Dear member of the Webster community,
As the new Town Administrator, I would like to take a minute to introduce myself and let you know a little about my goals for the future of the town. Beautiful open space, summer concerts, a vibrant business environment, quality neighborhoods and caring people are what you will find in Webster. I want to build upon this strong foundation and help make Webster an even better place to live and work. I have grouped my goals into ten functional areas. Each Board of Selectmen meeting I report on our progress towards accomplishing these goals. Feel free to attend or tune into one of our meetings to find out how we are doing. Also, you may contact my office with any comments or concerns. My goals are as follows: 1. Public Health and Safety. a. Convene a substance abuse task force. We are starting a substance abuse task force that is aiming to help those struggling with addiction and their families to find resources to overcome these addictions. We have requested assistance from the State and I am very excited to partner with them to help save lives and families. 2. Financially Responsible a. Develop financial policies to be approved by the BOS. By developing realistic and responsible policies, we will be able to stabilize the Town’s finances and taxes while planning for future needs. We want to ensure we are good stewards of your tax dollars. b. Submit the annual operating budget for the GFOA Distinguished Budget Award. The annual budget is more than just numbers, it is a blue print for the future of the Town. We want to make sure our dollars are spent on the most important priorities and make it available to residents in an easy to understand format. 3. Economic Development a. Develop a streamlined packet of information for local business owners on available assistance from local, state, federal and not-for-profit organizations. In order for the Town to prosper, the business community needs to prosper. By connecting local businesses to programs designed to assist them, we can improve the business climate and help our businesses grow. (Continued on next page)

b. Improve the Memorial Beach experience for local residents and visitors. The Memorial Beach is a wonderful asset for our community. By capitalizing on the beach, we can create a place that not only our residents can be proud of, but will help bring visitors to our town. 4. Maintain Infrastructure a. Develop five year Capital Improvement Program; coordinate with the school department’s capital plan. In order for the Town to be stable over the long-term, we will need a capital plan that fully addresses our current and future needs and comes up with a reasonable plan for funding these projects. 5. Effective Delivery of Services/Operations a. Develop an employee handbook. Any organization needs to have its human resources policies memorialized in writing. By doing this we will take a large step towards retaining and attracting a happy and productive workforce. b. Save energy/electricity costs by converting streetlights to LED. Not only has this saved money in nearby communities, but the consistent lighting makes our community safer and more beautiful. 6. Clean and Beautiful a. Improve downtown ambiance with improved streetscape and seasonal decorations. Thanks to Senator Fattman, the town has a grant from the state for $100,000 to be used to improve downtown. We are working to use these and other potential funding sources to increase the vitality of downtown. 7. Transparent, informative, engaged and customer friendly government a. Administer a resident survey to identify needs and gather data for measuring performance. We want to know your opinion on how we are doing and where we can focus our efforts. Shortly, we will be releasing a resident survey—the results of which will help guide our priorities for the future. I look forward to working with you and the rest of the community to accomplish these and other worthwhile goals as we make Webster even better. I want to thank the Smart Shopper for their efforts to make this town guide a reality. This guide will be inserted in the May 17th Smart Shopper’s Webster circulation and additional copies will be available to reach as many residents in our area as possible. Through our collaborative efforts with the Smart Shopper, we hope you are better informed and more aware of the many services the town offers. French River Summer Concert Series Join us on Wednesday Nights

at 6:15pm during July and August at French River Park, Davis St. in Webster for a series of great summer concerts! Music starts at 6:30pm. These concerts are free and all are welcome! Pulaski Brass Band The Pulaski Brass Band of Webster, Massachusetts, was formed in 1889 and performs throughout Southern New England. The Pulaski Band rehearses weekly on Tuesdays at the United Church of Christ on Main St in Webster, next to the Town Hall. We welcome all instrumentalists with two or more years of performing band experience. From its large library of traditional marches, concert selections, show tunes and polkas the band presents a varied palette of music for parades, ceremonies, and summer park concerts. Concerts are sponsored by local organizations and are generally open to the public free of charge.

French River Summer Concert Series HellCat Maggie , created on the eve of the Easter Rising centenial, attempts to honor the memory of those Celtic characters both new and old, real and fictional that inspire the hellraiser in us all. Not one for laying claim to being Irish traditional or punk rock, HellCat Maggie is the sum of it’s elements. Kelly Rock (lead vocals, acoustic guitar) fronts the group in true “rock chic” fashion. Michael Green (lead guitar, elec. mandolin) hails from the Saratoga region. Dave O (bass) has long been the sought after solid lower cleff that all bands search for. Scotty B. (Drums, percussion) Scotty cut his teeth in the post-punk, pre-grunge era around Albany NY’s seedy nightspots playing anything from metal-funk to ska-punk. Tom White (fiddle) Tom brings the Celtic element to the group. Brendan Donovan (mandolin, tin whistle) Brendan is one of Maggie’s newest additions. Ask him where he’s from and he’ll reply “across the river”. It’s all a part of growing up Greenbush. Brendan adds a great layer of sound to the band. Michael Kerr (Highland pipes) Michael is the missing link Maggie has been searching for. A native of Massachusetts via Guilderland NY, Michael has honed his craft for more than 40 years bringing that big spirit of the celts.

