MESSAGE FROM CAIS COMMITTEE CHAIR

We are so happy to have you attend the 18th annual ASCE California Infrastructure Symposium! The California Infrastructure Symposium began in 2006, and initially was held in Sacramento as part of the Legislative Fly‐In. The symposium has evolved since then and in 2013 the sections of the region, San Diego, Los Angeles, San Francisco, and Sacramento, rotate to host the annual symposium. ASCE Region 9, representing the State of California, and the ASCE Sacramento Section, are jointly pleased to bring together this symposium that aims to focus on California specific infrastructure and policy issues. Our vision this year is to enhance the experience for our members by creating more opportunities to come together to connect, engage and collaborate with our industry peers. We extended the symposium to include a technical tour and networking socials. Of course, we still have the regular symposium line up with excellent keynote speakers and technical sessions to share with you and the celebration of the Region 9 Awards.

This year’s theme is “Building Better Together” where we will bring together those best-suited to tackle infrastructure challenges and opportunities: public and private engineers, analysts, planners, contractors, suppliers, and innovators. Infrastructure categories of greatest societal need and economic impact are featured. Government and agency professionals share direction and guidance; consultants and contractors offer success stories and lessons learned; attendees learn, network, and go forth with a greater perspective.

I’d like to recognize the CAIS committee who volunteered their time and have spent months preparing for this symposium. I want to personally thank all of you for your dedication and commitment. Thank you also to the ASCE Sacramento, Section board and Capital Branch board for your resources and support.

The Region 9 technical track committees worked tirelessly to develop the amazing technical sessions and outstanding speakers. Thank you to the transportation track lead, Sue Hida, the water track leads, Jordan Ollanik and Rob Roscoe, and the general track lead, Kurt Yoshii.

Lastly, we wouldn’t be able to dream up an event this big without the generous support from our symposium company sponsors and public sector supporters. Thank you so much for your ongoing contributions to the industry and support of ASCE!

Adán Ortega, Jr. took office as chair of the Metropolitan Water District of Southern California on January 1, 2023. He is the first Latino chair to be elected to the post.

The principal of Ortega Strategies Group, he has worked in government relations for 30 years and has helped lead efforts to bring technical assistance to small community water systems in disadvantaged communities around California.

He served as Metropolitan’s vice president of external affairs from 1999 to 2005. Prior to joining Metropolitan, Ortega served as chief deputy for then-Secretary of State Bill Jones and as assistant general manager of both West Basin and Central Basin municipal water districts. In 2013, he was appointed by Gov. Jerry Brown to the California Water Commission. Prior to that, he was appointed by Gov. Arnold Schwarzenegger to serve on the California State Board of Food and Agriculture, where Ortega chaired its water committee from 2005 to 2012. A Fullerton resident, Ortega has bachelor’s degrees in English and history from Whittier College.

Roger Niello has been a Sacramento resident for most of his life, having graduated from Encina High School in Arden.

After earning his undergraduate degree from the University of California at Berkeley and his Master’s Degree from the University of California at Los Angeles, Roger began his career as a Certified Public Accountant. In 1974, Roger joined his family business, the Niello Auto Group, and spent the next 25 years running retail automobile dealerships with his family partners.

Roger was elected to the Sacramento County Board of Supervisors, in a special election in 1999 and in 2004 was elected to the California State Assembly and re-elected twice. During his six years in the Assembly, Roger served on the Transportation Committee, Banking and Finance Committee, Public Employees, Retirement and Social Security Committee; Business, Professions and Consumer Protection Committee, Insurance Committee, Budget Committee, Joint Legislative Audit Committee, Joint Committee on Emergency Services and Homeland Security, and the Select Committee on Foster Care.

After his time in the Assembly concluded, Roger accepted an appointment as President and CEO of the Sacramento Metro Chamber of Commerce. Roger was elected to represent Placer and Sacramento counties in the State Senate in 2022.

Throughout his career, Roger has been a dedicated community and civic volunteer, including service as President of the Golden State Voter Participation, Chair of the Sacramento Valley Lincoln Club Board, Co-Chair of the California Civic Learning Partnership in Sacramento County, member of the University of California Center Sacramento Advisory Board, the Dignity Health Sacramento Service Area Hospital Community Board, the Greater Sacramento Economic Council Board, and Sacramento Rotary.

