But Mayor Shawn Pankow had concerns about

"Hopefully, we only have to fix it once and we won't have to (go) back and fix it again," said Coun. John Maloney, who was chairing the meeting. "The mayor's question about growth is very, very valid," said chief administrative officer Malcolm Morris. Morris noted that having an "intelligent controller," for the traffic lights at the intersection would got a long way to helping regulate future traffic patterns. Dunlop said that his department was "looking at road widening," and possibly obtaining nearby land, if need be. But Dunlop hastened to add that any improvements at the intersection "will ultimately benefit the landowner." Proposal details The town put out a request for proposal on June 21, for "detailed design for the upgrades to the Lombard and Abbott Street sig-

nalization upgrades," stated a report by Dunlop, presented at the Sept. 10 meeting, following up on the intersection study from October 2017. There were three submissions that made the July 20 deadline, and Novatech's was the middleranked in terms of cost ($68,258.78), with GHD's proposal coming in at $95,558.45, and Ainley coming in at the lowest cost, at $39,490.68. The work Novatech has been contracted for, with an April 30, 2019, deadline, includes: • Completing a condition assessment of all traffic signals • Upgrades to meet the requirements of the Accessibility for Ontarians with Disabilities Act • Upgrade of traffic signal hardware to Ontario Ministry of Transportation requirements • Assess pavement conditions within the limits of the intersection • Explore opportunities for esthetic upgrades for this major gateway intersection

Dunlop explained that the three proposals were weighted on different criteria, not just cost, and the Ainley proposal was looked at, but it was "determined that the proposal was absent of details on stakeholder engagement with Parks Canada and Rideau Valley Conservation Authority ... The Ainley submission was also the only proposal that did not include a field geotechnical program, which was concerning," wrote Dunlop. Further to this, utilities "will not locate their utilities in the field," said Dunlop, for infrastructure development - only if there is digging involved, he said. During the meeting, Dunlop stated that although the Rideau Valley Conservation Authority needed to be consulted on the project, because the intersection sits on what is designated to be a floodplain, it also needs MTO approval and also approval from Parks Canada because it sits within 30 metres of the Rideau River. (He called the three bodies "key stakeholders.")

PAULINA HREBACKA phrebacka@metroland.com The Town of Smiths Falls has been marked with a symbol to honour those who've fought in Afghanistan. The ceremony to erect a LAV III monument in honour of Afghanistan veterans was held Sunday, Sept. 16 next to the cenotaph at the corner of Elmsley Street North and Cornelia Street. The decommissioned LAV (light-armoured vehicle), used by the Canadian military in Afghanistan, was purchased by the Royal Canadian Legion Branch 95 with donations from the community. The legion has been working to bring the monument to town since 2016, and had hoped to have it in place for last year's Remembrance Day ceremonies, but its arrival was de-

layed until an agreement was met on its location between the legion and the town. Members of parliament, Smiths Falls council, the Smiths Falls Royal Canadian Legion, the public, and Afghanistan veterans were in attendance at the ceremony, which was opened by president of the legion, Jim Jenkins. Following the unveiling of the monument and plaque, Rev. Jill Turnbull read a prayer of dedication. "We dedicate this LAV as a symbol for all those who've lost their lives in Afghanistan, and the many veterans in this area who are honoured on this day," said Turnbull. "We see this vehicle, which will always remain silent and unmoving, as a sign of hope for a day when all vehicles and weapons of war will be silent, and we will all live together in a world of hope."

