Dear member of the Charlton community, On behalf of the Town of Charlton, it is my pleasure to welcome you to one of the fastest growing and best located towns in Central Massachusetts. Charlton was established in 1755 and is located 50 miles or less from five major New England cities; Boston, Worcester, Springfield, Hartford and Providence. Once a very rural landscape, modern day Charlton is rural residential with a mix of woods and fields and a small percentage of retail and business land developed mostly along Route 20. Like most quaint New England towns, Charlton boasts a traditional village green and historic district that the town values and seeks to preserve. Residents chose to live in Charlton for its quiet wooded hills, farms, orchards, excellent schools and country living while close to cultural centers and urban areas. Harrington Hospital Emergency Care located in town provides a wide range of health care services for area residents and works closely with Charlton to plan for regional emergencies. Charlton received the “Green Community” designation. We strive to provide the best services to our residents. I would urge residents to visit the town buildings: town hall, library, police department, fire department, highway department, water/sewer department and our activities center. Charlton Animal Control Officers (ACOs) are appointed annually by the Board of Selectmen. ACOs are responsible for enforcement of State and local laws and regulations related to animal control. In addition, ACOs will oversee the care and control of domestic animals and, in some instances, wildlife. They do include feral colonies, ie, a group of wild cats that live near dumpsters or other food sources, and barn cats who are accustomed to living outdoors on farms and catching mice and other small rodents. You should never attempt to pick up a cat/kitten that you think might not be friendly. Cat bites and scratches expose you to rabies and other diseases. Charlton Animal Control can help you determine if a cat is friendly or semi-feral/feral and which option would be best for the situation. If you are aware of feral cat colonies in Charlton or if you are a barn owner with a feral cat or barn cat overpopulation problem there are two solutions: 1. Trap Spay/Neuter and Release (TNR). Buffumville lake The U.S. Army Corps of Engineers welcomes you to Buffumville Lake for year-round recreation. Park rangers are available to assist you during your visit. The disc golf course at the Buffumville Dam site has 18 professional holes and 12 amateur holes for golfers of all ages. The 7.2 mile Lake Shore Trail starts in the park and extends around the shoreline of the lake. The trail is marked with blue blazes. Park rangers provide special interpretive programs on topics to include natural resources, water safety, and Dam tours.

Charlton SENIOR Center please contact us ~ we love our volunteers! The Outreach Program is essential to our goal to support seniors to be as self-sufficient as possible and to stay in their own homes for as long as possible. The Outreach Coordinator makes home visits to provide the supportive and referral services needed. The Outreach Coordinator can help fill out a variety of forms at the center but also has access to Wi-Fi when traveling to homebound. The Senior Tax Work-off Program gives qualifying seniors who are at least 60 years of age an opportunity to 45.5 hours a year to a municipal department and in return, receive $500 abatement from their property taxes. The program is funded for 20 participants and saves the town thousands of dollars. It not only helps participating departments with their work-load but also gives seniors a sense of purpose and well-being in addition to the monetary abatement. If a person

is eligible for the program and is physically unable to put the hours in themselves, a volunteer can do the hours for the eligible person by signing up through the program. The Tri-Community SALT Council [Seniors And Law-enforcement Together] meets each month to help seniors become aware of the latest scams, identity theft, the File of Life, E911 cell phones, House Numbering Program and to discuss issues in an effort to keep seniors safe and aware of their surroundings and what’s happening in their towns. The SALT Council consists of the Southbridge & Charlton Councils on Aging, Police Departments, Worcester County Sheriff’s Office, local banks and businesses as well as residents and holds an annual Senior Expo in May. Charlton Youth Soccer Charlton Youth Soccer (CYS) proudly provides training and development, to youth of all ages and skill level, fostering sportsmanship and love for the game of soccer. CYS offers youth, age 3-18, from Charlton and surrounding towns the opportunity to develop soccer skills and experience challenging game play.

