As members of YOUR local building industry, Skagit/Island Counties Builders Association (SICBA) is doing our best to provide you with homes that are more durable, more considerate of our local environment, provide you with a higher level of comfort and safety, and cost less to operate over their lifetime. So, how do we achieve all that? We start by encouraging all of our local builders, their suppliers, and sub-contractors to join the SICBA Built Green® program. This program was developed based on models of similar programs in other areas, but was carefully tailored to meet the specific needs of our Skagit and Island counties communities. The program offers training sessions for builders to familiarize them with more of the resources that are available within our own community, as well as offering more in-depth classes dealing with the specific means and methods for building Built Green® homes. Every member begins with an orientation, designed to teach them how to use the hundreds of available features on the Built Green® checklist to properly rate their homes to the “star level” they wish to achieve. They are also provided with an extensive Homebuilder Guide, providing complete explanations for each listed item on the Built Green® Checklist. The five “star levels” of the program are designed as an easy to recognize measuring tool, indicating the different levels of effort and achievement put into each individual home. The one-star rating is a basic entry level into the world of Built Green®. Achievement at this level indicates that a builder has met certain minimum standards over and above code, and that he has engaged in the Built Green® thought process. Each subsequent star level indicates a higher level of involvement, and more and more achievement of Green Building principles. The first three levels are self-certified by the builder. The four-star and five-star levels are much more intense, and therefore require the services of 4

an approved Built Green® verifier. The verifier provides third-party certification that all of the items on the checklist have been properly executed. There is no one way to “Build Green.” Each potential building site is unique, with different possibilities and problems. Some of the unique features might include the slope of the property, the orientation to the street, how large the parcel is, is it in town, or rural, is it treed, or bare. Each family also has their own individual needs, is the house for a family of six, or for an elderly couple? Do they have a lot of big toys, like boats or other recreational equipment needing seasonal storage? The SICBA Built Green® program was developed in a way that allows the builder and the homeowner to decide which of the hundreds of listed Built Green® features, materials or methods to include in their project. The program requires a minimum number of points in each of the major categories: Site and Water, Energy Efficiency, Health and Indoor Air Quality, and Materials Efficiency. The program also requires a much larger total number of points for each star level, allowing the owner and builder to select the areas of most importance to them. Thus, if energy efficiency is of the most importance to your family, you can select more of the checklist items that will improve your homes energy efficiency, and less of the others, to achieve the total point value and star level you might be striving for. So, back to the original question, “What will a Built Green® home do for me?” A properly designed and constructed Built Green® home will do what you want it to do. It will be more efficient in the areas you want it to be, it will be more durable, healthier and safer to live in, while having a lower over-all impact on the natural environment around you, all in the proportions you choose!

What’s the Appraisal Impact? QUESTION:
How will new appraisal rules impact real estate?
ANSWER:
Appraisers say the new “Uniform Appraisal Dataset” rules will require additional time and paperwork and the result will be increased costs. They’re also concerned that the new rules will generate more data - and that more data in the hands of lenders will ultimately lead to more automated appraisals and less need for human appraisers. Like professionals in many fields, they worry that the
new age of electronics will result in fewer jobs and less pay. Alternatively, Fannie Mae says the new system will “provide lenders with greater confidence in loan quality by offering enhanced appraisal data quality and integrity.” In short, more uniformity will make it easier to compare appraisals and avoid errors and fraud. For homebuyers, an appraisal should be seen as a consumer protection in the sense that lenders traditionally make loans based on the sale price of the property or the appraised value - whichever is less. This approach is purposely designed to also reduce lender risk and limit what can be called “over-lending.” For additional information, speak with your lender and ask what type of appraisal will be conducted, whether it will be automated or not and what cost you can expect to pay.

ANSWER:
When a home is “under contract” it means the owner and broker are giving notice that an offer for the property has been accepted. However, the fact that an offer has been accepted does not mean there’s a done deal - the offer could fall through because of a lack of financing, an inspection failure, etc. If you like the property you may want to submit a backup offer in case the first one is derailed. With a “sale” sign the property has gone to closing, papers have been signed, checks have been written and the keys have been handed over. The property has a new owner.

