Officers of the Rideau Lakes Detachment of the Ontario Provincial Police (OPP) were called to investigate an alleged assault in Rideau Lakes Township at a long term care facility. On Feb. 5 at about 1:15 p.m. OPP officers responded to the long term care facility. Police say a physical dispute between a 79year-old-woman and an 86-yearold woman erupted over seating at a bingo event. The dispute led to an argument, which prompted some of the residents in the room to become involved in the brawl. There were no reported serious injuries. After an investigation, police decided not to lay any charges.

She does not want to see parallel parking or bike lanes on Beckwith. "It was a shock to everyone," said Patricia Headlam, another protester, of council's decision to implement a complete street in a vote this January. Last year, when the main street's design was being discussed, Headlam

delivered a petition with hundreds of signatures to council asking them to preserve angled parking on Beckwith. "We want to preserve that front street," she said. And, at that time, that's exactly what council voted to do. In a vote last February, council decided angled parking would remain on the town's main street through the redevelopment. Headlam said it's not that they're opposed to change, they just want to see the right change.

For the second week in a row, protesters speaking out against Smiths Falls council's decision to implement a complete street on Beckwith Street - reversing the decision to maintain angled parking on the main street - flocked to town hall to get their voices heard. This time, they were greater in numbers. "I've lived here all my life," said Sue Andre, one of about 50 protesters outside town hall on Monday, Feb. 11, while council was in session. "I see no reason to change the parking." Andre said when people come to visit her from out of town they love the uniqueness that angled parking brings to the town's beautifully wide main street. "My roots are in this town," she said. "I'd hate to see it ruined." Andre said she couldn't be there for the first scheduled protest last week, on Monday, Feb. 4, when just

SECOND MENTAL HEALTH NURSE ADDED TO LANARK COUNTY OPP DETACHMENT LAURIE WEIR ljweir@metroland.com A second mental health nurse has been added to the Lanark County OPP detachment to assist with mental health calls. "We received some funding from Champlain LHIN specifically to enhance collaboration between mental health and policing," said Insp. Derek Needham on Friday, Feb. 8, at the Lanark County OPP detachment. A second RN, Robin Garreau, will help enhance the program the OPP started last fall with the addition of the team's first mental health nurse, Morgan

Crew, who came on board in August last year. This new mental health initiative sees the collaboration of the OPP and Lanark County Mental Health (LCMH) to offer help for those suffering with mental health issues. The OPP were successful with a Proceeds of Crime grant submission to obtain registered community mental health nurse last year, and now, the Champlain LHIN has been instrumental in securing the additional registered nurse. Garreau is a local woman with a lengthy career in the mental health sector. She came to the detachment on Monday, Feb.

The first three months of the first mental health nurse being with the OPP resulted in 93 contacts with different people, including risk assessment and diversion from emergency rooms, to name two. "The link to appropriate services is happening quicker; much faster than what was done before," said Const. David Bird,

So people ideally are getting connected to services quicker than the older system of us making a

referral or a call." Bird said that every call he and the health nurse has followed up on, not one person has refused to speak to them. "Most of them have expressed surprise that we're there, because they'd been promised things in their lives before that were never followed up. I think they

If left untreated, sleep apnea can increase the chance of having high blood pressure and even a heart attack or stroke. It can also increase the risk of diabetes and the risk for work related accidents. The National Commission on Sleep Disorders Research estimates that 38,000 cardiovascular deaths due to sleep apnea occur each year.

SMITHS FALLS POLICE DEAL WITH RELEASE CONDITION BREACHES, THEFT, RESISTING ARREST, IMPAIRED DRIVING POLICE BRIEFS: FEB. 1 - FEB. 9 R.I.D.E. PROGRAM YIELDS IMPAIRED DRIVER On Saturday, Feb. 9, at approximately 7:34 p.m., police stopped a 28-yearold Jasper man at a R.I.D.E (Reduce Impaired Drivers Everywhere) spot check on Cornelia Street West. Police said an investigation revealed the driver was impaired by alcohol, over the legal limit. He was subsequently placed under arrest. The man had his licence suspended for 90 days and his vehicle impounded. The man was released by way of a promise to appear in court to answer to this charge. The charges in these matters have not been proven in court.

