Planning Commission approves offices for Pico Boulevard

An 18,000 square foot office building with ground floor retail is coming to Pico Boulevard after the Planning Commission approved permits for the project earlier this month. While several commissioners expressed disappointment that the project at 2929 Pico Blvd does not include any new housing, Commissioner Richard McKinnon was the only person to vote against granting the permit.
“This looks like a corporate office block that’s just been dropped into the landscape,” McKinnon said. He said the project missed the opportunity for more residential development. “I don’t understand the thinking behind it at all, really.” The site is currently home to a vacant auto repair lot and small one-story building between Yorkshire and Dorchester Avenue. Plans for the new 150-feet long, contemporary building include a glass facade on the ground floor with 8,396 square feet of retail and restaurant space.

Local students are increasingly bypassing school-day physical exercise in favor of extra-curricular athletics and many students are now using their extra time to double up on elective classes. The Santa Monica Malibu Unified District School Board is in the midst of a multi-meeting revision to Independent Study programs prompted by a new law. At their first discussion on the subject in February, the board heard concerns about the way Independent Study programs
impact regular Physical Education classes for grades 6-8 and staff returned in March with a more detailed analysis of the Independent Study Physical Education (ISPE) program. According to Assistant Superintendent of Educational Services Dr. Jacqueline Mora, more than 150 middle school students have replaced their regularly scheduled PE class with an outside physical activity. Officials said that has resulted in students individualizing their education by opening up a free period in the school day. About two thirds use the slot to take a second elective, with the

A staff report on the project said employees of the offices would create a “consistent customer flow” for a restaurant and contribute to pedestrian activity on the street. “The (neighborhood commercial) zoning district was intended to maintain and enhance small-scale neighborhood shopping districts that provide daily goods and services easily accessible from surrounding residential neighborhoods

Tech and automotive bloggers across the internet are buzzing about a recent application by Tesla to build a restaurant and supercharger station at 1401 Santa Monica Boulevard. The electric car company submitted an application earlier this month the solar-powered electric car charging facility. The station has a target opening of the end of the year, according to Tesla’s website.

The brief permit combined with a tweet from Elon Musk in January give a few clues to the future of the project. “Gonna put an old school drive-in, roller skates & rock restaurant at one of the new Tesla Supercharger locations in LA,” Musk said. Santa Monica Cultural Affairs’ 2018 Art @ Tongva Series Launches with The Wonder Room The 2018 Art @ Tongva season kicks off with the fifth annual Wonder Room on Wednesday, March 28. The Wonder Room is an evening of performances and visual art by an interdisciplinary group of artists who synchronously activate the intimate “rooms” of Tongva Park. This year’s Wonder Room features a theatrical performance by visual and performance artist Emily Mast in collaboration with the award-winning composer and arranger Alan Chan, and live music by Cesar Castro, LA’s own master of son jarocho music. Alongside new and exploratory visual artworks and intimate dance pieces, the evening will be rounded out by special guest, Kate Johnson, a video installation artist and resident of Santa Monica. Johnson’s work will bring the park’s century-old Moreton Bay Fig tree, Morty, to life in new and surprising ways. Audiences are invited to stroll and choose their own artistic adventure, discovering each work or performance at their own pace. The program highlights Tongva Park’s unusual geography of gardens, winding paths, and urban vistas, reimagining the small, exquisite spaces of the park designed by James Corner Field Operations, the creative geniuses behind the High Line in New York. Art @ Tongva is a series of intimate and informal events in Tongva Park running since 2014. I need to get my roof replaced as a result of storm damage (thanks global warming!). Is Tesla’s solar roof a good deal and do other companies offer similar products—with the photovoltaic cells integrated into the roofing material?

