In it for Life Surf Life Saving is now well into its second century but our vision remains the same as when the movement began in 1910, to save lives. Last summer Surf Lifeguards spent more than 214,000 hours on patrol and rescued 1027 people. Surf Life Saving New Zealand is the National body representing 74 Surf Life Saving Clubs across the country. Our organisation is filled with ordinary Kiwis that give up their weekends and holidays to keep people safe on our beaches and are always fully prepared to put their own lives at risk for the safety of others. Our Lifeguards complete many hours of training and give their time each year to protect our community in the water. The beach is considered to be New Zealander’s favourite playground and Surf Life Saving plays a very important part in keeping these areas safe. Our 18,000 members love to play in and on the water while also knowing we have an important role in keeping beach users safe – We are “in it for life”.

Introduction

Kia ora, ngä mihi ki a koutou. This is my third season as Patron for Surf Life Saving; an organisation that I and other New Zealanders value for the tremendous service it has provided to our communities for over 100 years. For most of us, going to the beach is an integral part of our lives, and Surf Life Saving’s volunteer lifeguards have been there to make our summers at the beach a safer experience. It is good to know they are also present in our classrooms, having this year taught over 40,000 children about how to stay safe at the beach. During the 2013-14 summer, a variety of weather patterns across the country meant our lifeguards were kept particularly busy. The statistics speak for themselves: surf lifeguards spent a total of 214,007 hours on patrol, rescuing 1,027 people. They also performed 1,717 first aid treatments, carried out 328,222 safety interventions and undertook 264 searches. This year, I was pleased to be able to see first-hand how volunteers are working with the young people of Tolaga Bay to create a programme which reflects the community’s close association with the marine environment. It was also a pleasure to host Surf Life Saving Northern Region at Government House Auckland and to meet some of the young recruits of the Northern Region’s Diversity Project, which will bring a more culturally diverse range of lifeguards into the organisation. Such responsive approaches to regional needs are to be commended. I look forward to seeing Surf Life Saving New Zealand continue its good work in the years ahead. Introduction

President’s Message NEALE AMES QSM

It is a privilege to present this message after my second year as President. It has been another successful year for our lifeguards who patrolled eighty beaches throughout New Zealand. The statistics show that while the number of patrol hours increased the number of rescues, first aids, and preventative actions fell, probably due to poorer weather and thus fewer people on the beaches over the season. The Regional Lifeguard Service again provided an excellent service over the summer holiday period and I thank the participating Councils for their support. However, some popular beaches remain either unpatrolled or patrolled for only a couple of weeks over the busy Christmas/New Year period and the service needs to be extended to improve safety for swimmers and beachgoers. Organisational evolution has continued with some experienced staff leaving but we have welcomed some new faces to our ranks with skills to assist with the organisation moving forward. The Board, CEO, and staff have worked hard to improve our financial sustainability and we are in a much better position than this time last year. At the last AGM, two Independent Appointed Board members took up office, along with an Appointed Board member with extensive commercial and governance experience. These three men have widened the experience and added to the skills of the Board and the decision to include independent Board members can be considered a great step forward for Surf Life Saving. I would like to acknowledge the huge amount of work that our chairman Geoff Hamilton, the Board, and CEO Paul Dalton have put in over the past twelve months and also thank the staff for their efforts on behalf of the members. During the year the National Office moved to modern shared premises at Petone. This is an attractive workplace, with excellent facilities and the cost is financially beneficial to the organisation; so it was a win-win for Surf Life Saving. During the summer I continued my visits to clubs and am delighted to advise that I have completed my tour, (with the exception of new club Ngati Porou), visiting 36 clubs – four in Hawkes Bay, four in Gisborne, 18 in the South Island and 10 on the Wairarapa/Capital Coast. I met a good number of characters and many passionate lifeguards who are ‘In it for Life’. These men and women are dedicated to making their beaches safe and spend countless hours developing their club and members for this purpose. Some clubs have paid personnel and large memberships but there are a few out there struggling with only half a dozen lifeguards and I urge the support staff to give these clubs priority to get them back on their feet. I wish to thank the clubbies for their hospitality and for welcoming me into their local scene – you are inspirational. Last year I reported on a number of clubs planning new buildings or major renovations to their clubs and this trend continued – I

estimate almost half the clubs throughout the country have plans of some sort - this is encouraging and indicates the organisation is confident of its future. I also had the pleasure of attending Paekakariki’s 100th, Titahi Bay’s 75th and Ocean Beach Kiwi’s 50th reunions – all great occasions. My flight to Dunedin for Brighton’s 75th unfortunately did not get off the ground so I delivered the plaque at a BBQ on my later visit to the deep south. I also enjoyed an evening of reminiscing with Island Bay members – the club was formed in 1913 but is no longer operational. Membership recognition is an important part of any organisation and it is my pleasure to report that over the past year Steve Johnston (Waimairi), Francie Russell (Maranui) and Colin Weatherall (Brighton) all received Queens Service Medals for services to the community, including surf lifesaving. In addition, Sunset Beach LS and Whakatane SLSC received commendations from NZSAR for outstanding rescues performed. Over recent months, Regional Honours and Awards have been presented around the country and on the 20th September, National Service Awards and Awards of Excellence will be presented. My congratulations to all the recipients. Currently, the Surf Sport Blue Sky Review is underway and I hope everybody took the opportunity to put their ideas forward. It is a major undertaking with a long consultancy period that will set up surf sports for the next several years, so it is important to express your views and ideas. The 21 Club is also looking for inspiration and it would be appreciated if anyone who has completed 21 years’ service join their ranks. Current members should give some thought into how the club can be re-energised. Finally, the World Championships in France will be underway at the time of the AGM so ‘Go the Kiwis’ – all the best for your defence of the title. In conclusion, I wish to thank everyone who has expressed their views to me during my club visits, at social events, and competitions. It has been an enlightening and worthwhile experience for me and I hope that feeling is mutual. I am already looking forward to next season and I wish you all another great summer. Chairman’s Report GEOFF HAMILTON

