OPINION

Brooke and Brittany Henderson took a rare couple of days off to relax at home last week, ahead of their appearance at the annual Kevin Haime Kids to the Course fundraising initiative at Eagle Creek Golf Club in Dunrobin. "This is our first time back in the area since Christmas," Brittany told the Smiths Falls Record News before she and Brooke participated in the clinic on Tuesday, May 14. "We try and make sure we spend a lot of time with our grandma and cousins and aunts and just try to see friends ... It's really great to have a few days off to get that quality time with people you don't see that much." See HENDERSONS, page 2

HENDERSONS ENJOY TIME IN ONTARIO Continued from page 1

The girls mostly try to lay low and relax when they come home, but occasionally they get out on the town. "My great aunt and uncle own the Roosteraunt, so we try to go there. Other than that, we go to the golf course," laughs Brittany. "Not very surprising." How do people react when two of the most recognizable faces in golf wander out onto the course at the Smiths Falls Golf and Country Club? "They're very surprised," says Brooke. "And just so supportive, so kind and genuine ... To go back

and have that welcome is really nice for us." Of course, it's not only at the golf club that Brooke is recognized. "Definitely over the last few years a lot more people recognize me when I go out, even just grocery shopping. It's pretty cool. Smiths Falls has always been really supportive of Britt and I." It's their pure love of the game that the Hendersons hoped to pass on to other young people by participating in Kids to the Course; 2019 marks the fourth year they have been involved in the event. "It's great to see what this program has done and

the success that these juniors are having in the Ottawa area," Brooke says, noting that every year the event gets bigger and better as more and more kids participate in the sport. "I wasn't that great off the bat," she admits. "I don't think anybody is. But you fall in love with the game and you put the work in and you practice. For me, great things have happened, but I feel like anybody that picks up the game, good things will happen for them. Maybe they'll just meet a great friend, maybe it leads to something more in the future." It's a busy schedule ahead with six events in a

row starting the third week of May, including the U.S. Women's Open. Brooke remarks that it may be hard work, but she's also living her dream. "Britt and I have so much fun travelling the world together, seeing new things and playing these events. Just saying that I'm playing in the U.S. Women's Open is really cool and then to say that I have a chance to win it potentially makes it even better and brings a smile to my face because as a little girl that's what I dreamed of." While on the road, the girls also make sure to have as much fun as possible. "We always try to see a little bit of wherever we go," Brooke says. "In Asia, we're always trying to see their culture and experience it. And we sometimes just go to the movie theatre. We have a lot of fun and just try to take advantage of wherever we are." Visit www.insideottawavalley.com to read more on the girls' trip home.

areas might have being lumped in with more urban centres like Ottawa, but she remains optimistic. She said changes are about finding ways for health units to work together efficiently and enhance current programming. "I'm going to fight like crazy to keep what we have," she said, as the units are already working together with a more regional approach when it comes to issues such as Lyme disease. "When you learn something, you share," she said. Stewart said the health units have been told to expect "administrative savings" but there is no clear definition. The ministry has committed to maintaining a local focus and doesn't believe that frontline services will be impacted, she said. "I am going to take that at face value and push it for all it's worth." Hayley Chazan, a

spokesperson for Christine Elliot, the minister of health and long-term care, said while the province has been clear there will be consolidation, they can't confirm specifics at this time. Boundaries of the new regional health units will be finalized after consultation with municipalities through technical working groups. The province will work with municipal partners to design governance and delivery models that protect and preserve the voice of all municipalities. In doing so, she said, the province will ensure that public health investments better meet the needs of communities. Chazan said the current structure of Ontario's public health units doesn't allow for consistent service delivery, could be better co-ordinated with the broader system, and better aligned with government priorities. Big changes are coming to public health. The Leeds, Grenville & Lanark (LGL) District Health Unit will be merged into a large regional public health entity, according to Dr. Paula Stewart, medical officer of health for the LGL District Health Unit. On Friday, May 10, Stewart said the health unit found out from the Ministry of Health and Long-Term Care they would be absorbed into a larger regional public health entity encompassing Leeds, Grenville & Lanark District Health Unit, Kingston, Frontenac, Lennox and Addington Public Health, Eastern Ontario Health Unit, which includes PrescottRussell, Cornwall, United Counties of Stormont, Dundas and Glengarry, Ottawa Public Health, and most of the area covered by the Renfrew and District Health Unit. It's estimated this new body would serve 1.6 million people spanning 30,000-square kilometres. The changes come after the province announced a reduction in the number of health units from 35 to 10. How that will roll out is becoming clearer. "We're starting to know what geography we're going to be working with," said Stewart, though the proposed boundaries are just that - proposals. There will be a consultation period before any final decisions are made. Stewart said these discussions with the ministry and stakeholders could highlight concerns that rural

Desmond Devoy/Metroland Dr. Paula Stewart, medical officer of health and chief executive officer of the Leeds, Grenville, and Lanark District Health Unit.

