 had written its previous guidelines and that the code has remained unchanged since the board disbanded in 1966.

She said that encoding new guidelines allows the police department (PD) to step in if library staff needs it to.

“The PD has no legal recourse for actually removing the patron from the facility unless an actual crime is being committed,” Mancini said.

She said that amending Chapter 2.88 of the city’s code would help create an open, respectful and inclusive facility for all patrons.

The updated code prohibits inappropriate and disruptive conduct, including excessive noise, aggressive behavior, extreme body odor, blocking paths, sleeping in the library and bathing in its restrooms, Mancini said.

The rules of conduct will be posted in the library and include a process for appealing suspensions, she added.

During public comment, a man addressed the council about how the new guidelines are inconsiderate of the homeless.

“The issue of bathing and being around someone that’s ‘aromatic’– I understand they’re not pleasant to be around– [but show] just a little mercy, a little compassion for them,” he said.

“Because when they come into a public place like this and the restrooms are locked, what are their resources? Are they subject to being arrested for defecating on themselves?”

Mancini responded that the library’s goal is to help people.

“If we notice that someone perhaps might need some additional resources, we would absolutely call over to the PD and ask for one of our officers– Officer Moreau (who works with the homeless)– to come over and offer resources to that individual,” she said.

age at which a child can be left unattended from 8 years old to 10, and reducing the age from 17 to 14 after which a child cannot lie on the library floor, which creates safety and fire hazards.

The council also extensively discussed patrons sitting on the library’s floors, noting how people do so at bookstores and college libraries. It agreed to allow sitting as long as it didn’t pose safety issues.

“We’re not trying to […] make an environment in which people feel uncomfortable in coming there,” Wilson said.

Woods also introduced Patty Vanwinkle, owner of Pet Pantry at 1929 E. 28th St., during the meeting’s “Small Business Spotlight.”

“Patty is my pet-food lady,” Woods said. “I have a cat and a dog, and if there’s anything going on with my animals, I ask her and she recommends the best thing.”

Vanwinkle said she is passionate about animals and works with 14 rescue groups. She also said she has received 144 pet-food recalls in the past eight months that were not publicized.

“I started 21 years ago as a dog and cat nutritionist because I lost a 155-pound Japanese Akita to cancer and I wanted to know why,” she said.

“So we did an autopsy and we found out it was the food he was eating.

Well, I adopted him too late.”

The next Signal Hill City Council meeting will take place Tuesday, July 9, at 7pm in the council chamber at 2175 Cherry Ave.

Four great reasons to say no to personal fireworks

A danger to democracy?

I am tremendously disappointed in the Supreme Court’s decision [Thursday in two partisan gerrymandering cases involving Maryland and North Carolina]. I believe that extreme partisan gerrymandering is unconstitutional, is counter to the intent of the framers and is dangerous to democracy. The Supreme Court has now had two opportunities to decide the constitutionality of extreme partisan gerrymandering, punting last year, and now, the majority essentially saying they can’t be bothered. As Justice [Elena] Kagan said in her dissent, “For the first time ever, this Court refuses to remedy a constitutional violation because it thinks the task beyond judicial capabilities.”

I will continue to fight, as I have for decades now, to end extreme partisan gerrymandering and enact fair alternative approaches, such as independent redistricting commissions.

But, time is running out. If something isn’t done before the upcoming 2020 decennial census, the maps that we will see from some state legislatures will continue the legacy of partisan gerrymandering and because software and big data are constantly improving, 2020[‘s maps] will potentially be some of the most undemocratic drawn to date.

lright. I’ll begin by just putting it out there: Fireworks are freaking fun. They’re exciting and provide some cheap thrills. And, if your nature is that of a thrill-seeker, you probably don’t care that much that they’re illegal in your city. Maybe the fact that they’re not legal even makes them that much more alluring to you.

So, you go ahead and drive to a neighboring city where they’re not illegal, and you sneak them back to Long Beach or Signal Hill. You pop off a few for 20 or so minutes, even enjoy a bit of nostalgia for your childhood years of playing with firecrackers, and then call it a night.