This year has been another fantastic result for surf life saving in New Zealand. It is pleasing to note strong growth in the organisation. Our membership increased by 657 to 18,270, our active lifeguards increased by 185 to 3,264 and patrols increased by nearly 2,000 hours, reflecting our members dedication to public safety, regardless of the weather. This year also saw the incorporation of Ngati Porou SLSC on the East Cape, our first new surf life saving club in some time. Looking to undertake a roving patrol across a number of beaches around Onepoto/ Hicks Bay. It is wonderful to see the engagement with local iwi playing a key part in this new club and community education about water safety. Our summer saw more inclement weather than last season which contributed to a decline in patient rescues across the country, dropping from last year’s high of 1,649 to 1,027. Even with 73 surf life saving clubs watching over 80 beaches, undertaking 214,007 hours of patrols, 84,885 preventative actions, 328,222 safety interventions and educating over 40,000 children on water safety, we can’t be everywhere. Unfortunately this year saw five would-be public rescuers drown, while attempting to save patients who ultimately survived. It is a real tragedy that basic water safety messages are ignored, often by panicked relatives in the heat of the moment. Surf lifeguard training, reading the conditions correctly, the use of fins, buoyancy devices, and proper rescue equipment are a key aspect in keeping our members as safe as possible in rescue situations. My thoughts are with the families who have suffered a tragedy in the water this season. The past year has seen the passing of two very well-known members of the surf life saving community, Garry Mace and Helen Velvin. I would like to gratefully acknowledge the contribution to surf life saving these individuals have made over many, many years. Our thoughts and wishes are with their families and friends.

Financials The Board and staff have been keenly focussed on operating within our means, while at the same time building a sustainable future for the organisation and the surf life saving movement. Last year the Board set an aspirational target of rebuilding the membership reserves, starting with a significant initial year surplus. As you will see from our CEO’s report this past twelve months has been a watershed for Surf Life Saving New Zealand. Members will be pleased to hear that this year we recorded an operating surplus before write downs of $987,482. This compares to the $273,000 loss in 2012/13 – a turnaround of over $1.2m. The Board is very conscious that in our organisation, like many others, cash is king. The positive operating surplus, has seen a strong improvement in cash and total equity over the year. The long term goal is to have three months operating expenditure in cash reserves, to buffer us from unforeseen changes. It is comforting to have the first and hardest year in the bag.

The operating surplus of $987,482 has allowed us to deal with a number of legacy items including writing down old stock and the closure of Life Saving First Aid. These historical items make up $368,555 of non-cash adjustments and bringing the reported Net Profit for the year to $618,927. The CEO, management team and staff have lived the mantra of “doing more with less” for the past 18 months. This included two restructures and an unsettling change of head office from central Wellington to Petone. The entire Board joins with me in expressing our thanks to Paul and the team for coping with the changes asked of them, and delivering an outstanding financial result with very little impact on the membership.


Governance

Water Safety New Zealand The changes to Water Safety New Zealand proposed in the Martin Jenkins report were accepted at the WSNZ AGM in February of this year. These changes saw Surf Life Saving NZ, Coastguard NZ and Swimming NZ all receive permanent seats on the WSNZ Board as Core Members. The SLSNZ position be filled by our Deputy Chair, Brent Warner. My thanks especially goes to our past Chairman, Michael Bassett-Foss who joined the transitional WSNZ Board to see through these constitutional changes. WSNZ have a challenging task ahead of them to halve New Zealand’s drowning toll by 2020. Drowning is one thing New Zealand ranks highly when compared to other OECD countries. While our drowning rate has been declining over recent years, we still have nearly twice the number of deaths in the water per capita, compared to our Australian counterparts. Halving the drowning toll by 2020 is an admirable goal and Surf Life Saving NZ will do everything we can to help achieve this outcome. We believe however, that focussing on one statistic, such as the national drowning toll, is just looking at the tip of the iceberg. Behind the headline number sits a number of volunteer organisations such as ours, undertaking thousands of rescue interventions each year. Without these volunteers a large proportion of incidents would invariably end up with another death. Even less obvious, but still impacting the national drowning toll, is the number of preventative actions our life guards undertake, removing the public from danger, or removing danger from the public, even before they are aware of it. External factors such as the ability to swim, the water temperature, the age and fitness of the individual, and whether alcohol is involved and the wearing of lifejackets also play a big part in our national statistics. Across all of this sits the need for robust research, modern club infrastructure, the availability of rescue assets, knowledge of the coastal environment, proper beach access and signage, and of course suitably qualified life guards patrolling whenever the public is enjoying the water. The passion to reduce the drowning toll is ingrained in each and every life guard. I am pleased to see the WSNZ Board is making positive steps towards the development of a sector wide plan. I look forward to a cohesive sector-wide strategic plan with evidence based research supporting all aspects of water safety, not just the headline statistic. The progress has been broad brush initially, and while the full plan is still some way off, it is important we remain engaged and aligned to the process. The future of the public, and our organisation depends on it.

Member Protection The safety of our life guards is always front of mind for the Board. We were pleased to have the Member Protection Regulation and Guidelines approved in December 2013. I encourage all committees to use these as a basis for developing and implementing procedures for your particular club situation. One area easily overlooked is

early morning or late evening training sessions. At these times there are fewer people around the club, and even fewer people on, or in the water. Simple changes such as training in pairs, and the use of a high visibility vest can make all the difference to someone close to us. Changes to Health & Safety legislation are also likely to affect clubs and how we manage the risks we face. Paul and the team are working through what these will mean for each of us, and will communicate with all clubs shortly. I ask that you all take these recommendations seriously and show that we can lead the way with member protection best practice.