Lanark - Frontenac - Kingston MP Scott Reid was also invited to say a few words at the ceremony. He reminded the audience that compared to most war monuments and memorabilia that we see in museums, the LAV III is not something of the distant past. "It is a vehicle that was used in recent years, by people that are still young men and women," he said. He spoke about the house in which he now lives, in Perth, that was once used as a veterans' hospital, for people recovering from post traumatic stress disorder. "They called it shell shock in those days. It took a long time for those men to heal, and they never did all heal. As long as this is here, we need to make sure we do the right thing to take care of the people that took care

of us in Afghanistan." He added that the project to bring the LAV III monument was a long, arduous task that took many helping hands; a strong community effort. Jenkins called upon present Afghanistan veterans to stand in front of the LAV III for thanks and appreciation. The 20 veterans were met with a wave of applause from the audience, before Jenkins announced that Mayor Shawn Pankow declared the day, Sept. 16, as Afghanistan Veterans Appreciation Day in Smiths Falls. The mayor then read the proclamation aloud. "On behalf of everybody here in our community and our country we can't thank

A commemorative service will take place at Evergreen Avenue Saturday, Sept. 22 at 11 a.m. to honour residents who have made community contributions, who have served Canada, and who have built strong family values. All are welcome to attend. Tributes will honour Russ Beach, Ian Fraser, Dave and Edna Good, Judge Donald Smith, Phyllis Warden, Rebecca and Capt. J. Warden, and Norma and Lorraine Whiten. Fraser was a member of the Smiths Falls Royal Canadian Air Force Association Club and Royal Canadian Legion, who spent countless hours volunteering with Evergreen Ave-

nue. He was a dedicated member of the Westminster Presbyterian Church and also spent much of his time in the winter at the curling club. Smith was the youngest appointed magistrate in Canada, at the age of 27, and served on the bench for a period of 47 years. At the time of his retirement in 1985, he was the only provincial judge still serving, who had been appointed before 1941. When war broke out in Europe, he entered officers' training and served with the rank of captain in the Hastings and Prince Edward Regiment, arriving in Europe with the 1st Canadian Division, which saw battle in the Italy and Sicily campaigns. Upon his return, he resumed his position as mag-

The successful Seniors Therapeutic Day Program (PEP) that has been supporting seniors and their caregivers for over four years in Perth has expanded to the Smiths Falls community. It is designed for older adults who live independently. Participants may be frail or have suffered a life-altering event requiring rehabilitation, which may impact their ability to remain in their own home. The program offers the opportunity for socialization, physical therapy, cognitive stimulation and emotional support. "We are very excited about now being a part of the Smiths Falls community. We wouldn't have been able to offer this day

program in Smiths Falls without the support of the United Way Lanark County," explained PEP executive director, Pauline Fitchett. "One of United Way Lanark County's priority goals - Successful Aging - is to help ensure seniors are able to stay in their homes and remain engaged in the community, while all caregivers feel supported," notes advisory council chair Helen McIntosh. "Programs like the one run by PEP helps those seniors in need within our community. The United Way is excited about the expansion of PEP's programs from Perth to Smiths Falls, made possible

with funds from our very generous donors. We look forward to seeing the new program succeed." The Smiths Falls Senior Day Program takes place on Thursdays from 9:30 a.m.-3 p.m. at 91 Cornelia Court, Suite 110. The cost is $35 which includes a nutritional break and hot lunch. As well, the PEP Senior Therapeutic Centre will be offering their Breathe Well Live Well (COPD) program for a six-week period in Smiths Falls. The program will run from Oct. 9-Nov. 13 at the Cornelia Street location. The cost is $15 for the six weeks. Our Breathe Well Live Well program is

