President’s Message Steve Heide, Chino Valley Fire District, 2020 CSMFO President Once a year we produce a print version of our CSMFO News. The printed magazine covers all things conference and provides a great way to look back fondly on our most recent annual conference. It also puts in perspective, the scope of our annual conference. Including our Tuesday preconference classes, we offered nearly 60 educational sessions at this year’s conference. We also embraced over 400 first-time conference attendees this year. Although bigger is not always better, we enjoyed record setting attendance at our CSMFO 2020 Annual Conference, topping out at just over 2,000 attendees. Thank you to our conference sponsors and exhibitors, without whom our fantastic conference would not have been possible. Thanks as well to our staff and volunteers for working tirelessly to plan and execute our largest conference ever. Of course, thank you to everyone who was able to attend this year’s conference as well, and if you were able to join us for Yesterday, Tomorrow and Finance at the Disneyland Hotel this year, I hope you walked away feeling that the return on your investment was highly favorable. So as you peruse this conference edition of the CSMFO News, I trust that you’ll feel inspired to join us next February, as we move to the San Jose Convention Center for our first northern California conference since Sacramento in 2017. Executive Director’s Message Melissa Manchester, Executive Director A couple months ago I wrote to you all about how our conference closing keynote speaker, Steve Gross, changed my life for the better back in 2007. After sharing that I was a little nervous that I’d oversold it…that the reality wouldn’t live up to my rose-colored memory. I needn’t have worried. If you were there for the closing session, you know what I’m talking about. This presentation, on optimism, hit me just as hard as the one over a decade earlier. I was drawing correlations to my own life (and particularly my kids’ lives), and more than once had to hold back tears. I know several of you that I spoke to after the conference were likewise moved; if any of you would like to share your stories about how this or the other two keynotes affected you, I’d love to hear from you. melissa@staff.csmfo.org One of the best things about the day for me was meeting Steve Gross and tell him what an impact his long-ago presentation had had on my life. He expressed his gratitude in learning that his speech had an effect on me, and (characteristically, I’m learning) downplayed his role in it by saying that it wasn’t all him, clearly I had been ready and waiting for a “spark.” Fast forward to Sunday night. I’m back home, chilling on my couch, checking my emails on my phone (because I can’t not) and I see an email from an address I don’t recognize, with a subject line of “THANK YOU!!” I open it, suspicious, and then quickly my distrust turns to heartwarming tears. The email was from Steve Gross’s father, Herb. See, I had emailed Steve the article I’d written about him back in December, and he’d forwarded it to his dad. His dad got my email address from that (Steve didn’t know he’d written me), and proceeded to thank me for letting his son know what an impact he’d had on my life, and how blessed they felt by what I’d written. He shared that Steve often worries at how much his work keeps him away from home, and wonders if the trade-off is worth the sacrifices. Unsolicited messages like mine, he said, “inspire him to continue the good fight” and that my message did for him (and his dad) what his message did for me in 2007.

“In my mind, it answers a tongue-in-cheek question that George Carlin once asked. The question was “If we are here to help others, what are the others here for?” The answer to the question, at least as I see it, is that sometimes we are the “we” and at other times we are the “they.”” I’m sharing this with you because it so exemplifies the fact that we never know what impact our actions may have on another person. What if I hadn’t shared my story with you all? What if I hadn’t shared it with Steve? Would anything bad have happened? No. But a whole lot of good wouldn’t have happened either. I’d like to encourage you all to share your stories. Tell the people who have made a difference in your lives what an impact they’ve had. Be brave enough to make yourself that vulnerable. I guarantee you someone somewhere needs to hear it. And if you were likewise moved by Steve Gross’s presentation, I encourage you to let him know. steve@ligplaymakers.org