You’re slick enough that you avert police and avoid a potential $1,000 fine or six-month jail sentence. No real harm done, right?

Well, there’s way more to think about, and those considerations may fall outside your usual sphere of awareness. Until just a few years ago, I wasn’t aware of all this information.

In 2013, the use of fireworks resulted in an estimated 15,600 reported fires in the U.S., including 1,400 structure fires, 200 vehicle fires and 14,000 outside and other fires, according to the National Fire Protection Association. That organization also reports that 28 percent of blazes that resulted from fireworks from 2009 to 2013 were reported on the Fourth of July and that 47 percent of the reported fires on Independence Day were caused by fireworks.

The National Safety Council reports that, in 2017, eight people died and more than 12,000 were injured seriously enough to need medical treatment after fireworks-related incidents.

If the prospects of a hefty fine, significant jail sentence and potential injury or death still aren’t enough to convince you to completely avoid using fireworks, even the “safe and sane” type, then perhaps understanding the negative impact they have on some particularly vulnerable members of our community will do the trick.

The elderly The randomness of personal fireworks use can lead to anxiety in the elderly, who may not be able to ascertain if the noise is from fireworks

or another, more threatening, source.

Additionally, older people are more susceptible to the toxins in the air created by fireworks.

A study published in the scientific journal Atmospheric Environment looked at 315 locations throughout the U.S. and indicates that Fourth of July explosions temporarily boosted the levels of airborne microscopic particles that can pose a health risk.

According to the World Health Organization, inhaling airborne particles can cause respiratory or cardiovascular problems, especially in the elderly and people with asthma or pre-existing heart or lung disease.

Veterans Those who have served our country certainly deserve our support– including our consideration during the Fourth of July.

An article published on the Marine Corps Community Services website discusses how veterans with post-traumatic stress disorder (PTSD) can be affected by the noises from fireworks. The story tells about one veteran who, during the holiday, places a sign in his yard that states: “Combat Veteran Lives Here. Please Be Courteous with Fireworks.”

The article also suggests, however, that some veterans with PTSD may be reluctant to request such consideration, for fear of ruining the fun of others.

In a June 2018 interview with the Signal Tribune, Vietnam-War veteran Frank Macias described what goes through his mind upon hearing the noises. “‘Is it incoming? Is it not?’ Things like that,” Macias said. “It just takes me right back there (to the war), and you realize that you’re not there, you’re here. […] It’s an instantaneous, vivid thing.”

His daughter, Gina Macias-Overholt, serves as a Veterans Affairs coordinator with the Long Beach Department of Health and Human Services. In an interview with the Signal Tribune, she also described her father’s reaction to the sounds and sights.

“The flashing lights and booms [do] trigger [PTSD] in veterans and combat veterans, and even people who suffer from PTSD generally,” she said. “Just thinking back, I remember my dad just going white

knuckles, cold and sweaty, and hiding under our slide when we had a playground in the back yard. When it was the Fourth of July, I just had no idea what the heck was going on.

Children The World Health Organization has indicated that children’s exposure to loud fireworks can lead to hearing loss.

According to a 2017 Consumer Product Safety Commission study, one in four children who suffered fireworks-related injuries were bystanders in backyard fireworks displays.

Of the fireworks injuries in 2017, 50 percent were to children and young adults under age 20. Children younger than 15 years of age accounted for 36 percent of the estimated injuries that year.

Water safety at the beach, pool and water park By the American Red Cross

Warmer weather means more people are spending time in a pool, at the beach or visiting a water park. The American Red Cross has some steps people can follow to help them enjoy their summer water fun.

“It’s important to be ‘water smart,’ which includes having swimming skills and knowing how to help others,” said Guillermo Sanchez, preparedness and resiliency manager at American Red Cross Los Angeles Region.

“The first step should be to make sure everyone is ‘water competent’– meaning that they are able to enter the water, get a breath, stay afloat, find an exit, swim a distance and then get out of the water safely.”

Pets According to Long Beach Animal Care Services, “the Fourth of July can be a frightening time for animals, with the loud sounds of firecrackers and fireworks often sending pets scurrying out of the house or yard in search of security or shelter.”

