Protecting our community in the water

In it for Life For over 100 years Surf Lifeguards have been protecting our communities in the water. These ordinary Kiwis give up their weekends and holidays to watch over our beaches fully prepared to put their own lives at risk for the safety of others. Our Lifeguards complete many hours of training and give their time each year to protect our community in the water. The beach is considered to be New Zealander’s favourite playground and Surf Life Saving plays a very important part in keeping these areas safe. Last summer Surf Lifeguards spent more than 211,000 hours on patrol and saved over 1645 lives. Surf Life Saving New Zealand is the national body representing 73 Surf Life Saving Clubs that span the length of the country. We have over 17,000 members who love to play in and on the water while also knowing we play an important role keeping beach users safe – We are ‘In it for Life’.

Patron’s Message

governor general of new zealand, lt Gen The Rt Hon Sir Jerry Mateparae, GNZm, QSO

Introduction

Kia ora, nga mihi ki a koutou. It is a great pleasure to provide the Patron’s message for Surf Life Saving New Zealand’s 2013 Annual Report.

This is my second season acting as Patron for, what I quickly learnt is, an amazing organisation.

As Kiwi’s, the beach is one of our favourite playgrounds and year-after-year, volunteer

lifeguards act as watchmen at 80 of the country’s beaches. Lifeguards continually seek to

make our beaches and coastlines safer for everyone and that starts not only at the beach, but in the classroom, providing education programmes to over 35,000 school children every year where they spread the importance of swimming between the flags.

This past summer was one of the busiest on record and this year’s annual report illustrates the significant work the organisation has undertaken to help keep our communities safe

in the water. The statistics show lifeguards spent a total of 211,978 hours on patrol rescuing 1,645 people which is 581 rescues above last year’s total of 1,064. They also performed 1,979 first aid treatments, carried out 114,233 preventative actions and undertook 357 searches. Lt Gen The Rt Hon Sir Jerry Mateparae

That is a mammoth effort!

Earlier in the year, I was fortunate enough to meet a young rookie lifeguard named Will

White and his cousin Sergio Schuler, who saved a man from drowning at Bowentown last December. In April, the pair of 12 year-olds became the youngest ever recipients to receive

the RSA’s prestigious Anzac of the Year Award. It is times like this that we are reminded this essential rescue charity is made up of everyday people doing extraordinary things. Will

and Sergio are two of around 17,000 members that make Surf Life Saving the outstanding organisation that it is, over 103 years from the day it began. With young lifeguards like

them coming through, I can only imagine where the organisation will be at in a further 100 years’ time.

As Governor-General, I look forward to watching Surf Life Saving New Zealand’s work grow in the years ahead.

Kia ora, kia kaha, kia manawanui, huihui tatou katoa.

continued much longer than usual and contributed to the higher than usual

extending the patrol season in some regions to accommodate the beach

our efforts in maintaining safe beaches throughout New Zealand. I wish to

many clubs are very positive about the

planning additional or new buildings – and I am aware this is also occurring in areas I

have yet to visit. Many clubs were built in

the 1950s/1960s and are coming to the end of their useful lives so this trend is likely to continue in the future. I found that while some clubs have large memberships and professional coaches and administrators others are held together by a hardy few

volunteers and I urge the support staff to give priority to help the latter continue to achieve our overall goal of keeping

New Zealand beaches safe. We should be encouraging volunteerism and trying to

create strong, autonomous clubs, backed by professional management.

Another of my pleasurable duties is

of the changes in both the movement

no different from that being experienced by many other sporting, social and

other community based organisations

throughout the country. That contraction will be gradual over many years but at

some point further out is likely to raise the question of dissolution. The 21 Club was

formed for the best of reasons and has a long history in surf lifesaving and while there is a dearth of younger members

joining, it would be disappointing for it to be allowed to fade away. If anyone

has any ideas as to how to revitalize this

institution, now would be a good time to put those ideas forward.