Looking Forward The upcoming season brings new and exciting challenges for us all, not the least being the Black Fins defence of their World Title in France in September. We will have two very strong national teams in the New Zealand Open Team and the Youth Team in France. These athletes are supported by great coaching and management teams. We wish you all the very best for the event. The financial forecast for the coming year is a Net Operating Surplus of around $700,000. While it is some $200,000 less than this year, this is due to a lower level of grant income for capital expenditure projects (as they are completed) rather than any real decline in the underlying level of profitability. The Board is committed to maintaing a sustainable level of surplus, and one which continues to consolidate our reserves. Our focus will remain on tightly managing our expenses, as well as looking to grow our revenues. Longer term the organisation needs to move towards a more sustainable operating model, which means less reliance on annual funding rounds and grants from gaming trusts. We have some exciting plans for this, and will communicate more during the upcoming months. Finally I would like to acknowledge those who have contributed to surf life saving over the past season including: • Club volunteers, life guards, coaches, helpers and committee members who are the front line of our organisation; • The National Sport and Life Saving advisory committees, our event officials, Regional representatives, and Club Chairs, • Our Sponsors, partners, funders and grant organisations who with us, are “in it for life”; •

Chief Executive’s Report PAUL DALTON

The last year has been a challenging but much more positive experience for the SLSNZ organisation. The pain of the restructuring in 2012/13 converted into a much more sustainable financial platform for the 2013/14 year, which was a much more satisfying environment for our people to work in. My thanks to all the staff who put in the hard yards – doing ‘more with less’ was the theme for the year as it has been for many other organisations. While New Zealand may have a ‘rock star’ economy, it is not an easy ride for those who depend on grants as their primary source of income! A few of the other highlights for me in the year have been: •

Seeing the new organisational structure working and continue to evolve to better meet the needs of clubs.

Stability in the provision of lifesaving and sport programmes, despite the changes.

• A successful year patrolling on the beaches – with both club volunteers and Regional Lifeguards. • Better engagement around ‘club health’, with Regional Managers more actively involved and identified actions for nearly every club. •

Relocating the national office after more than 20 years to a modern facility with substantial cost savings.

Starting a multi-year relationship with Thrifty Rental Cars.

Extending the BP sponsorship through until its 50th year. This must be a record!

Celebrating our 10 years with DHL as a major partner – a great milestone.

A much improved result against budget for grant income in a difficult environment.

The charity partnership with the Wellington Phoenix football team.

An extended three year agreement with NZSAR for our role in search and rescue.

The Club Chairs Strategic workshop at the 2013 AGM – the first chance in many years to get all clubs together.

Having the first ever independent members to the SLSNZ Board in place.

Getting the Surf Sport Blue Sky Review underway.

Restarting our leadership programme with further assistance from BP.

Expansion of the ‘Surf to School’ programme into the Central and Eastern Regions.

High Performance teams competing with distinction in Japan, Europe and Australia.

New ‘member protection’ guidelines and regulation.

Our 74th club coming into existence – Ngati Porou on the East Cape.

But it wasn’t all perfect – we had some tough bits too, including: •

Having to make the hard decision to cease our Lifesaving First Aid training business.

• Making some similar hard decisions with our lottery fundraisers and involvement with Coca Cola Christmas in the Park events. •

The loss of a few longstanding staff members who had career development opportunities outside of the organisation.

Overall, we are in a much better position than we were 12 months ago. But there is no opportunity to rest on our laurels – we need a back-to-back performance for the next two years to cement in the good results from this year and ensure we are robust enough to withstand any unexpected challenges that come our way. The objective remains to rebuild reserves and working capital to pre-2010 levels over the next few years. Looking at the financial results for the year.

In summary, with costs down 10% and income only down by 1% there was a Net Profit for the year of $618,927. Costs in 2013/14 included the ‘one-off’ write down of a number of items totalling $369,000. In summary, it has been very good to see the turnaround from the $272,665 loss in 2012/13, and a result which we intend to repeat in the coming years in order to rebuild cash reserves back to an acceptable level. Finally, as always, I would like to thank all of the club members, lifeguards, parents, volunteers and administrators for the tremendous amount of work they put in, our fellow sports, charities and sector organisations that we work with closely on many issues, our funders and commercial partners for their ongoing support, and our many and varied other stakeholders for their roles in keeping Surf Life Saving strong. We as an organisation could not exist without the people who spend hours on the beach carrying out our core service; saving lives on the beach. Our Strategic Plan sets out what we will do to ensure we achieve our strategic objectives. We have three overarching objectives in the plan.

Healthy Clubs

Right People, Right Places, Right Resources

Ensuring clubs are growing, well led, well-resourced and energised.

Right capability on the right beaches with seamless processes to protect all at risk.

This year we welcomed our 74th club into the Surf Life Saving family with the addition of the Ngati Porou Club on the East Cape. This club has been established from the coastal community with a view to provide lifeguarding services in their entire area and not being tied to one location. This new way of thinking will provide a service based on community needs. Across the country the 2013/14 season gave us a mixed bag of weather which kept lifeguards on their toes. We had 4,048 qualified lifeguards complete 214,007 hours of patrol this year. Our lifeguards performed 1027 rescues took part in 264 searches and did 328,222 safety interventions. Again this is a phenomenal effort by our volunteer members. Overall, clubs appear to be in good health across the country with only a few needing some extra support from SLSNZ. During the year we introduced new member protection and event safety policies and procedures to ensure that we are giving our clubs good quality information about keeping their members safe. We will continue to focus on developments in the general “Health and Safety” area in the next 12 months ahead of new workplace legislation coming into force in 2015. Our regional staffing structures have evolved over the year and are working more effectively than a year ago. The Club Health objectives for each club, the regular meetings of the Club Chairs in each region and the Chairs workshop prior to last year’s AGM have all provided SLSNZ with a good list of priorities driven by club needs. This guidance also gives SLSNZ a good platform to base our strategic planning on and decide where we need to direct our attention. Thanks to the dedication of our volunteer members, our local and national advisory committees have been working well to provide specific advice and direct the activities in their respective areas. At the heart of the movement is the ‘machine’ that produces new lifeguards. Again, there have been hundreds of member development courses run with over 7000 members gaining new qualifications. The Junior Surf section of the organisation continues to grow and although some clubs are having good success in converting these young people into qualified lifeguards, we need to continue to develop processes to make this a more seamless transition. The sport season was another busy one with 3116 individuals taking part in our national and regional events. Our local, regional and national events season is packed with events across the country and we started a “Blue Sky” event review to determine the shape of Surf Sport in the future. The initial response is that we need to evolve our current structures rather than a complete revolution.

