T h e wide n ing influences o f Surf Life -S a ving Clubs throughout the D om in ion is evi denced by the ever- increasin g number of the genera l public who atte n d the be a ches a n d wa tc h inte r estedly the operations of th e teams in their drills and comp eti tions . It is be coming m ore a pparent that if the beaches are to be made safe fo r the ba thers th en it is es sential t h a t Surf Life-S a ving Clubs sh o u ld be ope r ati n g on all beac hes where t he public co ngr ega te a nd should be fu ll y equipped to ren der the g r eatest servic e promptly to t h o se in distr ess. T o th is goa l the Ass ociation is stead ily working a n d the in c r ea se in the number of new cl ubs form ed during the p ast year is grat ifyin g in d eed. \'Vha t is required is a general re cog n ir io n b y the public of the D omin ion as to the va lu e o f the sel f -sacrificing services th e m em bers of such cl u bs a re rendering t o the co mmu nit y as a whole . Surf Life -Saving Clubs are rendering to th eir particular dist rict in the p at rolling of the beaches a n d the safeguarding of human liv es a n d to r ender financial assistance to the clubs so that they can continue to o pe r a te in as an efficien t manner as humanly possible. MEMB E RS OF SURF LIFE路SAVING CLUBS SHOULD NOT B E CA LL E D UPON TO MAKE ALL THE SACRIFICES. A common duty de volves on Loc al Bodies and th e ge n e ra l public to assist. I t is pleasing to n ot e th at in some d istricts th e Local A u th or it y r ecognises the posit ion and do their best to h elp th e work o f the clubs in its district, but this sp irit o f thoughtfulness is the exception to t he rule. The d a y of lip service of a p p re cia ti on of th e work done should b e ended and wha t is d esir ed is a ge n u ine indication. backed up by financi al grants, that the wo rk is given th a t d egree of local importance as it justly merits.

REPORTED RESCUES FROM DROWNING. The National value of th e oper a t ions of the Surf Li fe-Sa ving Clubs is ev ide nced by the follo wing seri es o f figures in d ica tin g the num ber o f r escu es rep o r ted by 39 cl u bs with eithe r r eel o r line or without such equi pment and a lso the number of p er sons who receive d resuscitation tr ea tm en t and the large number who received fir st aid t reatment by members of clubs d u ri n g the past year. These figu r es indicate the results achieved, but words a nd fig u re s fail to ex p ress the value of th e sel f-sa cr ificing spi rit of th ose who, in m an y ca ses, went out in most di fficult a n d d anger ous circumstances to r ender that a ssistance to those in di stress which m eant th e saving of a n o the r life. They recognised t heir duty a n d d id it well. The sp ir it o f selfsa crifice is the fun damental prin ci p le that u nderlies the work o f a surf life-saver. H is task is to p atro l the be a ch a n d to be ready a t all times to render ass ista n ce when th e n eed arises. H ow that prin cip le has been mai nta ined is gauged by a review o f the fig u res bel ow. U n for tu nate ly th e com pi led list does n ot cover a ll th e clubs op era ting u nder th e j urisd ic tio n o f th e As so ci a tion but th e figures tabulated sta nd ou t as monuments of se rvice re n de re d n ot only to the particular in divid uals co ncer ne d but to t he c om m u nity a s a whole. It will be n oted th e inc reasing n umber recorded as h a vin g r eceived FIRST A ID, a n d in dicates the general a bi lity o f the members of club s to render varied se rvices to t h ose in d ist ress. W hat an a larming sta te of affairs wou ld ex ist on our coast line if surf clubs did not operate on those b each es so much so ugh t a fte r bv those who indulge in su rf ba th ing a n d swimming . Truly it can be sa id th at members of Surf Li fe -Saving Cl u bs are WATCHERS OF THE S E A - E V ER READY TO ASSIST.