IT WOULD BE A STRETCH TO CALL TESLA’S
new Solar Roof a “good deal” given that it costs more than just about any other rooftop solar option, but there are some scenarios where it might make sense anyway. For instance, some housing developments or homeowners’ associations don’t allow traditional photovoltaic panels to muck up roof sightlines for aesthetic or other reasons, so solar collectors integrated into a traditional looking roof may be worth the extra expense. According to EnergySage, a solar information clearinghouse and matchmaker for 500-plus pre-screened solar installers, replacing a roof on a 3,000 square foot home in Southern California with another regular roof and then adding photovoltaic panels on top would run around $34,000 in gross costs all told ($8,000 for a new asphalt or slate roof and $26,000 for the photovoltaic equipment and installation). Of course, some solar installers will lease the panels to you, so you would just pay a smaller monthly fee akin to your old electricity bill. Meanwhile, gross costs for putting in a full Tesla Solar Roof top out over $50,000, a 33 percent price premium for the sleeker look and added cool factor. But given all the turbulence in the solar industry in recent years, Tesla customers are also happy to pay a premium for the peace of mind of knowing they are dealing with a company that won’t be going out of business anytime soon. Tesla is already the dominant force in the sector given its 2016 acquisition of lead-
ing residential solar installer SolarCity and vertical integration with electric cars and lithium-ion battery arrays. They also have pretty deep pockets: Tesla went public in 2010 and has been a darling of tech investors ever since. The first Tesla Solar Roofs have already started going up in California, with a roll out to other states planned by the end of 2018. But Tesla is far from the only game in town when it comes to so-called “building integrated” photovoltaics (BIPV). Forward Labs, a venture capital backed Silicon Valley start-up, has started installing its own integrated solar roofing systems around the San Francisco Bay Area and plans to expand beyond California in 2019. Unlike Tesla’s tiled roof design, Forward Labs’ “single-surface” look—more akin in style to a metal roof—features layers of solar cells and tempered glass that can take on any color the customer chooses. The start-up claims its solar roofing technology can produce almost double the energy output of Tesla’s tiles while costing 33 percent less. While we know less about the technical details, the Japanese company Solar Frontier plans to roll out its own solar roof technology across Japan in 2019. Yet with all the hype about solar roofs, we can’t forget about the technology’s forebear, solar shingles. While not technically integrated into the roof, solar shingles lay flat on existing roofing, keeping a low-profile and requiring less installation time than traditional photovoltaic panels or fullyintegrated solar roofs. RGS Energy’s PowerHouse and CertainTeed’s Apollo have been around since 2011 and can achieve efficiencies similar to traditional photovoltaic panels at a price point far below fully integrated solar roofing. ON MARCH 7, AT ABOUT 4:27 A.M. Officers responded to the 800 block of Palisades Park following a request for assistance from a Public Service Officer (PSO) regarding a subject possibly suffering from seizures. Officers determined the subject was sleeping in a sleeping when the PSO tried to wake him up and advise him he could not sleep in the park. The subject appeared to be experiencing a seizure and SMFD Paramedics were requested. Paramedics determined the subject was not experiencing a seizure and offered to take him to hospital for further evaluation. The subject refused. Officers informed the subject of the park closure and that he could not sleep in the park. The subject refused to leave. The subject was taken into custody and transported to SMPD Jail for booking. Nikol Bodden, 30, homeless, was issued a citation for being in the park after its closure.

With more than 20 years of experience in health systems, Jordan most recently was executive vice president and chief financial officer of the seven-hospital Detroit Medical Center (DMC), where he coordinated approximately $1 billion in capital development projects, including an advanced technology heart hospital, a pediatric specialty ambulatory center and a $175 million project to replace a patient tower for Children’s Hospital of Michigan. While at DMC, he was the executive sponsor of a company-wide mentoring program for future financial operations leaders, which significantly increased internal promotions. He oversaw population health strategies for the health system, including those related to the owned Medicaid health plan and the Medicare Pioneer accountable care organization (ACO). These strategies were all related to coordinating and improving care as well as meeting high-quality thresholds. Also, he worked with the senior leadership team at DMC on appropriate ER utilization through a CMS innovation grant. As a result, three holistic primary care clinics were opened adjacent to the hospitals’ emergency rooms. Jordan’s other prior regional management experience includes the New England and Chicago markets for Tenet Healthcare. He will be joined by his wife and two children when they relocate from Michigan. He assumes his new role on March 26.

