He is responsible for all aspects of reporting from our various data repositories including claims, exposure and Member management databases. He also develops data analytics and integrates their use into GSRMA processes. Karen Antunes, Human Resource/Operations Supervisor, North Bay Schools Insurance Authority Karen is currently the Human Resources Supervisor at North Bay Schools Insurance Authority in Fairfield. She joined the group in 2017 as a new comer to public entities. Karen has been involved in Human Resources for the past 23 years of her career working in a variety of industries. Karen stays active in the HR community by participating in multiple professional groups. Karen’s experience with flexible work schedules includes implementation from ground up to maintaining a flexible schedule with team members at NBSIA. Allison Bateman, Human Resources Manager, CSAC Excess Insurance Authority Allison Bateman is the Human Resources Manager at CSAC Excess Insurance Authority. She possesses over 17 years of human resource experience in both the private and public sectors. Her experience includes employee relations, recruiting, staff education, training and development, succession planning and management consulting. She holds a B.A in Business Administration and Procurement from the University of San Diego and received her Certificate in Human Resources from the University of California, Davis. Puneet Behl, Chief Financial Officer, CSAC Excess Insurance Authority Puneet is a senior finance executive with twenty-two years of multinational experience across various business sectors, with a focus in insurance and risk management. Prior to joining CSAC-EIA, she worked with Bickmore for fourteen years with heavy focus on operations and finances of California Joint Powers Agencies. Ms. Behl, a masters in accounting and finance, CPA and an ARM, is an expert in financial analysis and reporting for government entities, internal controls review, risk assessment, GAAP & GASB compliance, policy development and business process reengineering. Kevin Bibler, Senior Vice President, Alliant Insurance Services, Inc. Kevin has worked exclusively with Public Entities for the entirety of his 24-year career. Starting on the pool administration side with CSAC EIA and Bickmore Risk Services, Kevin has been a broker with Alliant Insurance Services for the last 15 years, working with some of California’s largest (and smallest) public entities. His expertise includes many years developing and managing risk management/insurance programs for public entity clients, with a specialization in risk management pools.
Faith Borges, Legislative Advocate, California Advocates Faith Lane Borges is CAJPA’s Legislative Advocate. Prior to joining the firm, California Advocates, she was senior staff in the State Capitol. Serving for years in both houses of the Legislature, she is a policy and strategy expert. During her tenure as Legislative Director in the Assembly, she sent many bills to the Governor’s desk, including bills on employment development, health care, transparency of government bodies, transportation, business and professions, and privacy, all of which were signed into law. Faith earned her Bachelor of Arts degree in Political Science from the University of California Santa Barbara. Evan Bruns, Pre-Sales Engineer, UiPath Evan Bruns is a UiPath RPA Pre Sales Engineer living in San Jose, CA and serving both the Commercial and Public Sectors. Coming from a background of Agile software development in the Insurance and Utility industries, Evan joined UiPath after realizing many of the frustrations of his past jobs could have been fixed with automation. In addition to helping customers identify opportunities for automation and build proofs of concept, Evan takes part in outreach events and develops custom workflows and components for use by the community. Colin Donahue, Senior Managing Consultant, PFM Asset Management Colin is a senior managing consultant currently responsible for client management in the greater Pacific Northwest. Colin is also active in the public finance community, currently an Education Committee member for Oregon Government Finance Officers Association (OGFOA) and Washington Finance Officers Association (WFOA). He also is an active member of the Puget Sound Finance Officers Association (PSFOA) and the Washington Public Treasurers Association (WPTA). Prior to moving to a client management role in Seattle, he spent more than three years in PFM’s Portfolio Strategies Group (PSG), where he ran monthly fixed income strategy meetings, provided oversight of PFM’s fixed income and pool Global Investment Performance Standards (“GIPS®”) composites, and developed portfolio strategy and analytics. Molly Fitzgerald, Regional Account Executive for Public Sector, UiPath Molly Fitzgerald is the Regional Account Executive for Public Sector at UiPath. Harnessing an extensive background in solution’s delivery and technology sales, she is focused on delivering Robotic Process Automation (RPA) solutions that directly support the unique challenges and goals of Public Sector customers and partners. Dave Glende, CEO, Crossmark Risk Solutions Dave Glende is CEO of Crossmark Risk Solutions, a provider of RMIS products and services to Public Entity Risk Pools. Dave has over 38 years of experience in the delivery of enterprise-class information systems including 15 years specifically in the development and implementation of bestin-class solutions for more than 20 risk pools and self-insurance groups. Prior to founding Crossmark, Dave was Chief Technology Officer for DAVID Corporation, overseeing the development and implementation of NavRisk for numerous risk pools