MAN ARRESTED FOR WARRANTS On Friday, Feb. 8, at approximately 9:25 a.m., police located and arrested, a 51-year-old Smiths Falls man, who had several warrants for his arrest for driving related offences and failing to attend court. The suspect was held for a bail hearing to answer to his outstanding warrants.

Police located the suspect a short time later and placed him under arrest. Police report that they recovered the stolen items from all four businesses. The man was charged with four counts of theft under $5000. He was later released by way of a promise to appear in court and officer in charge undertaking.

WOMAN ARRESTED FOR RESISTING ARREST AND BREACHING RELEASE CONDITIONS On Sunday, Feb. 3, at approximately 1:46 a.m., police located and arrested a 26-year-old Smiths Falls woman for breaching her probation release conditions after being observed in a licensed establishment on Daniel Street. Police said she resisted while being placed under arrest. The suspect stands charged with two counts of breaching her probation order, one count of resisting arrest and was later released by way of a promise

to appear in court and officer in charge undertaking.

Police conducted a traffic stop on Elmsley Street North at approximately 10:52 p.m. on Thursday, Feb. 7. Police said an investigation revealed that a 27year-old woman from North Augusta had an odour of alcohol on her breath and was impaired. The woman was placed under arrest and transported to the Smiths Falls Police Service, where she provided samples of her breath to a qualified breath technician. Police reported that the driver was also found to have more than 80

milligrams of alcohol in 100 millilitres of blood. The woman is charged with one count of impaired driving and one count of exceeding the permitted amount of alcohol in her blood while driving. She had her driver's licence suspended for 90 days. The driver was later released by way of a promise to appear in court to answer to these charges.

DECRIMINALIZING MENTAL HEALTH The Lanark County OPP, together with Lanark County Mental Health are helping to make a difference to those who struggle with mental heath issues. There has been a recent addition of a second health nurse to go on calls with the OPP where mental health may be an underlying issue. The OPP were successful with a Proceeds of Crime grant submission to obtain registered community mental health nurse last year, and now, the Champlain Local Health Integration Network has been instrumental in securing the additional registered nurse (RN) - but only for a short time. There are enough people incarcerated due to mental health issues and the last thing police want to do is put more people in jail when a call to a mental health official would make more sense. When a police officer is on a call and suspects mental health may be an issue, they are able to dispatch the nurse three ways: the RN can go on the call with the officer, the RN can be called upon for a followup conversation, or the police and RN will make proactive calls to folks who may be on the high-risk radar of a mental health-related issue. These RNs are making a difference, and this plan is working. Now there needs to be secured funding so these two positions can become full-time at the detachment. The Champlain LHIN is footing the bill for the short-term to have the second nurse on board. The mental health nurse is part of the health system, and the RN can connect someone to services on the spot - without having to take people from their homes. This is a program that is also well received by the officers on staff. They're eager to learn more about the program, as they are being debriefed on situations where the health nurse has been dispatched. The nurses are on flexible shifts; primarily they work day shifts through the work, and their schedules are offset and extended coverage for longer days. It's all about getting the calls to move faster along the lines of support and help for those suffering with mental health. It is a logical step in decriminalizing mental health. This program is all about getting people connected to the help they need before it becomes a crisis. Already, in the first three months of the first RN coming on board at the Lanark County OPP detachment, there were 93 referrals to mental health agencies. Last year, there were 400 calls where mental health was an underlying issue. Lanark County is ahead of the curve on collaboration. Part of the police response is being able to build on collaborative. Let's hope funding will come through so these two positions will become full time. Already the numbers are showing that this program is working.

I fully disagree that the great parallel/angle parking online debate has been about parking at all. Rather, it has been more a battle of who can passively aggressively insult community members via online social media banter and get the most "likes" in doing so. The community members engaged in the online debate are solely responsible for the ugly division among the citizens of Smiths Falls. I posted a neutral, satirical online post I made last year when angle parking was decided on, the joke being the decision was based on the mayor winning the popular dice game Yahtzee. I then received a ton of hate mail, comments and was even tagged in a post where I was accused of dividing the town by the same letter writer who wrote how she felt "they (council) and they alone are responsible for the ugly division among the citizens of Smiths Falls."

