2,311 As we move into the election year, promoting homeownership remains a top issue among likely voters The majority of Americans are saying, Read our lips: We want tax incentives. At least when it comes to promoting homeownership, according to a survey of 1,500 likely voters recently released on behalf of the National Association of Home Builders. The survey shows that three-fourths of voters – both renters and homeowners – believe it’s appropriate and reasonable for the federal government to provide tax incentives to promote homeownership. Along party lines, the sentiment is felt by 84 percent of Democrats and 71 percent of both Republicans and Independents. On the mortgage front, two-thirds of respondents say the federal government should help buyers afford long-term (30-year), fixedrate loans. With that, 73 percent of respondents oppose eliminating the mortgage-interest deduction, a position held by 77 percent of Republicans and 71 percent of both Democrats and Independents. Sixty-eight percent of respondents said they would be less likely to vote for a congressional candidate who proposed abolishing the deduction. Among the poll’s other major findings: • 96 percent of homeowners say they are happy to own their home; 84 percent of owners who are “underwater” – owing more then their home is worth – felt the same. • 79 percent of owners would advise a family member or close friend to own; 69 percent of underwater owners would offer the same advice. • 74 percent said that despite the ups and downs of the housing market, owning is the best investment they can make. • Nearly seven in 10 voters who currently do not own a home said buying a home was a goal.

oes your landlord love you because you’re always on time with the rent? Well, your good reputation may spread to others, like credit card issuers. Many millions of young adult renters and others who don’t have many credit accounts, as well as renters who’ve previously had financial difficulties, could boost their credit rating through on-time rent payments, Ulzheimer says. “It’s fantastic,” to have rents included, says John Ulzheimer, president of consumer education for SmartCredit.com. Here, a look at who’s looking at rent payments:
The Count Begins Experian, one of the three major credit-reporting bureaus, began reporting on 8 million renters last year through its subsidiary RentBureau. Another major bureau, Equifax, reports that it does not collect rental data, and TransUnion, the other big bureau, says that it has rental information for tenant-screening use by landlords only. While 8 million is a big number, it’s remains only a small portion of the many millions of renters nationwide. Currently, Experian is collecting rental data only from property managers, who usually work for
larger-scale apartment complexes. “We’re working on a partnership that would allow individual landlords to participate as well,” reports Brannan Johnston, vice president of Experian’s RentBureau. If you’re not one of those 8 million, it’s likely a credit report compiled by CoreLogic, a consumer information firm based in Santa Ana, Calif., will have information about when you take a lease – in addition to any subsequent eviction or collection notices – but not monthly payment data. Moreover, Fair Isaac Corp., the firm that develops FICO credit scores, is working with CoreLogic to introduce a numerical score that cont. on pg. 6

The Thin Are Bulking Up It may seem that credit cards are more American than apple pie, many people have no or limited credit. Last year, Experian included only positive rental payments in its report but this year is including negative information, too. Because they added in only positives, consumers with “thin” credit – meaning two or fewer credit-related items on their records – tended to show a significant boost in their credit score, relates Johnston. For those with many credit items on reports, there was “less general score movement,” he says.

payments one way or another,” asserts Neil Caron, vice president of Freedom Mortgage in Mount Laurel, N.J. Usually, lenders call landlord or management companies for the information, but having a score or credit report that reflects the data will make it easier, Caron adds. Both CoreLogic and Experian say their scores will be used by a variety of credit-extending firms, not just mortgage lenders.
When rent isn’t paid on the defined due date, “it’s legally late,” says Janet Portman, an attorney and co-author of “Every Tenant’s Legal Guide, 7th edition” (Nolo Publishing, 2012}. However, “some states [have laws] that give you a grace period of two to five days,” she says. When landlords report late pays, their statement is duly recorded by the bureau. The fact that landlords can report late pays without input from a renter disturbs both Portman and Chi Chi Wu, an attorney with the National Consumer Law Center. “In a lot of jurisdictions, it is a tenant’s legal right to withhold rent if something is wrong, like the hot water isn’t working,” Wu says. Both CoreLogic and Experian say that consumers have the right to dispute any data they deem inaccurate in their reports. But that’s a cumbersome process, and put onus on the renter, Wu notes.