Lee Ann Eager has served on the California Transportation Commission since 2020 and just concluded her second term as Chair of the CTC. She is the former President/CEO of the Fresno County Economic Development Corporation, a business development non-profit focused on driving inclusive economic growth throughout Fresno County. Her work included attracting investment to the area, industry recruitment and retention, rural business expansion, and public policy initiatives as part of the region’s vision to create long-term economic resiliency.

Ms. Eager plays a key strategic and leadership role within the Central Valley and throughout California, working with stakeholders within the private, public, philanthropic, and academic sectors— nationally and internationally. She earned a strong reputation for leading the EDC into becoming a dynamic, agile, and internationally award-winning organization that strives to meet the needs of both employers, workers, and job seekers to take part of the community’s economic growth.

Lee Ann has been working diligently on the High-Speed Rail Project for the past 15 years including helping local businesses who are being affected by the construction of the project and working in partnership with the trades and our local workforce development board in ensuring that local businesses and workforce have every opportunity to work on this historic project. She has been a vocal proponent of the High-Speed Rail project and workforce development across the entire state.

Ms. Eager graduated Summa Cum Laude from California State University, Fresno, and also earned her Doctor of Jurisprudence from the University of California, Davis School of Law. Ms. Eager serves on the Fresno State Transportation Institute Board as well as being an inaugural member of the Women Transportation Seminar Cen-Cal Chapter.

Assemblywoman Lori D. Wilson was elected in April 2022 to represent California’s 11th Assembly District which includes all of Solano County and portions of Contra Costa and Sacramento Counties. The District includes the Cities of: Benicia, Dixon, Fairfield, Oakley, Rio Vista, Suisun City, Vacaville and Vallejo.

Prior to her election to the Assembly, Lori Wilson was the first Black female Mayor to serve in the entire history of Solano County. First elected to the Suisun City Council in 2012, she served as Vice-Mayor for six years before winning the Mayor’s race in 2018. During her tenure, Lori demonstrated a track record of fiscal responsibility while leading efforts to bring more housing, jobs and diversity to Suisun City.

In addition to being an effective and results-oriented legislator, Assemblywoman Wilson’s tenure in the Assembly has also resulted in multiple historic moments. First, Assemblywoman Wilson is the only Black woman in California history to be appointed Chair of the influential Assembly Transportation Committee. Dating back to 1954, the Transportation Committee oversees California’s transportation infrastructure, networks and state agencies tasked with delivering California a safe and efficient transportation system.

Assemblywoman Wilson’s track record in the California State Assembly includes delivering policies that create good jobs, keep the community safe and improve the quality of life for her constituents and the people of California. Lori is focused on bringing state services directly to individuals, local businesses, veterans, non-profits, and local governments who need help interacting with government agencies, like the Employment Development Department.

Lori is a graduate of California State University, Sacramento with a Bachelor of Science degree in Business Administration with a concentration in Accountancy.

WATER SESSION 1: Colorado River: Future Planning

Future Planning and Reallocation of Supply the Colorado River is crucial to California, providing approximately 1/3 of all water for Southern California cities. California is the largest recipient with a 4.4-million-acre foot present annual allotment. Climate change and future droughts will continue to reduce basin yield and stress communities that depend on the Colorado River. This is particularly true for irrigators who hold rights to the majority of the California allotment. This panel will provide a background into the original allocations, discuss current efforts to better align river allocations with hydrologic realities, and provide insight into managing future droughts.

Speaker Biographies

With more than 29 years of experience with Reclamation, Jacklynn leads over 800 employees in the region, which encompasses the last 700 miles of the Colorado River to the Mexican border, southern Nevada, southern California, and most of Arizona. She oversees hydropower operations and maintenance for 15 facilities, including Hoover Dam, as well as the implementation of the Lower Colorado River Multi-Species Conservation Program, a multi-agency effort to conserve and work towards the recovery of endangered species and to protect and maintain wildlife habitat on the lower Colorado River.

