EPAA Board retreat a success (despite fire!)

What an amazing retreat! The Board of Directors, Association staff and Committee Chairs brainstormed this weekend in Ruidoso at their annual retreat. Despite a raging forest fire, threats of evacuation from the hotel, downed telephone lines, and being unable to use credit cards in the town, the Association members managed to have a remarkably productive meeting. I want to thank all members who dedicated their time and efforts to make this retreat the success that it was. The amount of ideas produced to meet the goals and objectives for the coming year was phenomenal and I know that we will be able to use this infor

mation to achieve success in each and every committee. I also want to thank all the families who joined us at the retreat. I enjoyed meeting with spouses and especially the children. I know that my three kids enjoyed that as well and made many new friends. A special “Thank You” to Maurice Kropp for the relaxing evening at his beautiful cabin. The drinks were cold, the snacks were tasty and the deer were entertaining! This retreat was a great start to a fun and exciting year for our Association! -Eric Heller EPAA President

welcome! Greetings Everyone!

I want to start out by offering a big thank you to our past president Kristin Sizemore. I want you all to know that The El Paso Apartment Association has been blessed to have Kristin at the helm and with her guidance I will do my best to fill those shoes. I am very excited about the year ahead and I am already working with a great line-up of volunteers including your newly elected Board of Directors and a new slate of Committee Chairs. Together we are developing some key goals with effective plans of action to meet those goals. I hope everyone will consider taking part in one of the committees to help plan and promote the great events & activities throughout the upcoming year. Everyone's opinion is important to the El Paso Apartment Association and we are encouraging your involvement and participation in order to keep its foundation strong. You may be reading this message from either our new website or from our re-introduced newsletter. In either case, I hope you find the new layouts and features informative, helpful and exciting. One of the primary goals of the Association is to create the opportunity for more member interaction, and I encourage all of you to let us know what you think! The upcoming year has many challenges for our Association and I would like to share a few of the areas upon which this Board will be focusing. In addition to our continuous efforts to improve and enhance the benefits to our property managers and owners, I would like to direct more attention to our valued product and service providers and help them to realize value in their active membership. In my two years serving on your Board of Directors, it has become increasingly apparent to me of the significant role they play in making our Association as successful as it is today. I would like to take this opportunity to speak directly with those vendors who have been so generous with their time and financial support and offer my sincere gratitude. This year may well be known as the “Year of the Vendor”! With coordination between our Board Members and our Committee Chairs, we will work to provide structure and support so that each committee is capable and effective in accomplishing their set goals. These goals will include: making improvements to existing and creating new methods of communication; enhancing our industry image in the community; providing quality educational opportunities for all members; having a more effective presence in the political arena; increasing association membership; and of course expanding participation from our independent owners. In order to meet these goals, I urge everyone to get involved, keep informed, and promote your Association. I would like to thank you all again for the confidence you have placed in me and the newly elected Board. We recognize the significance of our industry and of this Association and the impact it has on a great number of the residents of El Paso. Our industry is an important one and acting as a group, we are far better situated to protect it and our own common interests. I look forward to working with you all and wish you all the very best. News from around the state The cost of campaigning and the importance of PAC

The TAA Board of Directors will meet July 25-27 at the Moody Gardens Hotel for its first board meeting of the 2012-2013 fiscal year.

Running a business takes a lot of time, manpower and substantial financial investment. The market, competition, improving technologies and other factors all have an impact on the cost of business. The same is true for political campaigns. Local, statewide and federal campaigns are becoming increasingly expensive to operate, particularly in Texas due to the size of our state, our growing population and the high number of major metropolitan areas. Furthermore, competition between the two major political parties and the rising cost of technology are causing the campaign costs to significantly increase. In 2010, Gov. Rick Perry spent close to $40 million during his re-election campaign. The most expensive state Senate race in 2010 cost just over $830,000. The most expensive, successful state House race cost more than $840,000. That same year, a former state representative spent $1.2 million on his reelection campaign and lost. Campaigns have to employ a variety of tools in order to be successful. Most campaigns spend money on voter databases, direct mail, polling, advertising, consultants, phone-banks, websites and staff. In order to pay for these items, candidates are forced to spend much of their time fundraising, which is often very challenging. Consequently, political committees, such as TAA PAC, provide access to an extremely valuable campaign commodity. In 1999, the association made a conscious decision to substantially grow the

TAA PAC in order to keep up with the rising cost of campaigns. As you can see in the chart on this page, this effort has been extremely successful thanks to the fair share contributions from local associations, the PAC Investor Program and other initiatives. As campaigns continue to become more expensive, it is critical that TAA PAC continues to grow so that it may continue to provide candidates across the board with meaningful contributions. Through the financial support that TAA PAC gives to candidates and elected officials, the association gains access to those elected officials it has supported so that it can discuss issues important to the industry and association members.