Governance

It has been another significant year for Surf Life Saving in New Zealand. On many fronts we have much to celebrate across both surf sport and lifesaving. Amidst the celebrations we have ongoing change as we continue to position the national body for future sustainability. Lifesaving Our lifeguarding statistics are well up this year. Total membership is up from 16,300 to

over 17,000. Active lifeguards rose from 3,800 to 3,998. Preventative actions have increased 35% from 84,000 to 114,000, and safety interventions rising from 294,000 to 349,000, showing the sheer impact our lifeguards have to so many in our communities.

The number of rescues our members performed was 1,645 for the year, up 53% from 1,064 a year earlier. The number of searches undertaken increased again this year from 232 to 357, an increase of 54%. This shows the growing importance our movement has amongst the

search and rescue community and justifies our discussions with government about formal recognition as an official essential rescue service.

The increase in lifeguarding statistics has been fuelled in part by a stunning summer

across the country. However, the increase in membership and lifeguard numbers has

Michael Bassett-Foss

also been assisted by the profile that our movement has gained over the summer season.

Media Monitors reports that surf life saving featured in 1,000 clippings with 218 relating to sport and a whopping 782 relating to non-sport, mostly lifeguarding.

The profile of Surf Life Saving has been further bolstered by leverage activity from key

sponsors State, BP and DHL. There has also been much publicity of heroic performances by members. In April, SLSNZ’s Patron, the Governor General, Lt Gen the Rt Hon Sir Jerry Mateparae, presented the RSA’s prestigious Anzac of the Year Award to New

Zealand’s youngest ever recipients - Waihi’s Rookie lifeguard Will White and his cousin Sergio Schuler! The pair of 12 year-olds were recognised for their courage and selfless commitment in the rescue of a 32-year-old at Bowentown Beach in Waihi.

Also profiled was the rescue of 10 Korean fishermen off rocks in 3m swells at Sunset Beach

on Easter Monday in early April, the last formal patrol day for the 11 lifeguards involved. All would have reportedly drowned had they not been rescued. In more tragic circumstances, our lifeguards were involved in the search for two students and an instructor off Paritutu 4

rock in Taranaki in August last year. Lifeguards played a pivotal part in the recovery of the shark attack victima at Muriwai and subsequent community support. Surf Sport Summer started with our win in the Lifesaving World Championships in Adelaide,

Australia. This is only the second time New Zealand has won this event, made all the more 5

sweet by winning it on Australian soil. There were many stunning performances with

nearly every athlete winning a medal. Pivotal in the win was the meticulous preparation and strong team spirit that was developed in the team’s preparation. Supporters across

the country got in behind with the ONE Team supporters initiative. I particularly liked the ONE Team supporters’ flag concept that involved sections of the flag touring the country in the lead up to the event. The flag was proudly hung on a wall at the team’s command room during the event offering personal messages of support from fellow clubbies.

of SLSNZ. These changes saw nine roles disestablished mainly in were likely.

The Board undertook wide consultation on a proposed restructure in March. This change proposed far deeper cuts to staff numbers and budgets. Considerable feedback was generated with over

40 separate responses received. Most were thorough and well

articulated. Submitters ranged from individuals and groups of

staff, members, clubs, clusters of clubs and volunteer committees. The feedback was substantial and reflected the passion and ownership that the parties feel for their movement.

The Board read every response over Easter and met via

with Regional Club Chairs Committee meetings in Eastern, Central from these forums. These are arguably the most important communication point in our organisation. Board members

participate and staff provide updates about progress within the organisation. Regional Chairs get to discuss important regional

or national issues, and gain consensus. It’s the forum where clubs are able to provide feedback and direction to the Board about

the organisation. It’s time that clubs in the Northern Region are offered the opportunity to participate in a similar forum.

In closing, I would like to thank all those who have contributed to surf life saving this year, in particular:

The resulting restructure saw a further nine roles disestablished. Structural changes within organisations such as ours are all

the more difficult as impacted staff are often passionate club

up our movement. Our sincere thanks go to the contribution they

provided to surf life saving in New Zealand and we wish them well for their futures.