THE ISSUE: HEALTH UNITS ARE BEING MERGED AND COSTS FOR PUBLIC HEALTH ARE BEING DOWNLOADED TO MUNICIPALITIES ACROSS THE PROVINCE LOCAL IMPACT: THE CHANGES WILL COST SMITHS FALLS TAXPAYERS AN EXTRA $38,406 IN 2019 $740,313, which will be shared by all six municipalities in Leeds, Grenville and Lanark based on population size. For the Town of Smiths Falls that means an extra cost of $38,406. Malcolm Morris, Smiths Falls' chief administrative officer, said the

town didn't budget for the extra costs the town will be on the hook for in 2019, which will affect the town's bottom line, and will mean an extra $52,000 will be added to the town's budget each year. "It's real money and it fits the definition of a download in every respect," he said. Current boards of health and health units will stay as they are until April 2020.

STORY BEHIND THE STORY

While the Ford government says they are finding savings at the provincial level as they change the structure and funding ratios for province's health units, the impact is being felt on the town's bottom line as costs are downloaded. Reporter Evelyn Harford wanted to find out what the changes to public health units could and will mean for front-line services and municipal taxpayers.

"Modernizing and streamlining the role of public health units across the province will better coordinate access to health promotion and disease prevention programs at the local level, ensuring that Ontario's families stay safe and healthy," she said. The plan to reduce the number of health units also comes in conjunction with the ministry decreasing provincial-municipal funding ratio for public health programs, like Smoke Free Ontario and Healthy Smiles, which were funded by the province. These programs are funded at a 70:30 provincial-municipal ratio, effective April 1, 2019. The province will fund 70 per cent, while the municipality will fund the remaining 30 per cent. Smiths Falls Coun. Peter McKenna, who also sits on the board of health, said the board is concerned about the rapid changes, which came as a surprise. "It would have been nice with more notice because it hits us in this fiscal year," he said. However, McKenna explained that provincial legislation does dictate that municipalities are responsibilities for the public health unit costs. It's just through the good graces of the provincial governments that they've contributed, he said. Smiths Falls Coun. Lorraine Allen expressed her concern over the changes. "Our services are going to be affected," she said. "You can't lose that much money and expect to have the same service. I'm watching it and I'm very concerned. I think many of our health care workers are concerned as well." This has resulted in an increase in the municipal levy for this year of

erything unfolds. "Any additional workload puts a further strain on police staffing resources," he said. Costello said that the town doesn't anticipate the new role will inundate law enforcement because animal cruelty complaints haven't historically been a problem in Smiths Falls. However, she did acknowledge that the change is an additional download the police service is going to have to take on. Complaints of animal cruelty will still go through the OSPCA until the end of June. MacGillivray said after that the service hasn't been told whether or not they will still take the complaints and refer as deemed necessary to the police. Though he points out that, as usual, the police are the 24-7 agency that always answers the phone. The town's bylaw enforcement will continue to enforce animal related bylaws.

Notice to Residents and Property Owners Regarding Noxious Weeds The main purpose of the Weed Control Act R.S.O. 1990, is to reduce the impact of noxious weeds on the industries of agriculture and horticulture. Under the Weed Control Act, R.S.O. 1990, Chapter W.5 Sections 3, 13, 16 and 23, you are requested to destroy all noxious weeds and weed seeds on your property. In Urban Areas, Sections 3, 13, 16 and 18 do not apply to noxious weeds or weed seeds that are far enough away from any land used for agriculture or horticultural purposes, as they do not interfere with that use. All properties within the County of Lanark are hereby requested to be in compliance with the Weed Control Act by the 14th day of June, 2019, and throughout the season. After June 14, 2019, the County of Lanark Weed Inspector may enter upon the said lands and may cause any noxious weeds discovered to be destroyed, charging the cost against the land, as set out in the Act. Inquiries relating to Weed Control, within Lanark County, should be directed to the Lanark County Public Works Department, phone: 613-267-1353, toll free: 1-888-952-6275 or email: roads@lanarkcounty.ca The Act applies only to designated noxious weeds and cannot be used to control property standards or appearances. Animal cruelty law enforcement will now be in the hands of police. The Smiths Falls Police Service (SFPS) will be responsible for criminal investigations relating to animal cruelty after the Ontario's animal welfare agency, the OSPCA, announced in March that it will no longer investigate and enforce animal cruelty laws. It's a role they have held in the province for the past 100 years. Kerry Costello, the town clerk and director of corporate services, announced the change at council's committee of the whole meeting on Monday, March 13. Smiths Falls Police Chief Mark MacGillivray said that police have been involved in the past with animal cruelty laws - criminal investigations that, in the absence of OSPCA agents, the police have taken carriage of. For example, police take calls dealing

with animals left in vehicles. However, this extended role being downloaded by the province to all municipalities does cause some concern for the chief. "Police officers do not get any training in determining the condition of animals or what state of health they are in," he said. "We do not have the tools to take animals into care or transport animals to safety." The SFPS is not alone. MacGillivray said that the Ontario Association of Chiefs of Police is working with the province to come up with a workable strategy with OSPCA providing support to the investigations. "We will still be counting on our partners at OSPCA to assist with all of the supporting roles," he said. With the police now taking on a role previously filled by the OSPCA, MacGillivray said there may be an impact on the cost of policing depending on how ev-

