For over 27 years, CSG has acted locally, working with you to shape a more sustainable, inclusive future. Earlier this year, we released our Blueprint for a Better Region – our updated, hopeful vision with a focus on creating inclusive, vibrant communities, housing for all, and convenient, sustainable transportation options. We are incredibly grateful to you—our supporters and fellow advocates—who stand alongside us every day in pursuing this mission.
Our small but mighty team has been on the frontlines with you, securing vital wins like Metro funding, improving bus networks, safer streets for walking and biking, and more housing, including affordable housing. I couldn’t be prouder of the creativity, dedication, and successes of Cheryl, Sonya, Carrie, Ayesha, and Bill.

Create inclusive, vibrant communities with good access to transit
• DC Comprehensive Plan rewrite: Ensuring the new plan creates more housing, especially near transit, and making it easier and less expensive to build new housing.
• Wisconsin Avenue corridor rezoning: Partnering with Ward3Vision and WIN Ward 3 to support more housing and affordable housing between the Friendship Heights and Tenleytown Metro stations.
• Prince George’s TOD: Supporting a strong Blue Line-Central Avenue Sector Plan for transitoriented communities, and retrofits for dangerous streets.
• Duke Street transit communities: Ensuring walkable and vibrant transit-oriented development is planned along the Duke Street Transitway corridor in Alexandria.
• Fairfax 15-minute communities: Supporting walkable, mixed-use development at the AT&T Oakton site and other commercial corridor transformations to create 15-minute walkable neighborhoods with great placemaking.
Provide abundant, affordable housing options in accessible locations for all
• Regional housing supply and affordability: Partnering in finding the win-win state and local solutions to increase housing options in Virginia and Maryland via state legislation, incentives, inclusionary zoning, and trust funds.
• Alexandria Master Housing Plan update: Supporting solutions to address the city’s critical housing affordability challenge..
• Montgomery’s attainable housing: Supporting transitoriented development, medium-density multifamily housing, and missing middle housing options.
• Affordable housing vs highway expansion: Showing how expanded housing and dedicated affordable units near transit is not just an equity solution, but also a climate and transportation solution.
Offer convenient, safe, and sustainable transportation choices
• World-class transit: Serving on #DMVMoves and campaigning for a new transit vision and long-term dedicated funding for Metro and local transit systems.
• Progressive transportation in Maryland and Virginia: Winning reforms to state plans and funding to prioritize smart growth, fix-it-first, safety, transit, and climate goals.
• Offering alternatives to damaging highway expansion: Making the case for integrated land use/TOD, transit, demand management solutions.
• Safe streets for active transportation: Supporting transformation of suburban arterial roads including MDOT’s Pedestrian Safety Action Plan, People Before Cars in National Landing, progressive updates to Fairfax and Arlington transportation plans, and ActiveFairfax plan and complete streets guide.
Metro is on the road to recovery thanks to Randy Clarke’s leadership and Metro’s board, management, and staff, but a major funding gap remains. CSG convened 19 groups in the ‘Fund Metro!’ coalition, leading efforts across the DMV to secure more funding. As advisors to the #DMVMoves task force, we’re helping shape a new transit vision and secure long-term transit funding.
Working with Montgomery for All and partners, we won unanimous Planning Board approval of the Attainable Housing Strategies Initiative. The plan promotes transitoriented development and missing middle housing in some areas now zoned only for single-family. Amid community concerns, we’ll be seeking a winning formula.
CSG and local partners are making progress due to our advocacy. Alexandria started five complete streets projects and Fairfax drafted the ActiveFairfax plan for sidewalks, bike lanes, and trails. We’re working for safer streets in National Landing and collaborating on safe streets with Culmore’s Place Based Initiative and the Korean Community Services Center.
We helped win an 80-unit, all-affordable apartment near Takoma Metro, 100+ housing units at the U Street police and fire station, and 100-200 units at the Chevy Chase civic core. We also backed emergency legislation to save affordable housing providers from foreclosure.
Growth and development should be focused in already established areas close to jobs and services, with access to nearby parks and trails.
CSG testified and inspired public support for the Takoma Park Minor Master Plan Amendment – new mixed-use neighborhoods along Maple Ave and housing and retail at the former Washington Adventist Hospital site. The Council approved the plan for a walkable, connected community with housing options, parks, and amenities.
CSG is supporting the transformation of the underutilized AT&T office in Oakton with its acres of parking, into a vibrant mixed-use community with affordable homes, bike/ped connections, retail, parks, and tree preservation. We hosted a walking tour, engaged our supporters, and addressed the concerns of neighbors.
We supported two important plans: the West Hyattsville-Queens Chapel Plan for transitoriented development and diverse housing, and the Central Avenue–Blue/ Silver Line Corridor Sector Plan for zoning changes that would allow more housing, retail, services, public spaces, and urban street designs at three Metro stations.
Prioritizing spaces for people over cars is a key to downtown’s future. We advocated for revitalization based on great placemaking with new parks, bike and bus lanes, street cafes, and office-to-residential conversions. Retention of the Gallery Place arena, Metro’s comeback, and progress on Union Station will all play key roles in the recovery.
Providing housing options that are accessible to people with a range of ages, incomes, and family sizes is key to diverse, vibrant communities.
Amid fierce opposition to another critical affordable housing opportunity, CSG teamed with faith leaders and housing advocates to support mixed-income homes and amenities at the former Franconia Government Center. We turned out supporters, winning unanimous approval to transfer the county land to the housing authority for future affordable housing.
We won DC’s approval of parking relief on the first 50 affordable housing units in projects near transit, and unanimous Montgomery County Council approval to eliminate minimum parking requirements for new homes near Red Line, Purple Line, and BRT stops. These changes will reduce costs and make it easier to build more affordable homes near transit.
We teamed with affordable housing, bike, and conservation groups, and local civic associations to win unanimous Fairfax County Board approval to convert the TopGolf site in Kingstowne into a new neighborhood, to include 174 new townhomes (18 affordable), a oneacre public park, tree preservation, new bike/ walking path, and better stormwater control.
We helped secure the passage of ZTA 24-01 by the Montgomery County Council, making it easier for faith and private education institutions to build affordable housing on their land. This zoning change is a significant step toward increasing affordable housing. Our supporters quickly mobilized, sending 250 emails to the Council through our alert in just five days!
By focusing on moving people instead of cars, we can offer more affordable and equitable access to opportunities, drive less, be healthier, and reduce pollution.
We joined partners advocating for the Transportation & Climate Alignment Act (TCA) which would require MDOT to measure climate emissions from its projects and consider more sustainable options. The House passed the bill, but time ran out before a final vote in the Senate. We’ll bring a bill back in 2025.
We won Urban Street Design Standards, convened a Complete Streets training for staff and officials, and cohosted a walk audit with Central High School, Del. Kent Roberson, and MDOT. We identified dangerous conditions students face walking to school and suggested safer street designs.
CSG challenged efforts to undermine the state’s nationally recognized “Smart Scale” project prioritization system, which recognizes the value of accessible land use. We rallied local jurisdictions to protect future Metrorail on the Wilson Bridge, and advocated for new bus rapid transit including the Route 7 BRT.
We generated record comments and testified on the region’s Visualize 2050 transportation plan, winning reduction in new interchanges, highway and arterial widening projects – from 900 new lane miles down to 700. However, officials refused to model a smart growth/ transit plan that would perform better and reduce our climate emissions.
Smart growth means informed and engaged advocates shaping the future of our community.

In October, we hosted Smart Growth Social where Montgomery County Councilmember Fani-González shared her vision for creating diverse, welcoming, transit-oriented communities.
