Should You Forgo the ‘For Sale’ Sign? In a depressed housing market, does a "For Sale" sign that sits for weeks lend to the downbeat mood? A growing number of home sellers apparently think so. In an informal survey of agents conducted by RE/MAX of Northern Illinois, about one-third of respondents said they noticed a trend of home sellers deciding not to stake a sign out front. The reasons vary. Some sellers are concerned that there are too many signs up already in the neighborhood and that conveys a problem with the area. Other reasons are more personal. And it's not only Illinois owners who are sign-shy. "It's a cultural thing," says Orhan Tolu, an agent with Century 21 Alliance in San Mateo, Calif. About 60 percent of the sellers in the Hispanic and Filipino communities Tolu serves forgo a sign. "If it's a short-sale - or even if it's not - owners don't want their friends, neighbors and family to surmise that selling now means they're in financial distress," says Tolu. Some sellers who've already moved out may view a sign as

advertising to burglars that a property is vacant and an easy target, adds Tom Hanigan, a Chicago RE/MAX agent. Keith Dickerson, a RE/MAX agent in Naperville, Ill., acknowledges fears that "adding another sign to a neighborhood crowded with them can create a distressed mood," but adds, "I think it's important to have a sign, and I usually convince my sellers to have one." Dickerson doesn't like simply listing a home on the multiple listing service and on websites. A sign, he says, can attract passing buyers who may have overlooked the property on the Internet. "People usually look online for all properties for sale within a certain price range," he explains. "If your home is a few thousand dollars outside of that range, and they see a sale sign, they may investigate." Moreover, he relates, "I had an older couple who didn't look on the Internet like most buyers these days do - they were looking for one-story living and bought a ranch home they spotted with a sign when they were driving around."

The Right Season to Sell Trying to time the market and determine the perfect home selling season can be a risky strategy, especially in the current real estate climate of buyer uncertainty. Conventional wisdom holds that wintertime is the worst season in which to put a “for sale” sign up. But that may not be true, for example, in warmer Southwestern states. And the peak of summer, when foliage is robust and sunshine-graced curb appeal is high, may not necessarily be prime home showing time in areas like Florida and Arizona, where prospective sellers may choose to vacation out of state to escape the heat.

“In the past, there have been peak selling seasons that vary, depending on who you speak to,” says Lisa Johnson Sevajian, with Coldwell Banker in Andover, says. “Many believe the spring market starts in May when in fact spring time buyers usually start looking in February. Others believe no one buys houses in December, which is completely untrue. Buyers who are trudging through snow are far more serious than causal springtime lookers.” Overall, it’s important to consider that seasonality can fluctuate from market to market. In the northeast, the spring market brings the highest demand, says Greg Rand, host of the “Rand on Real Estate” radio program on 77 WABC Radio in New York. If you need to sell quickly, it’s probably not best to wait out the weather for a better time of year. However, if you live in a cold climate, it’s often better to wait out the winter and list your home in the early spring because, if it doesn’t sell relatively quickly, it will be considered “tired inventory” by the time spring rolls around, says Bill Golden, with RE/MAX Metro Atlanta Cityside. Ultimately, in the current market, the longer you wait to list, the lower your sales price may turn out to be. Waiting for prime selling season could eat up the anticipated profit you hope to gain due to a specific season. And homes priced right for the market will usually sell fast, regardless of Mother Nature.

FHA GETS MORE FLEXIBLE New guidelines help make its condo-approval process more efficient and effective, while reflecting current market conditions. The Department of Housing and Urban Development has eased up on some of its guidelines for its Federal Housing Administration condominium approval process. Unveiled June 30, FHA Mortgagee Letter 201122, in tandem with the Condominium Project Approval and Processing Guide, clarifies the FHA’s existing policy guidance and update condo approval procedures.

Is Alimony Income? QUESTION:

If one is going to begin receiving alimony payments to continue for three years, can it be used as qualifying income for a mortgage loan? If so, is a two-year past history of the income required?

ANSWER:

Generally, three years of alimony can be used to qualify for a mortgage but that’s not the only question to be asked. For instance, can you show a pattern of alimony payments prior to applying for the loan, something to assure lenders that alimony is actually being paid?