The Happiest Exhibit Hall On Earth It was difficult to not walk through the 2020 CSMFO Conference Exhibit Hall without a large smile across your face. Members and exhbitors genuinely happy to be there interacting, networking, sharing ideas and opportunties. 2020 CSMFO Golf Tournament For the 2020 Conference, CSMFO Disney aficionados competed on Pelican Hill’s North Ocean Course in Newport Beach, California. The Ocean North Course features panoramic views from every hole of the Pacific Ocean and this day it was so clear we could see Catalina Island sitting 22 miles away from the shore. The morning routine included networking, last minute fine tuning of golf swings on the range and heading out to take on Tom Fazio’s beautifully designed North Course. Once the rounds were completed and score cards turned in, we socialized just outside the beautiful clubhouse enjoying appetizers and quenching beverages while sharing our tales of great shots and possibly some putts that almost went in. Congratulations are in order this year to the winning team, who finished with a final team score of 62. The team included Brad Rockabrand from Eide Bailly, LLP, Joann Gitmed from Eide Bailly, LLP, Brent Byrne from Quartz Hill Water District & Ryan Smith from City of Aliso Viejo. The men’s and women’s long drive champions were Bobby Young from HDL Companies and Teresa Miller from Eide Bailly, LLP. The Closest to the Pin winner was Kyle Johnson from City of Glendora. Thank you to all 104 participants who were able to join us for a perfect day of great golf and views that were second to none. This year we had not only the most players participating but also the most corporate sponsors than ever in CSMFO history. Local Chapter Engagement Experiences Karla Romero, City of La Quinta Chapter engagement was in full swing during the 2020 conference. With several opportunities to connect, laugh, enjoy a bit to eat with a cold beverage, or breakfast for those early morning risers. Chapter Chairs and Vice Chairs are often closest to CSMFO members. They coordinate year-round local training events which drive ongoing engagement with CSMFO. On Thursday night the conferenced offered a sponsored cocktail reception to promote chapter engagement and meet the CSMFO leadership team. Discussions were lively and included great topics for upcoming chapter training sessions, who’s new to the leadership team, and who’s available to support everyone’s future success. CSMFO Board Members were in attendance to recognizing and thank the chapters for the important work and resources they provided. In the grand ballroom on Friday morning each chapter had a few assigned tables to again engage with members while enjoying a delicious breakfast and an abundant amount of coffee to jolt everyone wide awake. Chapter Chairs were formally introduced and provided members with a warm welcome to 2020. Chapter Chairs and Vice Chairs discussed new training ideas and how to further collaborate with members. Members also discussed their roles (new and continued) within their organizations. Breakfast concluded with the Annual Conference Business Meeting where CSMFO President, Steve Heide, provided a membership overview and a few Board updates. New Core Course In Local Budgeting Presented At Pre-Conference Session David Cain, Retired Director of Finance – Adjunct Professor CSUN, CPP & CSULB CSMFO’s Mission is to “serve all government finance professionals through innovation, collaboration, continuing education and professional development.” To that end, CSMFO’s core course program of in-person training sessions has been expanding in recent years, with the addition of classes in Investment Accounting (one course) and Revenue Fundamentals (two courses). The next addition that has been identified by the CSMFO leadership is a two-day core course on budgeting. During the 2020 CSMFO Annual Conference, held in Anaheim at Disneyland Hotel, was the inaugural budget session entitled ”Building a Better Budget: Best Practices and Insightful Perspectives for the Budget Practitioner”. CSMFO’s new core course covered budget fundamentals providing new budget analysts with a comprehensive review of the budget process and related issues. In this pre-conference session, the first two of four modules of the new core course were offered, covering “Foundations of Budget Management” in the morning and “Building the Budget” in the afternoon. Key concepts which were covered included types of budgets, the relationship between the accounting and budget functions, the importance of accurate forecasting and long-term financial planning, best practices for the budget process, personnel budgeting, and key concepts in non-personnel budget management. Attendees left this session with useful best practices, practical exercises and examples, and valuable perspectives from budget practitioners. The facilitators were Ken Brown, Principal, HdL Companies, and David Cain, Retired Finance Director, City of Fountain Valley, both seasoned public sector budgeteers’. Plans are being made to make this first budget core course available in alternating locations in both northern and southern California in late summer early fall and then regularly in the future. The second day budget training core course will include Module Three – “Budget Documents and Reporting” and Module Four –“Advanced Budget Concepts” which will be more focused and appeal to the more seasoned budget and finance professionals. These two modules are being developed with the goal of making them available in early 2021. The CSMFO Board and leadership are excited to have this opportunity to expand the core training and professional development options focusing on budgeting best practices for all our members. Look for news about the upcoming in person trainings for budgeting in the months to come.