Jacklynn’s career in water management began with Reclamation in 1992 after attending the University of Colorado, where she earned bachelor’s degrees in both biology and civil engineering, and a master’s degree in public administration. She is a licensed professional engineer in Colorado. Jacklynn received the Superior Service Award, one of the Department of the Interior’s highest awards for career employees, as well as the Unit Award of Excellence for her outstanding leadership during the Big Thompson Canyon Flood in 2013.

Paul Miller currently works for the Colorado Basin River Forecast Center as the Service Coordination Hydrologist in Salt Lake City, Utah, and is also the Climate Focal Point for the office. Prior to joining the CBRFC in November 2012, Paul worked for the U.S. Bureau of Reclamation, Lower Colorado Region for about 7 years investigating the impacts of climate change to the Colorado River Basin. Paul received his B.S. in Environmental Hydrology and Water Resources from the University of Arizona in 2003, his M.S. in Environmental Engineering from the University of Notre Dame in 2005, and his Ph. D. in Civil and Environmental Engineering from the University of Nevada, Las Vegas in 2010. His dissertation was titled, “Assessment of Impacts to Hydroclimatology and River Operations due to Climate Change over the Colorado River Basin.” He has also taught introductory hydrology and fluid mechanics courses at the University of Nevada Las Vegas.

Bill Hasencamp is the Manager of Colorado River Resources for the Metropolitan Water District of Southern California, where he develops and manages water supply programs to augment Metropolitan’s Colorado River supplies. He has been with Metropolitan for 22 years, negotiating transfer agreements with irrigations districts, exchange agreements, and funding new water supply projects to augment Metropolitan’s Colorado River Supplies. Bill is one of California’s representatives to the Colorado River Salinity Control Forum.

Bill’s hobbies include long distance bicycle touring, which led him on a three-month bicycle ride across the United States.

Through the Infrastructure, Investment, and Jobs Act (IIJA), the State of California is receiving $24.18 billion dedicated to Department of Transportation projects. We break the windfall into three categories: State, Local, and High-Speed Rail. First, we hear from Caltrans regarding the breadth of funding for work on the state highway system. Second, we hear from Caltrans’ Local Assistance that overseas funding to over 600 cities, counties, and regional agencies. Lastly, all-aboard for high-speed rail in the Central Valley.

Speaker Biographies

Michael Johnson is the Caltrans State Asset Management Engineer. Mr. Johnson has been with Caltrans 32 years and in his current capacity, he is responsible for leading the implementation of asset management at Caltrans and the development of the State Highway Operation and Protection Program (SHOPP). The SHOPP is a $5 billion annual program of projects that address rehabilitation and operation needs for the state-owned transportation system.

Mr. Johnson holds a Bachelor’s in Civil Engineering and a Masters Degree in Structural Engineering from California State University Sacramento. Mr. Johnson has held numerous national positions with the Transportation Research Board, American Association of State Highway and Transportation Officials (AASHTO) and Federal Highway Administration Expert Task Groups. Mr. Johnson has published numerous papers in the areas of bridge inspection, bridge management and asset management.

William “Bill” Casey was appointed to Chief Operating Officer (COO) for the California HighSpeed Rail Authority (Authority) by Governor Gavin Newsom in February 2023. As COO, Casey is responsible for the delivery of all construction and engineering elements of the highspeed rail project and to ensure they are delivered within scope, schedule and budget.

Prior to joining the Authority, Casey spent over 30 years at the California Department of Transportation (Caltrans) managing a wide range of transportation projects including those with budgets reaching into the billions of dollars. At the time of his appointment, Casey was the Deputy District Director, Construction, District 4 managing the construction program for all nine bay area counties.

Casey’s tenure at Caltrans included several notable mega projects including the I-880 Cypress Replacement Project and the San Francisco-Oakland Bay Bridge (Bay Bridge) new East Spans Replacement Project. Casey managed several of the multi-day Bay Bridge full facility closures and spent time in the People’s Republic of China managing the new East Spans steel tower and deck fabrication work.

Casey is a member of the American Society of Civil Engineers and the Professional Engineers in California Government.

