OVERNMENT BULLISH ON ELECTRIC VEHICLES IN INDIA BUT SILENT ON FAME II INCENTIVES Indian government currently offers a range of incentives from Rs. 1700 on two-wheelers to up to Rs. 55 lakh on electric buses. The existing FAME scheme was extended by six months in April 2018 and there is no word on FAME II as of now. Two days after the GST council reduced the cost of electric car battery from existing 28% to 18%, the Indian government has confirmed that the second phase of the Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles scheme also known as the FAME India scheme will be announced soon and will give a big boost to the Indian EV industry with heavy incentives likely on R&D and interventions on the demand and supply side.

HY COMPANIES LIKE OLA, ZOOMCAR AND ZIPGO ARE BULLISH ON ELECTRIC VEHICLES From electric two-wheelers to autorickshaws and buses, the auto industry is training its sights on electric vehicles. The question is: is this viable? Last week, Bengaluru-based online bus aggregator ZipGo announced its Rs 300 crore fund raise, and said it would use the funds to transition its fleet to electric vehicles. ZipGo isn't the first to bet on electric vehicles, and it won't be the last. In 1999, when electric car Reva was launched in India, Founder Chetan Maini wanted to usher in an electric vehicle revolution in the country. In 2010, Chetan sold his company to Mahindra & Mahindra as only deep pockets could nurture and sustain a company like Reva, which got a second lease of life as Mahindra e2o.

HYUNDAI PLANS TO INTRODUCE FULL RANGE OF ELECTRIC VEHICLES IN INDIA South Korean auto major Hyundai Motor is planning to introduce its full range of electric vehicles in India as it tries to expand its product offerings to compete with market leader Maruti SuzukiNSE 1.03 % for a bigger share of the Indian roads. Close on the heels of Maruti Suzuki announcing plans to manufacture electric vehicles by 2020, Hyundai has commissioned a study to explore manufacturing of such vehicles in India. This will be in addition to introducing the globally successful Kona SUV by importing CKD packs to India by the second half of 2019. YK Koo, MD of Hyundai Motor India, said the aim is to have a range of electric cars in India and cater to buyers in different price segments.

LECTRIC VEHICLES TO GET GREEN NUMBER PLATES

The Ministry of Road Transport and Highways (MoRTH) has announced a green registration mark for all battery-operated vehicles, where private vehicles will bear white fonts on a green background on the number plate and commercial vehicles will have a yellow font on a green background. In May 2018, the Central government had given an approval for green licence plates bearing numbers in white fonts for private electric vehicles (EVs) and yellow for taxis. The decision, according to the government, was part of the government’s move to encourage people to take to using EVs.

Nitin Gadkari, Union Minister of Road Transport and Highways, Shipping, Water Resources, River Development and Ganga Rejuvenation, had earlier said that the distinctive number plates will allow for easy identification for EVs, which will allow for preferential treatment in parking and free entry in congested zones among other proposed benefits like concessional toll.

LECTRIC VEHICLES THIS WEEK: CENTRE REDUCES GST ON LITHIUM-ION BATTERIES, HYUNDAI TO LAUNCH ELECTRIC SUV IN INDIA, AND MORE

Renewable energy solutions services provider Magenta Power on Monday said it will set up the country's first electric vehicles (EVs) charging corridor at Lonavala on the Mumbai-Pune Expressway, a move that is expected to give a fillip to the government's e-mobility plans.

The ministry of petroleum and natural gas (MoPNG) on July 23 asked the Supreme Court to ban the sale and manufacturing of Bharat Stage-VI non-compliant vehicles in India, starting April 1, 2020. The ban, if implemented, is also expected to boost the Centre’s efforts to ensure faster adoption of electric vehicles in the country.

The corridor 'chargeIn' will be an open platform for all EV charging stations for 2/3/4 wheelers as well as for bus fleets, a release said. It will be a fully integrated network of charging points including AC and DC chargers and all the ChargeIn points will be connected via network for central monitoring and control, the company said.