majority choosing a class in the visual or performing arts. The study prompted a discussion by the board on rethinking PE requirements including possible establishment of an afternoon PE class (known as a Z period) or widening the possibilities for physical activity on school sites. “What students are doing is taking all these electives, not just wasting their time,” said Boardmember Oscar De La Torre said. “However, we have to encourage young people to get out there and get physical activity. Looking at Z period, it’s an awesome idea and I think we look into this.” De La Torre suggested in addition to the Z period, perhaps the addition of an intramural sports league for students to compete against other schools, potentially between 3 p.m. - 5p.m., a move that he suggests would help both parents and students. “I think they’d like that competitiveness,” De La Torre said. “Parents do AYSO and things like that already. Three to four, three to five, we offer that and it’ll be great, it aligns with work schedules and helps parents.” Data revealed during the presentation also showed that primarily white and nonsocially economic disadvantaged students were utilizing ISPE in this way, prompting the Board to state any program should be applied fairly to all students.
“The participants tend not to be people of color or in financial need. Is this impacting other students? It needs to be looked at,” said Boardmember Ralph Mechur. Officials said they had no plans to make significant changes to the program this year but Superintendent Dr. Ben Drati said he had questions about the way the program was being implemented and said he will work with staff to study changes for the future. There will be a new committee of staff members to help process ISPE applications and a standardization of applications between middle and high schools. The Board will vote on final language governing Independent Study programs at their April 12 meeting and new applications for Independent Study programs will be available shortly thereafter. Applications will be due by May 4 with the goal of informing parents about their application results by the end of the school year. Board president Richard TahvildaranJesswein said he has heard criticism of the drawn out process but said it’s already shown its value. “We discovered ISPE is full with many interests and intersects with many aspirations,” he said. “What I don’t see mentioned which I’d like to is parents and people felt they should have been included in the dialogue.” He asked that when the item returns in April, it include some information on the role parents place in the process. angel@smdp.com

ing to a staff analysis. Planning Manager Jing Yeo said the stretch of Pico Boulevard near the project is mostly commercial, with single family homes to the north. The office building was designed by Gwynne Pugh, the architect behind the new Courtyard Marriott and Hampton Inn hotels at the corner of 5th Street and Colorado Boulevard. The Santa Monica architect is also involved with the $250 million redevelopment of Queen Mary Island in Long Beach and helped design the downtown Expo light rail stop. Pugh told the commission the modular building will take on a new character as ground floor tenants fill in the space. The two-story structure will be about 32 feet tall. A two-level underground garage will have 61 car parking spaces and 18 bicycle parking spaces for office workers and customers. “The site is designed with vehicular and loading access taken from the alley (Pico Place), maximizing the street frontage for pedestrian circulation,” said the staff report. An environmental report found the project would generate a net 604 average daily car trips.

The owner of nearby McCabe’s Guitar Shop at 3101 Pico Boulevard wrote to the City asking for a traffic light between the businesses to provide a safe left turn opportunity and slow traffic on the busy thoroughfare. “Slowing traffic will give the drivers a bit of time to notice the businesses,” wrote Espie Riskin, vice president of McCabe and Camp Inc. Commissioner Leslie Lambert echoed concerns from nearby residents that 29th Street and Pico Boulevard could use a traffic light. “We’re going to see Pico change over the years and that’s reality,” Lambert said. Other commissioners said they hope that change will include more apartments along the boulevard. “Generally speaking, I would actually love to see this location end up with ground floor retail with ten or fifteen units above,” Commissioner Jennifer Kennedy said. “To me, that would be the ideal scenario.” With the approved Development Review Permit and Conditional Use Permit, the project is expected to contribute the following fees: $313,772 for transportation impacts, $215,517 for affordable housing, $39,662 for parks, $42,903 for child care and $37,708 for cultural arts.

Orchestra Santa Monica receives grant from the S. Mark Taper Foundation Orchestra Santa Monica has received a grant of $10,000 from the S. Mark Taper Foundation. This grant covers program and operating expenses for the 2017-2018 season. The S. Mark Taper Foundation, founded in 1989, is a private family foundation dedicated to enhancing the quality of people’s lives by supporting nonprofit organizations and their work in our communities. OSM Executive Director Tom O’Connor says the orchestra is pleased and proud to receive the grant. “This grant will help us fulfill our mission of bringing great music to the Santa Monica and Westside communities we serve. The City Council recently approved plans to add dozens more charging stations around town, including at libraries, the Annenberg Beach House and the Santa Monica Pier, as well as along curbs in the Ocean Park and Wilmont neighborhoods. Tesla’s current store on the Third Street Promenade was purchased by KLM Equities Inc., in 2016 for $15.6 million. More than 400,000 people have put down $1,000 for a Tesla Model 3, according to a recent CNBC report about the company’s struggle to meet manufacturing goals.