2020 CSMFO Tennis & Pickleball Bank of the West (BOTW) started off the CSMFO Annual Conference with the 9th Annual Tennis and Inaugural Pickleball Mixer. The pre-conference event was located at the Anaheim Tennis Center and led by Head Pro Mike Nelson. This was Mike’s third time hosting the CSMFO BOTW mixer at his facility. Mike and his team did an amazing job coaching attendees and coordinating the Tennis and Pickleball round robin! The mixer was organized by Lily Ng, Managing Director and Government Banking Manager for Bank of the West. Everyone arrived on time and we started the day with introductions and networking over lunch. Our special guest CSMFO President, Steve Heide, kicked off the event with words of encouragement and a preview of the great mixer and conference to follow! The Pros started the event helping attendees warm up with tennis drills and games to get back into the “swing” of things. Once everyone was warmed up, we broke out into two flights and started the round robin tennis mixer. After the tennis mixer concluded, we switched gears to a new component of the mixer: the Pickleball clinic. The Pros walked us through the rules and nuances of Pickleball, including an explanation of what it meant to “stay out of the kitchen.” The “kitchen” is the area directly in front of the net and is considered a non-volley zone. This is a particularly difficult rule adjustment for tennis players, who try to poach and attack from that space. Ellen Clark of PFM summed up everyone’s initial thoughts on this rule change: “Pickle ball? Say what? You can’t step into the kitchen?” With help from the Pickleball Pros, we were able to practice our pickleball groundstrokes, volleys, and serves. In addition to adjusting to the volley rules, our group adjusted from hitting a heavier tennis ball with a larger racket, to hitting a whiffle ball with a smaller paddle. Pickleball was an amazing addition to the mixer. It’s fun to play and relatively easy to pick up, even if you have never played before. If you are looking for a new sport, I highly recommend looking into Pickleball! I think it’s safe to say that everyone got a good workout at the mixer. Lily promised that attendees would have at least four solid hours of playing pickleball and tennis, and she carried through on that promise! My tired legs moved a little slower as I walked through Downtown Disney later Tuesday night. Donna Ventura from the City of Oxnard attended the mixer for her second year and took home the bronze medal in Pickleball. Regarding the mixer, Donna commented: “This is such a fun event and a great way to network in a smaller group than the 2,000 attendees at the conference. Lily and the Pros do a great job of organizing the event. Everyone gets something out of it regardless of what level they play at. I really enjoyed learning to play pickle ball too!” Linda Scholink from the City of Sand City took home the silver medal in Pickleball, and said the mixer was “a great way to start a conference. We get to burn some energy and connect with people we normally don’t get to see much of during the week. I look forward to connecting with some of the same people each year and making new connections and friends.” Max Mojab from Piper Sandler was a first-time attendee finished the day with a gold medal in Pickleball. Max noted that “as a first-time attendee, it was a fun and productive day of connecting and meeting new people, playing tennis and trying Pickleball for the first time. I look forward to doing it again next year!” CSMFO thanks Bank of the West for organizing and hosting the mixer, and Oracle for sponsoring the trophies. With a special thank you to Lily for her continued dedication and drive to make the annual mixer a fantastic conference experience!

Yesterday, Today and Finance’s Keynote Speakers David Cain, Retired Director of Finance – Adjunct Professor CSUN, CPP & CSULB For those of you that may have missed a keynote or two due to the need to make it to the newest Disney attraction “Rise of the Resistance” we wanted to provide a briefing on all three keynote speakers. By the way, (and don’t tell anyone I told you this) the new ride is not just a ride but an experience. From getting your boarding number at exactly 8 am inside the park, to the que, to the actual ride and then an amazing ending. So, now let’s get back to the stories and lessons learned from our three keynote speakers. All three of our keynote speakers provided us with some practical advice that we have been able to take back to our own finance world. We heard from Jeffery Barnes talking about “Making Choices” using the Wisdom Walt Disney to Rebecca Ryan defining for us Strategic Foresight and Future Trends we should pay attention to in our organizations. With a Friday wrap-up from Steve Gross on “Life is Good”.

