The competition for this talent has intensified, in part due to coronavirus-driven workplace changes. COVID-19 has caused employees across the nation to reconsider their job and career choices. One result is the “great resignation.” Job vacancies are at an alltime high, and one national survey shows that 40 percent of employees are planning to change jobs. Government leaders also predict a looming surge in retirements. While the public sector devotes considerable time and resources to attracting talent, we often do not focus enough on retaining talent. This is a mistake because replacing a departed employee can cost up to 150 percent of the employee’s salary. As a result, it is critically important for local government leaders (and not just HR) to focus on employee retention. This session will help attendees respond to this challenge by examining: • The characteristics of the new world of work • The business case for why retention is critically important • The golden rule of retention • Retention challenges – and opportunities

With all these attacks, it’s essential to understand what lies ahead with securing the organization and emerging threats. With ransomware attacks, cybercriminals convince users to do something they wouldn’t normally do and then steal the organization’s data. Cybercriminals work through a business model, like most organizations and their goal: to make money and be successful. Karen Antunes, Human Resource/Operations Supervisor, North Bay Schools Insurance Authority She has 20 years of human resources experience in the private and public sectors. Karen’s experience includes benefits, payroll, employee relations, training and development, and recruitment. Karen graduated from California Polytechnic State University, San Luis Obispo with a B.A. in Business Administration Management and holds her PHR certificate through the HR Certification Institute. Melissa Asher, Director Training & Development, CPS HR Consulting Training and development are passions for Melissa – almost her entire career of 25+ years has been spent in the field. The last 18 have been with CPS HR Consulting where she is a Senior Leader and Director of the Training and Development Division. Working with individuals to help them grow and develop technical and leadership skills is where she spends most of her waking hours. Melissa has a B.A. in International Relations from the University of California, Davis, an Accounting Certificate, Human Resources Certifications from SHRM and HRCI, and is a certified Project Management Professional from the Project Management Institute. Puneet Behl, CFO, PRISM Puneet is a senior finance executive with 24 years of multinational experience across various business sectors, with a focus in insurance and risk management. Prior to joining CSAC-EIA, she worked with Bickmore for fourteen years with heavy focus on operations and finances of California Joint Powers Agencies. Ms. Behl, a master’s in accounting and finance, CPA and an ARM, is an expert in financial analysis and reporting for government entities, internal controls review, risk assessment, GAAP & GASB compliance, policy development and business process reengineering. Faith Borges, Legislative Advocate, California Advocates Faith Borges is a Lobbyist with the firm California Advocates, where she provides professional advocacy services before the legislature and regulatory agencies. Among her esteemed clients, Faith has proudly represented the California Association of Joint Powers Authorities for the last five years. Faith earned her Bachelor of Arts degree in Political Science from the University of California Santa Barbara and went on to become a California Senate Fellow earning her graduate certificate in Applied Policy and Government from Sacramento State University. Prior to her current role, she served for years in both houses of the Legislature and is a policy and strategy expert. David deBernardi, Director of Finance, ACWA JPIA David deBernardi came to the ACWA JPIA in 2009 as the Director of Finance. David oversees both the finance and information technology departments of the JPIA. David previously had been working in public accounting with Gilbert Associates since 1999 where he was promoted from senior associate to manager and then senior manager. While working with Gilbert Associates, David served as the JPIA’s financial auditor for 1999 thru 2005. During his more than ten years of public accounting, David served many public risk insurance pools throughout the State of California where he was not only a part of the financial audit team but acted as an advisor to his many clients on operational matters. Since 1999 David has been a certified public accountant. He has been a conference presenter in multiple forums including California Association of Joint Powers Insurance Authority. David resides with his wife and three kids and has been an active soccer coach at the competitive level for several years. Mike Harrington, President, Bickmore Actuarial Mike Harrington is the President of Bickmore Actuarial and has over 30 years of experience in both the insurance industry and consulting, the majority of which is with public entities. He specializes in reserve and rate analysis for self-insured public entities and risk pools for all property and casualty coverages. Mike has presented at numerous conferences including CAJPA, PARMA, AGRIP, and PRIMA, and is known for his informative and down-to-earth presentation style, with some good “actuarial humor” thrown in. He enjoys Microsoft Excel, the Dallas Cowboys, Ford Mustangs, and pretty much any buffet meal!

