Context The bidding process started in November 2010, when Smartmatic led the consolidation of a consortium called ColCard, a strategic alliance conceived to meet and exceed all prior experience requirements (including many world-renown transportation projects as part of ColCard’s joint track record), as well as all technology and operational requirements. In addition to this strategic alliance we contracted with a number of local service providers to implement and operate a retail distribution network and a telecommunication network. The project has been structured as an 18-year concession, during which we are responsible to design, build, operate, support and maintain a complete solution providing all technology and services as per TransCaribe’s specifications and requirements.
Deliverables
Cartagena’s Transport and Transit Authority (TransCaribe) selected the Smartmatic-led consortium to implement and operate an integrated Fare Collection, Fleet Management and Information System for the new Integrated Mass Transportation System, targeted for a service life span of 18 years. This service includes the management of all aspects of fare collection, including production and distribution of the contactless smart cards used as payment medium, on-board equipment for new buses, an operations control center to consolidate and manage all information, and GSM and trunked radio communications using dedicated and public networks. It also includes all back-office systems required to guarantee the uninterrupted operation of financial administration, passenger information, and fleet control processes, everything connected by a fiber optic ring.
We will be providing a smart card-based Electronic Ticketing System with the most advanced software and hardware technology in the industry, and our capability to customize the end-to-end system to local needs, laws and regulations. Some of the features of our joint offer were a track record in project implementations handling several million fare transactions per day, as well as past experience in installation, operation and integration involving thousands of transit buses in an integrated ITS network with ticket vending machines (TVM), point of sales devices (POS), and card readers for fare validation. In Cartagena, Smartmatic will be delivering, installing, maintaining and operating on-board fare collection equipment for the entire bus fleet, including driver terminals, onboard computers, passenger counters, smart card validators and passenger information displays for buses and bus stations. Also we will be installing a full network of POS devices (for fare sale and reload and informational purposes); a web-based

information service as part of a real-time passenger information system, a number of customer service centers, an Operations Control Center, and the fleet management back office. Finally, we will be delivering TransCaribe’s own private wireless trunked radio communications network, a fiber optics network linking all bus stations, and a high-definition video surveillance system for the security of passengers at bus stations, among others.