I fully support council's 6-1 decision for the complete street design that allows for bike lanes. I haven't biked around town since I was a teenager because I don't feel safe and I miss it. My kids are almost at an age where they can bike around town and I am really glad they will have a safer route to travel. Thank you, council, for investing in our future and the community.

READER ASKS TOWN ABOUT SNOW REMOVAL DEAR EDITOR:

What is the provincial requirement to maintain Ontario roads and what is Smiths Falls' policy for snow removal, as it seems to be non-existent on Franklin Street. Another snowstorm on

the weekend of Feb. 2-3, with no snow removal on Franklin Street, as I look out my windows and see plows running up and down Union and Cornelia streets. When I was out just after it quit snowing I had to shake my head when the truck with the plow on it was just driving along, throwing sand down on four to five inches of snow. As for the stairwell on Franklin Street, once again I cleared a path to the top of the stairs, but the stairs are buried in snow and most likely will remain that way to Monday morning, like usual, along with the clearing of snow on Franklin Street. Why am I paying taxes up here? How much snow has to fall before someone sends a plow up here?

Grant and his wife, Ivy, also an accredited teacher, have just completed a year of very popular intermediate lessons for bridge players, previously unfamiliar with duplicate bridge. Many of them are now playing regularly at the Monday evening and Tuesday afternoon sessions at the club. "To keep our club healthy and growing, we need to bring in new players," says Grant, who began

playing bridge seriously after his retirement in 2001. "After this set of lessons for beginners, we will offer a second group of intermediate lessons for students interested in continuing." The Salvation Army Salvation Army Mississippi-Rideau Lakes Corps held their annual Bell Ringer Awards ceremony on Wednesday, Feb. 6. "We couldn't do it without you," said Major Laurie Reilly to the volunteers. This past holiday season, the Salvation Army brought in $258,803 - beating their $250,000 goal. In 2017, the campaign brought in $244,416. 'OUT OF ORDER' WILL KEEP YOU WARM ON A COLD WINTER'S NIGHT AT THE STATION THEATRE February can be the dreariest of months - if you aren't a winter person! The snow, cold and bitter wind seems to be have been here forever, feeling like it will never be done! You need a pick me up! A night to forget about it all and just submerse yourself in a whole lot of nonsense for an evening or afternoon. That's where we come in. Our traditional British Farce, Out of Order, by the master of farce, Ray Cooney, is sure to lighten any February drearies! Director Lynda Daniluk has put together an accomplished team of actors, with some familiar faces and some new faces, all of whom are ready to help make you laugh until your belly hurts. Farce is an interesting art form. Dictionary.com describes farce as "a light, humorous play in which the plot depends upon a skilfully exploited situation rather than upon the development of character." But more than that, it leans toward the absurd, in a very subtle way. Every character in a farce does over the top, ridiculous things. However, from their point of view, what they are doing is totally

logical and normal. That is what makes it so funny to the audience. Watching a character deal with catastrophe (usually of their own making), while taking themselves far too seriously is a very humorous thing to watch. Out of Order has won the Laurence Olivier Award for Best Comedy in 1991. It's set in the Westminster Hotel in London and follows Richard Willey (Jamie Schoular), a government junior minister attempting to have a dalliance with Jane Worthington (Nicki Hayes) instead of being at the parliamentary debates, where he should be. He uses his private secretary, George Pigden (Robert DelGrande), as a cover, but as complications arise, George shows up at the hotel room and causes new complications. There is a window leading to a balcony which becomes a very convenient "escape route," however the window tends to malfunction at the most inopportune times. Add in an exasperated manager (Rob Glas), a wily waiter (Michael Adams) who is ready to add to his personal wealth at every opportunity, a frustrat-