Given that mortgage rates are at or near historic lows, shouldn’t it be easier to qualify for a loan since monthly payments are smaller than recent years?
ANSWER:
It’s logical to believe that lower rates mean smaller payments and less difficulty getting a loan. The catch is that mortgage rates are not the only issue to consider. For instance, while it’s true that loan rates are low, it’s also true that incomes have generally fallen. The Census Bureau says real median household income fell 5 percent between 1999 and 2009. Home values nationwide were

19.1 percent lower in August than in April 2007 according to the Federal Housing Finance Agency. The situation in hard-hit foreclosure centers is worse. Also, many people who were foreclosed in the past two to five years simply cannot get mortgages, no matter what their economic status. The government is trying to loosen loan standards with a new program that allows borrowers to refinance no matter how much the value of their homes has fallen. Previously the program was unavailable when properties were more than 125 percent under water. The revised guidelines for the Home Affordable Refinance Program should allow many additional borrowers to refinance to a lower rate, especially in states such as Nevada, California, Florida, Michigan and Arizona, where home values have fallen sharply. Lower monthly costs should reduce future foreclosure rates and also stimulate the economy

because borrowers will have more cash to spend. The catch is that the new HARP program also implies a lot of risk to the government because newly qualifying borrower properties are so thoroughly upside-down. Despite huge economic problems the reality is that mortgages are being made and homeownership levels are actually rising. The Census Bureau reports that ownership increased in the third quarter by .4 percent, something that could not happen without ready access to financing. If you have a rate that is high by today’s standards then speak with local lenders. Such discussions can’t possibly hurt - and they may lead to lower monthly bills.

New homes
are getting smaller From the early 1990s to the beginning of this century, “bigger is better” certainly was the mantra of the home-building industry. All across North America buyers could browse among home developments boasting homes of 3,000 square feet or larger and multiple bedrooms and bathrooms. But according to new data, home buyers are seeking less space today but more in green amenities. Research by the Canadian Home Builders’ Association has found that many people now desire smaller homes with multipurpose rooms and energy saving features. They’re not ready to trade in their two- and three-car garages just yet, though. Plus, a survey of International Furnishings and Design Association members forecasts that McMansions will become a thing of the past and more emphasis will be placed on smaller, more eco-friendly homes. Family rooms will grow larger, as will kitchens. Other rooms in the home will disappear, including the living room. Many homeowners and potential home buyers realize that with girth comes a cost. In today’s fragile economy, the ability to cash in on the dream of homeownership may come at the compromise of a smaller, better-planned home. According to Tim Bailey, the manager of Avid Canada, a research and consulting firm for the building industry, “While many consumers are willing to forgo space, they are not equating this with having to forfeit functionality. Design creativity is requisite to adapt to this changing preference.” Here are some things that you will and will not find in newer homes moving forward. * The dining room is becoming

extinct, with larger, eat-in-kitchen/ entertaining spaces the norm. The kitchen will be the main room of the home and be renamed the “kitchen lounge.” * Separate rooms are evolving into spaces that serve many different purposes. * Although the sizes of bathrooms may be scaled back, the amenities will not. Spa-style bathrooms with luxurious products, high-tech features and televisions will be on the rise. * The master bedroom suite may not shrink in size, but it could be combined to form a home office and exercise space. * Expect to see more high-tech offerings, such as voice- or motion-activation devices in the home. Lighting, entertainment gear, heating/cooling systems, and even blinds could be hooked up to a master control system. * Thanks to an increasing number of people working from home, the presence of a dedicated home office is a given in newer homes. Nearly 40 percent of industry forecasters say that they expect one in every home. * Home storage solutions will also be a vital component of new homes. Builders will create clever solutions for mixing storage into more compact spaces. * With aging Baby Boomers comprising a larger segment of home buyers, expect to see more onelevel homes, or at least homes where there is a master suite and the majority of the living space on the first level.

Part of what is driving this trend is the cost of homes in relation to space and the increased interest in environmental conservation. Smaller, more efficient homes require less in terms of heating and cooling energy. They need less furniture, and new materials made from sustainable products help further fuel green initiatives in the building industry. Energy efficient homes are a main priority for buyers. Although the homes may be smaller, they will not be miniscule. And home buyers can expect a host of amenities that will make the smaller size of homes barely perceptible.