In an affidavit filed in the Supreme Court, the ministry said that the ban should be implemented as the continued sale of BS-VI non-compliant vehicles “will lessen the environmental benefits to be accrued from using cleaner BS-VI fuel.” The Centre has invested $4Bn (INR 28,000 Cr) to promote the use of cleaner BS-VI fuel.

9 MOST POLLUTED INDIAN CITIES TO GET ELECTRIC VEHICLES ECOSYSTEM: REPORT The Centre is preparing a fresh policy for promoting EVs that will first look at creating favourable ecosystems in nine polluted cities with a population of over four million. India accounts for nine of the 10 most polluted cities in the world, according to the World Health Organization. The list is topped by Kanpur while Delhi comes in at the sixth spot. Given that vehicular emissions are considered to be one of the major contributors to poor ambient air conditions, the government is reportedly taking a fresh look at electric vehicles (EVs). A government official told The Economic Times that the Centre is preparing a fresh policy for promoting EVs that will first look at creating favourable ecosystems in nine polluted cities with a population of over four million. The idea is to gradually move to cities with populations of one million-plus, the source claimed, adding that busy corridors such as Mumbai-Pune and Delhi-Chandigarh are also being identified.

ST ON BATTERIES FOR ELECTRIC CARS REDUCED FROM 28% TO 18% The GST Council, set up by the Indian Government has reduced the GST rate on lithium-ion batteries for electric cars from 28% to 18%. Although this reduction is not as drastic as predicted earlier, the 10% rate in reduction of GST on these batteries will help reduce the overall price of electric vehicles in India. Currently, apart from a long list of electric two-wheelers that can be bought in the country, Tata Motors and Mahindra Electric make all-electric four-wheelers, namely the Tata Tiago Electric and the Mahindra eVerito in India. Mahindra also makes the compact e2o Plus hatchback in India. Prices for these few electric cars are set to be reduced by a notable percentage (estimated 8-10%) as the battery pack is the most expensive single component in all electric vehicles. That said, the price changes for both Mahindra and Tata Motors’ electric vehicles will not be immediate as in the past where GST on certain car segments prompted a quick response from automakers in India.

USES, TWO- AND THREEWHEELERS WILL POWER ELECTRIC VEHICLE REVOLUTION, NOT CARS: EAI In the emerging electric vehicle (EV) revolution, twoand three-wheelers and buses will drive the growth over the next 6-7 years. Electric cars may have a minimum role during this period, according to a white paper on EV revolution by Energy Alternatives India (EAI), a leading cleantech research and consulting firm. “Our study shows that exponential growth is feasible in the EV segment. But not right away. Electrification is to take place only in some selected segments over the next seven years,” said Narasimhan Santhanam, co-founder of EAI. “Based on an analysis, products that have the potential to see reasonable growth during 2018-2025 are electric scooters, electric threewheelers, including three-wheeled small commercial trucks and electric buses,” he added. www.solarquarter.com EMobility+ • August 2018 6