Independent Rental Owners Independent rental owners own or manage rental properties, and are actively involved, from an ownership perspective, in the management of properties. Apartment association membership helps independent rental owners become better informed and educated about superior ways of managing rental properties. Membership also expands your connection to other independent owners to allow for greater communication, information flow and technical knowledge.

Main Characteristics of Independent Rental Owners (IRO) • They typically have their own money invested in the property. • They generally work alone, with no (or few) employees. • Subcontractors and vendors are very important to them. • They may have several types of properties, sometimes spread out geographically.

TAA to meet in July The TAA Board of Directors will meet July 25-27 at the Moody Gardens Hotel for its first board meeting of the 20122013 fiscal year. TAA’s Leadership Conference will be held the afternoon of Wednesday, July 25, and a Membership Think Tank for local association staff and membership volunteers will be held that evening. TAA’s committees will meet on Thursday, July 26, and the Board of Directors will meet Friday morning, July 27, from 9-11 a.m. During its meeting on Friday, the Board will consider the association’s proposed activity and capital acquisitions budget for 2012-2013 and will present awards for participation in TAA’s 2011 “Get Connected” statewide membership campaign.

TRADE SHOW This year’s El Paso Apartment Association Trade Show was a great success. The Trade Show had a Las Vegas theme but unlike Vegas, what happens at the tradeshow, we spread the word. We had over 200 attendees that enjoyed presentations from our many vendor booths. The first place booth went to The Greater El Paso Apartment Guide. Sal Hernandez (ELVIS) and Silvia Gonzales from The Guide did a fantastic rendition of a Vegas Show. The other finalists were Apartment Ideas and Ferguson. Our $500.00 grand Prize winner was Gilbert Lopez, congratulations Gilbert.

A Gala Affair! The El Paso Apartment Association’s Installation & Awards Gala was held at the beautiful Monte Carlo Hall in east El Paso on May 19, 2012. The 2012-2013 Board of Directors was installed by Texas Apartment Association’s President Scott Wilder. The night was just getting started as Eric Heller was installed as President of the El Paso Apartment Association. His speech and commitment showed a bright future for our association. AFFORDABLE HOUSING TASK FORCE The Affordable Housing Task Force was put together in an effort to study and explore if in fact a committee is necessary to be a formal part of the El Paso Apartment Association. For the last three months the task force has met with several key members of the association who are intimately involved in providing affordable multi-family units to their tenants and other members who have utilized specific financing mechanisms that target the affordable demographic. Their message was loud and clear: the need for increased education and training specific to the affordable housing arena. Through the committee and thanks to our executive director a Physical Inspection training provided by the Texas Department of Housing and Community Affairs will be held in El Paso later this year. Please monitor our website for more details. This is only the start of more collaboration between our association and the public sector. We have heard from other key players dedicated to affordable housing including Jerry Romero, Vice-President of Wells

Fargo Community Development Team and Linda Powers a certified appraiser and the primer market analyst in the affordable housing arena for this region. Jerry Romero is the Community Development Director at Wells Fargo bank. He served as chair on the Texas State Affordable Housing Corporation and has been on the board for over 16 years. He is also a board member on the El Paso Housing Finance Corporation, El Paso Collaborative for Community and Eco nomic Development, and the Texas Association of Local Housing Finance Agencies. He is an expert in his field and spoke to the affordable housing task force about the importance of educating our residents in financial literacy with the goal of getting apartment dwellers to be homeowners. Linda Powers has been performing market studies and appraisals for the past 12 years. She is approved by the Texas Department of Housing and Community Affairs to prepare market studies for Low Income Housing Tax Credit applications. In her 12 years of

By Demetrio Jimenez, Affordable Task Force experience, she has never seen such a saturated affordable housing market in El Paso. Both have stated the need for more affordable multi-family housing. A gap between market rate and what the general population can afford is starting to grow, coupled with the fact that more troops and support personnel are continually migrating to El Paso, increasing the population and thus increasing the demand for apartments. There is currently a 2000 household waiting list of families wanting to live in Ft. Bliss. It will be imperative for the development of affordable units both in the single family rental and multifamily arena in order to meet the demand. The Taskforce is up to the challenge and welcomes your input; it meets the third Wednesday of every month at 8:30 am at the EPAA offices. Also, mark your calendar on September 12, 2012 for the Uniform Physical Inspection Training by the Texas Department of Housing and Community Affairs.


Bed Bugs are Here by Maurice Kropp / Kropp’s Pest Control

If you haven’t encountered bed bugs at you property yet you will. They have quietly invaded our fair city and are multiplying exponentially as we sleep. We first began getting calls in the summer of 2008 and the reports have doubled each year since. Bed bugs occur world-wide and bridge all economic and social strata. Bed bug infestations in North America have become much more common over the past 10 years. Adult bed bugs are brown to reddish-brown, approximately 3/16-inch long, 1/8-inch wide, broadly oval, and flat. Immature bed bugs (nymphs) are tiny and appear translucent or pale in color. The eggs are pearly white in color and only 1 mm in length, thus they can be very difficult to detect with the naked eye.