LEE ANN WATERMAN Column

It's about trust. Our relationship with our readers is built on transparency, honesty and integrity. As such, we have launched a trust initiative to tell you who we are and how and why we do what we do. This column is part of that project. We strive to get it right. Our survival as a trusted news source in our communities depends on it. To quote our Torstar Journalistic Standards: "Good faith with the reader is the foundation of ethical and excellent journalism. That good faith rests primarily on the reader's confidence that what we print is correct. Every effort must be made to ensure that everything we publish is accurate, presented in context, and that all sides are presented fairly." So, what if you think we got something wrong? If you see something inaccurate, missing or unclear in an article, please tell us. Whether it's as simple as a misspelled name or as complicated as a perceived imbalance in the coverage of an issue, we want to know about it. Journalistic integrity demands that significant errors of fact, as well as errors of omission, should be corrected promptly and

transparently. Your first action should be to connect with the reporter who wrote the article. Reporters' names and email addresses appear at the top of every story in the paper, and at the bottom online. You can also contact one of our editors Sherry Haaima, Ashley Kulp, Hollie Pratt or Laurie Weir, directly. Ideally, the issue will be resolved at the local level. However, we are also members of the National NewsMedia Council, a voluntary, self-regulatory ethics body for the news media industry in Canada. It was established in 2015 to serve as a forum for complaints against its members and to promote ethical practices within the news media industry. Our readers can also make complaints about inaccurate or unfair articles to this organization. For more information, visit mediacouncil.ca. We correct errors in a clear, transparent manner on the platform(s) in which the error was published, as promptly as possible - adding a note on an online article or running a correction notice in the next issue of the newspaper. We make clear to readers the correct information, the context and magnitude of the mistake. MY DOG TESTED POSITIVE FOR LYME - NOW WHAT? LYME DISEASE IS PREVALENT AND TICKS ARE PLENTIFUL, WRITES LAURIE WEIR LAURIE WEIR Column

My German shepherd, Lexi, tested positive this week for Lyme. I'm trying to let that sink in. I'm diligent with her Lyme prevention medication, and I check for ticks after each outing. Already this year, I have removed two blacklegged ticks - the carrier of Lyme disease. But hearing those words from the vet tech was a little unreal. She can't be positive for Lyme - I do all the right things. I even spray my hands with a concoc-

tion of essential oils made specifically for tick and flea prevention, and rub her down with it for added protection. I spray myself. Lexi's annual vet check was otherwise a good one. She'd gained a small amount of weight, but it was a long, cold winter and there was not a lot of running, due to copious amounts of ice. I'd rather deal with a 0.2-pound weight gain than with a broken leg. Our spring vet visit is one where we discuss flea and tick prevention. Lexi gets her shots for rabies, distemper, parvovirus and leptospirosis. I was asked about a blood test for heartworm where they could also check for Lyme disease she's never had either blood test, because she's only three, so they went ahead with it. By the time I got home, I received the call from the tech confirming my worst fears. Lyme disease has been bad already this year.

She tells me another blood test (she drew enough blood) will confirm if it's an active case of Lyme disease, which would need to be treated with antibiotics, or if it's something she's had for a while and is not active - it may never be active. Of course, no question: further testing, please. Lexi is not showing signs of Lyme disease, like a fever, loss of appetite, reduced energy or lameness. If it's not active, we'll check again in six months. Monthly doses a chewable treatment is the course of action at this point. Be diligent with tick checks. If caught early, your dog can live a long and healthy life. Laurie Weir is the news editor for the Smiths Falls Record News and the Perth Courier. She can be reached at ljweir@metroland.com, when she's not checking for ticks.

ONTARIO WILL NO LONGER HAVE AGENCY PROTECTING ANIMALS FROM ABUSE: READER DEAR EDITOR, In a May 15 article on your website, "Smiths Falls police to be responsible for animal cruelty investigations," Kerry Costello, the town's clerk and director of corporate services, stated that animal cruelty has historically not been a problem in Smiths Falls. Costello and township personnel are not privy to the OSPCA investigation statistics regarding animal neglect and cruelty statistics. Therefore, there is a false sense of security "not in my town." Historically the OSPCA, not police, investigated animal neglect and cruelty calls. Police back up the

OSPCA agents, but the investigation and charges are done by the OSPCA. The OSPCA does not report their calls or investigations to towns or townships. Also, town/township bylaw does not conduct the investigations or lay charges for these criminal issues. Smiths Falls council and municipal councils are aware that the cost for policing will rise if they must train their police personnel in these matters. If police are to be investigating animal neglect and cruelty, the town and townships will be paying more for their services and training. All towns and townships in Ontario are in the same predicament. On June 29, 2019 Ontario will no longer have any agency protecting farm animals and household pets.