Once again this year our Surf Lifeguards have managed to be at the right place at the right time on many occasions to provide assistance to the public of New Zealand. We continue to have highly trained, highly capable people to provide this essential service. This is not an accident; a lot of people put in a lot of time and expertise to make this a reality. The Patrol Operations Manual and auditing process again provide a solid operational platform for clubs, and the Regional Lifeguard Programme again delivered the midweek holiday season coverage to a high standard. Arancia and Mercury continued to be very valuable partners, with over 45 new IRB’s purchased during the year. Additional stocks of lifeguard uniforms were also purchased to avoid stockouts which had been a feature of previous years. The Beach Education and Surf to School programmes were very well attended this year with over 40,000 school children being taught the basic rules and skills to keep them safe at the beach. We increased the reach of the Surf to Schools programme into communities that usually find it hard to transport their students to the beach for the programme. The Find-A-Beach website continued to be a well-used tool by the public, and a very valuable interface in a world dominated by mobile phones! Our main projects for the year were: •

Radio Network The rollout of the network into the BOP has begun and this will be extended into the greater Wellington area next year.

Coastal Public Safety This continues to be a big piece of work, and in early 2014/15 we are expect to see more of this information out with the clubs. This year, the project received a certificate of achievement from the NZSAR Council for work with a variety of stakeholders to implement the findings of the report on beaches in the Coromandel, giving evidence-based safety interventions to reduce drowning and injury.

PAM Database Upgrade This project has reached a crucial point during the year with the ‘button being pushed’ to develop the new system. To allow for rigorous testing and training the change from the old to the new system will take place after the end of the 2014/15 patrol season.

Developing our people is still a key focus and the introduction of a Member Development Manager to the organisation has enabled SLSNZ to provide greater support and expertise in this area. Together with the support from BP, we have also selected the next group of young leaders to go through the BP Leaders For Life programme.

Strategy

Working closely with others in the water safety sector is also an ongoing priority. This year this took on an extra dimension with SLSNZ being made a ‘core member’ of the new Water Safety New Zealand organisation, with a seat on the Board. This is a big responsibility but also a major opportunity to help the sector work better together, and improve our relationship with Government.

Sustainability Building capacity through all levels of Surf Life Saving, managing costs and income and improving stakeholder communication. 2013/14 has been a very important year for Surf Life Saving, needing to turn around from a financial deficit last year and rebuilding from a tough few years prior to that. Sustainability remains a primary focus for SLSNZ and we have been vigilant with our income and expenditure throughout the year. Our family of partners have continued to provide great support to us with a number of highlights in the year: •

Starting the first year of a new three year contract with our Principal Partner State Insurance.

• Signing an extension of the relationship with long term partner BP that will take the sponsorship into its 50th year. •

Celebrating our tenth anniversary with DHL.

Thrifty Car Rentals joined the family of support we have.

Signing a three year extension to our Service Level Agreement with NZSAR.

Extending our relationship with OPSM for another year.

Taking our relationship with KFC to another level, with a lot of assistance for the National Appeal and working closely with clubs in a number of areas.

The rationalised structures and processes we put in place during 2012/13 have provided a more affordable foundation for the future, however we must continue to remain flexible to the constantly changing not-for-profit sector. A major change for national staff in the year was the move of the head office to Lower Hutt after 20 years in Central Wellington. This did provide a few challenges but we have now settled in and this has all helped towards lowering the operational costs. We have carried out a review of our fundraising programme which in future will see us more focused on the activities that make the best yield. In that regard, during the year we decided to stop running our own lotteries and that the 20th Coca Cola Christmas in the Park would be our last. After trialling a Winter Appeal in 2013, we decided to do that differently in 2014, and also introduced a number of changes to the Summer Appeal. This brought in over $300,000 across the country (an increase of 14% on last year) but we still have challenges getting the clubs involved during this busy time of year and further refinements will be made for the coming year.

As predicted, grant funding has continued to face increasing pressures with the gaming trusts generating less from the economy and more competition for the remaining funds. This does not look like it will change in the near future. New Zealand Lottery Grants Board have again been a key funder of Surf Life Saving providing $2.4m in the 2013-14 year with over 60% of these funds going to clubs and regions for direct support. The focus continues on building capacity in the organisation while operating in a responsible and prudent manner. The 2013/14 year has been a successful year adapting to the new environment but we must still plan to keep a tight rein on our budgets and operations over the next 3-5 years while reserves are rebuilt to pre2010 levels.


Strategy

Corporate Support The work to develop and build on our long term sustainability continues as we work with our commercial partners to deliver on strategies of mutual benefit. Our partnership with State Insurance entered the first year of a further three year contract, with more focus this time around Surf Education. BP extended its relationship with Surf Life Saving for a further four years which will see the partnership surpass the 50 year milestone. This is a major achievement! During the year we also celebrated our 10 year anniversary with DHL, with a number of exciting member and community activations including a photo exhibition at the Viaduct in Auckland. KFC has also been re-signed for a further two years as part of our long term partnership with Restaurant Brands that works to reinforce public education along with the raising of funds through club to store activities and other national programs. We introduced our newest partnership with Thrifty Car Rentals New Zealand - which has seen them generously support Surf Life Saving with a fleet of vehicles and fundraising assistance. Our partners were actively involved in the Summer Appeal, in particular donating significant amounts of media time to support the profile of activities. Adshel in particular continued to underpin the outdoor media support across the Appeal with posters on display in over 300 locations which included printing and installation costs offset through their support. Licensing programs continued with the Gilbert and SLSNZ sunscreen ranges. At the end of the year we were also fortunate to secure an official water partner through NZ Drinks Ltd which will raise funds for SLSNZ through sales of selected products. Surf Life Saving New Zealand is fortunate to have such a great family of commercial partners. We greatly appreciate their support, passion and commitment to Surf Life Saving and the personal dedication of their staff. We could not do it without them!

