Metro’s first dedicated funding stream Until 2018, Metro was the only major U.S. transit system that did not have a dedicated source of funding -- a major hurdle in providing reliable, frequent train and bus service. Working with a regional coalition of nonprofit and business leaders, CSG led the effort to pass legislation in Virginia, D.C., and Maryland to authorize dedicated funding. Together, we secured $500 million per year in new annual dedicated capital funding for Metro.
Accessory apartments: New, flexible housing Our new initiative, launched from scratch, lowers the barriers homeowners face in bringing accessory dwelling units to scale. These small, flexible types of homes were previously off-limits in Washington, D.C., and are another tool in our policy toolbox to build more housing.

Breaking ground: Montgomery BRT This October, Montgomery County broke ground on the first leg of a planned 82mile BRT network, which we’ve been championing since 2012. This first line runs from Burtonsville to downtown Silver Spring. CSG played a vital role in securing support for the $21 million project. BRT will cut commute times on the Route 29 corridor by 25 percent and better connect residents to jobs and services.
Dogue Creek We founded CSG on the principle of protecting our region’s natural areas by building compact, walkable communities around transit. This fall, we mobilized our supporters in Fairfax County to tell the board of supervisors to say no to building townhomes in a 100-year floodplain, which would result in increased flooding in Dogue Creek. The proposal has been indefinitely delayed, but if approved it would set a dangerous precedent allowing development in floodplains.

Our region, connected Smart growth means sustainable transportation that connects our communities.
Metro funding + frequent, reliable service Creating a world-class transit system doesn’t end with dedicated Metro funding. CSG has pushed leaders to restore frequency to Metrorail and to invest in more frequent, reliable bus service. Metro’s own research has shown that restoring frequent service is the single most important step to increasing ridership. CSG continues to fight for riders as we press for more funding for Metro operations. Our MetroNow canvassing team collected over 1,000 signatures in support of dedicated funding for Metro on a single chilly day at Union Station in February! 5
Vision Zero We are pressing D.C. to implement the tenets of its Vision Zero plan without further delay. The mayor announced Vision Zero over three years ago -- but D.C.’s streets have become more dangerous, not less. The movement for safe, accessible streets has popular support among District residents. CSG is committed to both grassroots engagement and working closely with city government officials to ensure that no one dies while walking, biking, or driving.
Transportation blueprint for northern Virginia We joined our partners at Sierra Club and Piedmont Environmental Council to release a list and map of projects we support within Virginia’s “Transaction” plan. The plan, adopted by our elected officials, includes many road expansions which will result in more traffic. But it also provides good connections for transit, walking, biking, and streets.
A new bike connection on D.C.’s Water Street In July, over 200 supporters sent messages to the District Department of Transportation and the D.C. Council to show support and appreciation for the new protected cycletrack on Water Street in Georgetown. We reminded our elected officials that more infrastructure, like what’s been installed on Water Street, is a good thing for both D.C. and the region -- and we did so in force.

Transit-oriented development Smart growth means a community commitment to building great transit-accessible, mixed-use places.
Embark Richmond Highway passes! This new vision for Route 1 in Fairfax County is a milestone for the county and for CSG. We worked for over 12 years on this walkable, transit-oriented revitalization plan, which promotes bus rapid transit between Huntington and Fort Belvoir. There are also provisions for stream restoration and streets that are safer for biking and walking, though the county needs to strengthen its affordable housing strategies.
Zoning in Prince George’s County Complementing our efforts to focus growth around Metro stations, we scored an important victory in Prince George’s County’s adoption of a modern zoning code. The new code will support more walkable, transit-oriented, and diverse urban communities -- and by bringing more jobs and households to the east side of the region, it will better link residents and jobs to transit. 7
Speaking up We regularly testify in favor of smart growth projects at public hearings. Here are just a few of the projects we publicly spoke up for this year: • • • • • • •
The Ladybird (Upper Northwest, D.C.) Arlington Blvd-Red Cross/Trenton St redevelopment Redevelopment of the Boulevard at the Capital Centre Crystal Square + 1770 Crystal Drive Transit-oriented development at the Deanwood Metro station Takoma Junction Grosvenor Metro
D.C.’s Comprehensive Plan With the city continuing to add jobs and residents who want to live closer to work, CSG advocates for an update to the District’s Comprehensive Plan to better address the growing demand for housing. We have stressed the critical need for both more affordable housing and for the city to comply with the Affirmatively Furthering Fair Housing Act, which necessitates adding housing -- including affordable housing -- in all of the District’s neighborhoods. Working with a broad coalition, we are advancing policy solutions to strengthen the Comprehensive Plan’s provisions in order to make affordable housing and housing supply a top priority. We are also seeking restoration and clarification of the Planned Unit Development review process as a tool to create more affordable housing. 8 11
More open space, less sprawl Smart growth means protecting our forests and farms from sprawl, and protecting our water and our future.