Premier Doug Ford must step up to the plate: the towns and townships must lobby the provincial government to fill this cavernous gap for trained animal investigators. It is a huge problem for Ontario - it is up to the people who control the purse strings. Remember June 29; you, the public, will have no one to attend and save the dog or puppy being starved and beaten. Remember June 28, 2019: OSPCA no longer responds to neglect and cruelty calls. Municipal police and OPP are not paid or trained to investigate these matters. Premier Ford's office has been contacted, with a generic email returned as a response.

Duke and Duchess are back in Victoria Basin after they fled the coop when chased by a pair of unleashed dogs, just one day after they were released into the basin in early May. The swans were initially found nesting in the swale above the Detached Lock. However, Duchess struck out on her own. She made her way back to the basin by herself, leaving Duke behind in the swale alone. Town staff were able to capture Duke and ultimately were able to unite the pair, confirmed Art Manhire, director of community services for the Town of Smiths Falls, on Thursday, May 16. When the swans first took off from the basin, they managed to escape to a place where there were other swans swimming about. Manhire told the Record News on May 7 that the birds were a little further away than they thought. The birds were in good company, having found some "Indigenous whistling swans," he said. Manhire said town staff initially tried to retrieve the birds using boat, but the water was too shallow. They needed a kayak to manoeuvre in the waters. "This must feel like home to them because they came back," he said. Now that they're back, the town is optimistic they'll be gearing up have babies. Last year, the swans didn't have any

young. This meant that they weren't as good of a deterrent for geese as the town had initially thought they'd be (and the whole reason why they'd purchased the swans in the first place). When swans nest and have young around, they defend their territory more aggressively and can help reduce geese populations since they will naturally complete for nesting space and food. Manhire said staff have witnessed the swans engaging in territorial behaviour this year - scaring off other birds - a sign that they're nesting. "Hopefully they'll have young this year," he said. "We're going to do everything we can to encourage that." There are a few things the public can do to help the swans feel comfortable, too. No. 1: Let them be. Manhire said the birds require space to be comfortable. He also advises people not to feed them - an issue the town had to deal with last year. "They cannot survive on bread," he said. Lastly, Manhire asks that people keep their dogs on a leash. To help enforce the leash laws for dogs a bylaw officer will be in the park more frequently, Manhire said. "We don't want pets to get injured by these birds either," he said. "These swans are a rather formidable bird. They're very feisty and those wings can cause damage."

Eleanor Glenn/Facebook Eleanor Glenn is a best selling author who is taking her Message of Hope on tour starting Jan. 29 in Perth. There are nine other stops on the tour throughout the Ottawa Valley right through to the end of May. So far it's been a wonderful experience, she said. She's made stops in Perth, Almonte, Kemptville, Portland, Westport, Arnprior, Merrickville and Brockville. "Given the intimacy or compassion needed for this talk, I need to be as close to my audience as possible," she said. "There is no technology, no power point, no charts or graphs. It's simply me talking. "When our loved ones die, the only thing that we lose of them is the visual presence of that person. But the message is that if you pay close attention in your own life, you will see that everything that made that person truly them their consciousness, their personality, their soul, their spirit, is still with you. And this book goes into that in great detail." She will speak for the first hour, but that last half-hour, the audience

will have an opportunity to speak with Glenn as well. "Just to start conversation about transition and the passing from this life into the next - within their own families and friendship groups. We need to start thinking and talking about the experience of transition differently. We are not dead, gone, lost we're here. We're just here differently." Her Message of Hope Tour - her final stop on the tour - will be at the Smiths Falls Memorial Community Centre on May 28, upstairs, from 6:30 to 8 p.m. Her book will also be available to those in attendance at the end of the evening with 25 per cent off the original price of $25. In September and October, Glenn will be hosting women's retreats for those who would learn more about messages from loved ones.

Eleanor Glenn is hoping to bring some hope to people across the Ottawa Valley during a speaking tour about her best selling book, How Love Continues, Recognizing the Afterlife, released last fall. "It's a story that I plan on telling in my inspirational talk," the Smiths Falls native said. Glenn said she received a message - from her spirit guides or the Source, or the Holy Spirit, whichever way you tend to lean in your beliefs - to "go fix it," she said. The message happened only a week or two before Christmas during a small non-denominational service she attended, particularly to those who lost someone to death in the past year. People spoke the names of lost loved ones, but there was no dialogue happening, she said. She said she was upset that no messages of hope came through. "I came away from that service that evening, feeling that those who had attended that night were not given any hope. It took me a few days to figure that out but that's the conclusion I came to." Glenn said she felt she was given this message: "Well then go fix it. The word that locked in my vision was 'go' and I took that literally." From there she visualized a circle around a map of Smiths Falls and came up with 10 places to host special talks. She said she hopes to bring messages of hope, comfort and optimism to those in attendance.

