Context

2.1 million citizens registered, bringing the total number of voters on the provisional register of voters to 5,223,316. An increase of the Electoral Register of over 40%. The creation of a trustworthy and automated National Electoral Register. Implementation of the latest biometric technologies, which guarantee 100% exactness. Printing and in situ delivery of 2,1 million identity cards. Technology and knowledge transfer. The Electoral Commission of Zambia emphasized the fact that having the product’s design and development done according to their needs was one of the greatest strengths of the Smartmatic’s solution.

Modernization of the electoral register of the Republic of Zambia through the application of the latest-generation biometric technology. Certified by the Electoral Commission as of July 31st 2011, the first automated biometric Zambian Electoral Registry is ready to be used during this year's tripartite elections (Presidential, National Assembly and Local Government Elections), and in subsequent by-elections, guaranteeing all eligible Zambian citizens the right to vote and endorse their political choices.

The United Nations, through the United Nations Development Programme (UNDP), selected Smartmatic as a technology and services provider for the modernization of the electoral register of the Republic of Zambia. This selection was the result of a thorough evaluation of Smartmatic’s solution by the UNDP and the Electoral Commission of the African nation, where our technology helped cleaning and updating the nation's voter database in an efficient and transparent way, proving once again its flexibility and accuracy. The voter registration Project in Zambia answers to the UNDP’s continuous commitment towards improving the performance of democratic governments. The UNDP invests 34% of its resources every year in projects that support governmental processes of developing nations, reaching 166 countries. Status: 100% complete.

Services

After the Electoral Commission of Zambia selected the staff who would work on the project, Smartmatic provided training services to the software engineers, technicians and trainers. The training program provided covered all teaching materials, the hardware assembly, and configuration processes, the operation of software applications, and problem resolution procedures. The technology and knowledge transfer process was completed during the training of the technical staff. Additional to the training of the Electoral Commission’s staff, Smartmatic recruited and prepared a group of technicians to furnish support from the capital, Lusaka, during the project's execution. Likewise, thanks to Smartmatic’s exclusive methodology for the management of complex processes, consulting services were offered for the necessary logistics required for the successful execution of the project.

Smartmatic supplied 1,000 electronic biometric registration units to the Republic of Zambia, known as PARkits, including all hardware and software components, protective hard cases, training services, tech support and a one-year guarantee. Smartmatic provided its integral solution to create a new biometric voter registry for Zambia that would be used for the first time for the 2011 Presidential Elections. Every Zambian citizen over the age of 18 was required to go a registration center to log his personal information into the new system. The voters submitted their biographic data (first and last names, address, education level, etc.) as well as biometric data (fingerprints, photograph and digitized signature). They were also issued a green national registration card which is a pre-requisite to qualify to register as a voter. The working software was especially designed according to the client’s specific requirements for this project. Each station was equipped with data capture devices, identity management software and a power generation kit. The registration kit was designed to work even under the harshest conditions and in remote locations. The inclusion of a power kit guaranteed that the enrolment process could be carried out even in locations lacking main electricity, without risking either the equipment or the collected data. Each power generation kit was comprised of a battery, a power inverter and a charger. All the registration kits were kept in a central warehouse managed by the Electoral Commission of Zambia and Smartmatic. Before deploying the devices, each one was thoroughly tested in order to ensure its readiness. The distribution of the kits was carried out by means of a carefully designed plan that took into account Zambia’s geography and needs.