We have scheduled our annual Junior Police Academy! It will be held at the Webster Police Department from July 25th to July 29th, from 7 am to 3 pm. Topics will range from criminal law, to constitutional law, SWAT and K9 demonstrations, and many other topics. Open to youths ages 13-17. Webster residents have preference, so if there are an abundance of applications, then a waiting list will be created with Webster youth having priority, based on when they submitted their application.

Webster Fire & Rescue Department
The Webster Fire Department is a combination Career/Paid On-Call Fire Department consisting of a Fire Chief, 2 Deputy Fire Chiefs, 2 Captains, 8 Lieutenants, 35 Firefighters, and a Chaplain.
Headquarters is located at 55 Thompson Rd. It was built in 1968 with 10 bays for apparatus, a radio/ control room, Chief’s office, kitchen facilities, meeting room, officers room, hose washing/air compressor room, members recreation room and Emergency Operations Center. It has a 40kw diesel emergency generator piped to a 10,000 gallon fuel tank. Headquarters is staffed from 7am to 12 midnight daily. In 2015, Headquarters was renovationed following the relocation of the Webster Police Department to a new building on Main Street, Webster.
Fire Headquarters is staffed Monday through Friday from 7am3pm by career firefighters. On-call firefighters staff the station Monday through Friday from 3pm-12am and Saturday and Sunday from 7am-12am with three firefighters to provide initial response to all emergencies. During all other hours, the station is unstaffed and The Fire Department is currently finished with renovations and are fully operating on the old police
side. Special thanks to Webster EMS and Chief Gary Milliard for presenting the Town of Webster with a sign of our department emblem. This was a welcome addition to the renovation project and adds a touch of class to the building! On Sunday, January 29, 2017 a ceremony was held at Fire Headquarters to dedicate our new Tower 1 and officially placed it in service. Special Thanks to town residents for supporting the purchase of this much needed piece of equipment, Department Chaplain Fr. Robert Fredrickson for blessing the Tower. SOUTH COUNTY POP WARNER
FOOTBALL & CHEER South County Pop Warner has been around since 1970. We are an organization that has been very well respected for years. We dedicated our time to the children of this organization. We service the towns of Webster, Oxford, Dudley, Douglas, Auburn, Blackstone and parts of Connecticut. We are a very well-known organization. Our mission is to uphold our promises to the parents and children of our league, to be honest and caring and abide by all pop warner rules, and to teach these children the basics of football and cheering and to have fun while doing so. South County has served over 250 participants in a season. Our football program has had as many as 200 talented boys and girls. We have had cheering teams totaling over 100 talented girls. South County has had many successful years in our program. Many of our football teams have been Super Bowl Champions. South County cheer teams are not only known locally but we are also known nationally with sending our cheer teams down to compete in Disney World and placing in the top five. It’s great to win but even better to have the “memories” that last a life time, and a place for all children to be a part of a family and a team. In our association we have boys and girls that range from the ages 5-15. We have offered scholarships to those that are in need so we don’t deny a child the opportunity to play a sport. There are boys and girls that have joined our organization that have never cheered or participated in football. They didn’t believe they could do it and many have become amazing athletes and have ended the
season not only with the knowledge of the sport but have become part of our South County family and have made many new friends. This year we are very excited to announce we will be having a Challenger cheer team. This team will be for children from the ages 5-18 years old with special needs. Please know any boy or girl that resides in any town may participate in the challenger program, not only the towns of South County. We are looking forward to our upcoming season and would love to make our South County family grown even more. We have an amazing new board that runs this league behind the scenes and are in the process of setting up some family fun days not only to try to get new faces into our league but also to maybe bring the community together as a whole and offer something to the children that isn’t offered as much as it should be in Webster. We will be holding free football and cheer clinics at the Memorial Field, Ray St in Webster. This will be open to all ages dates and time are TBD. We will be participating in the Memorial Day Parade in Webster and are looking for new and old members to join us. This year our goal is to bring new cheer uniforms and new football equipment to our program to help make sure the kids have the best equipment needed to keep them safe. Other WLA activities such as the WLA Newsletter, the WLA Website and the Lake Paddles include a public service component by educating the community and by encouraging enjoyment of the lake by both WLA members and non-members. WLA has helped with public service community events. Members have assisted with “Book-A-Cruise” by providing boat rides for students in the program. The WLA organized and offered the first annual Senior Lake Outing in 2014. The WLA water testing team has offered a workshop in testing techniques. The workshop was open to interested persons in the area. The WLA has also helped to organize and participate in periodic environmental cleanup activities around the lake. In the ICE-OUT Contest, the WLA partners with the Webster Education Foundation in order to support both organizations. The WLA has also sponsored or presented a number of educational and informative programs in the community. Subjects for recent presentations have included Birds of Prey, the Webster Lake Eagles, Turtles, the History of the Lake, the Last Green Valley, and the Biology of Lakes and Streams. These presentations have all been open to the public.