The salty taste in the mouths of chip wagon owners just turned sweet. Smiths Falls council members decided to reduce the annual refreshment vehicle fee that chip wagon owners pay, so long as they open up each year at the same location and don't undergo major upgrades or replacement of kitchen equipment. The fees for these establishments have been reduced from $600 to $200 per year. The change, which was agreed upon by council at their committee of the whole on Monday, May 13, comes after chip

wagon owners in Smiths Falls united in their displeasure over what they called an unfair tax on seasonal businesses that have high startup costs. "It was a very thoughtout decision," said Robert Firlotte, owner of T's Chips. "I think it's fair." The businesses that have already paid their $600 for the year, will be refunded $400 - something the chip wagon owners had asked for but didn't necessarily expect. Firlotte said he's happy the town decided to refund the chip wagon owners. Kerry Costello, the town's clerk and director of corporation services, said the rational for the original fee was to recoup costs for inspections required by the town's fire prevention officer and the chief building inspector, as well as for the planner to review the application and for the licensing officer to co-ordinate inspections and issue the licence. She acknowledged that for chip wagon owners who operate at the same location and in the same facility each year, the work for those involved to license the wagon is less than for a new wagon starting up. Another part of the

town's rationale behind charging the annual licensing fee was because the refreshment vehicles typically don't pay property tax the way that bricks and mortar stores and restaurants do. Firlotte and other chip wagon owners argued that the town isn't really losing out on these funds if they reduce the licensing fee for refreshment vehicles since the landlord of the property where the wagon sits pays property taxes. Fees for refreshment vehicles have risen in Smiths Falls over the last nine years. In 2010, the fee was $350, which jumped to $500 in 2014. In 2018, the fee was increased again to $600. Chip wagon owners said this fee was higher than other municipalities in the area, including Rideau Lakes, Perth, Merrickville or Montague. The town reported that their fee was in line with the fees charged by Carleton Place, Perth, Tay Valley, Arnprior and Mississippi Mills. The town has outlined a full list of when the reduced fee would apply. If a motorized refreshment vehicle does not meet these criteria, the full $600 fee would apply.

SMITHS FALLS TO GET NEW FIRE TRUCK EVELYN HARFORD ehar ford@metroland.com There'll be a new toy in the fire hall. The Smiths Falls Fire Department is getting a new triple combination pumper truck costing $722,618.05 from Fort Garry Fire Trucks - the lowest bid the town received. Despite being the lowest bid, it

came in at $39,000 over the estimated cost. Fire Chief Rick Chesebrough said the total impact on taxpayers would be around $650,000. Payments for the new truck, which will replace a vehicle that's over 20 years old, will be spread over two years. Council approved the purchase at their council

meeting on Monday, May 6. Chesebrough said that the life span of the vehicles for a department like Smiths Falls is recommended at 15 years for their first run and five years for their second run. He said as long as it's passing its certification tests, this lifespan can be pushed by a couple of years. However, that comes with some risk.

"Failing to replace a vehicle in those time frames can result in a vehicle being decertified," he said. "In a growing community, there's nothing more important than protecting our taxpayers in regard to fire protection and prevention," said Coun. Jay Brennan, who supported the fire department's new purchase. The town expects to get the fire truck in just under a year.

VOLUNTEERS, COMMUNITY LEADERS HONOURED AT APPRECIATION NIGHT EVELYN HARFORD ehar ford@metroland.com Volunteers are the glue that holds community together. Three special people, committed to the betterment of Smiths Falls through service, were honoured for their outstanding efforts at the annual volunteer appreciation night held at the Station Theatre on Thursday, May 16.

MUNICIPAL VOLUNTEER AWARD Local history buff Tony Humphrey was presented with this year's Municipal Volunteer Award, presented annually to someone who has continually given their time and wisdom and whose role provides guidance and decision-making for many municipal policies and procedures. Humphrey has served nearly 10 years on the town's municipal heritage committee applying his passion, wisdom and experience to help council make decisions regarding the preservation of heritage structures. "His love for the Ontario Heritage Act is on par with the appreciation the average person has for the Canadian Charter of Rights and Freedoms," said Mayor Shawn Pankow. "He has an untiring

devotion to keeping the oldest stories alive and shares this passion by turning our small town into a living classroom. Almost any building, house or vacant lot has a story to tell, and this man is an able ambassador." As a retired Canadian Pacific Engineer, Humphrey's love for railways and history continues to shine with 12 years of volunteerism at the Railway Museum of Eastern Ontario. In many ways, Humphrey has become the face of the museum and continues to spend a big part of his life maintaining and enhancing our railway heritage. Today he serves as president of the board. Humphrey, who has a fascination for cemeteries and advocates for their recognition, played key role in uncovering and restoring the Wood Mausoleum & Cemetery, serving as chair of its board of directors.