MMT INVITES UK COMPANIES TO BIG JAPAN EV INDUSTRY FAIR

The Society of Motor Manufacturers and Traders (SMMT) is inviting UK companies to exhibit at the largest international exhibition for the electric vehicle sector. SMMT is organising a UK pavilion demonstrating the 'best of British technology and innovation' at the 31st International Electric Vehicle Symposium & Exhibition (EVS 31) in Kobe, Japan from September 30 to October 2 2018. In a first for EVS, the 2018 event will also highlight artificial intelligence (AI) and connected technologies. The UK pavilion will enable UK companies to exhibit their latest technology and research under a consistent "British" brand to international event delegates, which will include government officials, media, researchers and potential customers. UNICORN’S IPO FILING OFFERS A GLIMPSE INTO THE HEALTH OF CHINESE EV STARTUPS Investors have poured billions of dollars into China’s electric-vehicle startups in recent years. And now an IPO filing from one of the most high-profile unicorns is finally providing a window into the state of Chinese EV startups. NIO, a four-year-old Shanghai-based EV firm, on Monday (Aug. 13) filed to go public on the New York Stock Exchange, seeking to raise as much as $1.8 billion. The timing of its filing comes as China tightens subsidies for new-energy vehicles, including all-electric and hybrid cars. Within China’s EV industry, there are companies from Xiaopeng—an Alibaba-backed startup recently valued at $3.6 billion despite having not delivered a single vehicle yet—to BYD, China’s biggest electric carmaker that has sold nearly 90,000 new-energy vehicles.

EARLY ENTRY, LOWER RESISTANCE GIVE M'SIA ADVANTAGE IN DEVELOPING EV, SAYS EX-PROTON MD Early entry and lower internal resistance will give Malaysia an advantage in developing an electric vehicle (EV) as the third national car, says former Proton Chairman and Managing Director (MD) Tan Sri Mohd Nadzmi Mohd Salleh. He said Malaysia was not too far behind in developing EV technology as not many big car manufacturers, apart from Tesla, has a clear advantage in this field. “Other companies have their EVs and hybrid cars but nobody, except from Tesla, can say that they have a clear advantage over the others. “So, the competitive advantage of all companies for electric vehicles is almost the same,” he told Bernama in a recent interview. Mohd Nadzmi, who is currently the executive chairman of Nadicorp, was Proton MD from 1993-96 and its chairman from 2009-12.

HALLENGING CALIFORNIA'S EMISSIONS LAWS COULD DRASTICALLY AFFECT STATE'S EV INDUSTRY 8

California is one of the, if not the, strictest states in the United States when it comes to emission regulations. Back in 2009, the federal government allowed California to set its own emission standards for vehicles. The state chose to set more stringent standards than the Environmental Protection Agency (EPA) previously had set. Since 2009, nine other states have adopted California's ZEV program. Essentially, what California did is jumpstart the electrified and alternative-power movement in the automotive industry. The state became the target for automakers developing electric vehicles, hybrids, and fuel-cell powertrains. There's a reason why automakers and companies continue to unveil innovative vehicles in California, like UPS teaming with Thor Trucks for electric delivery vehicles. Over the years, California has continued to utilize its size to encourage both small and large companies to chase fuel-efficient vehicles. It's the reason why Tesla came out with unique electric cars and why the automotive industry has started to explore a massive switch from practically no EVs to the majority of automakers having at least one electrified option in their lineup.

CHINA TAKES CONTROL OF COBALT MINES AS IT ADVANCES ITS BATTERY INDUSTRY FOR ELECTRIC VEHICLES A new source of energy can be found at the forefront of electric-vehicle development in the 21st century, and China is beginning to dominate in controlling the world’s supply of this so-called new petroleum: the mineral cobalt. Cobalt is one of the key components of the lithiumion batteries used to power electric vehicles (EVs). While Japanese electric carmakers are struggling to acquire the mineral and called for government assistance during a July 24 industry meeting in Tokyo, Chinese companies have been able to control one of the world’s key sources: mines in the central African nation of the Democratic Republic of Congo, which is one of the world’s poorest countries..

IVIAN NEARING LAUNCH OF PREMIUM EV PICKUP, SUV

Rivian plans to launch an all-electric five-passenger pickup truck in 2020, followed by a seven-passenger SUV. The company has said the vehicles will cost between $50,000 and $100,000. Rivian, a California-based startup building electric vehicles, is preparing to unveil a battery-electric pickup truck and a three-row SUV at the Los Angeles auto show in November that could change the perception of EVs. R.J. Scaringe, Rivian’s founder and CEO, says during a talk at this week’s “Disrupters Event” sponsored by the Original Equipment Supplier Assn. that the auto industry is on the verge of sweeping change. “Think about the tech industry in 1991,” he says. By the time Rivian launches in 2020, it hopes to be able to build 50,000 vehicles annually at the plant it acquired from Mitsubishi in Normal, IL. The company has confirmed raising $500 million in venture capital.