designed to help clients gain knowledge of their disease, manage their breathing challenges, and improve their exercise tolerance. In turn, this will help them achieve their optimal ability to carry out activities of daily living, regain independence and improve their overall quality of life. MAKE ALL-CANDIDATES FORUMS MEANINGFUL Too often all-candidates meetings are poorly attended with only hard-core supporters showing up to cheer on their favourites. That's unfortunate, for candidates forums can be a valuable tool in ensuring voters make informed choices. That's especially true in municipal elections when, unlike federal and provincial votes, the electorate gets to evaluate the candidates without party politics and leader popularity muddying the waters. Most voters have at least a passing knowledge of party platforms and their leaders' abilities. However, municipal hopefuls, especially newcomers, can be a mystery to many ratepayers. When there are several newcomers in the race, as is the case this year in most area municipalities, it's particularly important to give the electorate a chance to scrutinize them in action on a public stage with their peers. If voters are to choose council members who really reflect their priorities and values, they need to hear firsthand as candidates elucidate their thoughts and views. A discerning voter can learn a great deal from seeing how candidates handle themselves under pressure. That's why debates should not be dominated by speeches. While they can be enlightening, they all too often tend to be full of platitudes and self-evident truths. The audience can better evaluate the candidates through unscripted questions from the audience. Conversely, the public's questions are instructive for candidates in understanding what issues are foremost in the minds of their constituents. However, to make the question period the most important element in a candidate forum as it should be, everyone in the audience should feel comfortable in participating. For an all-candidates forum to be effective, it should be inclusive and welcoming, walking the line between orderly and passionate. It's not easy. Everyone has a role, especially the moderator and his or her support workers. Usually there are far more questions posed than there is time for them to be answered, especially if there are a large number of candidates on stage. So what questions are chosen and how long candidates are given to answer them are important. The moderator and crew need to be knowledgeable enough about the community to ensure relevant questions are asked and understood properly, and quick-witted enough to put a stop to duplications and prevent loudmouths from dominating proceedings. They should be strict enough to keep candidates on topic and time, yet flexible enough to allow them to digress if it helps the audience understand the response and to rebut their opponents if warranted. After all, voters want to know where candidates differ, not so much on what they agree. The audience members can help by asking succinct questions that draw out where the candidates stand on issues of importance to the community. Wandering diatribes, long preambles and unsubstantiated accusations have no part in questions. Time is of the essence at these sessions. In municipalities where the number of candidates reaches double figures, it makes sense to hold two forums, one for mayor and deputy mayor and another for councillors to give everyone time to speak their piece. If voters are to leave the forum armed with enough insight to make informed choices, they need to ask questions and hear answers that allow them to determine which candidates have the right stuff to guide their municipalities for the next four years.

Just think about the time, effort and money we've invested in such things as relationships and other important milestones and events in our lives. How hard have you tried to walk, talk, ride a bicycle, graduate, get married, have children, raise a family, buy a vehicle or home? We have drive and ambition and we accomplish our goals and enjoy the fruits of our labour. With the support of

FORD THREATENS NOTHWISTANDING CLAUSE DEAR EDITOR, I could not bring myself to vote for a Doug Ford-led PC Party. I consoled myself that an Ontario premier does not have presidential powers.

I never imagined that my MP, Steve Clark, his cabinet colleagues and the entire caucus would meekly allow their trumped-up leader to abuse the highest law of the land to pursue a personal vendetta against Toronto municipal politicians. What happens now that Mr. Clark, the cabinet and caucus agree that having won election as an MPP, the leader of the largest party in the legislature is above the law? Imagine their outrage when a future Liberal or NDP premier invokes the Notwithstanding Clause to avoid respecting an inconvenient judicial decision. It's time for Mr. Clark to show some backbone and stand up for the rule of law. Yours truly

which raised funds to build the first community centre, which became the home of the Smiths Falls Rideaus' hockey team. He also served as chair of the Board of Education, and, as magistrate, he chaired the police commission. An avid golfer and curler, he served terms as president of the Smiths Falls Curling Club and the Smiths Falls Golf Club, of which he was an original proponent and long-standing member. Never forgetting the importance of spiritual life, he was a lifelong member of the Trinity United Church, serving in various leadership positions. His family is pleased and gratified that his life of distinguished community service is being honoured as part of the Evergreen Project. The Goods, who retired in Smiths Falls, were involved since the beginning of Evergreen Avenue. Dave Good was a Second World War veteran and was stationed in England with the Moose Squadron 419 as an airframe mechanic. Following the war, he came to

work in town as an apprentice sheet metal worker through the Armed Forces Rehabilitation Program. Dave subsequently founded Briscoe and Good Plumbers and Tinsmiths - which soon became Dave Good Plumbing and Heating - servicing Smiths Falls and area until his retirement in 1984. Dave was involved in the Lions Club, hospital auxiliary, the cemetery board, and Smiths Falls Waterworks. He was instrumental at getting Bascule Bridge declared a National Historic site in 2002. Dave was also a member of St. John's Anglican Church Young

