Dear Members of the Webster Community, So many positive things have transpired during my first full year as your Town Administrator. In looking back at the goals that I set for last year, we’ve been able to move forward at an impressive rate, making changes as necessary, to improve the overall financial and economic condition of the Town. We formed an Opioid Taskforce to look at addressing the chronic problem of substance abuse in our community. This Taskforce partnered with the Worcester County Sheriff’s Office in Webster and came up with a one-on-one mentoring program to outreach to residents struggling with addiction to help them receive much needed care. It has been a very successful program. We developed sound Financial Policies which were approved by the Board of Selectmen. Our most recent Audit of Fiscal Year 2017 showed vast improvement from 2016 as noted in the Management Letter from our new auditing firm. We hired a new Town Accountant who will continue to appropriately and proactively manage the Town’s finances in a timely and responsible fashion. For the first time in a very long time, we were able to set aside funds as Free Cash at our October Town Meeting. Through the Planning Department, we have developed a bi-weekly meeting to encourage potential new businesses to come to Town and talk about their proposed projects as they might relate to special permits, zoning, conservation, etc. We are working to attract new businesses by starting an Economic Development Fund to enable them to apply for assistance with moving costs associated with relocating to Town or, for existing businesses, to improve their façade or assist with building improvements. We are excited about the potential projects the availability of this fund will attract. We hired a new, part-time Recreation Director. As a result, there are a lot of new and exciting activities going on in Town: more socialization for residents and their families. Part of this enhanced recreation will be working with an outside company to offer enhanced facilities at Memorial Beach. This won’t only create a more exciting place for our residents to enjoy, but it will also help bring visitors to our Town which will be beneficial for our local businesses. We have created a modest Capital Plan, recognizing the need to replace large-scale equipment as well as address infrastructure concerns over the coming years. It will be important to fully address our current and future needs and come up with a reasonable budget to fund these projects. The Personnel Board worked very hard to draft a handbook of Personnel Policies for review by the Board of Selectmen. Department Heads have been given this Draft version for review and commentary before going to the Selectmen. This handbook was long overdue and will be an extremely useful tool for all employees moving forward. (Continued on next page)

The Office of Community Development received a sizable grant and was able to beautify the Downtown area by providing benches and selfwatering planters along the sidewalk. Many residents have commented on how those items have really enhanced this area, providing a place to sit and enjoy beautiful flowers when in season. The Town purchased banners to hang from our street lights so that we can further decorate this area during different seasons. We signed an agreement with National Grid to purchase LED streetlights to replace the tops of all of the poles in Town. This will result in a sizable savings in our electric bill as well as provide brighter lighting throughout Town. Through the hard work of my office, the Town of Webster was designated a “Green Community”, receiving an initial grant of $188,000 which will help to offset most of the cost of this endeavor. We will be looking at ways to bring more energy efficient projects to Town in the future with the assistance of more grants offered to us as part of the Green Community designation. The Town has formed an aggregate electricity program. The “Webster PowerUp Program” has partnered with the Peregrine Company who will offer the supply of electricity services to residents at what has been traditionally a lower cost than National Grid. Other Towns have been seeing a savings for their residents, though this is not guaranteed. Residents are free to opt-out of this program if they wish to continue to receive their delivery and supply from National Grid. Either way, both delivery and supply charges will continue to remain on the one bill received from National Grid. The Town launched a new, user-friendly website which will allow us to offer many more on-line features such as applying for permits, applying for jobs, paying taxes, buying beach stickers, etc. Agendas, minutes, meeting packets and links to watch meetings will also be located on our website. It is relatively new so we are still in the process of working the “kinks” out but so far, we are getting very positive feedback. We continue to seek community involvement. Many Boards and Committees need volunteers to help assist with the important processes they are responsible for to ensure actions and decisions they make are in the best interest of the Town. French River Summer Concert Series Join us on Wednesday Nights