I have several friends who have pets, and, if they do attend an Independence Day function, they must leave before dusk so they can return home to comfort their animals.

Sometimes that means giving them drugs to sedate them during the night of explosions.

I’ve heard stories of dogs getting so stressed from the noises, they run out of the house or yard and into the street, putting themselves in danger of being struck by a car.

Beach safety • If you plan to swim in the ocean, a lake or river, be aware that swimming in these environments is different than swimming in a pool. Be sure you have the skills for these environments.

• Swim only at a beach with a lifeguard, within the designated swimming area. Obey all instructions and orders from lifeguards and ask them about local conditions.

• Make sure you swim sober and that you always swim with a buddy. Know your limitations and make sure you have enough

There are numerous places to view public fireworks displays, including from the shoreline in Long Beach or from the top of Signal Hill.

Keep in mind, however, that Hilltop Park in Signal Hill will be closed to vehicular traffic of non-residents during the holiday.

Before you make that seemingly innocent purchase of fireworks, please stop and think about our local seniors, veterans, kids and animals.

• Protect your neck– don’t dive in headfirst. Walk carefully into open waters. Watch out for and avoid aquatic life.

• If you are caught in a rip current, try not to panic. Signal to those on shore that you need assistance. Swim parallel to the shore until you are out of the current. Once you are free, swim toward the shore. If you can’t swim to the shore, float or tread water until you are free of the rip current and then head toward the shore.

Pool safety • Prevent unsupervised access to water. If you have a pool, secure it with appropriate barriers.

Many children who drown in home pools were out of sight for less than five minutes and in the care of one or both parents at the time.

• Have young children or inexperienced swimmers wear properly fitted U.S. Coast Guard-approved life jackets around water, but do not rely on life jackets alone.

• Actively supervise children and stay within arm’s reach of young children and new swimmers. Designate a “water watcher” to keep a close eye and see SAFETY page 5

Woman killed, man injured in hit-and-run in marked crosswalk Staff Report Signal Tribune

A woman is dead and a man injured after a vehicle struck them while they were walking in a marked crosswalk in the Wrigley neighborhood Tuesday night, according to the Long Beach Police Department (LBPD).

On June 25, at approximately 11:55pm, officers responded to the intersection of Pacific Avenue and Burnett Street regarding an injury hit-and-run traffic collision involving a vehicle and two pedestrians, according to police.

Upon arrival, officers located a non-responsive female adult and a critically injured male adult lying in the intersection. The Long Beach Fire Department responded and transported both victims, in critical condition, to a local hospital.

The male victim, identified as a 35-year-old resident of Wilmington, remains in critical condition, as of press time.

The female victim succumbed to her injuries and was pronounced deceased at the hospital. The Los Angeles County Coroner’s Office will be releasing information about her identity, police indicated.

The preliminary investigation has revealed that the collision occurred when the two pedestrians crossed Pacific Avenue in a marked crosswalk on the north side of the intersection. They were struck by a white, possibly four-door, unknown-model vehicle that was heading southbound on Pacific Avenue at Burnett Street. The vehicle fled the scene and was last seen heading south on Pacific Avenue.

LBPD planning checkpoint this weekend Staff Report Signal Tribune

The Long Beach Police Department’s (LBPD) traffic section will conduct a DUI/driver’s license checkpoint on Saturday, June 29, between the hours of 6pm and 2am in the South Division area.

Officers will be looking for signs of alcohol and/or drug impairment, checking drivers for proper licensing, delaying motorists only momentarily, according to police.

When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired-driving crashes, police said.

“Everyone should be mindful that

if you’re taking medication– whether prescription or over-the-counter– drinking even small amounts of alcohol can greatly intensify the impairment affects,” states a press release from the LBPD Thursday.

“Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol.”

Funding for the checkpoint is provided to LBPD by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Lena is a lovely green-eyed tabby with a little tortie sprinkled around—she’s shy at first but warms up fast. Pauline is a tortie with an attitude of curiosity and a desire for attention. International City Theatre’s ‘Bestseller’

Continuing through this weekend, International City Theatre’s world premiere of Peter Quilter’s Bestseller offers a light-hearted take on the writing process. Perhaps especially engaging for writers– or anyone who creates something from nothing– the most fun part of this production is seeing those creations come to life.