People's Association, where he met Edna McKinnon - the soonto-be Mrs. Good. They were married in 1950 and raised three children on Jasper Avenue. Edna was the daughter of a railroader and spent her life active in the community including with the little theatre, the housing authority, heart and stroke foundation and the library. DESMOND DEVOY desmond.devoy@metroland.com Smiths Falls received only one bid for sewer cleaning for this year - and the price tag was 140 per cent higher than expected. Tenders for sewer cleaning were due at town hall by Aug. 9. Six tender applications had been picked up, but only one was returned, and that bid was way above the expected price, Troy Dunlop, the town's director of public works and utilities, told Smiths Falls town council's committee of the whole meeting on Tuesday, Sept. 10. The sewer cleaning was "critical work we need to advance," said Dunlop. But in order for it to move ahead, "there would have to be movement on that pricing," he said. "The price is not what we were expecting," said Coun. Dawn Quinn. Dunlop hastened to add that

"we do have lots of time," and that the price the town had in mind was based on the last three winning bids over the last three years. "There may have to be a modification in the length of sewer," that is cleaned, said Dunlop. "We cannot consider paying the rates

that were bid." Some councillors, like Joe Gallipeau, suggested that the bid could once again be put out to tender, but Dunlop said that he would prefer to negotiate first, because re-tendering the proposal means "we could find ourselves in a position with no bids," Dunlop said.

During a presentation to town council's committee of the whole meeting on Monday, Sept. 10, the town's director of community services, Art Manhire, informed council that the company doing the renovation work "are concerned about the weather," in particular this week's rains. "They may need to phase the work in," with the sealing and final coating being done in the spring if the weather in not co-operating.

Manhire also told council that the Child Development Centre's (CDC) move from 73 Thurber St. to the new home of St. Francis de Sale Catholic elementary school at 4 Ross St. saw the CDC open on time with "a few modifications," and they plan to do an opening ceremony soon. The second ice surface at the Smiths Falls Memorial Community Centre should be open by Oct. 1, and Duke and Duchess, the town's resident Rideau River swans, will be moved into their winter housing "when it gets cooler." As the water levels drop, the "swans have a hard time climbing up," the banks. That is why the town is looking at installing

ramps for the swans so they can "access dry land," if they need to. Marijuana taxes Chief administrative officer Malcolm Morris informed council that he had sat on the Association of Municipalities of Ontario's marijuana task force, told council that that committee had advised the previous Wynne government about the matter, including how to collect the excise tax when marijuana is legalized on Oct. 17. The Liberals' plan had been to sell marijuana from governmentrun shops, similar to the way alcohol is sold at the LCBO. However, after the change in government saw Doug Ford's Progres-

As such, Morris' committee will reconvene next week since, right now, there are "more questions than answers," and they have to adjust their recommendations. DRIVERS WHO DON'T SHARE ROAD BIG ANNOYANCE JEFF MAGUIRE WRITES ABOUT ROAD HOGS JEFF MAGUIRE Column