at 5:30pm during July and August at French River Park, Davis St. in Webster for a series of great summer concerts! Music starts at 6:00pm. These concerts are free and all are welcome! Students in the school band at Bartlett High School will be at the French River Park. All night long they will be playing some of your jazz favorites including swing, rock, funk, blues, and Latin styles. Music is meant to be experienced live, so don’t miss this opportunity to hear a great band!
The Pulaski Brass Band of Webster, Massachusetts, was formed in 1889 and performs throughout Southern New England. The Pulaski Band rehearses weekly on Tuesdays at the United Church of Christ on Main St in Webster, next to the Town Hall. We welcome all instrumentalists with two or more years of performing band experience. From its large library of traditional marches, concert selections, show tunes and polkas the band presents a varied palette of music for parades, ceremonies, and summer park concerts. Concerts are sponsored by local organizations and are generally open to the public free of charge.
The BHS Music Department provides a comprehensive, standards based music education for all students in a 21st century learning environment. Throughout their journey, students will build their music literacy by performance, composition and analyzation in both performance and non performance based classes. Students who study music at Bartlett will become critical thinkers, intelligent consumers and advocates for music that will positively impact the community.

summer basketball program. This program runs on Thursday, Friday, and Saturday evenings from 7pm to 10pm through the summer months. The main concept of the program is to break down barriers that exist between youth and the police. It is an opportunity for all involved parties to interact and bond. The program provides teenagers with a safe environment in which to hang out and play basketball together and with police officers. The program is held at Park Ave. Elementary School at no cost to the teens.

In accordance with the rights and protections afforded by the Constitution and in accordance with the town charter for the Town of Webster, the Webster Police Department is committed to improving the quality of life and enhancing public safety by working in partnership with the community to deliver law enforcement and related services that focus on innovative methods to preserve the peace, safeguard lives and property, and minimize the fear of crime.
Each summer, the department also holds a Junior Police Academy. This year it is scheduled for July 30th - August 3rd. The program was developed and instructed by Webster Police Officers. Teenagers, interested in law enforcement, can take part in the program. The week long academy provides the youths with an inside look at law enforcement on a local level. Complete with courses on law, patrol procedures, drill and ceremony as well as physical fitness, the program has been Among our Community Policing a huge success. SOUTH COUNTY POP WARNER
FOOTBALL & CHEER South County Pop Warner has been around since 1970. We are an organization that has been very well respected for years. We dedicated our time to the children of this organization. We service the towns of Webster, Oxford, Dudley, Douglas, Auburn, Blackstone and parts of Connecticut. We are a very well-known organization. Our mission is to uphold our promises to the parents and children of our league, to be honest and caring and abide by all pop warner rules, and to teach these children the basics of football and cheering and to have fun while doing so. In our association we have boys and girls that range from the ages 5-15. We have offered scholarships to those that are in need so we don’t deny a child the opportunity to play a sport. There are boys and girls that have joined our organization that have never cheered or participated in football. They didn’t believe they could do it and many have become amazing athletes and have ended the season not only with the knowledge of the sport but have become part of our South County family and have made many new friends. Last year we started the Challenger cheer team. This team is for children from the ages 5-18 years old with special needs. Please know any boy or girl that resides in any town may participate in the challenger program, not only the towns of South County.
We are looking forward to our upcoming season and would love to make our South County family grown even more. We have an amazing new board that runs this league behind the scenes and are in the process of setting up some family fun days not only to try to get new faces into our league but also to maybe bring the community together as a whole and offer something to the children that isn’t offered as much as it should be in Webster. We will be holding free football and cheer clinics at the Memorial Field, Ray St in Webster. This will be open to all ages dates and time are TBD. We will be participating in the Memorial Day Parade in Webster and are looking for new and old members to join us. Last year, with money raised from fundraisers we were able to purchase new cheer uniforms. This year our goal is to bring new football uniforms to our program. The association will be raffling off a deep freezer filled with $250 worth of goods also going to be raffling off a kitchen island. We are a non profit organization so in order to do this we do rely on fundraisers and donations. If you are interested in donating please contact our league president Roger Baker at 774-287-5488.