The story involves three writers at a remote lakeside retreat run by

Maureen (Wendy Worthington), an older woman who has lost her husband under mysterious circumstances. Newcomer Alex (Eric Myrick), who suffers from writer’s block, joins hard-edged Damien (Ian McQuown), already at work on his latest horror novel, and flirty Shelley (Alexandra Ruth Wright), a prolific, successful writer of admittedly shallow romances.

All four talented actors create strong portrayals of their well drawn characters and work effectively as an

ensemble, covering writerly concerns of authenticity, worth and creative inspiration in amusing ways as they try to get Alex over his block. Adding emotional depth is Maureen’s haunting sense of loss over her husband, though this could be more developed.

Instead, it’s the absurd scenarios that the three writers invent during their stay that are highlights of the production, in no small part due to exceptional performances by Julia Davis and Sam Spanjian as the female and male characters in each

story. Davis especially gives herself over to each hysterically over-dramatized role, in various accents, with Spanjian as the perfect supporter.

Together, Davis and Spanjian play the parts of: Shelley’s clueless ingenue stranded on a desert island with a Spanish sailor; Damien’s gun-wielding, high-heeled German femme fatale and the dumb, blood-covered lug who helps her smuggle a necklace; and Alex’s Russian couple– whom he switches to Americans partway through, with Davis and Spanjian executing instant costume and accent changes– who literally build a brick wall through their home when they can’t sell it after a divorce.

One wishes the main story were as exciting. While solidly performed, its pacing is somewhat slow and inflections sometimes off so that comic lines are slightly mistimed and fall flatter than they should. A future production of this play might consider varying the pacing to enhance the main story’s humor. That might also avoid its jarring contrast with the rol-

licking novel scenarios.

But the quality of the acting, lighting effects on which many of the scenarios depend (designed by Stacy McKenney Norr) and accomplished British playwright Quilter’s profuse and adept language combine to create a solidly entertaining production in the capable hands of director Jane Page.

Overall, Bestseller offers an amusing look into the writing mind and the truly hilarious inventions that can arise from it. That Davis’s and Spanjian’s characters carry the play– itself a written invention– is a testament to the creative process and the joy that can flow from it.

ICT’s Bestseller continues at the Beverly O’Neill Theatre, 330 East Seaside Way, through June 30, with performances Thursday, Friday and Saturday at 8pm, Sunday at 2pm.

Long Beach to host public event to celebrate grand opening of new civic center

“Today, we have the opportunity to celebrate his life and the sacrifice that Captain David Rosa made, and we’re going to do that by renaming the Long Beach Fire Department Regional Training Center in his honor.”

Seventeen years of serving as a firefighter had prepared Rosa for the numerous perils associated with his job, and he had spent most of his career working in the busiest stations in the city, even training new recruits on how to be safe. However, when he and his colleagues responded to a fire alarm at a local retirement home in the early-morning hours of June 25, 2018, the real danger they faced was one that no one had anticipated.

in the 600 block of East 4th Street around 3:49am, one of its residents opened fire on them, shooting Rosa, his coworker Ernesto Torres and another resident of the home, killing Rosa and injuring the other two men.

Rosa’s almost two decades of service and 45 years of life came to a tragic end, as he was murdered by one of the citizens he was trying to protect.

At Tuesday’s ceremony, Mayor Robert Garcia spoke about the importance of fire-safety personnel and emphasized that the City and residents will be there for them.

“Days like this, I think, serve as an important reminder that we have a community that will always support our firefighters. We will always support you guys– 100 percent,” Garcia said. “And it’s important for cities to always recognize and uplift the amazing work that you do– running into danger and being there on the other end of the call when people in

our community need your support.”

Rosa’s wife Lynley also spoke about the fire captain, characterizing the influence he had as far-reaching.