Whilst changes during the year have been far reaching, every effort has been made to minimise impact to member programmes and

services. Inherent is the increased focus on being a volunteer lead, professionally managed organisation. The changes have resulted in a cost base that better matches known funding streams,

Whilst further work is required to implement the changes, the

Board is confident it now has a sustainable cost base and structure with which to move forward. Partnerships with key sponsors are stronger than they have ever been. We are buoyed by the

prospects before us. Our aim for the year ahead is to achieve an operating surplus of $1,000,000. This may seem excessive for a

not-for-profit organisation. Part of this surplus is needed to fund ongoing capital investment. Importantly, the balance will assist to recapitalise the organisation. Our low level of reserves leaves

SLSNZ at risk of normal business cycles and at the mercy of major funders. Conversely, a reasonable capital base allows us to have

Chief Executive’s Report paul dalton

After now having 15 months and a full summer season of experience in the role

behind me, I can truly appreciate how much there was to learn a year ago when I wrote the comments for last years annual report.

With the benefit of 20/20 hindsight it was premature to have predicted that the the

organisation was ‘out of the woods’ at that time. It has been a very challenging 12 months since then where we have had to face up to the fact that the problems we are dealing

with are more serious than originally thought. The lack of working capital and reserves

have required more drastic action and will need a longer term tightening of the belt than anyone would have wanted.

Over the course of the year we had to reduce staff numbers considerably in two separate rounds of restructuring, and make difficult decisions on activities, such as cancelling the

2013 Surf League event and having to share the burgeoning costs of insurance with clubs.

Paul Dalton

While most of the ‘pain’ was taken internally, in the end it did cross over and impact clubs too.

But having taken some hard decisions, and now putting more focus on areas such as grant funding applications where some chickens came home to roost this year, I do have a lot

more confidence that by the end of the 2013/14 year SLSNZ will be in a much ‘happier place’. However, we have to learn the lessons from 2012/13, and not take anything for granted

– especially where revenue is concerned, and maintain a very tight ship with spending tightly controlled for at least the next three years.

My deep thanks to all the staff who have been through a very difficult year and still come through with their enthusiasm and smiles intact. It is never an easy process to see your colleagues lose their jobs. My thanks too for the Board and the tremendous amount of

time and energy they have put into the organisation over the last year. There have been

times when there were daily meetings required, well beyond the workload I am sure any of them signed up for!

In summary, with income down 8.8% and costs down by 5.8% there was a small operating loss for the year, a slight deterioration on the results from 2011/12. While disappointing to

the operating loss was not worse, and the actions taken to reduce the impact will stand the organisation in good stead heading into 2013/14.

Starting with 2013/14, over the next three years the plan is to achieve annual levels of Operating Surplus of around $1 million. This will make a good start to the process of rebuilding the working capital and reserves to pre-2010 levels.

More aggressive revenue ‘targets’ will be used to help staff drive SLSNZ to higher levels of

surplus than budgeted, creating the ability to build reserves more quickly and invest more in key projects.

I am very much looking forward to the coming 12 months and reporting positive progress against our plan this time next year.

Finally I would like to once again thank all of the club members, lifeguards, parents,

volunteers and administrators for the tremendous amount of work they put in, our fellow sports, charities and sector organisations that we work with closely on many issues, our funders and commercial partners for their ongoing support, and our many and varied other stakeholders for their roles in keeping Surf Life Saving strong. All of your efforts are greatly appreciated.

• Vibrant, active clubs with strong membership bases

Leading to outcomes of

• Financial sustainability for the movement

• Increased capability for operational excellence

• Credibility as a frontline rescue organisation and as a sport • A greater presence in prevention and education

For the last year SLSNZ has been working to a simple strategic direction that

guides the activities of the organisation. Our Strategic Plan sets out what we will do to ensure we achieve our strategic objectives. We have three overarching objectives in the plan:

Healthy Clubs Ensuring clubs are growing, well lead, well-resourced and energised Summer this year was long and hot across the country and brought beach goers out in their tens of thousands. Clubs worked hard, put in over 211,000 hours of patrol on our beaches. This hot weather contributed to the need to make 1645

rescues, over 580 more than last season. There were some sensational rescues

throughout the country and our lifeguards were also involved in 357 searches, up 125 on last season.