"(Craig) is a very positive role model for other young people in our community," said Pankow. Craig follows in the footsteps of her parents, Leigh and Chris, who are shining examples of people who continually give back to the community. In life, Crosbie was dedicated to making the community a better place through her many efforts. The Charles Gilhuly Award is presented annually to someone who has worked tirelessly behind the scenes for nothing more than the self-satisfaction of bettering the quality of leisure time for people in Smiths Falls. Crosbie typified community involvement while managing a successful mortgage brokerage. "Her devotion to her clients was reflective of her commitment to her community," said Pankow. She was also past president and recipient of the Paul Harris Award of Service. Crosbie also served on the board of directors for the Smiths Falls Community Hospital Foundation, as treasurer and vicechair and also replaced me as chair of the board. SFDCI STUDENTS RAISING AWARENESS ABOUT SPINAL MUSCULAR ATROPHY EVELYN HARFORD ehar ford@metroland.com Mason Stewart, a local boy with spinal muscular atrophy (SMA), a neuromuscular disease that can cause paralysis or death, is getting a boost from students at Smiths Falls District Collegiate Institute (SFDCI). Each semester, Breanna Bedor's 12 college-level English class features one medically fragile child through Project KITES (Kids in Tough and Extraordinary Situations). At the end of the semester, the students host one big fundraiser. All proceeds from the event are donated to the pediatric intensive care unit at the Children's Hospital of Eastern Ontario. After receiving numerous tests and seeing multiple doctors at Kingston General Hospital, Mason

was diagnosed with Type 3 SMA, a disease that weakens muscles and makes it tough to complete day-today tasks. The family, who operate Little Rock Farm just outside Smiths Falls, was told that there is no cure, no treatment and that the disease is progressive. But then a miracle occurred: Spinraza - a drug that could help slow, if not stop the disease in its tracks. The medication came to the forefront for the family when Mason was around five years old. His parents, Jenna and Eddie, tried to get Mason into a clinical trial in the U.S., but that didn't work out. Soon the family began seeing the changes that their American SMA friends who were receiving Spinraza were experiencing. They wanted that for Mason, too. At that time, Mason was

slowly losing his ability to walk. Spinraza was approved by Health Canada as a treatment for SMA patients in June 2017. However, it wasn't government funded for all children. So, Jenna and Eddie decided to try getting the drug covered by their insurance company. Originally, the insurance company had rejected the family's request for the drug that costs $125,000 per injection. But now, after fighting back, all but $900 per year will be covered. Mason started receiving the drug in March 2018. While Spinraza is a drug that can't fix the dead neurons Mason has, it can give strength to the weak ones, and perhaps make them stronger. "It's really quite inspiriting how incredible he is even with his medical condition," said Project KITES

student Brooke Hutton. Mackenzie Thubron said when you meet him, you wouldn't think he's gone through as much as he has. "It's inspiring," she said. Project KITES student Ryan Rever said through this project he wants more people to become aware of Mason's condition and the drug that's been helping him. Mason will be featured as part of Project KITES' awareness show - that will showcase a lineup of talented performers, guest speakers, a live auction and more - being hosted at SFDCI on June 6 from 6 to 8 p.m. Tickets are on sale now at Gemmell's Flowers on Beckwith Street, at the main office at SFDCI or at the door on the night of the show. – With files from Laurie Weir

DEATH NOTICE

Hearty, Gerda Eleanor (Nee Tanner)

October 15th, 1942 May 11th, 2019 It is with profound sorrow that we announce the sudden death of Gerda Hearty on Saturday, May 11th, 2019. She was surrounded by her family while visiting her childhood “camp” in Quebec. Gerda is predeceased by her loving parents, Freda Evoy (Tanner)(Nee Lecharity) and James Albert Tanner. Gerda’s death leaves broken hearted: Al Hearty her much loved husband of almost 54 years; her cherished daughters, Kerrie and Krista (Michael McLean); and beloved grandchildren Ashton Kerr, Ireland Hearty Kerr and Emery McLean. She also leaves to mourn: her dear brother Roy Tanner (Mavis) of Carleton Place, sisters and brothers-in-law, Karen Smith, Donna Keon (Stan), Odel Hearty, Graeme “Sandy” McDougall, Jerry Hearty, and Gary Hearty (Theresa), along with, many adored nieces and nephews and a large group of very close friends whom she loved. She was predeceased by her beloved sister-in-law Sharon McDougall and brother-in-law Durrell “Butch” Smith. Throughout her full life, Gerda’s fun loving nature drew in and brightened the lives of those who had the good fortune to meet her. Her compassionate and encouraging disposition has touched and influenced so many lives throughout her long career as a teacher in Perth and Smiths Falls followed by many years of community service in Perth. Gerda contributed greatly to her community by coaching countless school sports teams, volunteering in her grandchildren’s classrooms, being the secretary for the Rotary Club and the Retired Teachers Federation, and organizing events as the hospitality coordinator for the CFUW to name a few. Gerda took immense joy from being with her children and grandchildren, spending time baking, laughing and playing. No matter what was going on in Gerda’s life, the moment her kids and grandkids walked in the door they were greeted with wide open arms and an expression that told them they were the most important person in the world and had her full attention. Most of those who knew this strong, vibrant woman will remember best her zest for life, her caring nature and her ability to see the good in everyone. Friends were received at the Blair & Son Funeral Home, 15 Gore St W, Perth on Thursday, May 16th, 2019 from 2:00 to 5:00 & 6:00 to 8:00 P.M. A celebration of Gerda’s life was held in St. Paul’s United Church, 25 Gore St. W, Perth on Friday, May 17th, 2019 at 11:00 A.M. A reception followed in the Church Hall. The Lanark Animal Welfare Society's cupboards are getting bare what with it being kitten season. We would very much appreciate donations of canned cat food, Whiskas pate preferably. Don't worry if you can't deliver it, you can order it from your store of choice and a LAWS volunteer will go pick it up. Come meet the cats featured this week at LAWS. Pretty, white and brown two-year-old Zoey was surrendered to LAWS. She was adopted a while back from LAWS, but her owners moved into a new place where, sadly, they were not allowed to keep her. Zoey is a little sad and definitely not happy to be once again confined to a cage. Once Zoey gets comfortable with you, she loves to be stroked and admired for the beautiful