A smarter solution on Route 15 in Loudoun County Loudoun County has been pressing forward with widening Route 15 to four lanes north of Leesburg -- and potentially all the way to the Potomac -- even though it will attract more driving, harm historic sites and water quality, and create pressure to develop rural areas. We’ve coordinated with partners, local residents, and nationally-known experts to push a safer, cheaper, and more effective alternative using roundabouts and traffic calming like the successful Route 50 roundabouts in Gilbert’s Corner (pictured).
Visualize 2045 Visualize 2045 is the region’s new transportation plan. We worked with officials to win balanced land use like transit-oriented development; demand management like parking pricing and telecommuting; bus rapid transit; and Metro. Nonetheless, the plan also includes HOT lanes and hundreds of miles of destructive road expansion.
The zombie bridge returns This year saw another proposal for an upper Potomac River crossing from Loudoun County. With our partners, we’ve defeated proposals in 1988, 2001, 2004, 2015, 2017, and now 2018. A 2015 VDOT study shows the region’s needs for managing congestion are the American Legion Bridge and Rosslyn Metro tunnel. If built, this upriver bridge would open Montgomery’s Agricultural Reserve to development pressure, add traffic on connecting roads, and hurt neighborhoods on both sides of the river. Instead, we support fixes to the American Legion Bridge, and are helping neighborhoods on both sides of the river challenge this wasteful and destructive boondoggle.

Affordable housing Smart growth means using every tool we have to make sure people have safe, affordable places to live.
New homes at Portner Flats In May, the D.C. Department of Housing and Community Development cut the ribbon on Portner Flats, near 14th and U streets NW. The project redeveloped the original 48 deeply affordable units at Portner Place and added 48 more affordable units at 50 to 60 percent of the area median income. Over the past two years, CSG has stood by Portner Place residents and worked with the affordable housing developer to make this 100 percent affordable development a reality.
Montgomery housing forum Median rent in Montgomery County has skyrocketed by 81 percent since 2000, and the next county executive will play a pivotal role in addressing housing needs. On June 7, CSG and the Montgomery Housing Alliance hosted a candidate housing forum, at which county executive candidates laid out their vision to create affordable housing in Montgomery County. Close to 100 community members attended the event, and it elevated housing as a top campaign issue. 11
Ensuring Bruce Monroe mixed-income housing is built We often say that the fight for affordable housing requires every tool in the toolbox. And with more and more housing and affordable housing being held up in the courts in D.C., we are taking action. We teamed up with other affordable housing, community development, and public policy organizations, including DC Appleseed, to file a “friend of the court� amicus brief to show support for the mixed-income Bruce Monroe planned unit development. The Bruce Monroe site is critical to replacing nearby public housing at the aging Park Morton complex. The case stalled in the D.C. Court of Appeals. We hope this will help move the project through the court, so Park Morton residents will have an affordable and safe place to live in their neighborhood.
Accessory apartments: New, flexible housing The 2016 rewrite of the D.C. zoning code legalized the addition of accessory dwelling units to single-family properties. Accessory dwelling units can include garage apartments, backyard cottages, and basement apartments. Encouraging homeowners to add them to their property can seamlessly increase the amount of available housing in D.C. and expand low-cost housing options. By hosting forums with architects and permitting experts, and via our rapidly growing online listserv, CSG and our partner organizations are helping homeowners navigate the process of designing, financing, and building accessory dwellings.

In November, we provided American Sign Language interpretation at a reading of Jeff Speck’s new book, Walkable City Rules, at the Politics and Prose next to the Gallaudet University campus.
Moments of momentum 2018 was a busy year full of bright moments both large and small. Looking back, these are just a few of the moments and statistics we’re proud of.

In September, we testified at a D.C. Council roundtable on Vision Zero oversight and implementation, arguing that the city has not done enough to protect residents and visitors from traffic fatalities.
Our 2018 education events CSG hosted almost two dozen events throughout the D.C. region building the case for walkable, transit-accessible, and inclusive communities. College Park walking tour Thanks to a generous grant from TransitCenter, our 2018 events were interpreted in American Sign Language. In October, Sierra Club and CSG volunteers canvassed bus riders at D.C.’s H Street Festival for input on how to make their bus ride better. As WMATA considers a bus system overhaul, it is imperative that riders’ voices are incorporated into plans for service changes.