This year we implemented a new Regional Management Structure whereby

newly created roles of Regional Managers were made responsible for delivering on Regional Management Plans. Although financially times were tough, the regions delivered full lifeguard development programmes from Surf Lifeguard Awards to the National Guard School in Taranaki. The sport programme was full again

this year, with record levels of participation in many events. At a

national level the programme started with Pool Championships in October right through to the BP IRB Championships in late March. Member development continues to be a high priority and over

200 member development courses were held across the country.

Junior Surf programmes continue to be successful and many clubs are seeing new families coming into the clubs to help with the

do for their respective clubs. Our education programmes continued to be a success with over

35,000 kids taking part in Beach Education and Surf to Schools in 2012/13. With support from Water Safety NZ and Youthtown we were able to extend these programmes to areas that would not usually have these educational opportunities.

of athletes, coaches and managers that had worked hard for many years.

Right People, Right Places, Right Resources Right capability on the right beaches with seamless processes to protect all at risk

costs and income and improving stakeholder communication

Financially SLSNZ had to make some tough decisions to ensure there was a strong future for the national body. By year end

this had seen some major staffing reductions and cost cutting

measures across the organisation. We expect that funding will continue to be tight in the ‘not for profit’ area for the next few

years and have set a platform for the organisation that will cope with this environment.

Over the 2012/13 season SLSNZ was represented by 3,998

We are very fortunate to have the renewed support from our

lifeguards, wearing the distinctive red and yellow uniform on our 211,978 patrol hours, rescuing a total of 1,645 people from the

waves. Any club you visit around the country will have the same passionate ‘In it for Life’ clubbies keeping everyday Kiwis and visitors alike, safe day after day over summer.

The calibre of lifeguards on the beach is very high, due to the

standardised development programmes implemented nationwide. These programmes aim to ensure every active lifeguard is

examined to the same high standards regardless of the area they operate in. Whether it is driving an IRB or providing pre hospital emergency care, we want to ensure that qualified lifeguards are

delivering consistently high standards of service to our ‘customers’ on every patrolled beach.

Securing grants and running fundraising activities has been very tough this year. National Jandal Day bought in only $250,000

across the country, well down on 2011/12 and we continue to see a shrinking gaming grants pool. We need to operate smarter

and continually evolve what we do to cope with the changing environment.

We remain very thankful to the New Zealand Lotteries Grants

ensure that the appropriate signage, access and rescue resources

are available to those that need them near our waterways. SLSNZ’s own patrol coverage is examined in this process to ensure that

it matches shifting water use habits and population growth. The new emergency phone at Hot Water Beach is a great example of the innovations that are coming from this project.

In April of this year we launched our new website thanks to the

assistance of the NZ Lottery Grants Board. Part of the website is the ‘clubhouse’ space, providing a forum for discussion between SLSNZ members through Facebook. The clubhouse feature also has an

extensive ‘Toolbox’ for resources, ranging from surf sport manuals to guidelines to help with the running of an effective committee,

Corporate Support The past season has seen the strengthening of a number of our current major

partnerships as well as welcoming on board a number of exciting new partners. In particular, at the start of the year we were very happy to have extended our partnership with DHL for a further three years which will lead us into celebrating 10 years of

partnership during the 2013/14 season. Following that we were delighted with the

opportunity to take our Principal Partnership with State Insurance to a new level with a three year extension.

Our partnership with BP runs until the end of 2013, however active renewal discussions

have already commenced with both parties wanting to see the partnership move towards celebrating 50 continuous years, which will be a tremendous achievement.

Our past year also saw the partner family grow with the introduction of Restaurant Brands as a charity partner via their KFC stores and OPSM undertaking a very active summer campaign.

We thank our partners for their on-going support and the media campaigns that have given our brand further presence in the New Zealand market.

This was further enhanced with our recent charity partnership with Adshel New Zealand that involved a creative challenge engaging young advertising professionals to assist

SLSNZ to develop a new Winter Appeal campaign, and then the outdoor media space nationally to bring it to life.

Through the support of Kubota NZ and their dealers, along with Pub Charity, SLSNZ

established a club trial programme of two ATV vehicles in two locations and this continues into the 2013/14 season. Kubota also provided significant asset support to help with our major sports events.