This session will provide an update on what the Port of Long Beach is planning for improving operations, reducing greenhouse gases, and creating a more resilient infrastructure to the effects of climate change. The US Army Corps of Engineers will expand the discussion to all waterways and levees. The session ends at the Port of Stockton where a new viaduct will improve access, reduce congestion, and resist earthquakes.

Francisco Aragon, P.E., M.ASCE

Francisco is a Deputy Chief Harbor Engineer with the Port of Long Beach and has over 20 years of experience in program management, construction management, and contract administration. His experience includes commercial building projects, heavy civil, rail, and sea ports. Francisco graduated from Cal State LA with a BS in Civil Engineering. He is a licensed Civil Engineer in California and a Certified Construction Manager (CCM.) Francisco previously served as President of Los Angeles Younger Member Forum and the Los Angeles Branch of ASCE.

Colonel James J. Handura assumed duties as the Commander and Division Engineer of South Pacific Division (SPD), U.S. Army Corps of Engineers on Nov. 28, 2023. Established in 1888 and headquartered in San Francisco, SPD is one of nine USACE regional commands. As the SPD Commander and Division Engineer, he is responsible for leading a workforce of more than 2,500 military and civilians, overseeing hundreds of water resource development, military, and interagency design and construction projects valued at more than $6 billion in support of our communities, our Nation, and our warfighters.

Austin graduated from Cal Poly San Luis Obispo with a BS and MS degree in 2010 and began his engineering career at URS. He joined Caltrans in 2021 as a senior bridge engineer in the Office of Bridge Design North. He has 14 years of design and project engineering experience in both the private and public sector, working on a variety of structure types and project delivery methodologies. In addition to his design experience, Mr. Prince was part of the team that revised/ modernized the Caltrans Bridge Design Practice and is a member of the Caltrans Bridge Software Committee. He is currently a senior bridge engineer with the Complex Bridge Design branch under Krishnakant Andurlekar.

Kurt S. Yoshii, PE, GE, is a Principal Geotechnical Engineer at Ninyo & Moore, where he has worked the past 30 years of his 35+ year career. A graduate from the College of Engineering at the University of California at Berkeley, Kurt is a licensed Civil and Geotechnical Engineer in California, as well as a licensed professional engineer in Colorado, Nevada, and Utah. Mr. Yoshii has had the opportunity to work on a wide variety of infrastructure projects throughout his career, including transportation (highways, bridges, rail, airports, seaports), water/wastewater, energy (power plants, transmission lines), as well as, publics facilities, including K-12, higher education, hospitals, police,jail, fire stations, and courthouses. He has served for over 20 years as a Subject Matter Expert for the State of California Board of Professional Engineers, Land Surveyors, and Geologists, and provides expert witness services for insurance and forensic cases.

Sustainable Groundwater Management: Storage & Banking

In 2023, Governor Newsom signed executive order N-4-23 making it easier to capture floodwater to recharge groundwater to boost groundwater recharge. This is part of the larger picture to provide reliable access during droughts to increased groundwater storage provided from “surplus” wet weather flows. Aaron Fukuda is general manager of the Tulare Irrigation District, where he oversees the district’s day-to-day operations while continuing to promote the conjunctive use operations of the district and its growers. Mr. Fukuda also was recently appointed interim general manager of the Mid-Kaweah Groundwater Sustainability (MKGSA) agency, where he coordinates wateractivities with surrounding jurisdictions, including the development of the groundwater sustainability plan for the MKGSA. Previously, he worked for Tulare Irrigation District as thedistrict engineer and spent six years as an associate engineer specializing in agricultural hydraulic design at Summers Engineering. He is a registered professional engineer with the state of California. Mr. Fukuda obtained his bachelor of science in civil engineering from Cal Poly,San Luis Obispo in 2000 and his masters in public administration from California State University,Fresno. Craig Locke was elected to the Sacramento Suburban Water District Board of Directors in 2014. Mr. Locke is Director of Public Works for the City of Woodland, responsible for water and reclaimed water distribution as well as storm drain and sewer collection and treatment. Prior to his Woodland position he was City Engineer/Director of Public Works for the City of Chowchilla. Mr. Locke has over 25 years of experience in the field of Civil Engineering and Surveying. Christoph Dobson was appointed General Manager (District Engineer) in September 2021. In this role, he oversees SacSewer’s operations, which includes the departments of CollectionSystem Operations, EchoWater Operations, Policy and Planning, Internal Services, Communications, and Finance.