ed maid (Jen Hart) who doesn't speak English all that well, Richard's wife Pamela (Mandi Reed), Jane's husband Ronnie (Noel White), George's mother's nurse Gladys (Katharine Coleman), as well as a body (Gary Welsh), and you can gather what ensues is confusion, surprises, desperation and trials - especially for Richard and George. MAN WITH SMITHS FALLS ROOTS WINS SCIENCE AND TECH OSCAR DEREK BRADLEY, 39, IS 1 OF 2 CANADIANS TO RECEIVE THE ACADEMY'S SCIENCE AND TECHNICAL AWARD EVELYN HARFORD ehar ford@metroland.com In a job that took him far, far away from Smiths Falls, Derek Bradley has achieved one of his life's goals: Winning the Academy's Science and Technical Award, the Oscar for those in the science and tech field. The award honours people and companies whose discoveries and innovations have contributed in significant and lasting ways to motion pictures. "I really thought that one day before I retire, I'd like to get this award," he said. "The fact that it's happening now, it's a little bit overwhelming." Bradley, 39, was one of two Canadians to receive the prestigious honour, awarded by the Academy of Motion Picture Arts and Sci-

ences. The other is Torontobased graphics researcher, Jos Stam. Bradley, who works as a senior research scientist for Disney Research, is being awarded for his role in developing a technology that's designed to capture and track the faces of actors and bring them into the world of 3D. The technology, called Medusa, excels at creating the shape of the face at a higher level of fidelity than any other system that was developed before - getting down to the details of the pores and the wrinkles of the skin. Bradley started working on the technology when he moved to Zurich, Switzerland in 2010 after completing his PhD in computer science, with a specialization in computer graphics, at the University of British Columbia. Medusa is largely used for live-action visual effects. It was first used in the Disney movie Maleficent, filmed in 2012 and released in 2014. Since then, nearly 20 released films have used the technology that Bradley helped develop. "I'm quite thrilled about it," he

said. "I never thought that we could get it so quickly." Bradley and three other members of his team received individual awards for their contributions on Feb. 9, during a ceremony held two weeks before the Oscar ceremony in Los Angeles, Calif. Bradley credits his win to his supportive family and those who have helped him along his academic journey. "It's been my dream and it really took me far away from home for a long time," he said. "For me, those are the ones mostly in my heart." Bradley grew up in Smiths Falls and graduated from Smiths Falls District Collegiate Institute (SFDCI). In 1998, he graduated with the highest average in his class. It was at SFDCI - where some of Bradley's teachers introduced him to computer programming that his love for computer science was realized. When Bradley realized he could make computers do what he wanted them to do, he was hooked. From SFDCI he went on to

Bradley's love for film started out young, too. "I've always been fascinated with movies, I watched tons of films as a kid," he said. It was when Bradley started getting into graphics during his PhD out west, that he started to hone skills which would ultimately end up landing him a job at Disney. It's been a job that's landed him on some pretty cool movies sets, including Star Wars: The Force Awakens - a film that also utilized the technology Bradley helped develop. When new technology is developed, and no one really knows how to use it, Bradley and his team get to go on set to meet and capture actors using their technology for the movies. "This is something that's always been a memorable moment for me," he said. "It's life-changing in some sense to stand there for two weeks and see all the actors." Bradley said now that he's achieved his dream and is being recognized at such a high level for his work, he's going to have to think about what his next goal is.

Some female staff members of Metroland Media's Smiths Falls office had the opportunity to brush up on self-defence techniques on Wednesday, Feb. 6 as sensei Lisa Carroll offered up life-saving tips. Carroll, who owns a karate dojo in Perth, has been offering this type of training for 10 years; she teaches women how to not only be aware of surroundings at all times, but to defend themselves in case of emergencies. She was joined by fellow sensei Derek Needham, who played the part of the attacker (side note: he had a few bloody wounds following the session). "It's about being a hard target, as opposed to a soft target," she explained, as she put the women to the test by asking them to identify the differences between the two types of targets. Being confident and having good posture are just two characteristics of a hard target. Not giving away too many secrets, it's all about being aware of your surroundings at all times knowing how to prevent an attack, and how to get away from a dangerous situation. "Always be aware of your surroundings," Carroll said. "And pay attention to your intuition. If you feel weird about a situation, get out of it as fast as you can." Tips like keep your head up while waking (not looking at your phones); make eye contact with people; know where your exits are if you're in an unfamiliar building