girl that she is. We hope she'll find her true forever home soon so that she can walk around freely and enjoy her cat life again! Please meet Zoey at LAWS. Come and meet this big, very handsome threeyear-old boy, Freddie. Freddie has had surgery on both eyes and is recuperating well. Freddie is another staff favourite who has the run of the office and ensures we are all kept in line. His stunning colour sets him apart from the rest. If you come to LAWS to meet him, he will be there to greet you at the door. Come and meet poor Chester, a beautiful fouryear-old white and orange girl. Chester was surrendered to LAWS through no fault of her own. Chester's owner was ill and could not keep her. We think she

would do better in a quiet home without young children as she is used to being with adults only. Chester can be a silly girl still who likes to play with her toys. Come to LAWS to meet this golden-eyed beauty. If anyone has any spare time and knows one end of a hammer from the other, LAWS is looking for some volunteer help with the finishing aspects of the new addition. Please give the shelter a call at 613283-9308 for more information. LAWS would like to thank all the generous people who have dropped off items and/or donated money to help out our fur babies. Follow us at www.facebook.com/lanarkanimals and/or lanarkanimals.ca. LAWS is located at 253 Glenview Rd., Smiths Falls.

A huge THANK YOU goes out to the many Pitch-In volunteers who help make Rideau Lakes a beautiful place to live. Through your efforts, numerous bags of litter are no longer in our ditches, parks, treelines and waterways. Each year we are thankful for the many volunteers that step up to keep our communities beautiful. THANK YOU FOR PITCHING IN! -Mayor Hoogenboom & Council

OPINION

EMERSON WAS A PUSHOVER WHEN SICKNESS HIT MOTHER HAD THE PERFECT CURE FOR BOIL, MARY COOK RECALLS MARY COOK Column

My brother Emerson, I thought was afraid of nothing. He was just about the biggest boy at the Northcote School too, which made him a force to be reckoned with. But in spite of his size, he was a real coward when it came to sickness. Well, the day he discovered a little pimple on the back of his neck that itched, he was convinced he was full of some mysterious poison put there by

some germ that had never been heard of in Renfrew County! Mother said it was a simple pimple, and he was to stop putting sugar on just about everything that went into his mouth. She said she wouldn't be surprised if the pimple was gone by morning. Emerson was just as sure it would develop into something that would need surgery. The next morning, he turned his back to Mother who was busy stirring porridge, because he said he was sure it had grown overnight to the size of big potato. Mother said it was nothing, but to make him feel better, she covered it with a piece of gauze, and sent him off to school with the rest of us. That night he said it was growing like a weed, and he thought it was time to

call in old Doctor Murphy from Renfrew. Mother took another look at it and declared it had grown all right ... and was now a boil. Emerson said he was sure it was his last night in our old log house, and asked Audrey if she would sing "The Old Rugged Cross" at his funeral. Mother knew exactly what to do with it, having heard from Mrs. Beam what to do if a boil ever developed on any one of us. She took a small bottle out of the back of the cupboard, and held it empty over the boiling kettle. It filled with steam and as quick as a flash, she took her hand off the bottle opening, and slammed the steam-filled vial over Emerson's boil! It all happened so fast, Emerson never knew what hit him. Emerson started to scream

like a banshee. Mother told him to sit on the stool so she could get a good look at it. Of course, all of us wanted to see too, and we crowded around Emerson who was still screaming at the top of his lungs. Mother finally gave him a cuff on the ear and grabbed his hand that he was trying to feel the spot where the boil used to be. "Don't touch it," she said. For once, Emerson did what he was told! The next morning Emerson said he was too weak

to go to school, and I was surprised that Mother said he could stay home for the day. Well, when we got home that night, there he was, still in his pyjamas, sitting at the kitchen table, drawing in his art pads. He said he was too weak to do chores, too. That night, from the back bedroom, I heard him tell Everett that it would be a frosty day in May before he would ever again own up to having a boil anywhere on his body. He said the cure was far worse

than the disease! Everett agreed. Interested in an electronic version of Mary's books? THINGS TO DO

Laurie Weir/Torstar Paddlers prepare to race at Paddlefest in Smiths Falls on June 2, 2018, in Lower Reach Park.