across the U.S., as well as Director of Information Services at Bickmore Risk Services. Dave’s knowledge covers most facets of pooling including administration, member communication and management, member web portals, document management, risk management/ loss control, questionnaire automation and management, TPA integration and claims oversight, reporting, analytics, and dashboards. Rick Jenkins, Director of Member Services, Schools Insurance Authority With over 20 years inside the self-insuring arena, Rick Jenkins has become a significant contributor to Schools Insurance Authority (SIA) and the public selfinsured industry. With a background in technology and being skilled at building strong partnerships, Rick has served a vital role in providing project insight, promoting solutions to complex problems, and contributing to the strength of SIA as well as other joint power authorities throughout the United States. Trevor Lightbound, Vice President of Implementation, CHSI Technologies Trevor Lightbound, Vice President of Implementation at CHSI Technologies, is an IT professional with a passion for leading software development and implementation projects. He specializes in managing enterprise software implementations and solving unique and difficult problems that are ever present in a complex insurance market. He has over 13 years of experience designing and implementing enterprise solutions. Since 2011, Trevor has managed client implementations at CHSI Technologies. James Marta, Managing Partner, James Marta & Company LLP James Marta is the Managing Partner of James Marta & Company LLP, a CPA firm headquartered in Sacramento California. James has degrees in Accounting and Finance Law. In addition, Jim earned his associate in risk management (ARM) and an associate in pool management (ARPM) and is a Chartered Global Management Accountant (CGMA). He taught the ARM courses and is the author of the Pool Manager Course. He speaks annually at various pooling conferences on pool management, analysis and finance issues. His firm performs financial consulting, accounting, audit and tax work for over 40 insurance pools and captives in eight States. Jim also is the Accreditation Manager for the California Association of Joint Powers Authorities. Lesley Murphy, Senior Managing Consultant, PFM Asset Management Lesley initially joined PFM’s asset management business in 2007. She worked in the firm’s Harrisburg office from 2007 to 2013, then rejoined the firm in 2015 in the San Francisco office. She draws upon her extensive experience in both fixedincome and multi-asset class investment products to serve a wide variety of governmental clients in California, including joint powers authorities (JPAs), cities, counties, and special districts. Lesley assists clients in developing and implementing investment strategies for operating funds, bond proceeds, and OPEB trusts and is a frequent speaker at industry conferences. Prior to joining PFM, Lesley was employed as an analyst within the financial advisory group of an investment banking firm in Boston, where she assisted clients in the issuance of municipal debt. Carlos Oblites, Senior Vice President and Portfolio Strategist, Chandler Asset Management Carlos Oblites is a Senior Vice President and Portfolio Strategist at Chandler Asset Management. He is responsible for building and maintaining client relationships with public agencies along with participating actively in the portfolio management process. Carlos has nearly 25 years of investment and financial experience, focused largely on managing short-term fixed income and pension strategies for governmental and institutional nonprofit clients. Prior to joining Chandler, Carlos served as the Administrative Services Manager at Central Marin Sanitation Agency (CMSA) and was responsible for all aspects of the Agency’s financial, human resources, administrative support, and information systems activities. He also has significant expertise in serving California public agencies, healthcare, and insurance clients through his roles as Director at PFM Asset Management, and as a Principal at Wells Capital Management. Previous responsibilities include managing a variety of institutional client relationships and developing, implementing, and monitoring customized investment strategies for operating funds, bond proceeds, pension, and post-retirement funds. Carlos has also worked as a research consultant with Wells Fargo Bank and as teacher for the Long Beach Unified School District. Chase Pettus, AI Predictive Analytics, Gradient AI Chase is a senior sales consultant of Boston-based Gradient A.I., a predictive analytics company. Gradient A.I. provides AI/Machine Learning models and predictive analytics solutions for the insurance industry with Underwriting & Claims Management solutions in Work Comp, GL Commercial Health Insurance, and expanding into Auto Liability. Prior to joining Gradient A.I., Chase spent 5 years leading business development for Milliman’s Health & Welfare Actuarial Consulting services to mid-market employers. Before joining Milliman, Chase had 10 years of experience in leadership positions in the non-profit industry as well as a successful stint in technology sales. Laurel Raleigh, Senior Information Specialist, CSAC Excess Insurance Authority Laurel Raleigh is a Senior Information Specialist at CSAC Excess Insurance Authority (EIA). She has worked with the EIA for over eight years. Her bachelor’s degree is in Business Administration with an emphasis on Project Management. Laurel’s project experience spans over 10 years and multiple industries. Over the past four years, she has focused her Project Management experience on claims system