Regional Reports Northern Region Report

Eastern Region Report:

Kia ora tätou,

It has been a rewarding year again in the Eastern Region. We are pleased to welcome the 74th surf club to become affiliated to SLSNZ - Ngati Porou Surf Life Saving Club in the Gisborne Region. The Eastern Region now has 19 surf clubs and the location of Ngati Porou now provides us with a key link around the East Cape of New Zealand.

The SLSNR Board have put a huge amount of work in over the year. I thank our Board for challenging the status quo and having the fortitude and foresight to drive for improvement by putting in a new staffing structure at NR. We have now seen the benefit of this. As with any change it comes with a number of challenges and I thank the SLSNR club delegates for giving us the support to bring in change. Also the 2013/14 season has seen great progress and has culminated in an updated strategic plan, business management plan and a finalised budget. This will ensure we have structure in place and ensure our progress for the next three to five years. As always this is up for review as we continually look for improvement. It has been heartening and rewarding to see the growth and progress being made by our clubs across the Northern Region in the 2013/14 season. However in saying this there are still a few clubs struggling behind other clubs. Please work with SLSNR so we can work together to improve on areas of need. We have continued to see our membership recruitment maintained, and continuous review of development and delivery of the essential programs that support our clubs, members and most importantly, the high quality of water safety and lifesaving services that we provide. This continues to improve and expand to meet the growing and diversifying population of our region. Our nipper programme is a fantastic success story with most clubs having large numbers of 7 to 14 year olds. The challenge will be to integrate them into our patrols. Implementation of a Diversity project and the consolidation of our Event Lifeguarding programmes are further evidence of our continual desire to innovate and improve our reach in our communities and the services we provide. The governance challenges between SLSNZ and SLSNR are well and truly sorted out. SLSNR will continue with constitutional and governance independence. The SLSNR Board is very clear we will protect SLSNR assets, be in charge of our own destiny and protect our ability to plan for an increasingly complex and demanding future. However we will always align and work with SLSNZ to enhance SLS nationally on national arrangements and common governance work or issues. As stated above significant work has gone in to consolidate the organisational structural changes from 2012/13 and leverage the benefits from those changes has continued. Whilst the planning and activity to support a sustainable financial future for SLSNR continues to be a critical challenge we are confident and results to date show the changes made are paying dividends. SLSNR will go into the next season in great health. In working through the strategic and re-organisational implications of our planning for the future, I would like to personally acknowledge the positive and energetic nature of our membership. I would also acknowledge and thank Pam Elgar our CEO, the impressive work of our volunteer committees, including our Board, and the support of our SLSNR staff team - all contributed greatly to our progress this season. I would also like to formally thank our sponsors and funders who have supported us over the past season and over the past years. As the population we serve in the Northern Region continues its significant rate of growth and associated diversity, the importance of your support also grows. On behalf of the Board of Surf Life Saving Northern Region, I would like to express our gratitude for the dedication, participation and passion of all of our patrolling club members, whose skill and sense of duty defines us as a movement.

Membership growth continues its strong upward momentum with 267 newly qualified lifeguards and an overall membership increase 9.5% across the Eastern Region for the 2013-2014 season. This growth with a strong push at club and regional level to continue to support members in their personal development in obtaining awards, (especially in First Aid and IRB qualifications), is very satisfying as they indicate a focus on our core business of Lifesaving. The patrolling season will go down as a normal season, however a record amount of lifeguard hours were achieved with over 60,232 hours over the season. This included 29,423 preventative actions involving 169,965 people. The health of the clubs in the Coromandel, Bay of Plenty and Gisborne areas continues to develop well and neighbouring clubs are working together to share ideas to help us achieve best practise over the region. Over the last year the Eastern Region Chairs Committee continued to work together and have established a good working relationship with SLSNZ. The Eastern Region staff have been supportive of clubs and this has had a positive effect with improved outcomes and communications with the clubs. Chairs have been well informed regarding the work been undertaken by the SLSNZ Board and the Eastern Region Chairs are fully supportive of the work they have undertaken over the last 12 months and feel the Board is steering the organisation in the right direction. On the Surf Sport front, Eastern Region Clubs have had an outstanding year with a good number of Eastern Region members making National Development and National Open and Under 20’s teams. Eastern Region clubs took out all 5 National Titles – Papamoa Surf Life Saving Club, National Pool Champs and National IRB Champs, Omanu Beach Surf Life Saving Club – Ocean’s 14 Nationals and National Masters Champs and Mount Maunganui Life Guard Service – Surf Lifesaving National Champs which does show where the strength of Surf Sport lies within New Zealand. On behalf of the Eastern Region Chairs, I would like to acknowledge all clubs for their efforts over the past season and especially our patrolling members for their time and skills and we look forward to another great year in keeping our beaches safe. Central Regional

Southern Region

The Central Regional Chairs group held two meetings during the last year with a good turnout from clubs. The Chairs felt that these meetings were useful to find out more about SLSNZ plans and to discuss topical issues amongst ourselves. They also have helped in sharing best practices amongst clubs. The timing of the meetings has been changed to two meetings a year - an end of season review in May and a meeting in October which gives more time pre-season.

The Southern Region had another successful twelve months with great guarding and sporting results.