We watched the old library tear down and have been watching the new one grow from the ground up. “Phoenix like”, we see the windows and modern styling develop and wonder what the inside will look like. I do not think you will be disappointed. Built in 1921 with funds donated by Chester C. Corbin’s estate, there were many deficiencies in the old building. Almost 100 years old, the library was falling apart and there was no room for new technology. With the permission of the Massachusetts historical commission, the old library was dissolved to make way for a new improved version.

When you see the new library, you will be greeted by a big display of the history of Chester Corbin and the old library and next to that displays of touchscreen ipads waiting for participants. There will be a 120 seat meeting room available to the community beyond library hours as there will be a dedicated entrance to accommodate year round functions. The previous library had computers for 4 adults and 2 children. With a larger floor space, there will now be computers for 10 adults, 6 young adults and 6 children. Libraries still have books but have become community centers where people can come together. There will be couches and places for people to just sit and talk. A children’s activity room with crafts, movies, and story time will be added to the many programs available to the community.
A teen room or young adult space will be available for the first time. Four study rooms and gaming computers are being installed to include this age group. A local history room that welcomes 10 people will be ready as a small meeting space. The library will strive to be ready to help readers with multiple interests. The librarian will make sure that every book on the student’s summer reading list will be available. Audio CDs and box office DVDs can be requested almost as soon as they are released. And, as a member of the central west libraries, people can order almost any book available in print. A large digital catalogue is available for download onto your device at no cost. (The book disappears after 2 or 3 weeks.) An extensive choice of large print books will be added to the selection as well.

Memorial BEACH
Memorial Beach is one of Webster’s most beautiful attractions. With the long stretch of sand and the clear water it is a beautiful place to spend a summer day with the family.
First I am happy to report that the daily visitor rates have not increased from last year. We have a lot planned already this year for the beach. Wednesdays will be a special day at the beach where we will host a variety of games on the beach for Wacky Wednesday! Our special events this year will include a Tri-State Firefighter’s meet on Sunday, May 20th where you can bring your family to see a wide variety of firetrucks and equipment, both new and old. On Thursday,
June 7th Lakeview Marine will be having a “Touch A Boat” event at the beach. Adults and children can come learn about boating and speak with a variety of community groups. Also in June, the weekend of the 21st through the 24th the Webster Fire Department will be sponsoring their annual carnival that will be set up in the walking track area. Our 4th of July celebration will be held on Saturday, June 30th and the fun will start at 1pm and will go well into the evening. Throughout the summer we hope to have a couple of movie nights at the beach, and we will finish our summer with our very first Watercross Race Event on September 8th and 9th!

Webster Fire & Rescue Department

The Webster Fire Department is a combination Career/Paid On-Call Fire Department consisting of a Fire Chief, 2 Deputy Fire Chiefs, 2 Captains, 8 Lieutenants, 35 Firefighters, and a Chaplain. Fire Headquarters is staffed Monday through Friday from 7am3pm by career firefighters. On-call firefighters staff the station Monday through Friday from 3pm-12am and Saturday and Sunday from 7am-12am with three firefighters to provide initial response to all emergencies. During all other hours, the station is unstaffed and department members must respond from their home.

Headquarters is located at 55 Thompson Rd. It was built in 1968 with 10 bays for apparatus, a radio/ control room, Chief’s office, kitchen facilities, meeting room, officers room, hose washing/air compressor room, members recreation room and Emergency Operations Center. It has a 40kw diesel emergency generator piped to a 10,000 gallon fuel tank. Headquarters is staffed from 7am to 12 midnight The fire department is also daily. In June we will host our second annual Meat Raffle at Webster Fish and Game and in September the first Saturday after Labor Day is our Annual Golf Tournament that has been going on for many years!