Prior to his role as General Manager, Dobson served for eight years as Director of Policy and Planning, where he oversaw long-range planning efforts, regulatory and legislative affairs, high-level policy development, and scientific research.

As Executive Director of the Sacramento Groundwater Authority (SGA) he oversaw the management of the groundwater resources underlying northern Sacramento County. At the Regional Water Authority, he helped 21 municipal water suppliers collaborate on a variety of programs to integrate their efforts to provide water to the region’s two million people.

John also spent nine years at the California Department of Water Resources (DWR), managing DWR’s groundwater programs and overseeing the creation of the state’s Integrated Regional Water Management Program. He began his career focused on the investigation and remediation of soil and groundwater contamination at hazardous waste sites throughout California, while working for the Central Valley Regional Water Quality Control Board, California Department of Toxic Substances Control, and U.S. Army Corps of Engineers (USACE).

John earned his B.S. in Geology from Whittier College and his M.S. in Hydrogeology from the University of California, Davis. He is a Licensed Professional Geologist, a Certified Hydrogeologist, and a Certified Engineering Geologist in California.

Belinda Hon, PE, PMP has over 25 years of experience in project development with the California Department of Transportation in managing and designing projects from inception to completion. As the Chief, Office of Innovation Design and Delivery, she manages the Alternative Contracting Program including Contract Manager/General Contractor (CM/GC), Design-Build (DB), Progressive Design-Build (PDB) and Job Order Contracting (JOC). California Department of Transportation CM/GC program is recognized as gold-plated standard by the industries and nationally as well. With her exemplary leadership and coordinating and partnering efforts with internal and external partners, Senate Bill 146 was approved in July 2024 and provided the new Alternative Contracting Methods which are PDB and JOC. Now, she is spearhead in developing and implement the PDB and JOC processes and guidelines. The Department is anticipated to advertise the first JOC and PDB in February and March 2024 respectively.

Ivan Ramirez is a graduate of the University of Buffalo and spent twenty years at Caltrans before joining the Contra Costa Transportation Authority. Mr. Ramirez has been the CCTA Director of Construction for almost six years and has successfully delivered projects using alternative contracting methods.

With over 35 years of experience, Mark Reno, PE has supported over 200 transportation infrastructure projects throughout California and the Western United States. These projects have included new structures, widenings, upgrades, emergency repairs and retrofits. Mark is a former Caltrans Bridge Department Branch Chief. Mark is a nationally recognized bridge engineer and project manager and serves on several national committees and boards. He has been involved in and delivered a variety of Alternative Delivery Projects. Mark recently organized the Caltrans Structures – ACEC Workshop last fall. His extensive project experience coupled with his many agency and resource contacts enables him to effectively manage and deliver successful Transportation Projects. Mark is currently the Director of Structures for Consor in the Western United States, covering from Colorado west into Hawaii.

Nathan has over 16 years of experience in large heavy civil infrastructure projects that build and rehabilitate highways, interchanges, complex site work, airports, public transit systems, and a wide variety of water infrastructure related projects, from reservoirs to wastewater treatment plants and levees. In Nathan’s position as Director of Alternative Procurement, he oversees Teichert’s Alternative Delivery Division which focuses on CMGC, CMAR, and Progressive Design-Build Infrastructure projects throughout Central and Northern California. He is an active member of the California Transportation Foundation (CTF) Board, ASCE, and Caltrans Construction Innovation Task Group. Nathan is also heavily involved in the Caltrans Mentor Protégé Program to help small and disadvantaged firms acquire the knowledge and relationships necessary to bid and complete public works projects.

Throughout his career he has held leadership positions in project management as well as serving as Chief Estimator of Teichert’s Central Region. Nathan holds a Bachelor of Science in Civil Engineering from California Polytechnic State University, San Luis Obispo and State of California Professional Engineering License No. 81936.