RIDEAU ROUNDTABLE LOOKS TO START CANOE CLUB EVELYN HARFORD ehar ford@metroland.com

insideottawavalley.com

Exploring the local waterways could soon be even more accessible. The Rideau Roundtable, a nonprofit that focuses on the environment, the history and the cultural significance of the Rideau River, the Rideau Canal Waterway, the Cataraqui River and their respective watersheds, is floating the idea of a pilot canoe club. The organization expects the pilot club - to be called the Rideau Voyageur Canoe Club - to get underway this summer, subject to Parks Canada approval. "We're very looking forward to making this work this summer," said Manuel Stevens, a Rideau Roundtable board member. "It'll be another attraction for the town of Smiths Falls." He said there are limited opportunities for people who don't own boats to get out on the Rideau and explore - the canoe club would help make the canal more accessible to the general public. "We're really hoping that there's a lot of interest in this program, so we can make this a permanent feature of the tourism offer-

ings in Smiths Falls," said Stevens. "We see it as a very unique opportunity for Smiths Falls and area to participate in something uniquely Canadian." The idea of establishing a canoe club in Smiths Falls isn't new, but rather, in a way, revives the historical club. The Smiths Falls Canoe Club was founded in the late 1890s. The clubhouse was built in 1902. However, the club went into decline after four men drowned on the Rideau River. Initially, half-day to fullday outings will be organized for club members to explore the Rideau Canal both upstream and downstream of Smiths Falls, in one of the three voyager canoes the Rideau Roundtable owns. These canoes, replicas of the canoes used to travel the waterways in the 18th century, which could carry six or seven tons of goods and up to 18 people, were known as the transport trucks of their days. The Rideau Roundtable has two of the large voyager canoes and one, newly acquired, smaller one, which can hold about eight people. Club members will also have the opportunity to paddle a big canoe when-

ever it is not required for Roundtable's Rideau Experience Programs. To paddle in the canoes, there must be a Paddle Canada certified Big Canoe Leader in the boat and all other participants must have received basic skills and safety training, and all safety regulations must be complied with. All club members must undergo a minimum of four hours of skills and safety training. Beyond that, members will be encouraged to undergo more advanced training. Big Canoe Leaders certification training will be provided on site. Those qualifying will also be encouraged to take the training necessary for wilderness first aid certification. There will be open houses for anyone interested in the RVCC on Friday May 24, and Saturday, May 25. Those interested in the canoe club are asked to meet in the parking lot at the Detached Lock in Smiths Falls about 15 minutes before the familiarization tours of the swale kick off for stakeholders during the following hours: 9:30 to 11:30 a.m. and 1 to 3 p.m. on Friday, May 24, and from 1 to 3 p.m. on Saturday, May 25. If you have questions, or would like more information on the canoe club email bigcanoedays@rideauroundtable.ca.

HERE’S HOW IT WORKS: Sudoku puzzles are formatted as a 9x9 grid, broken down into nine 3x3 boxes. To solve a sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle!

THURSDAY NIGHT MEN'S TWILIGHT NEWS The 2019 Thursday Night Men's Twilight season began at the Smiths Falls Golf and Country Club on May 16, after what seemed to be the longest winter in Canadian history. New Horizons Communications and RE/MAX joined forces to sponsor the evening, offering a huge prize table to our patrons. The format was scramble, a merciful choice for all of us who had yet to swing a club, and it was nice to see a lot of new faces out to enjoy a fun evening of golf. The old boys were back! Bruno Patti, Howard Jeffreys, Bill Lowerse, Curry Wood, Ray Blair, and Bob James posted the low score on the front nine. On the back side, victory went to Steve Hull, Doug Hart, Kerwin O'Neil, Mike Millotte, and George Thomson. OK, they're not that young either. The Roosteraunt closest to the pin prizes went to Adam Schofield and Brodie Koziel for their tee shots on holes 8 and 14. Dave McKenney and Mike Millotte took home the Burns Jewellers gift certificates for the best second shots on holes 5 and 15. John McKenney won the Milano's Pizza prize for a great tee shot on hole 3, and the Valley Custom Cutting gift certificate went to Mark Brus for his beauty on hole 16. The Town and Country Chrysler longest drives were sent into orbit by Adam Schofield and Mark Wiltsie on holes 1 and 10, and the fabulous test of skill was performed by Jim Gunn and Mike Milks. I didn't know they could breakdance! This week's Rocky's Road Rash Ball went to Bob Mulrooney. He'll try for a hole in one to win the $15,000 Hunt and Dopson prize at the closing. Good luck! This week's Obsessed With Golf trivia question: Who served as honorary pallbearer during funeral services for Gerald R. Ford? A. Ray Floyd B. Tom Watson C. Jack Nicklaus D. Arnold Palmer See next week's article for the answer.