Much has been done -M U C H MORE COULD BE DONE- i f the clubs were afford ed the opportunity of utilising th ei r full st re n g th of man power by the installation in all clubs of su fficie nt eq u ip me n t to permit of extending the patrols o n their o wn and adjacent beaches until such times that all the patronise d beaches of the Dominion will be patro lled by members of S urf Li fe -Saving Clubs ever ready to render assista n ce . This is the objective of the N ew Z eal and Surf LifeSaving Association . Local Bodies a n d th e ge neral p u blic can help in f urthering this objective: : the q ue stion is-WILL THEY ? THE N .Z . G0VERNM E N T'S RECOGNITION. The Government of th is D o minion undoubtedly recognises the value a nd work of our organ isa ti o n and the operations of the clubs on the va ri o u s bea c h es, and in the Hon . W . E. Parry, M .P ., we have an H on. Minister of Interna l Affairs who is fully alive to the requi rem en ts of the clubs and the organisation a n d is willing at all times to gi ve the fullest and most symp a thetic h earin g to overtures made through him to the Government fo r fin ancial ass istance. Not alone in the matter of finance s is the Hon . M in ist er in te re sted but also in the general control and co n d u ct o f the beach es and in due course we feel confident that t he Sur f Life-Savin g Clubs of the Domin ion will be given a de fin ite status as the g u a r d ia n s of the bea ch es with th e fullest and wid est a u th o r ities to not only patrol the bea ch es but to decide o n what area of the beach swimmers and bathers -sh o u ld be permitted to co n g rega te-i n their own interests and safety-for it is apparent to the ob server tha t m a n y bathers rush b lin d ly into the water wit hout m aking a ny enqu iry as to the safet y of the area and the consequent dangers of undertows, etc. W ith this objective we feel sure that the Governm en t are in full

acco rd and it is o n ly du e to the n ec essity that suc h a change of policy requires the cl osest invest igation fr om a ll angles that up to the present no d efinit e a ct io n h as been taken. The Association has 110 desire that its m embe rs should usurp t he functions of local b ody ins pectors or beach cus to d ia ns bu t it is beco m in g apparent that a d efinit e system of beach control will h a ve to operate if it is d esir ed that the greatest security wi ll b e given to the frequenters of the beaches. The Government, through the H on . Minister of Intern a l A ffa ir s, made a substa ntial grant to the f u nds of th e Association and in r eco r d in g the rec eipt of this m agnificen t g ift the Associa tio n d esir es to record its d eep appreciation of the grant made a n d th e r ec ognition of the ser vi ces r endered by the cl ubs by th e Gove r n me n t of the Dominion. The excelle n t ex a m p le set in t he forwar d in g o f this donation could, in a lesser d egree no doubt, be fo llowed by L oc al Bodies in m aking donations to Surf Life-Saving C lu bs in th eir own di st r ict. The securing of necessary gear requires cons idera b le financ e a n d it should not b e left a lone to the State to carry t he full bu rd en of financ ia l r esponsibility . Su r ely Lo cal Bodies a n d the gener al publ ic have much to ga in by the efficient patrolling of the be aches and the saving of human lives. Wh at is wa nted is a spirit of fin an cia l co -operation by Loca l Bodies wit h the cl u bs of the di strict and in this r espect the gener o u s ac tio n of th e Govern men t could be followed with g re a t advanta ge to everyone by Local Bodies . The wo r k is d efi n it ely COMMUNITY SE RVIC E IN THE WIDEST S ENSE O F THE WORD , and it is not asking too m u ch to en sure th a t th e sacrifices will not be made by the members of clubs a lo ne.