Our licensing programme continues to develop across a number of specific areas, of note

in 2012/13 being the launch of a Surf Life Saving branded sunscreen developed by our long term partner BDM Grange.

We also thank Coca-Cola for the opportunity to be the charity partner of Coca-Cola Christmas in the Park events held in Christchurch and Auckland.

In summary, we would like to deeply thank all our partners that have supported SLSNZ throughout the past year, a full list of whom is on page 40 of this report.

Regional Reports Northern Region

Eastern Region

It has been heartening and rewarding to see the growth and

Wow what a difference a year makes! Last year we were off

the 2012/13 season. We have continued to see the rate of increase

surrounding this as well as not a great season weather wise. This

progress being made by our clubs across the Northern Region in in membership recruitment over recent years maintained,

advances have been made in the development and delivery of

the essential programs that support our clubs and members and

most importantly, the high quality of water safety and life saving

services that we provide, continues to improve and expand to meet the growing and diversifying population of our region.

Earlier this year the clubs of SLSNR voted to confirm our on-going constitutional and governance independence, which we had

been operating under since withdrawing from the structures

and strictures of the SLSNZ initiated “Project Groundswell. This was an important action taken by the clubs of SLSNR to protect our ability to plan for an increasingly complex and demanding future. As observed in my report last year, the pattern that was

emerging from SLSNZ of funding diminishment, cost transfer and the inconsistent application of resources to our region has largely continued to be the case.

The planning and activity to support a sustainable financial future for SLSNR continues to be a critical challenge. Acknowledging this,

SLSNR has recently undertaken much needed improvements to the

structure and roles within our administration to pursue the level of innovation and capability required to support the funding needed for clubs to deliver essential life saving services and programs.

In working through the strategic and reorganisational implications of our planning for the future, I would like to personally

acknowledge the positive and energetic nature of our membership. I would also acknowledge and thank Pam Elgar our CEO, the

impressive work of our volunteer committees and the support of our

SLSNR staff team - all contributed greatly to our progress this season. I would also like to formally thank our sponsors and funders who have supported us over the past season and over the past years.

On behalf of the Board of Surf Life Saving Northern Region, I would like to express our gratitude for the dedication, participation and

passion of all of our patrolling club members, whose skill and sense

to a slow start with the grounding of the Rena and the issues

year will go down as one of the best with plenty of sun, warm water and action around the beaches in the Eastern Region.

Eastern Region lifeguards did a record amount of hours with over 57,616 hrs during the season which included 38,942 preventative actions involving 130,957 people. The health of the clubs in the

Coromandel and Bay of Plenty areas has never been so strong with lots of buy in from the clubs and all have worked well with our

SLSNZ Eastern Region staff team. The Gisborne area has had some issues but it is a work in progress and all parties are looking to come up with a positive solution.

The region has watched the changes which SLSNZ has undertaken and the attitude of the clubs generally is supportive of the change and they are looking forward to forging ahead.

The Eastern Region clubs have been very successful in the surf

sport arena across all the ages - Oceans, junior, senior and masters levels. The region is proud of its efforts in the surf sport scene and highlighted with the great competition between Mt Maunganui and Papamoa at the State National Championships at Mt

Maunganui was impressive to watch with Mt Maunganui taking it out by the narrowest margins.

Over the last 12 months the Eastern Region Club Chairs Committee has established a good working relationship with SLSNZ and with the appointment of a Regional Manager this has given the region the leadership and support to be more involved and assist in the

development and direction of surf lifesaving in the Eastern Region. On behalf of the Eastern Region Chairs I would like to acknowledge all clubs for their efforts over the past season and especially our

patrolling members for their efforts and skills and we look forward to another great year in keeping our beaches safe.

The St Clair Club in Dunedin had another outstanding year in

With these four clubs in the region working on rebuilds in the

We look forward to having a full complement of full time staff on board for the 2013/14 season to support the volunteers to deliver the priorities within the region.

New Zealand Black Fins Claim World Lifesaving Champs

World Champs

Our Kiwi team was on top of the world last November having taken the title of Rescue 2012 World Champs for the first time in 14 years.

Rescue 2012 was held in Adelaide, South Australia, from November 7-18 with events held

across three venues including Glenelg and Christies beaches and the state-of-the-art South Australian State Aquatic and Leisure Centre.