Robert Hendrickson, President, ResoluteGuard Bob Hendrickson, is a lifelong technology entrepreneur, having developed and grown several entities that leverage advanced smart workflow process management systems to optimize human experience and business outcomes, most notably in the casino gaming and financial segments. Bob Hendrickson serving as President of ResoluteGuard, specific focus is applying proprietary “smart work” principals to align Public Entity administrative and technical resources in support of the ongoing cyber protection “best practices” activities to best guard from a disruption of critical public service due to cyber malfeasance. Bob has served on School Boards and led other community service initiatives throughout his career, resides in Florida and New York, and is grateful to be the proud father of 2 young men, brother to 4 sisters, and uncle to 23 and counting nieces and nephews. Rick Jenkins, Director of Member Services, Schools Insurance Authority With over 20 years inside the self-insuring arena, Rick Jenkins has become a significant contributor to Schools Insurance Authority (SIA) and the public self-insured industry. With a background in technology and being skilled at building strong partnerships, Rick has served a vital role in providing project insight, promoting solutions to complex problems, and contributing to the strength of SIA as well as other joint power authorities throughout the United States. Bob Lavigna, Director Institute for Public Sector Employee Engagement Bob Lavigna is an award-winning public-sector leader and innovator with more than 30 years of experience leading government organizations and programs. He is the Director of the Institute for Public Sector Employee Engagement, a division of CPS HR Consulting, an independent and self-supporting government agency. Bob’s book, Engaging Government Employees: Motivate and Inspire Your People to Achieve Superior Performance (Harper Collins Publishing), is the first book to focus exclusively on employee engagement in the public sector. Before joining CPS, Bob was Assistant Vice Chancellor and Director of HR for the University of Wisconsin. He was also Vice President - Research for the Partnership for Public Service, a nonpartisan nonprofit dedicated to revitalizing the public service by inspiring new generations to serve and helping transform government. Bob directed projects that included “Best Places to Work in the Federal Government.” He also previously served as Director of the state of Wisconsin merit system. Appointed by the Governor and unanimously confirmed by the State Senate, Bob is the longest-serving merit system director in state history. He began his career with the U.S. Government Accountability Office (GAO) where his positions included HR Director of GAO’s largest field office. Bob is an elected Fellow of the National Academy of Public Administration and was selected as a “Public Official of the Year” by Governing magazine. The organizations he has led also received innovation awards from the Ford Foundation, Society for Human Resource Management, International Public Management Association for HR (IPMA-HR), Urban League, and others. Bob is a past national president of IPMA-HR and is also a past national chair of the American Society for Public Administration Section on Personnel and Labor Relations. He writes frequently on HR topics for professional publications and has spoken at conferences and events across the U.S. and in Europe, Asia, Africa, the Middle East, South America and the Caribbean. Bob has a B.A. in Public Affairs from George Washington University and an M.S. in Human Resources Management from Cornell University.

James Marta, Managing Partner, James Marta & Company LLP James has degrees in Accounting and Finance Law. In addition, Jim earned his associate in risk management (ARM) and an associate in pool management (ARPM) and is a Chartered Global Management Accountant (CGMA). He taught the ARM courses and is the author of the Pool Manager Course. He speaks annually at various pooling conferences on pool management, analysis and finance issues. His firm performs financial consulting, accounting, audit and tax work for over 40 insurance pools and captives in eight States. Jim also is the Accreditation Manager for the California Association of Joint Powers Authorities. James R. McQuiggan, CISSP, SACP, KnowBe4 James McQuiggan has over 20 years of experience in cybersecurity. He is a Security Awareness Advocate for KnowBe4. He is also a part-time Faculty Professor at Valencia College in the Engineering, Computer Programming & Technology division. McQuiggan has also achieved the Certified Information Systems Security Professional (CISSP) and Security Awareness and Culture Professional (SACP) certifications, identifying him as an expert in the fields of cybersecurity and specifically security awareness and culture program development and implementation. Within the Central Florida community, he is the President of the Central Florida (ISC)2 Chapter and a Trustee Board member with the Center for Cyber Safety and Education. McQuiggan previously worked as a product & solution security officer, information security analyst and a network security engineer for Siemens, where he consulted and supported various corporate divisions on cybersecurity standards, information security awareness and securing product networks. Lesley Murphy, Director, PFM Asset Management Lesley Murphy is currently a Director at PFM Asset Management LLC. In this role, she draws upon her 14 years of experience in both fixed-income and multi-asset class investment products to serve a wide variety of local government clients in California, including risk pools, cities, counties, and special districts. Lesley assists clients in developing and implementing investment strategies for operating funds, reserves, bond proceeds, OPEB trusts, and captives, and is a frequent speaker at various industry conferences, including PARMA, CAJPA, and CSMFO. Prior to joining PFM, Lesley was employed as an analyst within the financial advisory group of an investment banking firm in Boston, where she assisted clients in the issuance