CESA channels your feedback and delivers techno-regulatory advocacy through seven Working Groups:

CA INDEPENDENT SYSTEM OPERATOR (CAISO)

The CAISO Working Group focuses on wholesale market design, market products, and planning processes, including the establishment of hybrid market participation and the representation of storage marginal costs within CAISO markets.

EMERGING TECHNOLOGIES & LONG DURATION

The Emerging Technologies and Long Duration Working Group develops market pathways and funding opportunities for emerging technologies, including long duration energy storage.

RESOURCE ADEQUACY (RA)

The RA Working Group focuses on California’s RA policy framework and capacity planning tools, such as implementation of the Central Buyer Entity (CBE), improvements to hybrid capacity methodologies, and reforms related to energy and hourly capacity.

DISTRIBUTED ENERGY RESOURCES (DER)

The DER Working Group focuses on programs and policies that impact behind-the-meter resources, including the Self-Generation Incentive Program, demand response and interconnection.

INTEGRATED RESOURCE PLANNING (IRP)

The IRP Working Group focuses on IRP modeling, policies, and storage procurement, as well as emerging technology-related procurement, and more.

SAFETY, CODES, AND STANDARDS

The Safety Working Group convenes CESA members and energy storage system stakeholders to collaborate on safety best practices, including updates on codes and standards, research, and safety policy.

LEGISLATIVE (BOARD ONLY)

Through the Legislative Working Group, CESA Board Members work with CESA staff and our Sacramento lobbyists to advance storage through legislative action, and educate key decision-makers about the value of energy storage.

CESA secured a 2 GW long-duration energy storage (LDES) procurement order from the CPUC, facilitating the Department of Water Resources’ central procurement. The CPUC also authorized investor-owned utilities to procure their share of the 3.8 GW of LDES needed by 2035.

CESA organized a webinar for LDES members, attracting 240 attendees from the California Community Choice Association and California Municipal Utilities Association, showcasing industry collaboration and innovation.

CESA’S POLICY WORK

CESA has established grid-connected storage as a primary focus for policy development in California and beyond. Through continuous engagement with policymakers, CESA ensures that the critical role of energy storage in optimizing the electric power system is widely recognized and understood.

CESA successfully advocated for the removal of the $1K bid cap on energy storage resources at CAISO, allowing bidding up to the market cap of $2K.

The CPUC also removed the artificial “deficiency” for resource adequacy resources achieving COD after the 45-day filing window, enhancing operational efficiency for energy storage.

SHAPE

CESA promotes improvements to market participation and modeling of energy storage resources within CAISO’s Energy Storage Enhancements (ESE) initiative, advocating for efficient pricing and optimization of storage assets.

In addition, CESA represents the industry to resist local moratoriums and restrictions on Battery Energy Storage System (BESS) development, fostering a supportive regulatory environment.