New Zealand sent two teams to compete - the open NZ Team (which included Olympians

Steve Kent, Steven Ferguson, Andrew McMillan and Natasha Hind) and the Under 20’s who competed in the inaugural Under 20 World Championships, held at Rescue 2012.

The athletes were meticulously prepared and from the start went in fighting, ready to take the title from the Australians on their home territory.

The Black Fins finished with 844 points to Australia’s 765. Key successes came with five

golds from the women in the pool including three golds from Samantha Lee on the first

day, breaking three world records in the 100 metre rescue medley, the 200 metre obstacle race and the 4 x 50 metre obstacle relay.

Natasha Hind won two gold medals, erasing two seconds off the world record in the NZ Team Captain Andy McMillan

200 metre super lifesaver and shattering the New Zealand record by almost 10 seconds.

She also claimed gold in the 50 metre manikin carry, breaking the national record in the process.

Both the male (Kevin Morrison and Max Beattie) and female (Nikki Cox and Devon

Halligan) board rescue teams won with Halligan also winning the women’s ski race.

Chanel Hickman added to the lustre with a beach flags win. The New Zealand women’s’ taplin team finished in style, winning the last event of the championships.

New Zealand captain Andy McMillan couldn’t suppress his jubilation, having battled a

knee injury throughout the build-up and having swum himself delirious in the pool. “The

Australians are like big brothers to us and a lot of the team train at Aussie clubs alongside these superstars”, he says.

After the event NZ team captain Andy McMillan commented “Beating them on their home beach is one thing but we absolutely smashed them and that is an incredible feeling. We came here with a mission and we achieved it and the whole team is jumping out of their skins. This feeling will stay with us for the rest of our lives.”

Piha Regional Lifeguards: Logan Adams, Kris O’Neill, Duncan Buchanan, Tommy Cantrell, Sam Bassett, Aaron Young, Anaru Clarke, Tom Jacka, Sam Jenkins At just after 6pm on February 10, 2012 lifeguards Kris O’Neill and Tom Cantrell spotted four young men entering the water just south of Lion Rock. With the surf being large and rough, they were concerned. Kris jumped on the ATV and headed towards the men to advise them of the dangerous conditions. While en route, the four individuals stepped off into a hole. The hole was feeding a very fast moving rip and the men found themselves stuck in the current. Realising their predicament, they raised their hands for assistance. Kris quickly responded with a tube and fins. BP Surf Rescue of the Year 2012. Left to right:

Logan Adams, Matt Elliot (Managing Director BP NZ Ltd), Sam Bassett, Kris O’Neill, Duncan Buchanan. Regional Lifeguard Service, Piha Patrol.

From the Operations Room Patrol Captain Logan Adams radioed Tom advising him to respond. Tom headed with a paddleboard to assist. At the same time Logan notified Duncan Buchanan and Sam Bassett and they launched an IRB. Kris reached three of the men, one being completely underwater, and pulled him up to the surface. He appeared unconscious. Securing the patient with a tube, Kris supported the two other patients as best he could. Meanwhile Tom paddled out and helped stabilise the men while the IRB raced to pick up the patients. A local surfer also offered his board as a floatation device. On their way out, Duncan and Sam located the fourth distressed swimmer and pulled the conscious but exhausted man into the IRB. Upon reaching Kris, Tom, and the patients, Duncan and Sam tried to pull the semiconscious patient who was holding on to Tom’s paddleboard into the IRB. With a set fast approaching and the patient unwilling to let go of the board, the IRB had to move out past the break to ensure the safety of all involved. Kris managed to swim his patient out past the break while Duncan and Sam were able to pull a conscious patient into the boat safely. Meanwhile Tom and his semiconscious patient along with the surfer and his conscious patient were forced to brace for the oncoming waves. Tom and the surfer were able to secure their patients and use the leverage of their boards to push them closer to shore, and once the set passed, to stand and begin walking them out of the water. At this point Tom’s semi-conscious patient became very weak and needed assistance walking. The semi-conscious patient then informed Tom that he had gone unconscious a few times and had swallowed a fair amount of water. Tom immediately signalled for additional assistance. Having spoken to Tom, Kris ran to the ATV to retrieve the oxygen and resuscitation pack. Tom, Kris, Duncan, and Sam administered oxygen, treated the patient for shock, minor hypothermia, and monitored vitals while Logan notified Surfcom of the situation. Surfcom dispatched an ambulance. The patient became nauseous and started throwing up, thus classifying him as a status two patient. As a result, Tom, Kris, and Duncan lifted the patient into the IRB and trailer for rapid transport off the beach. Once at the club, Tom, along with surf lifeguards Aaron Young and Tom Jacka carried the patient into the first aid room. Surfcom and the RLS supervisor then requested the Westpac Rescue Helicopter to respond as they were concerned that the patient could deteriorate. Once the patient was placed in the first aid bed, Tom Cantrell checked lung sounds and vitals. Tom was unable to hear any water in the lungs. The patient was still cold, nauseous, pale, and had a rapid pulse with shallow but fast respirations. At this point St John First Response arrived on scene and joined in on administering care. Due to the great work already done by the lifeguards and speedy response by the Piha first response it was decided Westpac helicopter was not needed. Due to the rapid response, extensive knowledge of the beach conditions, and thorough medical training of the lifeguards involved an otherwise certain fatality was prevented.