Why don't motor vehicle drivers today share the road? OK, it's not everyone who is guilty of what I consider to be one of the cardinal sins of driving these days. But the number of

motorists who clearly have no idea what their obligations are when they take to our streets and highways is shocking. From what I am witnessing and hearing with respect to this matter the problem is growing! It is true that people deliberately break the rules of the road continually. Speeding, red light running, tail-gating, illegal lane changes, failing to signal, dangerous passing and perhaps worst of all, distracted driving, are also increasing exponentially. The dangers inherent to operating a motor vehicle today have never been high-

er. Other drivers hold your life and those of your loved ones in their hands and yet considering the chances they take while behind the wheel they evidently don't care. It's truly terrifying! In terms of failing to share the road I think this is a two-edged sword. A sword that's being wielded every time we take to the road today and it could strike any of us at any time. First of all it has become clear to me that many drivers simply have no idea they are supposed to share the road with oncoming traffic. Somehow they never learned why there is a

centre line (in yellow or white) on most roadways in Canada and the United States. It's pretty basic stuff. The centre line is only meant to be crossed when it's safe to do so. Otherwise you have to stay in your own lane and adjust to the speed of the vehicles ahead, or stop completely when there is an obstacle in your lane. You aren't supposed to cross into the other lane forcing oncoming drivers, who clearly have the right of way, to take evasive action or stop completely just to let you pass. If you are

driving in the opposite lane you are breaking the law in most cases. In Ontario there is a provincial offences ticket for "failing to share the road." I don't know how much it costs if you're caught by the police? But based on what is happening at present this particular fine should probably be tripled. Sadly the vast majority of offenders don't even know they're breaking the law and, let's face it, the likelihood of being caught is pretty small. Obviously some offenders find out the hard way. At that point it's too late because they have already caused a collision. The other edge of this particular "sword" relates to drivers who know better, but simply don't care. Like all motorists who break the rules of the road they are willing to take a chance and hope oncoming traffic either moves over or stops to let them pass. It's a calculated risk and in most cases

they get away with it. Although not before terrifying the drivers and occupants of vehicles who are in their proper lane and proceeding correctly. I also find that most drivers are lemmings when it comes to this issue. One driver breaks the law by passing illegally and everyone (or most drivers at least) follows them. Meanwhile oncoming motorists whose lane is completely clear are the ones forced to stop or are pushed to the curb, or in some cases off the road, by oncoming vehicles who have entered their lane. MAPLE COOKIES WERE A TREAT FOR YOUNG MARY MARY COOK SHARES FOND MEMORIES OF ENJOYING COOKIES FROM BRISCOE'S GENERAL STORE MARY COOK Column

You could smell the maple cookies as soon as you opened the door into Briscoe's General Store. Like all the other cookies Mr. Briscoe sold, they were stored in tilted boxes in a row right down the centre of the store, but the cookies shaped like maple leafs were in the first box. Others were wafer thin, some were just round like bis-

cuits, and some were chocolate with white icing. But I could never smell any of the other cookies ... only the maples. I used to think it was good planning on Mr. Briscoe's part to put the maple cookies near the front door. The wonderful smell helped deaden the reeking stench of coal oil in containers at the back of the store ... right beside the little barrel of molasses. There were no covers on the cookie boxes, but when the height of the summer assured you of a good crop of houseflies, in an attempt to keep them away from the cookies, long pieces of wrapping paper were laid over the entire row of cookie boxes. But when you lifted the paper, there were always flies underneath, which didn't seem to affect the sales one bit. I didn't have much use for the

thin wafers, which, however, were Father's favourite. When a meal was over, he liked to pick up a wafer and soften it in his tea. Mother thought it was a disgusting habit, but it was just one more thing she had to get used when she moved to the farm at Northcote. Of course, the maple cookies and the wafers were luxuries we didn't often enjoy. Father often had to go to the store in the middle of the day ... he might need nails, oil, or gas, and if that happened when I wasn't at the Northcote School, I was always allowed to go with him, which was a special thrill for me. Any time I could spend alone with Father, he gave me great job. He wasn't a talker, but he had plenty of facial expressions and hand motions I could read like a book. Another reason I liked to go to the store with Father was that