“You served so many people,” she said. “I suppose that’s part of the reason they have wanted to remember and dedicate this place to you now. I know you wouldn’t be comfortable with all the accolades, because you were just living. All of this is just who you are.”

She said that the “call on June 25” had a permanent impact.

“But, even more than that, honey, [...] in all your decisions, all of your leadership, all of your service, all of your love to the boys and I– especially your love– we’ve been changed,” she said. “You’re more than a death in the line of duty– more than another tragedy, more than a fire captain or a husband, father, son, brother and friend. You’re a man whose daily decisions have had a lasting impact on us all.” ✦

The City of Long Beach will celebrate the grand opening of its new civic center, which includes a new City Hall and port headquarters, on Monday, July 29. The event, which is open to the public, will take place from 6pm to 8pm on the Long Beach Civic Center Plaza, 415 W. Ocean Blvd.

“We look forward to welcoming the community to their new civic center,” said Mayor Robert Garcia. “This development is the centerpiece of the new Downtown Long Beach, a vibrant, booming and rejuvenated neighborhood.”

During the grand opening, the plaza will be activated with resources from departments throughout the City and will include entertainment, food trucks and a flag-raising ceremony. The community will be able to tour the lobby levels of the new City Hall and port buildings as well as the Bob Foster Civic Chambers.

“The board is excited to be part of the new downtown Civic Center,” said Long Beach Board of Harbor Commissioners President Tracy Egoscue. “This location will allow the port to partner more closely with other City departments. We are also pleased to be closer to our port stakeholders and fulfill our mission to benefit the local, state and national economy.”

Located on the site of the former Long Beach Courthouse, the new City Hall and Port Headquarters are seismically safe and environmentally sustain-

able, with solar power and rainwater systems, according to city officials.

The opening also marks a major milestone in the innovative public-private partnership with Plenary-Edgemoor Civic Partners, officials said. The $520-million project was designed to bring a revitalized civic core to downtown to serve residents, attract visitors and provide safe and efficient city operations. In 2014, the city council approved a plan to partner with Plenary-Edgemoor Civic Partners on a new civic center. The project obligates Plenary-Edgemoor to design, build, finance, operate and maintain the new civic center for the next 40 years. The Port financed its new headquarters separately, using revenue bonds, officials said.

“The new civic center will anchor the City’s downtown and provide a more seamless experience for members of the public who conduct business at City Hall,” said City Manager Patrick H. West.

The public portions of the Long Beach Civic Center Project also include a new main library, which will open Sept. 21, 2019, and a revitalized Lincoln Park. The private-development portion of the project is expected to include transit-oriented mixed-used developments, high-rise condominiums and retail.

“Being near the harbor allows the port to more efficiently provide service to our customers,” said Port of Long Beach Executive Director Mario Cordero. “We are happy to return to the waterfront after five years at our temporary location near the Long Beach Airport.”

Missing Long Beach man found using trackable bracelet Staff Report Signal Tribune

A 60-year-old man with schizophrenia who had gone missing was found using an LA Found trackable bracelet on June 21, according to Los Angeles County 4th District Supervisor Janice Hahn’s office.

The man, whose name is Steve, wandered away from a treatment center on 28th Street and Pacific Avenue in Long Beach, according to Hahn’s office.

“Luckily, his family had recently signed him up for the County’s LA Found program, and he was wearing his Project Lifesaver trackable bracelet provided to him through the program,” states a June 21 email from Hahn’s office. “A Sheriff’s Department helicopter unit equipped

with tracking technology was able to identify Steve’s location in 20 minutes. A mental-evaluation team (MET) was sent to the area, where they found Steve, de-escalated the situation and returned him safely to his worried brother.”

This was the seventh successful save for the LA Found program since it began in September, according to Hahn’s office.

“Steve was found quickly and safely thanks to LA Found and the good work of our Sheriff’s Department MET,” Hahn said. “If you have a loved one who has Alzheimer’s, autism, dementia or another cognitive impairment, please consider enrolling them in LA Found.”

The City of Long Beach, in partnership with its nonprofit affiliate, The Long Beach Community Investment Company (LBCIC), joined with developer HOPE, Inc. Wednesday afternoon to celebrate the grand opening of a five-unit affordable-housing development in east Long Beach.

