The following is a summary of the information discussed during our meeting on Thursday, February 23, 2017. If your understanding of the items discussed differs from the summary below, please let us know as soon as possible. Kimley-Horn invited local citizens, business owners, and agency representatives to participate in the Steering Committee for the Franklin Pike Multimodal Study. The objective of this first meeting was to introduce the team to the project and to receive comments and concerns from the team.

Kimley-Horn began the meeting by providing attendees with a brief summary of the previous Phase 1 study conducted on Franklin Pike from Wedgewood to Berry Road. After introductions, general discussion and commenting commenced. TDOT reiterated concerns about proposed lane widths, safety, the proposed typical section, and the impact to parallel routes. Level of Service (LOS) was discussed and it was suggested that LOS for all modes of travel should be analyzed. Also the Mayor’s executive order on complete streets should be considered as we move forward in the design. Private developers expressed support in the proposed plan and how multimodal infrastructure and reduced travel lanes would provide an environment to promote economic growth for the area. The following items were discussed during this meeting and how they could impact the corridor: Studies Recently Completed or Occuring Now
Franklin Pike Multimodal Study Phase 1: This study builds upon the multimodal study from Wedgewood to Berry Road led by the City of Berry Hill. MTA nMotion (Transit): The nMotion Plan does not identify 8th Avenue for high capacity transit such as bus rapid transit or light rail. Frequency of service is likely to increase in the future being identified as a Major Local. A Comprehensive Operational Analysis will be underway soon to study frequencies. Land uses south of 440 are not as dense and unlikely to change dramatically, making the extension of transit service difficult and not as efficient in the future. It should be noted that the current bus route #8 has recently seen increases in ridership likely because of new residential development in Berry Hill. Metro Public Works WalknBike (Sidewalks & Bikeways): WalknBike is currently being finalized. A priority sidewalk is identified from Prentice Avenue to Bradford Avenue. A major separated bikeway is identified from the roundabout to Bradford Avenue. Residents have been interested in a bikeway from Bradford Avenue to Old Hickory Boulevard. Some early work was done on designing bike lanes and buffered bike lanes on 8th Avenue. TDOT has been unwilling without early coordination to reduce travel lanes to 10’ fearing that vehicular capacity will be diminished. A potential alternate is 10th Avenue South from Acklen Avenue to Kirkwood for bike lanes. Metro Parks Plan to Play (Parks & Greenways): Metro Parks & Recreation is finalizing its plan which includes greenway priorities. 440 Greenway and Browns Creek Greenway are identified in the area as connections that would cross 8th Avenue South. TDOT I-65 Study: TDOT has an 18-month long multimodal study underway for the entire I-65 corridor and adjacent parallel routes through the State. The portion through Davidson County is of concern since it is growing and one of the bottlenecks in TDOT’s network. TDOT Wedgewood & I-65 Queue Study: TDOT recently completed an analysis of queueing issues involved at the Wedgewood exit. Some adjustments were made to the lanes to accommodate queueing that was backing up onto the interstate.

Infrastructure Projects
Metro Public Works Signal Retiming: 8th Avenue Corridor was included as part of the Countywide Signal Retiming completed in Davidson County in the last two months. Berry Hill CMAQ ITS Projectz: Metro Public Works maintains most signals for Berry Hill. Most of the signals within Berry Hill will be upgraded along the corridor, along Thompson Lane, and Bransford Avenue and will be interconnected via fiber optic cable. Metro Water Line Replacement: Metro Water Services will be replacing a water line between the reservoir and Craighead Street in spring and summer of 2017. TDOT Repaving: TDOT has postponed the repaving of 8th Avenue for another year, so Metro Water can complete a water line project. TDOT will likely repave 8th Avenue in the spring of 2018. Division Street Extension: The Division Street Extension is under construction and will connect Lafayette Street with 8th Avenue South and includes a multi-use path on both sides. This project is anticipated to be completed in the fall of 2017. 440 Greenway: Metro Parks & Recreation has been working on completing portions of the 440 Greenway which is planned along I-440 from near Centennial Park to the Fairgrounds and utilizing some excess right-of-way along the interstate corridor. A small portion is built along Gale Lane as a walking loop within the Gale Lane Park between Granny White Pike and Lealand Lane. Metro Parks & Recreation is currently working on a section from the Parks Headquarters near Centennial Park to Elmington Park. The TIGER grant application that was submitted to US DOT was not funded, but Metro Parks & Recreation will be pursuing other funding opportunities. Browns Creek Greenway: The Browns Creek Greenway is a priority for Metro Parks & Recreation and runs through the Fairgrounds. 8th Avenue would be a connector or important stopping point in the area of this study to connect the 440 Greenway to the Browns Creek Greenway and north of the Division Street Extension.
Other Projects
Greer Stadium Redevelopment: The future of the area is unknown with various ideas around park space, residential redevelopment, and accommodating sports facilities. An RFQ is out for a developer to lead the development plan for the area. Private Development: There are numerous projects that are underway within Berry Hill changing much of the corridor into a mixed-use area with commercial and retail on the bottom floors and residential units above in many developments. There is additional interest in much denser development near Division Street within the downtown interstate loop. Business owners and land owners attending the first Steering Committee meeting and described some of their potential plans along the corridor. It was noted that the area between Wedgewood and I-40 has not seen much redevelopment interest, but a study may trigger some interest among business owners or property owners that are assembling land. Residential redevelopment behind 8th Avenue has occurred in this area in recent years.

The proposed project schedule will finalize the analysis in April 2017, provide draft plans in May 2017, and will produce final construction documents by August 2017. The Steering Committee will meet again to provide comments once the draft plans are produced. After the meeting, the Steering Committee was invited to drive and walk the corridor to provide additional comments and concerns about the corridor.