We have also suggested that the Regional Chairs get together at the AGM and maintain greater communication so we are all aware of what is happening in the other regions. The key issues discussed during this season have been: Member Protection Policies The clubs agreed that developing and maintaining policies for member protection was a high priority for all clubs to action immediately. Clubs are looking to share policies and best practices. Central Regional Championships Review A taskforce of athletes and coaches form the region will look at how the Central Regional champs can be developed to remain relevant and to attract more clubs from outside the area. This may become part of the Surf Sports Blue Sky Review. SLSNZ Regional Staffing The Central Region has three separate local areas with their own Lifeguard and Sports Committees and mostly their own CDO’s. Taranaki and Hawkes Bay have now moved to a different staffing model and will employ administrative assistance rather than the previous CDO roles. Special project staff will be used as required. There has been a clear message from clubs in the region about the tasks and assistance they require from SLSNZ staff and that clubs/ areas need to take more ownership for planning and running their activities. Chairman Although I was no longer a Club Chair this year, the Central Regional Committee agreed that I should continue as Chair. I believe there are some advantages to having a non-club Chair in the role that is not the club representative and can advocate on behalf of all the clubs. I have now resigned as Central Regional Chair and Todd Velvin from Fitzroy has been appointed. Again Todd will also not be his club representative. Thank you to all of the Central Region Club Chairs and to SLSNZ staff for your support during my term as Chairman. MARILYN MOFFATT

Club chairs worked with SLSNZ to ensure that a better delivery of services was provided after SLSNZ promised changes if the final 12 month trial didn’t work out. This has resulted in a number of changes. Now with the Otago CDO moving on, a new structure agreed by clubs is being implemented and we will be able to report next year on a return to more localised services. Again we congratulate and applaud all our volunteers for their skill, vigilance, and dedication over a difficult season. We did not have the weather of the previous year but patrols were maintained. The region had some difficulties in more isolated areas and work is being done in an attempt to ensure all our clubs meet required standards, both in membership, active involvement, and delivering on their agreed POM’s. The majority of clubs are having to re think their fundraising strategies as gaming funds are becoming increasingly difficult to secure, at the same time that costs are rising. This was compounded somewhat in the south with Summer Appeal proceeds continuing to decline. Another area of concern is the apparent reduction in numbers in the power craft area of club operations. Statistics appear to show that we are delivering our patrols with less qualified operators. We also noted alarming IRB statistics in Canterbury in that they did not hold a Canterbury IRB championship, and there were no under 21 men’s IRB crews competing at any level. If this decline is indicative of a trend in other areas of the country, a rescue plan must be formulated. In terms of competition St Kilda once again emerged as the top IRB club in the South Island. The Southern Surf League was taken out by Taylors Mistake with St Clair topping our region’s pool champs. In the districts the Otago Champs were taken out by St Clair and the Canterbury top club at the Southern Region Championships was South Brighton. Our junior Surf Champions were Waimairi in Canterbury and St Clair in Otago. Our congratulations go to the high sport achievers from the region. Andrew Trembath, (St Clair), and Brittany Tucker, (Sumner), selected into the New Zealand Youth team for worlds, and Andrew McMillian, (St Clair), selected in the NZ Team. Now three years after the Christchurch earthquakes many clubs are still operating out of damaged clubhouses or containers. With support of the Christchurch Earthquake Appeal Trust, four of the Christchurch clubs were able to complete emergency repairs to ensure they could operate out of the clubhouses for the summer season. Sumner will hopefully spend their last summer operating out of a container next year with planning for the new clubhouse coming along well. Over the next two years there will be significant time and resource invested in the planning /development and building of new facilities in the region. Significantly in Nelson, the club has moved back to the beach at Tahunanui with support of the council, and are developing a strong presence back where they started after a number of years based out of the harbour.

Obituaries Garry Mace 17 Oct 1940 - 18 May 2014

Garry was a proud member of the Mairangi Bay Surf Life Saving Club and he was made a Surf Life Saving New Zealand Life Member in 2011.

A stalwart of New Plymouth’s Fitzroy Surf Life Saving Club received international recognition during her funeral in February.

Garry first joined the movement in 1947 with New Plymouth Old Boys and later became a member of Lyall Bay and Mairangi Bay Surf Life Saving Clubs. He gained his Surf Lifeguard Award with NPOB in 1960 and went on to compete over a number of years, representing all three clubs in competition. He also held important administration positions in both Wellington and Auckland. At a national level, he was World Lifesaving Liaison Officer for a number of years representing New Zealand on many occasions overseas and he was also Captain of the New Zealand delegation that went to the World Lifesaving meeting in South Africa in 1974. Garry was awarded a Wellington Service Award in 1964, the New Zealand Service Award in 1973, the Auckland Service Award in 1980 and a SLSNZ Distinguished Service Award in 1981. He was awarded a Northern Region Distinguished Service Award in 2006 along with his SLSNZ 50 Year badge. Helen Velvin joined the Fitzroy Club in 1966 and was awarded a citation of merit by Grand Knight of International Life Saving Greg Allum, of New South Wales. Delivering messages of condolence to Mrs Velvin’s family from around the world, Mr Allum said Surf Life Saving Australia and the International Life Saving Federation (ILSF) loved the couple. The ILSF had a special bond with them and admired Mrs Velvin’s support of her husband’s involvement in international lifesaving. They also respected her as a volunteer and official in surf life saving’s national and international arena. She had an outgoing, friendly, vibrant and fun personality and was disarmingly open and honest. The citation of merit recognised Mrs Velvin’s devotion to the cause of saving lives in the aquatic environment. Mrs Velvin joined the Fitzroy club in 1965 and was an active member for 49 years. As a young competitor, she won Taranaki and national surf race and rescue and resuscitation titles. She also enjoyed sewing and tramping. NZ Lottery Grants Board Surf Lifeguard of the Year 2013 ADAM FRASER, FITZROY

As Lifeguard of the Year, Adam embodies everything it takes to be an exemplary volunteer surf lifeguard. He has commitment, passion and an unswerving dedication to surf lifesaving. Over the 2012/13 season, Adam attended six Lifeguard Award exams putting though 50 new lifeguards. As Chief IRB Examiner, he also put though eight new IRB drivers and 35 Crewman Awards. Adam also completed 65 hours of patrol duties supporting his young Patrol Captain. As Vice Club Captain he has supported the Club Captain in providing guidance and support for all Fitzroy lifeguards and patrols, often spending many hours in a support role which goes unlogged. Adam has been a great role model for the young lifeguards of Fitzroy and Taranaki. He has lead by example and he is passionate about surf lifesaving and it’s this passion that he has passed on to the next generation of lifeguards.