A market with properties both vacant and in varying states of disrepair puts further focus on the need for home inspections
T
he basic house hasn’t changed much in the past 100 years. It has a foundation, walls, roof, plumbing, heating and electrical systems, windows and doors. What’s changed drastically are the building standards and materials used to construct that house and, in recent years, the extended time many properties have sat inactive and in disrepair due to the foreclosure problem and economic downturn. With those uncertain variables in play, it’s critical to have a professional home inspector when going to buy a home in today’s market. “A home inspector in the early 1970s didn’t have to concern themselves with lead-based paint or asbestos those materials had yet to be deemed unsafe,” says Reggie Marston, president of Residential Equity Management Home. “In the early 1980s, no one was concerned with radon gas or anti-tip brackets on stoves. In the early 1990s, mold was not on everyone’s high priority list, and composite building materials were just starting to be installed.” Those are just a handful of the myriad problems that today’s home inspectors need to be cognizant of when examining homes, which have more complicated components and systems built into them than in years past. Ask Kurt Salomon, 2011 president of the American Society of Home Inspectors what the biggest issues his brethren are discovering nowadays and he’ll provide a lengthy list of hidden hazards and overlooked flaws - from improperly spaced balusters on railings and defective garage-door safety features to bolted- or painted-shut windows that reduce the number of fire exits in a residence and residual chemicals found in a house that had been used as a secret meth lab. Yes, checking staples like the HVAC system, wiring, roof and foundation is essential, but 21st century home inspectors also have to be on the lookout for window seals that go bad after 10 years, rotten door thresholds due to inadequate awnings over the outside of the door, the presence of bacteria that can cause sickness, and even an infiltration of bedbugs in certain areas of the country. The

rash of repossessed homes has only made their jobs harder. “Since many foreclosed properties have been closed up for many months, even years, water damage, mold growth and deteriorated wiring inside wall cavities goes undetected until the home inspector starts the inspection,” says Gene Burch, certified microbial inspector for RTK Environmental Group. “The purpose of a home inspection is not to assemble a list of normal wear-and-tear or cosmetic items but to identify the home’s most pressing problems to be addressed in an effort to save the buyer money in the long run,” says Salomon. “Even if the seller is not going to fix or compensate the buyer for problems revealed in a home inspection, the buyer will still benefit from having the knowledge of defective or unsafe components and systems.” According to a recent poll conducted by ASHI, nearly 90 percent of all American homeowners surveyed believe home inspections are a necessity, not a luxury; 72 percent of respondents agree the home inspection they had when they purchased their current primary residence helped them avoid potential problems with their home, and 64 percent indicated they saved a lot of money in the long run as result of their home inspection. Susan Aviles, broker with Aviles Real Estate Brokerage, says that she would never recommend that a client forego a home inspection. Ideally, the seller should have a home inspection completed prior to listing the home. Skip this step, and you risk losing a potential sale. “You should always have a home inspected, regardless of the age of the structure and appearance, since many home improvement projects have been undertaken by do-ityourselfers and there may be many code violations,” Burch says. “Even a brand new home may have faults due to costcutting by builders in an effort to raise profit margins.” When shopping for a home inspector, choose one who not only meets state licensing/certification regulations (currently, 37 states require licensure; visit www.ashi.org for more details), but who also has several years experience and comes highly referred by someone you know.

How Low Can You Go? Shrewd buyers eager to get a home for a song have to be willing to play real estate limbo - just without going so low that the delicate dance of negotiations comes to a halt. So when it comes to making a low offer on a desired home, how low is “too low?” The answer depends on the property and local market, said Mark Madden, agent with Century 21. “In our market, lowball offers are more likely used when a property has lingered on the market and become stale because it was overpriced from the beginning. But there is a point when a buyer’s lowball offer attempts can be very insulting and unrealistic in the

minds of the seller and, often, the seller’s agent.” Riccardo Ravasini, managing agent at Charles Rutenberg Realty in New York, says he would recommend a starting offer at about 17 percent below asking price, on average, on a privately owned home; for a new home development residence or bank-owned home, he suggested asking as low as 28 percent below asking price. “Rather than just throwing a number out there, the best strategy consists of making a compliment, explaining why the offer is much lower than the asking price, and eventually offering something of value,” says Max
Dufour, principal at SunGard Consulting Services in Boston. While you don’t want to completely disgust a seller with an unreasonable first offer, you actually want your first offer to not be accepted, said Ravasini. If the seller accepts your first offer, that may be a red flag that there’s something wrong with the property. “Always try to be realistic and don’t go too low at the beginning,” Ravasini says. “The seller needs to feel that you know what you are talking about, so he or she will take you seriously. Plan on a three- to four-step negotiation, be determined, and get straight to the point.”