of municipal debt. When not thinking about the financial markets, Lesley can be found jogging, hiking, and dining in the greater Bay Area. Carlos Oblites, Senior Portfolio Strategist, Chandler Asset Management Carlos is responsible for building and maintaining client relationships with public agencies along with participating actively in the portfolio management process. Carlos has 27 years of investment and financial experience, focused largely on managing short-term fixed income and pension strategies for governmental and institutional non-profit clients. Carlos currently serves as Co-Chair of the firm’s Multi Asset Class Committee. He also serves as a member of the Government Finance Officers Association’s (GFOA) Committee on Retirement and Benefits Administration (CORBA), which tracks new industry practices, regulatory and legislative developments, and issues best practices to assist public pension and personnel officers effectively manage state and local retirement funds and employee benefits. Prior to joining Chandler, Carlos served as the Administrative Services Manager at Central Marin Sanitation Agency (CMSA) and was responsible for all aspects of the Agency’s financial, human resources, administrative support, and information systems activities. He also has significant expertise in serving California public agencies, healthcare, and insurance clients through his roles as Director at PFM Asset Management, and as a Principal at Wells Capital Management. Carlos holds a Bachelor of Arts degree in History from the University of California, Santa Barbara, and earned a Master’s degree in Business Administration from San Francisco State University. Tom Pelster, CIO, PRISM Tom has worked in the IT field for 25 years in the California public sector at the state and local levels. From programmer to business analyst to database administrator to data center manager, Tom has a comprehensive knowledge of how IT works. He has a passion for seeing technology solutions implemented that make sense and add business value. In addition to his role as CIO at the PRISM, he also serves in various leadership roles for Municipal Information Systems Association of California (MISAC).

Jeffrey Schobel, CEO, ResoulteGuard Prior to ResoluteGuard, Jeffrey co-founded and served as CEO of PMSI Direct, a software application development company for 30 years. Jeff was responsible for developing risk management programs for Public Entity Insurance serving education, municipal and special district JPA’s while working with STOPit Solutions, a Mobile Technology business. Jeffrey is solution-driven and has helped hundreds of organizations identify and understand cybersecurity risks to allow them to make better and more informed business decisions on solutions that are actionable and understandable. He has lived in Sea Girt, NJ for 28 years, along with his wife and their two sets of twins. Spending time with family, preparing gourmet meals, fishing, swimming and spending time with friends and new acquaintances are preferred activities. Janet Selby, Executive Director, NBSIA By day, Janet is the Executive Director for North Bay Schools Insurance Authority, which serves 28 school districts and county offices of education in the greater San Francisco Bay Area. She has been involved in public risk pooling for over 20 years and is passionate about advocating for public schools and the risk pools that serve them. By night, Janet does volunteer guardianship mediations for Contra Costa County. In this work, she is privileged to advocate for children by helping families resolve problems and strengthen relationships. Janet holds a Bachelor of Public Administration from the University of San Francisco and a Master of Arts in Negotiation, Conflict Resolution and Peacebuilding from Cal State University, Dominguez Hills. Andy Sells, CEO ACWA JPIA Walter “Andy” Sells was promoted to Chief Executive Officer of the Association of California Water Agencies Joint Powers Insurance Authority (ACWA JPIA) in October 2011. Andy began his career with the ACWA JPIA in 1990. During his nearly 30 years in the risk pooling industry, Andy has managed claims departments that administer and adjust Property/Casualty and Workers’ Compensation claims. As manager of the Risk Management department, he oversaw a department of safety engineers responsible for working with member agencies helping them to reduce and mitigate their exposure to covered and noncovered losses. In 2012 the ACWA JPIA began administering health benefits for more than 11,000 water district employees and their dependents. There are a little more than 250 water districts participating in the Employee Benefits program. Andy is currently a board member of CAJPA. He was previously President of CAJPA and is also a member of AGRiP, an international association of risk pools. Chris Shaffer, CEO, George Hills Chris Shaffer has been in the public entity TPA business for over 28 years. Prior to his current role as Chief Operating Officer at George Hills, he was the Managing Vice President of Client Services for York (now Sedgwick). His career started in Information Technology, which led him to Gregory B. Bragg and Associates, a California TPA for public entities. From there, he transitioned into TPA operations, systems, and risk management. After York acquired Bragg circa 2008, Chris advanced to an executive management role for client services, managing a $125M unit focusing on national public sector clients (for Workers Compensation, General Liability, and Property). Chris and his wife Amy have 4 children, two grandchildren and are residents of Lincoln, California. Lou Smith, Sr. Information Security Intrusion Specialist, MS-ISAC An Upstate New York resident, Lou has been part of the MS-ISAC CIRT since December 2018 (although his career officially began with the New York State Office of Information Technology Services in their Cyber Command Center). His certifications include the GIAC GSEC, GCFE, and GPEN. Although the world of Cyber is extremely time consuming, Lou finds time to constantly read books, and bother his neighbors with various genres of music played through hi-fidelity speakers.