DHL Volunteer of the Year 2013 MIKE TAMES, WHANGAMATA

Mike’s contribution to surf lifesaving is difficult to capture in one place. He has readily contributed at club, regional and national levels at the highest quality. For over five years he has sat on his club committees and Board of Directors, Local Life Saving Committee as Chair and the National LAC. Alongside strategic outputs Mike has been a longstanding Patrol Auditor, Course Facilitator, Regional IRB and SLGA Examiner - all positions which he has held during the 2012/13 season in addition to over 50 volunteer hours of patrol. Further to this, he has headed up the restructure of the Regional Guard level. At a club level, Mike has run three well attended IRB development weekends. At regional level he delivered the first 40 hour Local Area Lifeguard Training Academy which was attended by 40 candidates and five trainee instructor candidates- all of whom attained their lifeguard award this season. It should also be said that Mike took annual leave to deliver this, further speaking volumes for his volunteer efforts. This is but a snapshot of his contributions to surf lifesaving. Mike is one of a kind and is making a positive contribution to every aspect of surf lifesaving as a volunteer.

BP Surf Rescue of the Year 2013 SUNSET BEACH LIFEGUARD SERVICE

The dramatic mass rescue of 10 rock fishermen at Port Waikato on Easter Monday, the final day of the patrol 2012/13 season, was an outstanding effort by volunteer lifeguards. At 11.30am a mobile lifeguard patrol observed a group of fishermen who were at the southern end of the beach. They were stranded by the incoming tide on a rocky outcrop around 60 metres from the shore line. The group were fully clothed and had fishing equipment with them. With the tide on its way in, the surf was building and waves were beginning to crash over the rocks and lifeguards knew they had to act quickly. Accessing the group from the seaward side was ruled out by three metre waves and due to the rocks, it was also impractical to use an Inflatable Rescue Boat. Instead, lifeguards made the decision to access the area from the coastline and they made their way two kilometres around the coast armed with rescue tubes, life jackets, rescue boards and first aid equipment. The lifeguards reached a small beach close to where the fisherman were stranded and a number of them swam 60 metres out to the rock and assisted them, one by one, back to shore. With the tide almost fully in, the lifeguards’ position on the small beach was now perilous as they were left with only a small space on the sand facing steep cliffs. After accessing alternative options, it was decided the quickest and safest way to get the fishermen to safety was to winch them out. The rescue took four hours from the first observation of the fisherman to completion of the mission. The lifeguards involved demonstrated great skill in a rescue which involved extremely dangerous conditions. Had it not been a patrol day, the outcome could have been very different with potentially 10 people drowning.

Notes to the Financial Statements FOR YEAR ENDED 30 JUNE, 2014

1. Reporting Entity Surf Life Saving New Zealand Incorporated (SLSNZ) is a New Zealand Incorporated Society formed under the Incorporated Societies Act 1908. SLSNZ is not a reporting entity in terms of the Financial Reporting Act 1993. SLSNZ is a charity registered under the Charities Act 2005. SLSNZ’s principal activity is “Protecting our Community in the Water”. An activity to facilitate this includes providing a National Sport programme for our membership. This remains unchanged during the period reported. The financial statements are for the year ended 30 June 2014. The financial statements were authorised for issue by the Board on 20 August 2014.

2. Basis of Preparation Basis of Measurement The financial statements have been prepared on a historical cost basis except for assets and liabilities that have been measured at fair value. The accrual basis of accounting has been used unless otherwise stated and the financial statements have been prepared on a going concern basis. Presentation Currency The financial statements are presented in New Zealand dollars and all values are rounded to the nearest dollar. Statement of Compliance The financial statements have been prepared in accordance with NZ GAAP. They comply with New Zealand equivalents to International Financial Reporting Standards, and other applicable Financial Reporting Standards, as appropriate for public benefit entities that qualify for and apply differential reporting concessions. SLSNZ is deemed to be a public benefit entity for financial reporting purposes, as its primary objective is to provide services to the community for social benefit and has been established with a view to supporting that primary objective rather than a financial return. Differential Reporting SLSNZ qualifies for differential reporting as they are not publicly accountable and is not considered large under the differential reporting framework. The entity has taken advantage of all available differential reporting exemptions except for: •

the exemption under NZ IAS 18 Revenue allowing the recording of revenue and expense transactions inclusive of GST.

The exemption under NZ IAS 21 The effects of changes in foreign exchange rates allowing the measurement of transactions in foreign currencies at the settlement rate

Certain disclosure exemptions

Changes in Accounting Policy All accounting policies have been applied on a consistent basis with the prior year.

3. Significant Accounting Policies The significant accounting policies used in the preparation of these financial statements, set out below, have been applied consistently to all years presented in these financial statements. The significant accounting policies used in the preparation of these financial statements are summarised below: a) Foreign Currencies Transactions in foreign currencies are converted at the New Zealand rate of exchange ruling at the date of the transaction. At balance date foreign monetary assets and liabilities are translated at the closing rate and exchange variations arising from these are included in the Income Statement. b) Cash and Cash Equivalents Cash and the short-term deposits in the balance sheet comprise cash on hand, cash at bank and short-term deposits with time to maturity of six months or less. c) Financial Instruments Financial instruments are comprised of trade debtors and other receivables, cash and cash equivalents, trade creditors and other payables and other financial liabilities. Cash and cash equivalents, trade and most other receivables make up the majority of SLSNZ’s financial instruments. SLSNZ has no financial instruments classified as held to maturity or available for sale. Measurement of Financial Assets •

Loans and Receivables Receivables are stated at their estimated realisable value less any provision for doubtful debts. Loans and receivables are financial assets with fixed or determinable payments that are not quoted in an active market. After initial recognition these are measured at amortised cost using the effective interest method, less any provision for impairment.