GEORGE DELANO

George Delano is a registered civil engineer in California and has been working in heavy civil construction for 43 years on highways, bridges, dams, railroads, and airfields. He began his career with Caltrans Structure Construction in 1980 and received his Professional Engineer license in 1983. Since 1985 he has worked for several contractors, including noted bridge builder CC Myers, managing numerous large and fast-track jobs statewide including the earthquake repair of the Santa Monica Freeway in 1994. Mr. Delano also spent several years consulting with the rapid setting concrete industry helping pioneer and implement the use of rapid setting concrete for pavement rehabilitation with Caltrans. Mr. Delano joined Granite Construction in 2006 and has served as Project Manager on contracts totaling over $1 billion, including four CMGC contracts since 2014. He is currently the Granite’s CMGC Project Executive for CMGC contracts in the California Valley Region.

Jeff Wiley was recently selected as the Assistant Deputy Director for the Middle-Mile Broadband Initiative at Caltrans. In this role, Jeff will provide critical statewide leadership and strategic direction in support of the California Department of Technology’s effort to create a Middle-Mile Broadband Network. Joining Caltrans in 1991 with a bachelor’s degree in civil engineering from UC Davis, Jeff brings more than three decades of experience. He brings to the MMBI Program extensive knowledge from multiple positions with the Division of Engineering Services (DES) and Headquarters. Prior to his current change Jeff was the HQ Division Chief for Project Management since 2022.

Sadie Graham is the Program Director for Link21; a transformational infrastructure Program that will better connect Northern California’s passenger rail network for generations to come. Link21 is planning a critical piece of California’s State Rail Plan that includes a second train crossing of the San Francisco Bay to create service redundancy, increase capacity, and offer more reliable travel options to the growing 21-county Megaregion, which boasts the fifth largest in the Country. Sadie holds a Bachelor’s degree in Biology and Environmental Studies from Bowdoin University, and Masters degrees of Landscape Architect and City and Regional Planning, Urban Design from the University of California at Berkeley.

Dan Wade has nearly 35 years of experience in planning, design, environmental review, and construction of water resources and hydropower projects, including dams, spillways, tunnels, penstocks, pipelines, canals, hydropower stations, pump stations and other appurtenant works. He spent the first 18 years of his career as a consultant, and for 13 years prior to joining GEI Consultants in late 2019, Mr. Wade served in various roles at the San Francisco Public Utilities Commission (SFPUC), including the Director of Capital Water Programs encompassing the $4.8 billion Water System Improvement Program (WSIP) and the $2 billion Water Enterprise 10-year CIP. He has extensive experience working with the California Division of Safety of Dams and the Federal Energy Regulatory Commission (FERC), as well as other federal, state and local regulatory/resource permitting agencies. He served on the Board of Directors of the U.S. Society on Dams for two terms culminating in Vice President, and in 2019 he was elected Fellow of the American Society of Civil Engineers.

Henry Luu is the Engineering Integration Lead for the Sites Reservoir Project; his responsibilities include collaborating with the technical teams in support of the Engineering and Construction Manager, JP Robinette, to advance the Sites Project Authority mission – to build and operate a climate-resilient, 21st Century water storage system. Henry is experienced with managing multidisciplinary teams in preparation of delivering design documents for heavy civil infrastructure including dams, levees, and roads. Fritz Durst is a sixth generation grain farmer in the Sacramento Valley. He became an early adopter of no-till and soil conservation farming methods in order to revitalize Tule Farms, his family’s 6000 acres in the Dunnigan Hills outside of Woodland, CA.

In the mid-eighties, Tule Farms suffered. Decades of conventional farming had impoverished its soil, and soil erosion was a persistent problem. So when Fritz came home after college, he and his father sought ways to heal it. They began planting wheat and barley directly into the residue of the previous crop, preventing erosion gullies from forming during winter rains — gullies being cracks in the rolling hills by which soil could be carried away. This no-till method, along with other conservation tillage practices, helped reduce soil loss from 6 tons to 2 tons in just one year. His work earned him a Resource Conservation District “Cooperator of the Year Award” in 1986, and the Conservation Tillage Farmer Innovator Award from the USDA’s Natural Resources Conservation Service in 2011.