Bryant Award for use of native plants in garden design (2014), the Members' Appreciation Award (2015), and the Ontario Horticultural Association Service Award for meritorious service to horticulture (2017). WINTER STREET MAINTENANCE IS CHALLENGING IN SMITHS FALLS TOWN STRUGGLES TO KEEP UP WITH WHAT MOTHER NATURE DISHES OUT LAURIE WEIR ljweir@metroland.com Winter road maintenance has been a challenge this year for municipalities in eastern Ontario and Smiths Falls is no exception. Weather patterns have seen significant amounts of snowfall, along with recent freezing rain. Keeping the streets clear of snow and ice has been a challenge in Smiths Falls, said Troy Dunlop, the town's director of public works. "We're struggling - everyone is with winter. Flash floods and deep freezes. It has been a nightmare." Managing ice and freezing rain costs money for salt and snow removal. "Rarely there is tons of snow and tons of freezing rain at the same time," Dunlop said. This year's draft winter budget is $331,398, including plowing, sanding, salting roads - $210,378; snow removal - $76,800; plowing, sanding, salting sidewalks $29,480 and plowing parking lots/facilities - $14,740. The operations include weather monitoring, patrolling, snow plowing, sanding, salting and snow removal. The department also plays a major supporting role in providing service by plowing the community centre, Station Theatre, Child Development Centre, Heritage House/Curling Club, Hillcrest Cemetery, Victoria Park and Lower Reach Park. Community services also contracts services for the plowing of the Via Rail Station on Union Street. Each of the two depart-

ments provide personnel for hand shovelling and applying de-icers to walkways, ramps and stairs where required. There are 11 winter operators deployed during regular winter operations. The department divides the town into six plow routes which are served by three single axle plow trucks, two graders, one loader, two sidewalk plows, one threequarter ton truck and a backhoe. The town's second backhoe unit is used at the Beckwith Garage facility for loading the brine mixer and also for loading sand and salt materials. Two additional staff members are deployed for manually

clearing walkways, ramps and stairways at facilities. During overnight snow removal activities the department mobilizes a smaller fleet that includes the loader, motorized blower, one grader, one backhoe, one sidewalk unit and up to six contracted trucks. The town's snow removal program's objectives are to ensure the accumulation does not impede traffic flow, Dunlop said. It depends on the class of the street or sidewalk (major arteries are classed higher than side streets) as to when your street will be plowed or sanded. Dunlop noted that the trigger to deploy resources for sidewalks (walkways) is

NEWS eight centimetres, and there is a requirement to have the work completed within 48 hours. As for roads of a class five or six, a 10-centimetre accumulation is required, and staff then has 24 hours to clear it. Such a plan may leave some residents frustrated, especially those who live on class five or six streets, like Franklin Street's Ross Ayotte, who asked Dunlop about the snow clearing in his area, especially the stairwell to the street below. "I cleared a path to the top of the stairs but the stairs (Feb. 2-3 weekend), are buried in snow and most likely will remain that way to Monday morning like usual along with the clearing of snow on Franklin Street." Dunlop noted that there is no provincial standard for a class six, like Franklin Street. "The town, as a practice, applies the same standard to a class five (like Lorne Street)." These roads are low volume and or dead end roads that connect to a class five. There are no class one or two roads in town, Dunlop said. To compare, Lombard Street is a class three; Chambers Street is class four. The accumulation of snow has to reach 2.5 centimetres before plows are deployed for class one roads and the time allotted to clear these roads is four hours; five centimetres for class two in six hours; eight centimetres for classes three and four in 12 hours; and 10 centimetres for class five streets within a 24hour period.

"This practice creates safety concerns for our contracted service provider," the town said in a notice issued on Tuesday, Feb. 5. "Please be sure to place your items on your driveway, as close to the street as possible without blocking sidewalks." The town also asks residents to avoid putting collection items out a day ahead of schedule if significant snow events are underway. Unfortunately, cut flowers have a finite shelf life. While cut blooms can’t live forever, certain varieties will outlast others. Choosing flowers wisely for wedding centerpieces or keepsakes can help couples enjoy selected flowers longer. • Peonies: Peonies can last for about a week or two when brought indoors. HGTV says to snip the stems when the buds are tight, wrap them in newspaper and store them in the refrigerator until you’re ready to arrange. • Zinnias: These bright blooms can last for three to four weeks and are best harvested in summer. Related to the sunflower, zinnias are available in a wide range of colors. • Chrysanthemums: Widely referred to as “mums,” these mid-