With FHA loans, as one example, HUD says, “alimony, child support, or maintenance income may be considered as effective if such payments are likely to be consistently received for the first three years of the mortgage. The borrower must provide a copy of the final divorce decree, legal separation agreement, or voluntary payment agreement, as well as evidence that payments have been received during the last twelve months. Acceptable evidence of payment regularity includes canceled checks, deposit slips, tax returns, and court records. Periods less than twelve months may be acceptable, provided the payer’s ability and willingness to make timely payments is adequately documented by the lender.” As to past income, if they want to avoid big liabilities lenders under Wall Street reform

have an obligation to assure that borrowers are able to repay their loans. Toward this end, lenders must verify income and employment and that means borrowers need to document their loan application.

QUESTION:

Are there any situations where a lender will trade a lower principal balance for partial ownership in a property facing foreclosure?

ANSWER:

At least one servicer, Ocwen Financial Corp., has proposed such an arrangement using “SAM” financing, a shared appreciation mortgage. In effect, a lender might agree to lop off some of the principal balance if the borrower will give up some of the property ownership. It’s an interesting idea and could be helpful in many areas hit hard by foreclosures.

Credit Score Catch-22: You need credit to get credit Creating a great credit score is important in the current economy. An excellent score will save you money over time and open some doors that otherwise may not be accessible. But the credit score is based on your history with credit accounts. What if you do not have any credit accounts? How do you get credit if you don’t have credit? Most people get a start in the credit world with a charge account of some sort, such as with a major department store. But it can be hard to be approved for that first account. Another way to start the process is through a “secure credit card.” The place to start is the bank where you have your checking and savings accounts. A secure credit account is one in which you deposit a sum of money, say $500, to serve as collateral for the credit account. Then the bank issues you a credit card with a limit for a little less, such as $400. Your savings deposit serves as collateral to guarantee the account for the bank. Once you have the card, give it some activity. Make a small purchase, and when the statement arrives later that month pay the balance in full. Continue to give the account activity for a few months but do not overuse it. Keep the balance below 30 percent of the credit limit, and always pay in full when the statement arrives. Now you are creating your first trade line. After this account has some history, or “seasoning,” you could look into a second account. Now that you have a start, department stores may consider approving an account for you. When the second account is opened, give it some activity. Once again, keep the use well be(see next pg.)

You do not need to use these accounts all the time. Give the account some activity once it is issued, then later you could use it once every two or three months. The credit-scoring system does not rate the account on frequency of use but on record of repayment. Scoring is based on repayment history and credit utilization, meaning the balance you owe as a percentage of the credit limit. Activity over the past 12 to 24 months has the most weight in the scoring system. Another way to get started: If you have a family member with good credit, find out if he or she is willing to co-sign with you to start an account. The family member’s strong credit history will give you a start. Your job would be to maintain the account properly, always paying on time. Remember, your activity on this account will reflect on your family member’s score as well as your own. After this account has some history, you will be able to put the account in your name alone. Once you have two or three trade lines established in your name, you will be on your way to creating a great credit score. Other types of credit accounts will become available to you on your signature alone. This is how to establish yourself if you want an installment loan for a larger purchase in the future, or a home mortgage. When the comparison between monthly expenses and monthly income has been made, homeowners can get a grasp of just what they can and cannot afford. • Credit score: Many homeowners finance home improvement projects with loans from the bank. Particularly in the current economy when banks are being forced to tighten lending requirements, securing such loans isn’t easy. Homeowners with significant credit card debt should eliminate such debt before beginning a project. Doing so serves multiple purposes. First and foremost, eliminating outstanding debt will free up more money to allocate toward the project. Eliminating debt will also make loan applicants more attractive to prospective creditors, increasing their chances of securing a loan and a lower interest rate. • The project’s priority: Budgeting a home improvement project also involves being honest as to just how necessary the project is. For example, a man cave might be a dream project, but should it be a priority over other things around the house? If wear and tear is taking its toll on the roof, for instance, the money going toward the man cave should probably be allocated to replacing the roof instead. If a project is low on the priority list but high on the want list, re-examine those projects higher up on the priority list to determine if they are more deserving of immediate attention and funds than vanity projects. • Overrun costs: Not every home improvement project will come in at or under budget. Many, in fact, go over budget due to a host of factors. Homeowners should not be caught off guard when a project goes over budget. Instead, plan for the project to go over budget and expect such frustration. Allocate extra money in the original budget for overrun costs. This will reduce stress and frustration, and if the project comes in under budget, then there’s extra money when the project is completed.