JEFFERY BARNES – The Wisdom of Walt $40, a single suitcase and a one way ticket . . . . Where is your life taking you? What is your dream? Jeffery used the five original A, B, C, D, E coupons to share with us about “Five Life Changing Choices” which include: • Keep moving forward • Use courage to confront conflict • Stop looking and start leading • Let go of limiting beliefs • Dismiss your doubts and doubters We also got to learn about the Walt park bench, choosing our favorite Disney ride (Rise of the Resistance) and Disneyland song (It’s a Small World After All)! We were reminded about the importance of other people in our lives such as Walt’s brother Roy. We all know that Disneyland will never be complete. Walt Disney lived his dreams because he took steps – action – towards making those dreams come true. How many steps are you from your dream, but you must take action—any action—to bring you one step closer. List, right now, the steps you need to take to make your dream a realization.

REBECA RYAN – The Future is Yours to Create Well the “Human Sparkplug” did not let us down as she energized us to be “Futurists”. Aka Ready, Set, Future! Rebeca talked about how foresight can give our communities and organizations an advantage in the future. Also, we need to look at top trends with low impact and uncertainty and focus on those with high impace and greater certainty on our organizations. We looked at the six step foresight process as a tool that can give our communities a competitive advantage. She noted that senior executives use the 40/30/20 rule and therefore devote less than 3% of their time to building a perspective on the future. Where is your organization spending its time? 33

C S M F O Each one of us should be asking the following question: If a city next door announced that they were going to become the best in the state, resolute on stealing your best employees, attracting your residents and businesses, what would they do to make you irrelevant? Next, Rebeca notes that America is Seasonal, and we are in the Winter season (2009-2030). Ryan emphasizes two things winter’s leaders should provide: perspective and control. We want people not to give into fear and fall into nonproductive pandemonium. We can do that by reminding others that we’ve been through all kinds of crises before and always made our way out. During this season we as leaders can help build a better future. For winter to change back to spring, people have to change, and you have to give them the space to change. The secret of change is to focus all of your energy, not on fighting the old, but on building the new! Rebeca Ryan then led a break-out session following the keynote where the topic was “Putting Foresight to Work: Are you Future-Ready? Governance Everyone participated in The Big Sort, a table top card game, to discuss and debate the trends most likely to affect our agencies in the future. THE FUTURE IS 2021 To close out the final general session our shoeless and tieless President-Elect Marcus Pimentel told us “the way to San Jose” was via the CSMFO 2021 conference to be held at the San Jose McEnery Conference Center and hotel complex. Please put February 16-19, 2021 on your calendars as we look forward to another great CSMFO annual conference. The goal is to exceed our 2020 conference attendance of just over 2,000 members. So plan to set aside time to attend the 2021 conference with more pre-conference sessions, over 60 plus general breakout training session opportunities and of course the great keynote speakers. CSMFO Giving Back This year’s 2020 Conference included special touches of gratitude and giving back to others. In honor of giving back, Tyler Technologies made a $5,000 donation to the Orangewood Foundation. Conference attendees were asked to share what they had achieved in 2019 or hoped to achieve this coming year. Blank cards were available on a story wall to fill out and turn in. The booth’s theme was “you share, we donate.” The Orangewood Foundation, a non-profit organization in Orange County strives to prepare youth transitioning from foster care, support those experiencing homelessness, and aid community youth needing innovative support to reach their greatest potential in our society. Additionally, CSMFO purchased 1850 FEED bags four our attendee swag bag at registration, resulting in 18,500 meals provided to children who need them. We recieved the following letter from FEED:

