Signal Hill residents were evacuated from their homes for a majority of Tuesday as multiple law-enforcement agencies converged at a residence at 19th Street and Dawson Avenue in response to a barricaded suspect who had multiple arrest war-
rants, police said. Signal Hill Police Department Lieutenant Kelli Crigler said that the suspect’s family notified law enforcement at about 7:10am that he was located in a separate garage on the property. The suspect, identified only as a 32-year-old male, had outstanding warrants related to domestic violence, narcotics and
firearm possession, Crigler said. Los Angeles County Sheriffs Department, SHPD and other agencies from outside the county responded with heavily-armored vehicles and helicopters sometime late morning, police said. Several nearby residences were evacuated as officers tried see BARRICADE page 15
The marijuana dispensary ShowGrow filled three large boxes with donated school supplies and toys at its Cozy Sesh 8 event on Saturday, Dec. 7. This is the third year ShowGrow has held a toy drive, but the first year the business combined the charity event with one of its Cozy Sesh concerts. ShowGrow told the Signal Tribune in a social media message that it would most likely give the toys and school supplies to Mercy House to be distributed, but as of press time this has not been confirmed. Everyone who made a donation on Saturday was given two free tacos courtesy of the Long Beach food truck Bomb Azz Tacos. Before Cozy Sesh 8, see CONCERT page 15

During its Dec. 10 meeting, the Signal Hill City Council approved a long-term water-management plan and authorized a request-for-proposals for a consultant to help develop State-required additional housing.
Water plan After conducting a public hearing, the council unanimously adopted an Urban Water Management Plan (UWMP) that Public Works Director Kelli Tunnicliff will submit to the State Department of Water Resources, as required by law. Management Analyst Sara Russo explained that because Sig-
nal Hill is now delivering water to over 3,000 retail customers, the State requires it to submit a UWMP detailing the City’s viability as a long-term supplier of water, as per the 1983 California Urban Water Management Plan Act. Russo explained that the City hired AKM Consulting Engineers to prepare its UWMP for the
State’s current 2015-2020 period. The City will need to submit another report by July 1, 2021 for the State’s next 20-year planning cycle. AKM’s comprehensive 69page UWMP report evaluates the city’s water-delivery systems, water uses, supply sources, efficiencies, demand-management see SH COUNCIL page 18