The Nationa l Surf Life-S aving Cha m p ion sh ip s were con ducte d on N ew Brigh ton Beach (Christchurch) on S atu rd a y a nd Sunda y, ]anuar,y ZZnd and Z3rd, a n d once again the controlling a uth o r ity were co nfronted with unplea sant weather wh ich m a d e co ndit io n s for b oth competitors, offici als a n d the ge neral public far f ro m pleas in g. The arrangeme nts f or th e condu ct of .rh c champions hips wer e u nderta ken by th e Canterbury Dis tr ict Association and con grnrula ti o n s a re e xte n de d t o the Associ ation and the various offi c ia ls for th e a mount of d et ailed work underta ken to ens ure the successf u l opera tio n of th e carni vaL The clim a ti c cond itions undou bte d ly a ffe cted the attendances on b oth days a n d affected considerab ly the fin ancial results. Considerable loc a l inter est was aroused a nd the knowled ge that the selection of m ember s for the N.Z. S u r f L ife Saving team' to visit Australia wou ld be m ade at the con clusio n of the champio nships gave a n added touch o f in terest to the vario u s eve nts which were competed for in th e best of sporting spirit a n d in a general all-round efficient mann er . This was the fo u rt h occasi o n in succession that wet weather condi tio n s were experien ce d du rin g the currency o f the championships and it is h oped t hat th e 1 Q,Q C hampionships to be held at Auckland on February 16th and 17th next will be fa voured with su n sh ine. The C h amp io n sh ip s were d eclared opened by His \'Vorsh ip th e Mayor of N ew Brighton, who sp oke of the great va lue rendered to the co m m u n ity b y t he clubs o p e ra ti ng on the various beaches. History wa s made by th e A ssoc iat ion during th e past year wh en an invita tion wa s issu ed by th e A.S .L.S.A. to sen d a team of 10 members and a mana g er t o visit Sydn ey a n d partici pate in the Australian Surf Lif e-Sa vin g Champ ionsh ip s of 1938. The se lection of the man a ger wa s de cid ed by ballot a t th e a n n ual ge neral meeting of the A ssoc iation h e ld on October 30 th a n d Mr. H . S. Feast (President, Canterbury Su r f As so ciation ) wa s elec ted from twelve nominations r ec eived a n d vo te d up on. Th e a ppoint me n t o f the necessary sel ection committee wa s th e n ext m a tt e r d ea lt with and M essrs. H. S . F east (Ca n te r b u ry), P . D . Edwards a nd V . AIlan (WeIlington) were a p p oin te d . N om in ations f or m em bership in the team were invited fr om all clubs under th e j u r isdi cti o n of th e Association a nd twen tyn ine n om in ations were rec eived a n d the task of the selectors was a fo r m idab le one ind eed. Surf Lif e-Saving Championsh ips to be h eld at New Brighton on January 22n d . An application h a s been r ecei ved from the A u cklan d Centennial Committee to hold the 1940 Sur f Championsh ips at Auckland but in view of the deci sion of the annual general meeting of 1937 this is impossible :0 grant, but the Auckland Com mi ttee can be assured of th e desire of the Council of the Association to extend its fullest co-operation in the matter o f A u ckla n d 's celebrations. In rec ording the sixth year of operations of th e Association a nd in conclud in g this report the Council reviews with g ra tifica tio n the progress m a d e by the Association during the past year and looks forward to th e f uture with even greate r hopes fo r a still widening influenc e of th e a cti vi t ies of the Association . It must b e apparent tha t while we h a ve un patrolled beaches in the Dominion then th e work of the A sso ci a t ion must n o t stop but go onwards . W e aim to h a ve all be a ches patrolled by clubs fully equipped with the latest a nd bcs~ meth ods of r endering th e necessary assistance to those req uirin g sarne. The matter of m otorised transportation to remote bea ch es has been suggested b y the Au ck land Association and is worthy of th e fullest consideration . The Association is steadily pro gressing and the fu ture holds o u t every hope of continued success for it is be coming apparent th at there is an a wakening of p ubli c interest in the work of the surf Life-Saving Clubs throughout the

All that is required to give th e movem ent the n ecessary lift al ong t h e road is for th e Local Bodies to begin to r ealise where they stand in this hu man ita ri an wor k, a n d when they realise that thcy have a mora l duty to pe r for m then the Association will readily con vin ce them that their moral duty is to fin ancially assist the clubs in their distr ict s whose me mbers d evote many hours of time undertaking an obligation to be p r ep ared to assist wh en the call comes. This problem of beach control a n d bea ch eq u ip me nt cannot and should not be allowed to rest on. the shou lde rs of members o f Surf LifeSaving Clubs b ut sho uld be tackled and overcome by the combined interest o f those contr olli ng the beaches a n d those who patronise them. M uc h has been said-and ri ghtly so-of the dangers of road tr affic and the consequent deaths a nd se ri o us a cciden ts, but a n interestin g study is recomm en d ed in revie wing statist ica l retu rns of drowning s and road fatal ities taki ng into consideration the limited number of months that most d r ownings occu r in . The matter is a national and a vcry urgent one. The clubs a re ready to do their share. Will Local Bodies and th e ge n era l public do theirs? In co ncl us ion we wo u ld aga in r ecommend the motto of the Associati o n t o members of cl ubs-especia ll y the new m embersVIGILAN C E , SERVICE, ENDURA N C E , a n d in th anking them fa" past 's er vices so well done r emi n d the m that the future is ahead with its possibili ti es of calls for ass istance from those in distress and that the id eals of th e Asso ciation will ever be before th e m embers of the clubs t h r o u g h o u t the Dominion.