Jennifer Wakeman Volunteer of the Year Award The Leadership of CSMFO feels that recognition is important and that is why we created the Volunteer of the Year Award to highlight an individual who helps us excel. Jennifer Wakeman has been instrumental in moving forward an initiative that has been near and dear to many of us in CSMFO leadership. We all talk about succession planning, and looking ahead in our world of municipal finance, student engagement has been an area targeted for increased focus. She led our Ad Hoc Student Engagement Committee of 12 committed CSMFO members who reached out to students throughout the state resulting in 40 CSMFO student members, some attending this year’s conference. Through her leadership and board updates, she helped shine a light on the future of municipal finance. Jennifer Wakeman has been a remarkable champion of this student engagement effort as lead of the Ad Hoc Committee, to the point that Student Engagement will now be a permanent standing committee. CSMFO Leadership and the organization as a whole, appreciate your time and boundless energy to lead this effort. You’ve embraced the workload, got others involved and did so always cheerfully.

David Cain Distinguished Service Award The CSMFO Distinguished Service Award recognizes outstanding service on the part of an individual to the field of municipal finance. This is the highest honor that is bestowed by the Society. It is not a competition, and not necessarily awarded annually, but is given at such times as a person is judged deserving of the honor. David Cain has more than 45 years of professional experience in the public and private sector, working in management and finance for cities and special districts, and also as a consultant to local government. As a CSMFO board member and committee chair, and currently a senior advisor to one of our standing committees, David joined CSMFO in 1993. He has served on a number of annual conference host committees, and has been primarily responsible for identifying and securing our fantastic keynote conference speakers over the last several years. David is the retired Director of Finance and Treasurer for the City of Fountain Valley, and his public service career includes work for the cities of Chino and Sierra Madre, Moulton Niguel Water District, and the City of San Bernardino during its bankruptcy proceedings, including being a consultant with Urban Futures. Professor David Cain teaches Public Budgeting and Financial Administration, Public Sector Labor Relations, Public Policy Analysis and Human Resource Management at Cal State University Northridge, Cal State Long Beach and Cal Poly Pomona. In addition to CSMFO, David is a member of CMTA and GFOA, and is a frequent contributor to the CSMFO News. In retirement, David never fails to raise his hand when CSMFO issues a call for volunteers, and David continues to demonstrate his passion for and commitment to local government and public service, through his continuing work in higher education. For outstanding service in the field of municipal finance, we honor David Cain as a 2020 recipient of the CSMFO Distinguished Service Award.

Laura Nomura Distinguished Serivce Award In 2020 we have a second Distinguished Service Award Recipient. Laura Nomura’s three decade plus professional career started as an auditor, and for roughly the last 20 years, her public service career has included a number of local government positions of progressively increasing responsibility, including in cities and special district. Laura is a public servant and has been an active CSMFO member for many years, serving as chapter chair, committee chair, senior advisor, board member and president of CSMFO. She has worked on a number of annual conference host committees, site selection committees and never hesitates to answer the call for the benefit of CSMFO members. Laura Nomura is a certified public accountant, and is the Deputy General Manager of the Eastern Municipal Water District in Perris, California. Her career includes work in finance and administration with the cities of Riverside, Hemet, Irwindale, Riverside Public Utilities, McGladrey and Pullen, Fleming Reiss and Company, and Laura has also held positions in private industry. Laura is a graduate of Cal State Fullerton, and served as CSMFO President in 2012, presiding over our conference here at the Disneyland Hotel, eight years ago. Laura currently serves as the Chair of the CSMFO Career Development Committee, whose primary objective is to promote the professional development of our members by providing affordable and accessible training opportunities. Among many other accomplishments, Laura was instrumental in the recent process of successfully transitioning services from long-time career development consultant Don Maruska to a new strategic partnership with GFOA. For outstanding service in the field of municipal finance, we honor Laura Nomura as a 2020 recipient of the CSMFO Distinguished Service Award.

