Texas City Managers Association Welcomes New Region 10 President

In a significant stride towards fostering leadership and enhancing governance in South Texas, Roel “Roy” Rodriguez, P.E., steps into a pivotal role as the newly elected President of Region 10 for the Texas City Managers Association (TCMA).

Mr. Rodriguez will serve a two-year term, leading an area encompassing eight counties: Brooks, Cameron, Hidalgo, Jim Hogg, Kenedy, Starr, Willacy, and Zapata.

Rodriguez’s presidency comes with the crucial task of steering Region 10—chairing meetings, delegating committee assignments, synthesizing reports, and representing the region at TCMA’s gatherings. His role is more than administrative; it’s about shaping the future of city management within the region.

A seasoned professional with over 35 years of commendable service in state and municipal government, Rodriguez’s career is a testament to excellence and dedication. His achievements have not gone unnoticed, having been honored with the Lifetime Achievement Award at the 2023 TCMA Professional Awards. This accolade is reserved for those who have significantly contributed to local government management for over two decades. Furthermore, his exceptional leadership earned him the prestigious title of Administrator of the Year in 2017.

Rodriguez’s leadership style is characterized by a visionary approach and an infectious enthusiasm for team building. He is known for his proactive outreach, offering support and sharing innovative ideas with communities far and wide, thereby promoting the profession of city management and fostering a spirit of collaboration.

Such is the impact of his mentorship and management style that McAllen Mayor Javier Villalobos lauds Rodriguez for his ability to unlock potential in others. “City Manager Rodriguez has a remarkable way of elevating those around him, instilling belief in their talents and capabilities, which in turn enhances service to their communities,” Villalobos remarked.

The City of McAllen, as part of TCMA Region 10 through the Texas Municipal League (TML), proudly nominated Rodriguez, a move that speaks volumes of the respect and confidence he commands within the community.