Our organization has in place a Tiny Tikes program, for children age 3-4. The program provides a fun environment for their first time on a field with a soccer ball at their feet. We offer two levels of game play for our players once they advance into the 3rd grade. Athletes are able to play in our in-town program or our travel program, some athletes participate in both programs. CYS is the only town nearby that offers two options of play. Many clubs only offer travel, which can exclude many youth from starting to play the game. Our philosophy

Charlton-Dudley Youth Football and Cheer Charlton Dudley Youth Football and Cheer (CDYFC) offers grade based football and cheering for boys and girls in Pre-K (must be 5 years old) through eighth grade in Charlton, Dudley, Southbridge, and Thompson, CT. CDYFC is a member organization of American Youth Football (AYF) and has competed in the Central Mass Youth Football and Cheer Conference since 2006. CDYFC offers football teams for the following divisions: Flag, Tiny Mites (Pre-k to 1st grade), Mighty Mites (2nd and 3rd grades), 4th grade, 5th grade, 6th grade, 7th grade, and 8th grade. CDYFC offers cheer teams in the following divisions: Tiny Mites

(Age 4-6), U8, and U12. The Flag, Tiny Mites, and Mighty Mites football teams are considered instructional level and the 4th through 8th grade football teams are competitive and playoff eligible. The Dudley-Charlton Education Foundation (DCEF) was incorporated in 2008 as a conduit through which our community can immediately and positively impact our schools. The Foundation provides funding for educational opportunities that would not likely receive money from the school district’s budget. The DCEF is a tax exempt 501(c)(3) organization independent of municipal boards, committees and school organizations. It is governed by a Board of Directors comprised of business, community and parent volunteers. The Board cooperates with, but works independently from, the Dudley-Charlton Regional School District and its school committee.

Friends of Charlton Animal Shelter, Inc. (FOCAS)

successfully completed our first mission which was to rebuilt the Charlton Municipal Animal Shelter. Charlton Animal Control’s new municipal animal shelter is 30 x 70 feet and includes 6 kennels, a healthy cat room, a kitchen with a quarantine area, bathroom, and garage. Stray dogs and cats now stay in a clean, bright, warm, safe, secure, state of the art shelter until they are claimed by their owners or transferred to local shelters. All thanks to a combination of donations raised by FOCAS, many volunteer workers, and town funds!

The Dudley Charlton Gridiron Club exists as the community support group for football in the Dudley Charlton area. The Club performs a variety of activities and duties to help the team perform at its best and help its coaches run a first-class program. The Gridiron Club is funded each year through sponsorships, an annual golf tournament, membership dues, and various other fundraisers. CHARLTON’S 121ST SATURDAY, SEPTEMBER 2ND THROUGH MONDAY, SEPTEMBER 4TH, 2017 Saturday - September 2, 2017: Saturday evening will kick off events starting at 6:30PM with a concert provided by ThrowBack to the 60s, followed by the fireworks. For a family night out come and join in the celebration by spreading a blanket to sit on the rolling lawns of the Overlook Communities, eating hot dogs, hamburgers and popcorn, and street dancing while listening to the free entertainment. The huge fireworks display will begin around 9PM. Remember to please help support this event. The location of this event is 88 Masonic Home Road Charlton, MA.

Monday - Labor Day - September 4, 2017: Monday morning will feature the Annual Soap Box Derby at 7AM as well as the Annual Charlton Road Race at 9AM, which in the past has had over 350 runners. Also being held is the Kids Run at 11:30AM and the Kids Bike Race at 11:15AM. Visit the Craft Fair, Art Show, Lumberjack Contest, and Frog Jumping Contest. The Charlton Garden Club will present its annual flower show in the lower part of Charlton Federated Church from 9AM - 3PM. The Charlton Common will be loaded with displays of Crafts, Food and Merchandise, along with informational booths with educational materials for the community at large. Sunday - September 3, 2017: During the day, Bands and Singers will fill the air with music to entertain the The Charlton High School Alumni Association annual meeting (for all students guests.