City of Ukiah & Midpeninsula Open Space District

Innovation Awards

In 2019, CSMFO received 124 applications for our awards programs, with 161 CSMFO members volunteering their time to serve as budget, CAFR and innovation reviewers. (104) of the applications received were for the Operating Budget Award Program, (2) for the Capital Budget Award Program, and 2 for the Innovation Award Program. The Innovation Award recognizes innovation in public sector finance in a variety of areas, including accounting, treasury, and procurement. An Innovation Review Panel comprised of CSMFO board members and Recognition Committee leadership score the applications. The Innovation Review Panel can choose to present up to three awards per year. We are pleased to present two Innovation Awards this year: The first Innovation Award, and in no particular order, goes to the City of Ukiah for their Electronic Budget. Over the last two years, the City of Ukiah has taken budgeting to new heights in an effort to streamline their budget process. Partnering with OpenGov, the City budget team worked with Council to establish a centered focus on transparency. The City of Ukiah created an interactive budget book that is meant to be all electronic. Various reports were created and uploaded to the OpenGov platform. These reports give the reader an interactive experience by allowing them to review the budget data at a high level or drill down for detail. Budget to actual information is live data that is updated each evening for tracking and use by all types of end users. The second Innovation Award goes to Midpeninsula Open Space District for their Midpeninsula Project Central. The Midpeninsula Regional Open Space District, or Midpen, is a special district managing over 63,000 acres of public land in 26 open space preserves in Santa Clara and San Mateo Counties. As a Special District, they are a small team managing many large projects to protect natural open space lands, construct public access improvements, and restore and enhance open space land. Midpen developed Project Central to unify project information and financials to improve collaboration and transparency. Project Central is a project management system which provides a tool for project managers to store and collaborate on documents, track project tasks and budgets, and communicate project status across the organization. Project Central’s dashboards roll up project statuses, providing the executive team summary level views across Midpen’s project portfolio.

Joan Michaels Aguilar Year In Review Joan Michaels Aguilar, 2019 CSMFO President Some Magical Memories to Share Can it be possible that the 2020 CSMFO Conference in Anaheim, aka Disney, has come and gone already? I hope that you had as an amazing experience, as I did, between the educational sessions, vendor exhibit and special events. So many sessions were standing room only, even the ones that were repeat sessions! I had the good fortune to wear multiple hats during this conference. It concluded my year as 2019 President and I had the privilege to pass the gavel to incoming 2020 President, Steve Heide. Steve was great in allowing me to be a member of the Host Committee to help plan the conference knowing I am a BIG Disney fan, as well as act as a liaison to one of our out of state guests from Oregon, Kathy Leader. Since this is our annual print edition, I expect you will see other authors and articles share the special moments at events such as the President’s Dinner held at Napa Rose and the Wednesday Late Night event at California Adventure which was so much fun, even though it was a late evening. Plus, we had some great awards bestowed this year with our Volunteer of the Year, Jennifer Wakeman leading our efforts on student engagement and two Distinguished Service Award honorees – 2012 Past President Laura Nomura and former Board Member David Cain. All three award recipients remain very active in CSMFO activities. C S M F O On a personal note, I was particularly thrilled to have a photo taken with Steve Gross wearing my own Life is Good shirt. I have been a long-time fan of the organization and the good work they do, and found his talk very inspiring, and dare I say I even teared up a couple of times. I was so glad they had an option to purchase their book on-site and look forward to reading it soon. This will be a book I cherish in my library. For those readers out there, Jeffrey Barnes also has an amazing book titled the Wisdom of Walt – Leadership Lessons from the Happiest Place on Earth. At each conference, I know I run into colleagues, and sometimes people have started new jobs or are contemplating whether they should make the leap. I think that is one of the take-aways, with many in our municipal finance field reaching retirement, have the confidence to move up in your organization or pursue that next step at another agency that can value your expertise. If you have read some of my columns in the CSMFO News throughout the year, I have encouraged involvement in CSMFO, whether it be volunteering to help out at your chapter meetings, becoming a committee member – CSMFO now has a student engagement committee led by Craig Boyer who is looking for members. This may mean talking about municipal finance at a local college/university to encourage the next generation to join this viable career opportunity. At the conference, I had the pleasure to speak to a student from Cal Poly Pomona, who was very excited to be attending and her enthusiasm was infectious. In conclusion, I will say that CSMFO has been a wonderful organization for me, I have met people that are now my friends and family. It helped me advance my career over the years and I am proud to have mentored others to get more involved. This past year, as I mentioned, the Board authorized the establishment of the Student Engagement Committee and an ad hoc group completed a comprehensive review of the by-laws which will be brought before members for a vote, thereby meeting some of our strategic plan goals. The road may have been bumpy some of the times, but as the quote goes “Falling down is an accident…staying down is a choice.”