Cash and Cash Equivalents Cash and cash equivalents are measured at their fair values.

Measurement of Financial Liabilities •

Creditors and Other Payables Trade payables and other borrowings are subsequently measured at amortised cost using the effective interest method.

d) Inventories Inventories are stated at the lower of cost or net realisable value, determined on a first-in first-out basis. An allowance for obsolescence has been assessed where appropriate. Inventories include uniforms, resource manuals and other surf lifesaving equipment that is on sold to Clubs or used for promotional purposes from time to time. e) Property, Plant and Equipment All property, plant and equipment are measured at cost less accumulated depreciation and any impairment losses. • Depreciation Depreciation is provided on all tangible assets on a straight line basis that will write off the cost of the assets over their estimated useful lives: Office Furniture and Equipment

f) Intangible Assets SLSNZ have numerous registered trademarks which have benefit to SLSNZ but no financial value attributed in the financial statements. No financial valuation has been undertaken on these assets. g) Impairment The carrying values of non-financial assets are reviewed for impairment when events or changes in circumstances indicate the carrying value may not be recoverable. If any such indication exists and where the carrying values exceed the estimated recoverable amount, the assets are written down to their recoverable amount. Any impairment losses are recognised in the income statement. h) Leases Lease costs relating to operating leases are recognised on a straight-line basis over the life of the lease. Finance leases, which effectively transfer to SLSNZ substantially all the risks and benefits of ownership of the leased assets, are capitalised at the lower of the leased asset’s fair value or the present value of the minimum lease payments at inception of the lease. The leased assets and corresponding liabilities are recognised and the leased assets are depreciated over their estimated useful lives. i) Employee Entitlements • Short Term Employee Benefits Employee benefits that are expected to be settled within 12 months of reporting date are accrued and measured based on accrued entitlements at current rates of pay. These include salaries and wages accrued up to the reporting date and annual leave earned, but not yet taken at the reporting date. j) Provisions A provision is recognised as a liability when the settlement amount or timing is uncertain; when there is a present legal or constructive obligation as a result of a past event; it is probable that expenditures will be required to settle the obligation; and a reliable estimate of the potential settlement can be made. Provisions are not recognised for future operating losses.

k) Revenue Recognition Revenue is recognised to the extent that it is probable that the economic benefit will flow to the entity and revenue can be reliably measured. Revenue is measured at the fair value of consideration received. The following specific recognition criteria must be met before revenue is recognised: •

Sale of Goods Revenue from sale of goods is recognised when the entity has transferred to the buyer the significant risks and rewards of ownership of the goods supplied. Significant risks and rewards are generally considered to be transferred to the buyer when the customer has taken delivery of the goods.

Donations, Grants and Sponsorship Donations, grants and sponsorship is recognised as revenue when received and all associated obligations have been met. Where grants have been given for a specific purpose, or with conditions attached, income is not recognised until agreed upon services and conditions have been satisfied. Revenue received for which the requirements and services have not been met are treated as “income in advance under current liabilities.

l) Income Tax SLSNZ has Charitable Status from Inland Revenue for income tax purposes. There is no requirement to provide for income tax. m) Goods and Services Tax (GST) All figures are stated exclusive of GST except receivables and payables which are stated inclusive of GST.

4. Income and Expenditure The financial statements for the year ended 30 June 2014 have been reported on a function basis, with expenditure allocated on a factual or allocation basis where practical. 8. Lifesaving First Aid Limited During the 2014 year, the SLSNZ board decided to discontinue the operation of its subsidiary company Lifesaving First Aid Limited. At the time operations ceased, the debt owing by the company to SLSNZ was written off. The amount written off was $217,661. This had accumulated from advances made by SLSNZ over the years to cover operating expenses.

14. Sundry Income This consists predominantly of contributions from Surf Lifesaving Clubs towards their insurance premiums.

15. Commitments and Contingencies Capital Commitments Patrol & Member Database SLSNZ is building a new Patrol & Members Database to replace the current system that is approximately 15 years old. To date SLSNZ has spent $160,883 and expects the total cost to be $250,000. The current anticipated completion date is June 2015. NZSAR Communications Project SLSNZ is building a regional radio network in various parts of the country to enhance the emergency communications capabilities of the movement. This is being completed in stages with the work done from 2012 – 2013 funded under an agreement with NZSAR. To date, SLSNZ has spent $259,479, and expects approximately $80,000 further will be spent to complete the current work in progress by June 2015. Other Commitments SLSNZ has further committed expenditure over the next twelve months totaling $44,000. This is in relation to the preordering and purchasing of uniforms (2013: $0). Contingent Liabilities A provision has been raised to account for the liability that may exist at the completion of an existing photocopier contract based on specified volume of use over a period of time. The provision has been calculated based on current usage and estimated liability at the end of the life of the contract. If on completion of the contract, the supplier amends the conditions of the contract in that they are favourable toward SLSNZ, the provision will be adjusted to reflect this. The total value of the provision is $45,000 and will be systematically allocated over the remaining life of the contract. (2013: Nil)

16. Related Party Transactions Surf Life Saving New Zealand had the following related party transactions entered during the year: Lifesaving First Aid Ltd $6,463 (2013: $55,816). Balances relating to advances with Lifesaving First Aid Ltd as at 30 June 2014 were NIL. (2013: $211,198).