he always bought a few cookies for me. Of course, he never had any money in his pocket, so he would just tell Mr. Briscoe to put them on our bill. Mother, at the end of the month, after selling her wares in Renfrew, would go into the store at Northcote and settle up with Mr. Briscoe. Neither Mother nor Father ever laid out cash when they bought supplies, which I used to think was just like getting something for nothing. So Father would first do his business with Mr. Briscoe. And then he would go over to the counter and take a small paper bag which was neatly piled in order of size with all the other bags. He always opened it with his thumb, and then put the bag to his lips and give it a hefty blow, and it would open up all the way immediately. He would nod in my direction, and we would head over to the row of cookie boxes. He knew without asking what kind of cookie I would like. And with his hand that before had come in contact with the cows, the horses, the barn equipment, and the buggy, he would reach into each tilted box of the ones we wanted, and bring out a full fist of cookies! I knew Mother would wonder, if she

They have been organizing these monthly gettogethers for 10 years now and have raised over $32,000. LAWS was their first, and has been a lucky recipient each year since inception, getting $3,452.75 to date. The 101st was a Full House for FuLL DECK raising $400-plus for LAWS. MERRICKVILLE HEROES RELEASED AT BOOK LAUNCH AT LIBRARY LAURIE WEIR ljweir@metroland.com The Merrickville Legion Branch 245 hosted the launch of Merrickville's Heroes Aug. 25 through a limited edition book and website located on www.merrickvilleheroes.weebly.com which was funded in part by Veteran Affairs Canada. The celebration of life for the 31 veterans of the Merrickville area who fought and died in the First World War began with greetings from Branch 245 President Lee Horning. Minister of Housing and Municipal Affairs Steve Clark, MPP, followed by speaking about how at his office it is the local history items that gain the most attention and was pleased to give people the opportunity to read about these local heroes. MP Conservative candidate Michael Barrett spoke next mentioning how as a recently retired veteran, he has great respect for those who have gone before him and thankful to see their stories preserved. Merrickville Coun. Victor Suthren spoke about the great sacrifice Merrickville and our country made and how great the losses were. Author Rob Moore finished by presenting the books to Horning and speaking about how important it is to preserve the truth of the First World War and serve as the voices of those who are no longer

with us. Refreshments were served by Cassie's Cookies who presented a cheque to the Legion for the purchase of a "There but Not There" silhouette to be on display at Branch 245. "There but Not There" silhouettes are a fundraising program for current returning injured veterans. A copy of the Merrickville Heroes book was also donated to the Merrickville Public Library.

Frank passed away suddenly in the Kingston hospital following the onset of a stroke on Wednesday, September 12th, 2018 at the age of 89 years. He was the beloved husband and best friend of Edith (Kerr) Clark and dear father of Cathy (Erwin) Busschaert, Patricia Dewit, and Janet (Mark) Engelbrecht. Frank was predeceased by his sons Frank Jr. and James, his first wife Grace (mother of his children), his brother Robert West and his sister Joyce West. He will be dearly missed by his 10 grandchildren and 8 great grandchildren, also many in-laws, nieces and nephews. HUDSON, Paul Putnam

Paul passed away peacefully, with his family by his side, on Saturday, September 1, 2018 at the age of 88. Loving husband to Barbara with whom he shared 64 years of marriage. Much loved and devoted father to Scott (Diane) Hudson, Paula (Colin) Brown, Donna (Mark) Pritchard and John (Kitty) Nelms. Grandpa will be sadly missed by his 11 grandchildren: Ryan, Christopher, Alissa, Emily, Kevin, Jessica, Christopher, Natalie, Eric, Melanie and Kelly as well as his 4 great grandchildren, Aiden, Sophia, Jaxson and Lincoln. Paul grew up in Ottawa, attending Lisgar Collegiate and Carleton University before heading off to Queens University in Kingston. He was very involved in all sports, especially football, and was elected Head Boy in his senior year at Lisgar. Upon his return to Ottawa, Paul quickly became a prominent and well known figure within the Insurance industry as owner and operator of Hudson Insurance. Originally established in 1926 by Paul’s grandfather and father before him and with the help of his family, Hudson Insurance thrived to create personal relationships with their clients for more than 100 years. Paul was one of the very first members of the Ottawa Hunt and Golf Club, and he also enjoyed many years of curling and golfing. Paul loved to relax on the Rideau with his beloved boat “Lady Barbara”. In accordance with Paul’s wishes, a Celebration of Life will be held on Saturday, September 22, 2018 at Pinecrest Cemetery, 2500 Baseline Road, Ottawa, Ontario from 1 p.m. to 4 p.m. Paul’s family would like to extend a special thanks to all the staff at Lanark Lodge for their outstanding care and support and would ask that a Donation in lieu of flowers be made to a Charity of your choice.