THE RIDEAU CANDY SHOPPE MOVING FROM SMITHS FALLS TO PERTH THE SWEET SMITHS FALLS BUSINESS IS MOVING EVELYN HARFORD ehar ford@metroland.com A business with sweet beginnings in Smiths Falls will be moving to Perth this spring. Sheldon Giff, owner of The Rideau Candy Shoppe at 20 Russell St. E., expects to be out of Smiths Falls by the end of February and hopes to open at his new location on Foster Street in Perth this March. Giff said, while there were many factors leading to the decision, ultimately the move is best for his business - allowing him to expand and grow. He added that the looming construction on Beckwith Street, scheduled to start this spring, also helped make up his mind. Giff wanted to be clear that it has nothing to do with the parking is-

sue. At nearly 30 years old, the young business owner had to look at where he wanted to take his business. With more retail in downtown Perth, Giff expects that the move will be worth it. "It's just the next chapter," he said. "At the end of the day, the business owner has the choice of where to go, whether it's for tourism or other factors. It's a chance for me to learn new things." Giff said that he'll take with him the memories made as a business owner in Smiths Falls. "People started as customers and became friends," he said. Giff said that the decision was made harder because of all the boards and committees he's sat on in Smiths Falls. Originally, Giff said that he was trying to find a new location in Smiths Falls this past fall, but there were issues with each space he could find.

women of retirement age. "They're coming in for their grandchildren, family," he said. By making the move to Perth, Giff hopes he can target his main demographic and continue to

grow his business that's been doing well since the beginning. "It's definitely a change," he said. "The towns are completely different." While some are sad

about the move, Giff said the reaction to his relocation has been fairly positive. "I've had so many customers offer to help with the move," he said. Giff's customers aren't just drawn from Smiths Falls - they're coming from Perth, Merrickville, Westport and beyond. Since opening his business in 2014, Giff has been constantly changing and adjusting his product offerings to cater to what customers want. "Ice cream is the best decision we made," he said. Giff also started making candy, which is a big hit too. The candy shop also offers a space for kids' birthday parties, which are exceptionally popular in winter months. HAVE WE GONE SOFT WHEN IT COMES TO WINTER? JEFF MAGUIRE WRITES ABOUT THE FLAVOUR OF THE MONTH - THE WEATHER! JEFF MAGUIRE Column

I have written a lot about winter in recent weeks but considering the weather we have experienced so far in the New Year it's pretty much the topic of the moment. The winter of 2018-2019 began meekly enough. There was virtually no snow on the ground in our region at Christmas and the New Year dawned relatively "winter-less." What a change in the month of January! We had every kind of miserable, seasonal weather event imaginable, sometimes all on the same day. This was the snowiest January in the history of nearby Ottawa. More than 100 centi-

metres (cm) of the white stuff fell on the National Capital Region topping the record of 93 cm set in January 1999. I can deal with snow. It's the freezing rain that my wife and I abhor. Heaven knows we had more than our share of nasty, freezing precipitation in January. That trend has continued into February. I freely admit that the older I get the more winter depresses me. Kathleen and I are suffering from cabin fever as it has been too snowy and icy to walk outside lately. We have joined the unofficial "walking club" at Walmart which has been growing exponentially in recent weeks. All things considered this is really just an oldfashioned Canadian winter and I am wondering whether many of us (including

me at times) are overdoing it in terms of complaining about the conditions? I do wonder about the reaction - try over reaction - to winter across Ontario and Canada. Two weeks ago some parents in Ottawa complained to school authorities and the media because school buses were not cancelled in the midst of a severe cold snap. They said it was "too cold for children to stand waiting for the bus." School buses have already been cancelled many times this winter across Eastern Ontario and especially in Lanark County where we live. I realize safety is the first issue and I'm all for that. Fear of liability is a parallel matter. I don't envy those who have to make these decisions. Because they are never going to be accepted as necessary by certain people! I'm not about to launch into one of those claims that "in my day we walked