His experience was the beginning of a change in his ideas about farming. “I used to just look at the plant itself and ask, ‘What does a plant need to grow?’ Today I look at many different things. I look at myself, my family, my employees. My number one focus today besides employees is my soil. If I give to my soil, my soil will give back to me,” he says.

The farm also practices water conservation by dry-farming 4,000 acres of its land. By following a special rotation of crops to help retain water, his wheat, garbanzo beans, and safflower are able to rely solely on rain.

Besides dryland crops, Fritz produces organic vegetables, safflower, rice, wine grapes and sunflowers for seed. On his certified organic plot in Capay Valley, Fritz grows irrigated and dryfarmed organic Patwin (hard white) and Summit (hard red) for Community Grains.

Joe Yun, Executive Officer, California Water Commission. Joe is a graduate of the University of California, Davis, where he earned his Bachelor of Science degree in Environmental Toxicology. Most recently, Joe served as the Commission’s Interim Water Storage Investment Program Manager. Prior to joining the Water Commission Joe served as Chief of the Planning Grant Section in the Financial Assistance Branch of DWR’s Division of Integrated Regional Water Management. Joe managed multidisciplinary teams to implement various water management grant programs funded by general obligation bonds. Before joining DWR, Joe worked for 13 years in private environmental consulting assisting clients on surface water, groundwater, and storm water quality projects, remedial investigations, and site remediation.

Jason Kenney, of Carmichael, was appointed to Chief Deputy Director at the California Department of General Services on October 10, 2023. Kenney has been Deputy Director of Real Estate Services at the California Department of General Services since 2018, where he has served in several positions since 2016, including Assistant Deputy Director of Real Estate Services, Chief of the Project Management and Development Branch and Deputy Director of Strategic Planning, Policy and Research. He was Chief of the Business Management Branch at the California Department of State Hospitals from 2013 to 2015. Dr. Rueben Smith serves as the Vice Chancellor and Chief Facilities Executive for the Los Angeles Community College District (LACCD). With undergraduate degrees in civil engineering and mathematics, an MBA in environmental sustainability and a doctorate in computer science, enterprise information systems, Dr. Smith understands the need for a sustainable future as a community partner focused on taking steps to decarbonize, electrify, conserve, and preserve natural resources. With over 25 years of experience, he has led the design, development, and post construction management of dozens upon dozens of projects of varying delivery methods including the implementation of zero-net energy (ZNE) master plans and integrated energy resource plans at various colleges and K-12 Districts across the State of California. Dr. Smith completed his undergraduate studies at California State University - Long Beach, and his post graduate work at Colorado Technical University.

Speaker Biographies

Lindsey Rowell is the Chief of Energy, Sustainability & Transportation for the California State University system in the Office of the Chancellor. Her department is responsible for issuing policy directives, program development and serves in an advisory capacity to support the 23 CSU campuses in achieving their carbon neutrality, energy efficiency and alternative transportation goals. The department also works closely with campuses to address issues of climate equity and strategies to address the worsening climate crises. Prior to this role Lindsey served as the Deputy Director for Sustainability for the CA Department of General Services. Lindsey has a Bachelor’s of Science in Neurobiology with a minor in Environmental Science from Sacramento State University, and Master’s of Public Administration and Master’s of Business Administration from CSU Dominguez Hills and CSU Monterey Bay, respectively.

Kurt S. Yoshii, PE, GE, is a Principal Geotechnical Engineer at Ninyo & Moore, where he has worked the past 30 years of his 35+ year career. A graduate from the College of Engineering at the University of California at Berkeley, Kurt is a licensed Civil and Geotechnical Engineer in California, as well as a licensed professional engineer in Colorado, Nevada, and Utah. Mr. Yoshii has had the opportunity to work on a wide variety of infrastructure projects throughout his career, including transportation (highways, bridges, rail, airports, seaports), water/wastewater, energy (power plants, transmission lines), as well as, publics facilities, including K-12, higher education, hospitals, police,jail, fire stations, and courthouses. He has served for over 20 years as a Subject Matter Expert for the State of California Board of Professional Engineers, Land Surveyors, and Geologists, and provides expert witness services for insurance and forensic cases.