The event, which included elected officials, agency representatives and community leaders, took place at Trolley Park, adjacent to the property at 116 Redondo Ave. The recently rehabilitated two-story development will provide homes for low-income adults with developmental disabilities earning 30 percent of the area median income, and rents will be based on 30 percent of household income, according to city officials. “People with special needs are part of the fabric of our community, and this development creates essential housing opportunities for them,� said Mayor Robert Garcia.

Councilmember Suzie Price, whose 3rd District includes the development, said she is excited to celebrate its grand opening. “This development adds housing, as well as focusing on the necessary on-site supportive services [that] people with disabilities depend on,�

Price said. “Housing is an issue statewide, of course, but adding essential services into the project goes a very long way to ensure these new

tenants are well taken care of.�

In April 2018, the LBCIC approved a loan of approximately $875,000 for the purchase and rehabilitation of the property. “The LBCIC is proud to invest our resources to expand the supply of decent, safe, affordable housing in Long Beach,� said John Thomas, LBCIC chair. “This much needed project will offer our most vulnerable residents a wonderful home and a greater quality of life.�

On-site support will be made available to the residents through disability services provider Ambitions, Inc. and access to intensive services and case management at the Harbor Regional Center, officials said.

Beyond the financial support for this project provided by The LBCIC, HOPE received funding from community donors, as well as The Ahmanson Foundation, Opus Bank Community Foundation, Union Bank Foundation, Del Harbor Foundation, Bank of the West Foundation, Wells Fargo Foundation,and Bess J. Hodges Foundation, according to officials. “The value of empowering individuals with developmental disabilities to live as active and contributing members of their communities is at the very heart of HOPE,� said Kristin Martin, executive director of HOPE, Inc. “And there is no doubt– creating opportunities for people to live as independently as possible, and having a place to call home, changes a person’s life.�

Los Angeles County Registrar-Recorder/County Clerk Dean C. Logan announced on June 21 the certified election results for the June 4 Municipal and Special Elections.

A total of 443,730 ballots were processed and counted, with 15.65 percent of eligible voters casting ballots in both the Senate District 33 Special General Election and Municipal and Special

Elections.

On Tuesday, July 9, the Los Angeles County Board of Supervisors is scheduled to declare the June 4 Municipal and Special Elections officially concluded.

The official election canvass began on June 5. During the canvass period, all outstanding ballots were reviewed and tallied once verified, according to County officials.

The Long Beach Police Department has promoted Deputy Chief Wally Hebeish to assistant chief of the department. Hebeish brings 25 years of law-enforcement experience to the position, including three years as part of the department’s executive management team leading the Support Bureau and Patrol Bureau, as well as serving as the chief of staff to Police Chief Robert Luna.

Hebeish currently oversees the Patrol Bureau and will continue to serve in that capacity until a new deputy chief is selected, according to the LBPD. “I am honored and grateful for this opportunity to help lead our organization into the future,� Hebeish said. “I look forward to building upon our department’s commitment to strengthening relationships and continuing to foster trust and open communication with the community we serve.�

Carpenter Performing Arts Center awarded CA Arts Council ‘Arts Education Exposure’ grant Staff Report Signal Tribune

The California Arts Council has announced its plans to award $16,200 to the Richard and Karen Carpenter Performing Arts Center, located on the campus of California State University, Long Beach, as part of its Arts Education Exposure program. This is the second consecutive year that the Carpenter Center has been awarded an Arts Education Exposure grant.

As a segment of the California Arts Council Arts Education grant opportunities, Exposure grants support attendance at performances and exhibitions for students who may otherwise have limited access to those experiences. The opportunities offer a deep cultural resonance for the student communities served and are complemented by pre- and post-attendance activities, including artist workshops, teaching, and performances, according to a Carpenter Center press release this week.

With support from the California Arts Council, the Carpenter Performing Arts Center will continue to provide the Classroom Connections program to elementary schools throughout the Long Beach area, reaching 2,000 to 5,000 students each year. Classroom Connections