five miles to school every day and five miles home in any kind of weather." Because we didn't! However we did walk to school every day and it was about two kilometres from our front door to the entrance to the public school in Stittsville. In winter my mother ensured we were dressed for the weather and that was that. No excuses. Off we went! Many kids who lived farther away were bused to school. I don't recall the buses being cancelled very

often? They certainly weren't when I was riding a school bus daily to and from South Carleton High School in Richmond. We would have been in ecstasy if a "Snow Day" had been declared. I don't remember one to be honest. But then again the 1960s was a very different era I suppose. Perhaps one reason Canadians today dislike winter is because many of us are not ready for it. Either that or we simply ignore

the fact snow is falling, the wind is howling or streets and walkways are slippery with ice. The number of people I see who are not dressed for the conditions is startling to say the least. or going to a call; there are referrals where the mental health nurse will follow up with later on, and then we also have people we know who are elevated risks that we will check on a proactive basis as well." Bird said they triage the calls. "A lot of the calls we go to where mental health is an aspect or main part of the call so the officers have made the referral, and we are finding the mental health condition is far more severe than anticipated. They're isolated from services or have a longer history (of mental health issues)." They are never sure of the call until they get there, as to whether a mental health aspect will be part of equation. Needham said the OPP detachment attended 400 calls for service where mental health was a component in 2018. "We are better at catching stats now," Bird said. "The officers are actually telling us now." Part of the success of the program, Staff Sgt. Marty McConnell said he's doing a quasi-audit on the officers' calls. "When I talk to platoon sergeants I explain when they see an officer who normally sees a family dispute, they would now go to that dispute and come out with a referral to mental health, possibly a referral to other agencies." Back when he was on the front lines, McConnell said, a family dispute would have been just that - a family dispute. "But officers are now opening their minds to thinking about mental health and knowing that we have this awesome resource in the detachment," McConnell said. On that note, the officers are buying into the program, Bird said, and its success is contagious it seems. "It's hopefully getting people connected to the help they need before it becomes a crisis. There has been an enormous shift in the detachment," Bird said. "If I'm not available, (another officer) will take on a potential mental health call." McConnell said the officers love the program. "When we first introduced the program to the platoons, we introduced Morgan and the program. Officers were popping into her office asking about it." Bird said they have benefited from community collaborative. "Lanark County is ahead of the curve on collaborative. The lead protocol has run for a while now; situation table has become a thing now. Part of our response is being able to build on collaborative. It seems to people like a logical step," Bird said. Ideally, they want their calls to move faster and for the health nurses to be permanent positions. The nurses are on flexible shifts; primarily they work day shifts through the work, and their schedules are offset and extended coverage for longer days.

The OPP were successful with a Proceeds of Crime grant submission to obtain registered community mental health nurse last year, and now, the Champlain LHIN has been instrumental in securing the additional registered nurse. There have been 400 mental health calls annually by the OPP.

Sterling passed away on Thursday February 7th, 2019 (his 70th birthday) in the Perth hospital surrounded by the love of his girls. He was the cherished husband of Mona L (Hartin) Burns, dear father of Shana (Daryl) Ziebarth and Lana (Barry) Dean, proud Poppa to Coady and Brooklyn and proud Grandpa to Ryland, Marissa and McKenzie. He will be sadly missed by his sisters Reta (late Russell) Burke, Lillian (Ray) Bowes and Lois (Glen) Wark, sisters-in-law Mavis (late Donald) Neely and Marlene (Jim) Baker, brother-in-law Ronnie (Lise) Hartin, numerous nieces, nephews, family and friends. Wayne passed away peacefully at Lanark Lodge, Perth on Sunday, February 3rd, 2019 at the age of 72 years, with his beloved life partner, Cheryl Von Hagen at his side. He was a loving father of Jennifer (Travis Dowd) and Allison Douglas. Cherished grandfather of Georgia, Norah, Holly, Sydney and Charlie. Dear brother of Sherrill (Colin Smethurst). Predeceased by his parents Andrew and Doris (nee Soper) Douglas. Wayne was born in Montreal but spent his childhood and teen years in Verdun, Quebec. He was a regular at the Dawson’s Boy’s Club, often playing there with his band The Golden Tones, to the delight of many. Wayne moved to Ottawa with his family where he worked as a High-Tech consultant for both private companies and Federal Gov’t departments. After retirement, he was able to realize his life-long dream and settled on Dalhousie Lake with Cheryl, surrounded by nature. Wayne was a kind, loving partner, father, and friend, and always had a brilliant smile, laugh, and wink for everyone he encountered. He touched the lives of so many, and his absence is deeply felt. Family and friends are invited to a Gathering to Honour Wayne’s Life at the Blair & Son Family Centre on Friday, June 7th, 2019 with times to be determined. HANEMAN CHILDREN DREADED MRS. BEAM'S CURE-ALLS REMEDIES OFTEN FELT WORSE THAN AILMENTS, MARY COOK RECALLS MARY COOK Column

