MESSAGE FROM THE PRESIDENT
Message from the President SINGAPORE’S PUBLISHING INDUSTRY continues to grow and develop, and Singapore remains a great market for books, and an important node in the global knowledge economy. Our industry, local- and foreign-owned, partners Singapore’s students, parents, and teachers in the critical enterprise of education, powers Singapore’s research and development efforts with scholarly communications, and plays a foundational role in Singapore’s creative economy by supporting our literary talents. We estimate that our industry contributes some $1.2 billion to the local economy. Large multinational publishers have long been part of the educational and scientific, technical and medical (STM) segments of the industry: the local market for fiction and trade nonfiction proved it could also attract MNC investment when Penguin Random House set up shop this year in Singapore. Another change to the trade market has come in e-books. While commentators and policy-makers in Singapore were fascinated by Amazon’s introduction of e-books in 2007, the fact is that e-readers did not have a large impact on the local market. Our publishers were generally very disappointed with their early experiments in this area. The Kindle was never launched in Singapore, and while a few local players attempted to build local e-book markets, none of them demonstrated a strong belief in the idea, and all of them quickly exited the market. Our view at the time was that they had under-invested. Now however, more than 10 years after the introduction of the Kindle, the e-book is present in Singapore in a very big way, on our ubiquitous handphones and tablets. The National Library of Singapore is the heavyweight distributor of print books, with more than 30 million book loans per year (on a population of less than six million!). E-book downloads from the National Library now constitute a large segment of the reading market, with more than two million downloads per year and very high growth rate. And for the first time, we see evidence that downloading free e-books might be replacing purchasing of physical books. According to the NLB’s own figures, 43% of Singaporean readers downloaded free e-books last year, up from 30% in 2016. Meanwhile the percentage of readers buying physical books from bookshops decreased, from 53% of readers to 48%. The e-book is now a major part of the reading landscape, but through really only one channel, the National Library Board, and at a price point—free—which while very exciting for readers is a bit of a challenge to publishers… NLB has been generous in purchasing local e-books, to date, but clearly this market shift is something we will have to discuss more closely with our colleagues at the NLB in the future. Another fascinating development in the last year was the launch of the audiobook market. Again, Singapore’s National Library was a key player, offering free audiobook

downloads via its Overdrive platform, and reporting that audiobooks were the fastest growing segment within their fast-growing digital offering. But last year also saw the launch of a Swedish powerhouse in this area, Storytel, who announced audiobook adaptation deals with a number of local publishers. That welcome investment will enable us to not only read more local voices, but hear them as well, as Storytel has also been working with our local actors and voice talents. In January, the Singapore Ministry of Law published a Policy Paper on its ongoing review of the Copyright Act. The policy positions announced in that paper strengthened the operation of copyright in important ways, and certainly looked like avoiding some of the negative and no doubt unintended consequences of those ideas floated in the original public consultation document. The Paper clearly stated that MinLaw had heard the voice of the publishing industry and responded accordingly. As the process continues, we will collect input and feedback from members and our international partners - the International Publishers Association, the ASEAN Book Publishers Association, the UK Publishers Association and the Association of American Publishers. One area of particular concern in the government’s proposals was the exception for text-and-data mining. MinLaw’s interest here was a reflection of the importance the Singapore government places on artificial intelligence (AI) and the insights to be gleaned from big data, for “fuelling economic growth and supporting Singapore’s drive to catalyse innovation in the digital economy.” The proposed policy would allow commercial uses of the results of text-and-data mining on texts performed without the permission of the copyright holder. We will be scrutinising the resulting legislation carefully – but our understanding of the underlying policy is that the exception only allows the act of copying to be exempt, not access or other acts protected by copyright, including for example publishing subsidiary works like summaries or translations. Copying for the purposes of performing text and data mining is allowed, but only if the data miner has legitimate, licensed access to the materials in the first place. We were heartened by the government’s approach here, though we anticipate much more discussion in this area in years to come. The speedy development of deep learning and other modes of narrow artificial intelligence, for example in generating copyrightable material (translations, even now original texts and videos) means that issues of copyright (and authentification and integrity) in text-and-data mining become even more important. The new policy would seem to allow that copyrightable material be used as AI training material without requiring the permission of the copyright holder. But what if the AI generates content that is designed to imitate the styles and characteristic

patterns of expression of the originator of the training data? Will that be a new kind of subsidiary work? But that’s at the cutting edge of new technology. As veteran publisher and bookseller C.N. Chou put it in a recent interview, “The future of books is not that the print media is dying and multimedia is coming up. The future of books is that (bookstores) can’t afford rental.” We continue to be concerned about the viability of print retail in our expensive city. We remain committed to the view that vibrant bookshops are a vital indicator the intellectual and cultural health of our society. They are a key cultural asset to a city. This year we lost a few key bookshops, particularly the shops of the venerable MPH chain which had done so much to pioneer publishing and bookselling in Singapore. Still, despite this loss, we were heartened by the continued strength of our fierce band of independent bookshops, and the introduction of a few new bookshops on innovative models, like The Moon Bookstore for books on women, and the Huggs-Epigram Coffee Bookshop featuring local books in a coffeeshop setting. The Art Book Fair held this year at the NTU Centre for Contemporary Art Singapore was a great success, attracting large numbers of young people but also racking up considerable book sales. And recently we got the good news that MPH is back in the market with a new bookshop in the upcoming Paya Lebar district. I think there’s little question that the quality of Singapore’s book publishing industry has grown from strength to strength over the last six to eight years. This improvement is visible in the selection of fine books that were submitted for our Singapore Book Awards, which are becoming more and more important as a market of quality and a tool for marketing. Good work continues to inspire good work, in a virtuous cycle. This Directory of the members of the Singapore Book Publishers Association serves as your introduction to this dynamic group. SINGAPORE BOOK AWARDS The Singapore Book Awards is an annual industry award for books published in Singapore. Held annually since 2016, the Book Awards shine the spotlight on the quality of published works and celebrate the achievements of the local publishing industry. The categories of the Book Awards are:

The Book Awards was first launched in 2012 through the efforts of the Executive Committee led by then-SBPA President Triena Ong. Known then as the Publishing Awards, there were 5 award categories (Best Cover Design, Best Debut Work, Best NonFiction Title, Best Novel and Best Retail). The winners of the Publishing Awards were announced at a gala dinner at the Rendezvous Hotel Singapore during the Singapore Writers’ Festival 2012. The awards were relaunched in 2016 as the Singapore Book Awards with 8 award categories. The current slate of award categories was finalised in 2017 with the creation of the Best Illustrated Non-Fiction Title category and the adjournment of the Best Digital Work category. Between 2012-2016, the Association concentrated on building up the presence of the Singapore publishing industry at overseas book fairs. During the 2019 Singapore Book Awards Gala Dinner, SBPA President Peter Schoppert announced the launch of three new award categories for the 2020 Singapore Book Awards. They are: Best Audiobook Title, Best Digital Marketing Award and Best E-Book Title.

SBPA INTERNSHIP PROGRAMME
SBPA INTERNSHIP PROGRAMME Though book publishing is nowadays seen as an old trade, young talent is always needed to develop the industry with fresh new perspectives. With this in mind, the SBPA’s summer internship programme was launched in 2015, aimed at recruiting and training student interns for our member companies. The inaugural SBPA Internship Programme was successfully held from May 25 to July 31, 2015. An instant success with students and member firms, the programme has expanded from six companies in the first run to twelve companies today. The class of interns has also expanded from nine interns in 2015 to 23 in 2019. The concept of the SBPA Internship Programme originated from Peter Schoppert, SBPA President (2014–present). Interns are recruited via a central process administered by the SBPA Secretariat. Companies would remain responsible for their interns while the SBPA organised a centralised training programme and site visits for the interns. These training programmes included introductory courses to book editing and copyright, while the site visits included trips to printers and bookstores. Through this comprehensive programme, interns are given a wide exposure to the industry, with opportunities to network among peers and learn about technical areas from the most qualified professionals.

SBPA SCHOOL LIBRARY CATALOGUE The School Library Purchasing Catalogue is a compilation of book titles formatted for easy reference and selection for librarians to purchase for their respective school libraries. Currently the catalogue has a listing of 3,600 titles and this catalogue is circulated free-of-charge to all school libraries in Singapore. An updated edition is currently being collated and will be available soon. In the meantime, you may download the 2016 version for reference. About SBPA
History The concept of a book publishers association was first mooted at a workshop on “Book Publishing and Distribution” held in Singapore in 1966. It was not until 19 July 1968 that the Singapore Book Publishers Association was formally incorporated with 22 member companies, 14 of which were of Singapore origin. Practically all of the original members were engaged in the publishing, importation and distribution of textbooks. The changing composition of today’s membership reflects the industry’s broadening scope as content developers across media.

To encourage fair trade practices and maintain high standards of professionalism and service in the publishing industry.

To cooperate with other associations representing similar or allied businesses, and with organisations of educational or cultural nature in Singapore and other countries of the world to further the reading of books.

Main Activities The members of the association are engaged in the following areas of business:

Publishing and distribution of educational books, general and scholarly works, audiovisual materials and electronic publications.

Exploring the development of e-content for new media on new platforms.

Importation and distribution of books.

Co-publishing, translations and joint venture arrangements with international publishers for regional and export markets.

Sales and purchase of rights for both Singapore and foreign-published books.
Singapore’s strategic geographical position and the efficiency of its work-force together with modern banking and transportation facilities have made the Republic an ideal centre for investment in publishing and printing. New technologies and facilities have enabled Singapore to print and distribute magazines and books globally. The SBPA continues to work closely with various local and international strategic partners to achieve its goals and objectives, and be much involved in Singapore’s development into an international media hub. The association also participates in regional book fairs and organises events such as the Singapore National Pavilion at the Frankfurt Book Fair and Beijing International Book Fair. Our strategic partners include Enterprise Singapore (ESG), Info-communications Media Development Authority (IMDA), National Arts Council (NAC) and National Library Board (NLB). Affiliates The association’s involvement in the ASEAN Book Publishers Association (ABPA) facilitates cooperation and co-publishing between SBPA members and their ASEAN counterparts, and members’ entry into regional markets. The association also represents Singapore at the Asia Pacific Publishers Association (APPA).