conversions working with internal teams, vendor teams, and external clients. She recently began developing her Agile Project Management skills and is now the acting SCRUM Master for her team. Laurel is currently working toward her PMP designation. Colleen Rozillis, Senior Manager, Moss Adams Colleen has been advising local, state, and tribal governments and not-for-profits on improving their operations and efficiency since 2005. She helps clients assess their organizational and program effectiveness, and assists them with developing and refining their performance and level-of-service measures. Colleen works collaboratively with clients to understand their goals and objectives; develop policies, processes, and tools; and define organizational and programmatic changes to better equip and position them to achieve their goals and objectives. Her areas of expertise include strategic planning, organizational assessment, policy development, performance metric development and reporting, business process reengineering, strategic communications and reporting for decision makers, and best practices benchmarking. Carl Sandstrom, Business Projects Manager, California JPIA Prior to joining the California JPIA, Carl worked in the field of risk management in the finance industry for 17 years. He has been a valuable member of the California JPIA’s team since 2003. Carl holds a bachelor’s degree in Economics from San Diego State University and the Associate in Risk Management - Public Entities designation. He is currently the California JPIA’s Business Projects Manager and is responsible for various information technology and communications projects. Carl has been involved with CAJPA since 2006 and is a member of the Technology subcommittee and the Accreditation subcommittee.
Veenindra Singh, Senior Vice President and Senior Treasury Management Consultant, BBVA Compass Bank Veenindra J. Singh is currently Senior Vice President, and Senior Treasury Management Consultant with BBVA Compass Bank based out of Walnut Creek California. He has been in the banking industry for twenty-five years plus with a broad background dealing in Commercial Lending, International Banking, Retail Banking Management, Wholesale Management, Information Technology, and Treasury Management. His experience and background has allowed him to work on large complex business banking deals along with the smaller business banking deals. Veenindra has partnered with Law Enforcement in conducting Fraud Seminars to companies and organizations educating them on Fraud threats and prevention. Some of the banks he has worked for are Wells Fargo Bank, Union Bank, Silicon Valley Bank, Comerica Bank, and Hong Kong Shanghai Banking Corporation (HSBC). He is a graduate of the University of California at Berkeley with undergraduate and graduate degrees in business. Patricia Slaven, Director of Human Resources & Administration, ACWA JPIA Patricia has over twenty years in the Human Resource/Employee Development field and is currently the Director of Human Resources and Administration for ACWA JPIA. She is tasked with managing all of the human resource needs of the organization, along with offering advice and best practices to districts who call into the Employment Hotline. Patricia also oversees all aspects of the organization’s training and professional development efforts including statewide classroom training, webinars, and program development. She recently developed the very successful Leadership Essentials for the Water Industry program for senior members of JPIA agencies. Patricia has devoted more than a decade to developing leaders and human resource professionals in the JPIA pool. She obtained her Bachelor’s degree from the University of Redlands; her MBA from California State University, Sacramento; holds the designation of Senior Professional in Human Resources (SPHR) from the Human Resources Certification Institute; and of Certified Professional (IPMA-CP) from the International Public Management Association and from the Society for Human Resource Management (SHRM-CP). Patricia enjoys her role of helping districts be successful by providing staff with information and education. Mark Steranka, Partner, Moss Adams Mark is a Partner with Moss Adams and leads internal and performance audit services for governments, not-for-profits, higher education institutions, and tribes. He offers over 30 years of experience working with clients throughout the western United States to enhance the economy, efficiency, and effectiveness of operations; reduce risks; strengthen internal controls; and improve compliance with rules and regulations. He has directed engagements ranging from $25,000 to $1,000,000 addressing finance, governance, management, operations, organization, planning, policies, procedures, and processes.

Heather Thomson, Chief Financial Officer, Special District Risk Management Authority Heather has an extensive accounting and finance background having worked in public, corporate and private agency sectors for over twenty years. As a U.S. Navy veteran and former business owner, she has been in the servitude of others her entire career. She holds a Bachelor’s of Science in Accountancy from California State University, Sacramento and is a California Certified Public Accountant. In her current role as Chief Financial Officer for a risk management JPA, she leverages her prior experience and ongoing education to aid their Membership improve overall fiscal health and viability thru risk management education, financial reporting and agency process improvement. Ms. Thomson currently sits on the CSDA Finance and Audit committees, in addition to her work with the CAJPA Finance committee.