Inspections for bed bugs include looking for live bugs, shed exoskeletons and characteristic black stains created by fecal droppings. These insects feed exclusively on blood however there has been no evidence to suggest that bed bugs transmit any diseases. Bed bugs do not enter homes from the natural outdoor environment; instead they must be introduced into the home from a previously infested environment. This can occur by picking them up during travel, bringing them in on rented or used furniture, introduction by guests or visitors, or other means. Often the exact source of the infestation is unknown. Once in the home bed bugs will seek small, protected areas to hide. Although called bed bugs, they can live in almost any area of the home such as beds, couches, picture frames, night stands, wall voids, under carpeting, or virtually any available small crack or crevice. However, they will most likely try to live very close to where people sleep. Only highly trained professionals can correctly identify and treat all of these potential harborages. Bed bugs are nocturnal insects and therefore usually hide during the day and are most active at night when they leave their harborages to seek a blood meal. Bed bug bites are essentially painless and often go unnoticed while the

bugs are feeding. Bed bugs mature quickly, lay hundreds of eggs, and can live almost a year. Therefore, infestations can grow rapidly and persist indefinitely until proper corrective actions are taken. • Bed bugs can be extremely difficult to detect. Proper diagnosis requires highly trained professionals. • Bed bug services are very labor intensive, rely heavily on the careful use of residual pesticides and should only be conducted by highly trained professionals. • Proper service requires that ALL possible harborages are treated. This usually requires the complete cooperation of the customer to access all areas that need to be treated. • One service WILL NOT eliminate bed bugs from your home. A typical bed bug management program consists of an intensive initial service followed by a number of follow up visits over a period of several months. These follow up visits are necessary to ensure a maximum level of control. In rare cases, total elimination of bed bugs may not be possible through our regular program. We will work with the customer to design custom treatments to give the best control possible.

GOvERNMENT AFFAIRS COMMITTEE I hope you like this newsletter and thank your EPAA leadership, Sal Hernandez and the Newsletter Committee for resurrecting it. More importantly, I hope that contributors can keep it interesting, so that you will look forward to, and read, every issue! Give us your feedback! Here goes . . . Elections. 2012 is a very important year, a presidential election year, a general election year when we will elect judges, justices of the peace, constables, school board trustees, state representatives, congressional representatives and senators, as well as the president. From the president on down to our local constable, the people we elect will affect our lives directly or indirectly, personally and professionally, by the laws and other choices they make on our behalf. That’s our system; it has worked for 223 years; but, it won’t work well unless we all know the issues, know the candidates, and vote for the best candidates. PS: “we all” includes y’ all! Why not find, support, and even work for a rental housingfriendly candidate? Action Plan. The Government Affairs Committee (GAC) spent several monthly meetings last year developing an Action Plan for your association. Our Action Plan has seven goals for us and your association. This newsletter

is one of your association’s and GAC’s shared goals. Our primary goal is to “Influence rental-housing legislation.” We identified several important ways to do that: establish/maintain professional working relationships with our city representatives and key staff; increase our membership on city boards and commissions; and, elect “business-friendly” candidates to the City Council. While this is our most important goal, it is also probably our most difficult goal, because it takes time and interest in government. So, if you have the time and interest, we will save a place for you on our committee. We need new ideas! PAC. Our association has an obligation to support the Texas Apartment Association (TAA) and its Political Action Campaign (PAC). Our financial obligation is called our “Fair Share” and it’s based on membership. One of our seven goals last year was to meet our TAA Fair Share and local PAC needs for the next two years. Guess what? Thanks to all of you who contributed, we have already met our TAA Fair Share! In Lubbock, in October, EPAA delivered $6,400 to the TAA PAC. not done yet; we need campaign funds for our local El Paso races. We need about 50 more 99 Club members! TAA Government Affairs. On Wednesday, March 28, we hosted David Mintz, the TAA staff member responsible for Government Affairs. First, he attended our monthly Government Affairs Committee meeting at the association’s office/classroom. We discussed the above topics and more, much more. He gave us several copies of a national survey by which we can better evaluate our governmental affairs organization and efforts. Second, we visited and spoke at length with State Representative Marisa Marquez and presented her with a check for her 2012 campaign (your PAC funds at work!). After lunch at the Great American Land and Cattle Co. on Alabama St. with about ten of us, including Aliana Apodaca, the guest presenter for the Seminar (thanks to Martha Aguayo and Apartment Finders for picking up the bill), we visited Marcia Heller at Associated Properties, where David went into more detail about the survey. Before leaving that evening, he attended the Trade Show on Alabama. All in all, I’m sure he enjoyed and benefitted from his visit with us. The effect was mutual!