The question at the supper table was whether or not we were sick enough to call in old Dr. Murphy from Renfrew, or would Mrs. Beam get us over whatever ailed us. It seemed just about everyone at the Northcote School was coughing. Loud, racking coughs and runny noses, coughs that went right down to our bootstraps. My sister Audrey was the only one of us five children who was spared. If we called Dr. Murphy, it would mean forking over $2, but if Mrs. Beam could fix us up,

it would be a cup of tea and a couple of Mother's sticky buns. It was Father, always looking for a way to save a dollar if he could, who said we should give Mrs. Beam a try. Just the thought of Mrs. Beam and her cures sent me into a fit of coughing. And Emerson said he was all better as he wiped his dripping nose on his shirt sleeve. Mrs. Beam's cures were far worse than the disease. The fact that they usually worked though did little to ease our anxiety. She firmly believed that raw onions could cure everything but labour pains. Audrey had to explain what they were, and since none of us were in that state, it seemed we were doomed for a visit from Mrs. Beam. I didn't know what was worse, raw onions tied around our necks in a little flour bag sack, onions cut up and put on a chair beside our bed, onions under our pillow, or the mustard

plaster she told Mother was a sure cure for everything from the whooping cough to a bad cold. She didn't trust Mother to make them without her proper instructions, but if we weren't sick enough to call in Mrs. Beam, Mother made them herself. It didn't matter who made them, I hated them with a passion, because when the plaster came off, my skin felt like it was on fire, and my bony chest was so sore, I could hardly bear to put on my undershirt. Then there was Vicks VapoRub. Sometimes we didn't even have to have a cold for Mother to slather on a goodly portion right out of the little blue jar. Always at night, before we went to bed, was when we got the treatment. She said it would keep the cold germs away. My sister Audrey hated to have her chest rubbed with Vicks. She hated going off to school smelling, as she

said, like Ritza's Drug Store. And the next morning, before she dressed, she would go downstairs and bring up a basin of hot water, a bar of soap and a washcloth, and scour herself from her chin down to her waist, in an effort to get rid of the smell before she went off to school. Well, it was decided. Mrs. Beam would be summoned to come and treat whatever ailed us. I asked Audrey if she was called to treat everyone who went to the Northcote School. Audrey said she doubted it. She couldn't imagine bad Marguirite's mother letting her daughter go off to school smelling of onions or VapoRub.

She came loaded with a sack of onions and went through the house like someone possessed. She put cut-up onions on just about every surface in the upstairs bedrooms, ordered Mother to put them under our pillows when we went to bed, and it wouldn't hurt, she said, to add a few to the chamber pots. Just as she was about to go out the door, she told Mother the ones of us who were the sickest should go off to school with one of Father's dirty work socks wrapped around our neck. Thankfully, Father refused to part with his socks. When we five children were finally in our beds that night, we decided that

when we next took sick, we would all pool whatever money we had tucked away in our wash stands, and hopefully we could come up with the $2 it would cost to bring old Dr. Murphy out from Renfrew. Laurie Weir/Metroland Chef Jeff Burns of Smiths Falls District Collegiate Institute and his hospitality crew fed some 150 people on Feb. 8 in the school's cafeteria for the Chinese New Year. It was a collaborative effort between the Canadian Heritage Cultural Association and the Upper Canada School Board. It's an opportunity for Chinese students to host the event, where others can learn the culture and heritage of China with 2019 being the Year of the Pig.