George passed away peacefully, at Perth Community Care Centre, with his twin sister Joyce by his side on Thursday, September 6th, 2018 George Cook, of Tay Valley Township, in his 79th year. He was predeceased by his wife, Harriette Cook (nee` Tryon) in 2007. George was also predeceased by his parents John and Susan Cook (nee` White), and by his siblings: Henry, Charles, John, Silas, Delbert, Sarah and Susan. He will be sadly missed by his surviving siblings: James (Rae) Cook, Florence Cook, Joyce (late John) Fitzgerald and Mary (Vern) Watt. Also sadly missed by his best friend Cliff Cape, dear friend Donnie Cooke and his numerous nieces and nephews. Friends and family gathered to share memories of George on Thursday, September 13th, between the hours of 10 am and 11 am at the O’Dacre Family Funeral Home, 15 Victoria Street, Perth. A memorial service followed in the chapel at 11 am. Cremation has taken place with an interment to be held at St. Stephen’s Cemetery, Brooke. Shirley worked for Bell Canada in Toronto for almost 40 years as a conscientious and competent telephone operator, eventually rising to the rank of Supervisor. She was viewed by her co-workers as friendly, easy to talk to, and a ‘Real Lady’. She enjoyed her retirement years with Marty in Carleton Place. She will be greatly and sadly missed by her family and friends, and her pet cat ‘Cricket’. Shirley will be remembered for her strong and independent spirit to the end of her life, her generosity to her family and her quiet sense of humour.

The Town of Smiths Falls has completed a Class Environmental Assessment Study to assess alternative potable water storage solutions for the Town. Currently, the Towns potable water system provides water to a population of approximately 8,980 people within the Town and the Atironto Subdivision (Township of Montague). The study was undertaken in accordance with the planning and design process for Schedule ‘B’ projects of the Municipal Class Environmental Assessment (MCEA). The completed Phase 2 Report (Report) documents the planning process of the study. By this notice, the Report is being placed on public record for a 30-day review period in accordance with the requirements of the Municipal Class EA. The Report identifies a new elevated water tower located off Air Care Drive as the preferred potable water storage solution to service the Town. Based on an evaluation of the planning and design alternatives, and considering public and agency input, the recommended plan includes constructing a new elevated water tower in a Town owned vacant parcel of land located off of Air Care Drive. In addition, a mixing system, secondary disinfection, instrumentation level monitoring and water distribution system upgrades are required to support operation of the new elevated water tower. MERRICKVILLE AIR CADET EARNS PRIVATE PILOT'S WINGS Don Weatherall, of Merrickville, a senior cadet with the 585 Rideau Squadron Air Cadets, has earned his private pilot's wings. He graduated on Friday, Aug. 24, from MAG Aerospace in Sudbury after passing his Transport Canada flight and written examinations. Flight Sgt. Don Weatherall is now a licensed private pilot with over 50 hours flight time in his logbook. Earning a shiny set of pilot's wings (glider or private pilot) is the crowning ambition for many air cadets. It is a difficult