The 2012 Lifeguard of the Year Gary Hinds is the backbone of the Hot Water Beach Surf Life Saving Club. The Club Chairman was handed the extremely prestigious Lifeguard of the Year award at the 2012 Surf Life Saving New Zealand Awards of Excellence. The award acknowledged the outstanding achievements and commitment of the country’s most elite lifeguards. The Lifeguard of the Year award highlights the skill, experience and dedication of the men and women who give up their time to make our beaches safer. Mr Hinds has successfully guided the Hot Water Beach club through its busiest four seasons, and managed a beach and club which has undergone huge growth. Since 2005 membership has increased 180 per cent. Patrolling capability, standards and coverage have also increased exponentially. Beach usage has increased three-fold over the previous three seasons, rescues have increased 345 per cent and patrolling has been increased by 320 per cent.

Gary Hinds

While most club chairmen are rarely at the coal face of surf lifesaving, he has managed to clock up 342 national life guard service hours alongside 142 volunteer patrol hours. He has also clocked up 92 beach education hours working with the local schools and qualified 15 new lifeguards he recruited from local schools. Notably Gary did all this while running his farm, running his own business and supporting and raising a family. He is viewed as a local super hero by many. Surf Life Saving New Zealand Chairman Michael Bassett-Foss said “These actions are the expression of our values, and it’s the best of those values we celebrate with our Awards. As Lifeguard of the Year, Gary embodies everything it takes to be an exemplary volunteer Surf Lifeguard. Commitment, passion and unswerving dedication to Surf Life Saving”.

St Clair Surf Life Saving Chairman, Antony Mason has offered endless hours to his local club - a commitment that was recognised at the 2012 Surf Life Saving New Zealand Awards of Excellence. Mr Mason was awarded Volunteer of the Year at the black tie event that was held at Te Wharewaka o Poneke on Wellington’s Queens Wharf on September 21, 2012. He has done it all from raising sponsorship and managing accounts to washing the club patrol kit every week and being the club bus driver. The St Clair club chairman has been the point of contact for the club, managed day-to-day functions and assisted with club admin, fundraising and sponsorship. He has had numerous titles from chairman of the local sport committee, club lifeguard convenor, local selector and an Inflatable Rescue Boat (IRB) instructor, helping three drivers pass. Assisting in the role of lifeguard convenor, he has managed patrols, run club refreshers and organised club events.

Financials

Notes to the Financial Statements for the year ended 30 june ,2013

1 Reporting Entity The financial statements of Surf Life Saving New Zealand Incorporated (SLSNZ) for the year ended 30 June 2013 were authorised on the 5th of August 2013.

SLSNZ is a New Zealand Incorporated Society formed under the Incorporated Societies Act 1908. SLSNZ is not a reporting entity in terms of the Financial Reporting Act 1993. SLSNZ is a charity registered under the Charities Act 2005.