President’s Dinner Ernie Reyna, Finance Director, City of Perris

Each year, the CSMFO President hosts the annual “President’s Dinner” which is the unofficial start to the Annual Conference. On Tuesday evening, January 28, 2020, the CSMFO President and Finance Director of the Chino Valley Fire Authority, Steve Heide, held the annual dinner at the Napa Rose restaurant located inside Disney’s Grand Californian Hotel & Spa. This dinner celebrates and honors past CSMFO Presidents by bringing them all together in attendance and recognizing them each individually. Planning for this illustrious event takes many months from special individuals who dedicate their time and efforts to locate a restaurant that can capture the essence of CSMFO. In attendance were 19 past presidents, CSMFO Members in leadership, and sponsors that gave generously to support the Annual Conference. This year the top sponsor, or E-Ticket Sponsor, of the Annual Conference was Urban Futures, Inc., or UFI. UFI has 20 municipal and financial advisors with backgrounds as city managers, finance directors, general counsel, public finance investment bankers, rating analysts, and public agency auditors. UFI’s core values include commitment, excellence, passion, and results. The night began promptly at 6:00 PM in the Napa Rose restaurant with a cocktail reception. This hour is used to mingle and network with friends you have not seen in a while or make some new ones. The theme of the 2020 Annual Conference was “Yesterday, Tomorrow, and Finance” and that motto resonated with everyone in attendance as we recognized and honored the past presidents while acknowledging the future leaders in the room. The reception hour soon gave way to dinner time. The arraignment was buffet style with a slight twist! Hungry diners got the option of walking right up to the chefs and grabbing their meal directly from a sizzling pan or hot oven. The food options were plentiful as the menu included scallops, salmon, beef steaks, and of course, lamb shanks. There were also plenty of side dishes including mashed potatoes, vegetables, sauces, and numerous other items. As if that was not enough, dessert was also provided, which almost looked to perfect to eat, but people pushed past that and devoured their sweets. In addition to having wonderful food, the company was second-to-none. For those in CSMFO leadership, we look forward to this particular dinner because they are always the most memorable in terms of food quality and an opportunity to attend with your significant other while getting all dressed up for a great event. Since UFI was the E-Ticket Sponsor, they were gracious enough to allow CSMFO Board Members Stephen Parker and Ernie Reyna, along with their wives, to sit at their table. Julio Morales, Managing Director of UFI, provided endless amounts of stories from his personal and business life, which included his wife, seven-year-old son and their collective personal love of Disneyland. For anyone wanting to experience a President’s Dinner, the key is to become involved either on a committee as a Chair or Vice-Chair, or on the chapter level, also as a Chair or Vice-Char. CSMFO is always looking for new names and faces to assist, and the rewards are so very worth it! Who knows, maybe we’ll see you at next year’s President’s Dinner.

I always look forward to the President’s Dinner and Late Night Event, but being at the most magical place on Earth made it that much more exciting!

Attending the CSMFO Annual Conference is like going to a family reunion. Dozens and dozens of friends that I only see once a year, all coming together in one spot. Harriet Commons Program Coordinator Two things - seeing people I don’t normally get to see during the year, and having the program all come together. Spending quality time with long-time friends (I’ve been attending CSMFO conferences since the 1980s), and getting to know new friends a bit better.

Set up day, where staff and CSMFO volunteers help prepare all of the conference bags. It’s the first time we get to see some staff and members, and you can tell everyone is excited to kick off the week! Staff made it fun by playing music, which lead to some singing!

I was looking forward to seeing the CSMFO members that I only see once a year, like Bob Biery! My favorite memory is seeing that general session room filled to capacity. I loved our staging in there!