task that demands strong academic potential, good physical co-ordination, an ability to learn quickly and to work hard. "My favourite part of the course was my three-hour cross-country solo flight from Sudbury to North Bay and back." Weatherall said the most challenging aspect of the course was "time management. Canada in Sudbury, Diamond Flight Centre in London, and Durham Flight Centre in Oshawa. Instructors are civilian flight instructors certified by Transport Canada. Of the 63 cadets selected from air cadet squadrons across the province to train on Cessna 172 Skyhawks this past summer, 38 remained in Ontario, and the rest trained in either Gander, N.L., or St-Jean, Que. All 63 cadets successfully received their wings. Weatherall is not the only cadet to have succeed-

ed during summer training, however. Several of 585's cadets took summer courses to learn new skills or improve on existing ones. Many cadets took instructor qualification courses, such as Flight Cpl. Alex McLennan and Flight Cpl. Cameron Bernique, who are now fitness and sports instructors; Sgt. Ryan Frank, who is a qualified survival instructor; and Sgt. Joey McClelland, who completed a six-week air-rifle marksmanship instructor course. Sgt. Chris Gibson attended the advanced aviation course in Trenton, where Warrant Officer Nora Bright was a member of the cadet staff.

DOUG BURT "I have wondered why we don't have more male visiting hospice volunteers. The conclusions I have reached are: • Women tend to outlive us (that's just the way it is guys!). Many of them having experienced the challenges of caring for a spouse during the difficult days approaching death want to volunteer in an area where they can help others deal with the challenges. Some have had really good support and want to "give back". Others had poor support and want others to have a better experience. • Fewer men have had the experience of losing their spouses. Most have risen to the challenge and provided excellent support to their loved one. For the most part they have been supported by women in various capacities. These are primarily nursing people, personal support workers and female volunteers. Many of these men are then moved to volunteer but primarily as drivers to appointments, drivers for Meals on Wheels and in other very important areas. • Many men are uncomfortable with the prospect of spending time with a sick person in their homes or in hospital. I think they are not entirely sure what will be expected and perhaps imagine a level of personal care or emotional contact for which they don't feel prepared.

It is unfortunate that more men don't volunteer. During the 12 or so years I have been volunteering I have had the good fortune to meet some very interesting people. The vast majority have been male clients who often look forward to having a visit from another "guy", someone who might be interested in their life experiences. Often, they have been surrounded by (very dedicated) ladies and appreciate an opportunity for male companionship. Some have served proudly in the military and delight in reminiscing about the good times and the good friends with whom they served. Others have lived a life on a farm and have great experiences with livestock and agriculture. I have always enjoyed the good sense and practicality these men display. Others have had careers in industry, banking, construction, etc. Listening to their stories gives me an appreciation for how our country has developed in the past years. Sometimes clients are quiet or sleeping and simply need someone to be there in the event they need assistance. One of the great rewards is providing a spouse with an opportunity to go shopping or to a social event or occasionally to let them slip into their room for a much-needed two or three-hour nap. Often an overworked and stressed spouse simply needs someone who will take the time to listen or perhaps to attend to some

small chore. Providing a brief respite for the primary caregiver is a very important aspect of volunteering. They really appreciate knowing their loved one is in good hands while they take a break. Are all visits positive experiences? Most, absolutely yes, very rarely a client will be someone with a poor disposition and who shares opinions with which a volunteer may not agree. In 12 years, I have only met a couple of people I really wouldn't want as neighbours. Nevertheless, they are still people who need support. I am always amazed at how courageous most people are under tough circumstances. To be able to spend a little time with them to help them pass the time as well as to give their spouses a break is a very rewarding experience. We need more men willing to spend a few hours every week to help another man through challenging times. I really recommend this to any man with a few hours to spare each week." Volunteer Hospice Visitors are needed in Perth, Lanark, Carleton Place, Smiths Falls and surrounding areas to support people living with a lifelimiting illness through to end-of-life care. Volunteers provide confidential and non-judgmental support, often in the form of a weekly visit up to four hours in length. If you are a sensitive and caring person with some time to spare, come out and join a compassionate team of Volunteers!