SLSNZ’s principal activity is “Protecting our Community in the Water”. An activity to facilitate this includes providing a National Sport programme for our membership. This remains unchanged during the period reported.

2 Specific Accounting Policies Basis of Preparation The financial statements have been prepared on a historical cost basis. The financial statements are presented in New Zealand dollars and all values are rounded to the nearest dollar. Statement of compliance The financial statements have been prepared in accordance with NZ GAAP. They comply with New Zealand equivalents to IFRSs and other

applicable Financial Reporting Standards, as appropriate for public benefit entities that qualify for and apply differential reporting concessions. Differential Reporting SLSNZ qualifies for differential reporting as they are not publicly accountable and is not considered large under the differential reporting framework. All differential reporting exemptions have been applied in full where applicable. Presentation Changes and Restatement of Accounts SLSNZ has altered the way in which it presents key expenditure items in order to better convey the purpose of funds spent and has restated prior year accounts accordingly. a) Goods and Services Tax

All figures are stated exclusive of Goods and Services Tax except Accounts Receivable and Accounts Payable.

b) Property, Plant and Equipment

All property, plant and equipment is capitalised and recorded at cost less aggregate depreciation. • Depreciation Depreciation is provided on all tangible assets on a straight line basis that will write off the cost of the assets over their estimated useful lives: Vehicles

5 Years

Computers and Electronic Equipment 3 Years

Office Furniture and Equipment

3 - 10 Years

IRB Simulator / Container

6 Years

Event Equipment

Buildings

Not depreciated

3 - 5 Years

• Impairment The carrying values of plant and equipment are reviewed for impairment when events or changes in circumstances indicate the carrying value may not be recoverable.

If any such indication exists and where the carrying values exceed the estimated recoverable amount, the assets are written down to their recoverable amount.

Any impairment losses are recognised in the income statement. c) Receivables

Receivables are stated at their estimated realisable value less any provision for doubtful debts.

d) Expenditure Carried Forward

Significant items of expenditure having a benefit or relationship to more than one period are written off over the period to which they relate.

ANNUAL REPORT 2013

Page 33

Financials

Notes to the Financial Statements continued

e) Inventories

Inventories are stated at the lower of cost or net realisable value, determined on a first-in first-out basis. An allowance for obsolescence has been assessed where appropriate. Inventories include uniforms, resource manuals and other surf life saving equipment that is on sold to Clubs or used for promotional purposes from time to time.

f) Leases

Lease costs relating to operating leases are recognised on a straight-line basis over the life of the lease. Finance leases, which effectively transfer to SLSNZ substantially all the risks and benefits of ownership of the leased assets, are capitalised at the lower of the leased

asset’s fair value or the present value of the minimum lease payments at inception of the lease. The leased assets and corresponding liabilities are recognised and the leased assets are depreciated over their estimated useful lives. g) Income Tax

SLSNZ has Charitable Status from Inland Revenue for income tax purposes. There is no requirement to provide for income tax.

h) Foreign Currencies

Transactions in foreign currencies are converted at the New Zealand rate of exchange ruling at the date of the transaction. At balance

date foreign monetary assets and liabilities are translated at the closing rate and exchange variations arising from these are included in the Income Statement.

i) Cash and Cash Equivalents

Cash and the short-term deposits in the balance sheet comprise cash on hand, cash at bank and short-term deposits with time to maturity of six months or less.

j) Investments

All investments are initially recognised at cost, being the fair value of the consideration given and include acquisition charges associated with the investment.

After initial recognition, investments which are classified as at fair value through profit and loss are measured at fair value. Gains or losses on investment classified as at fair value though profit or loss are recognised in the income statement.

Investments are valued by the fund manager (New Zealand Asset Management) at balance date based on information provided to them by relevant external investment fund’s managers. k) Revenue Recognition

Certain grants have a particular purpose for use. Any unspent money at balance date is either returned to the grant provider or carried forward as a current liability on the balance sheet for completion in the following year.

l) Intangible Assets

SLSNZ have numerous registered trademarks which have benefit to SLSNZ but no financial value attributed in the financial statements. No financial valuation has been undertaken on these assets.