NTERNAL COMBUSTION POWERING INDUSTRY TOWARD EV FUTURE

While top executives continue to stress the need to develop electric vehicles, General Motors, Toyota and Fiat Chrysler Automobiles also are pushing ahead with strategies to improve the performance and

efficiency of internal-combustion engines – both gasoline and diesel. “The internal-combustion engine will be around for a long time,” says Bruce Belzowski, managing director of Automotive Futures at the University of Michigan and organizer of the “Powertrains for the 21st Century” conference here. At the same time, automakers are facing tough new regulations on efficiency and emissions, he says. “It’s a global demand.”

V DEMAND IN FLEETS COULD TREBLE WITHIN THREE YEARS,' ARVAL CVO RESEARCH REVEALS Corporate Vehicle Observatory research has identified growing demand for alternatives as diesel falls out of favour, says Arval. By Stephen Briers The number of UK fleets running full electric vehicles could treble over the next three years, according to Corporate Vehicle Observatory (CVO) research, published by Arval. CVO, which interviewed more than 300 fleet managers in the UK as part of a global survey of 3,700, found that 14% currently have electric vehicles – cars and/or vans – but that proportion could rise to 42% by 2021. Fleets of all sizes expect to add electric vehicles, with those running fewer than 10 vehicles making most progress: currently just 4% have EVs; in three years’ time 30% expect to have them. At the other end of the scale, 68% of companies with more than 50 vehicles will have EVs within three years, up from 35% today.

COULD YOU PLEASE BRIEF US ON BSES’ ROLE IN THE EV SECTOR? BSES is committed towards green and sustainable initiatives which are beneficial to our customers and the society as a whole. Promoting E-Mobility, a key to attain climate action goals, is one such endeavour. We are engaging with key stakeholders to evolve strategies and framework to create an ecosystem for promotion of E-mobility. We were one of the first utilities in India who had installed charging stations way back in 2010 for REVA electric cars. Building on these early steps, BSES is gearing-up to play a major role in network up gradation, granting technical feasibility and grid connectivity to promote the EV sector. Among other aspects, we are carrying out several activities including tie-ups with prestigious companies and institutions to conduct studies on e-vehicle charging stations and their impact on the electrical network. Besides helping us to plan better, these studies will also benefit the industry as a whole. We are also planning empanelment of OEM’s for setting up charging stations in our area. The following are the various parameters that will be looked at: • Installing EV chargers: Identification of the locations, along with the entire paraphernalia (like type of electric metering and wiring required) in the parking areas and determine, if the existing supply and infrastructure is adequate or if an upgrade is needed and act accordingly. • Technical Feasibility: Most importantly, EV charging stations that will be deployed will have all the requisite charging equipment compliant to the OCPP protocol and adhere to the grid interoperability standards. BSES has been actively working with MOP and CEA for evolving EV charging technical standards and imperatives for Discom from the EV charging network point of view. • Grid Connectivity: We have a pre-defined checklist for EV charging that takes care of the safety of the electrical installations, wiring at the consumer’s premises, harmonics dumping, voltage at the point of supply, load sanctioning, service line development (SLD) and open charge Point Protocol (OCPP) compliance.

We are exploring several options on this front, including routing our demand for setting up EV charging stations through EESL. Additionally, we have also partnered with EESL to explore the feasibility of replacing around 10,000 inefficient agricultural pumps with solar pumps. This will lead to energy savings of upto 120 million units over 3 years. To start with, around 200 pumps will be targeted on a pilot basis.

WHAT ARE THE OTHER PROJECTS THAT BSES IS WORKING ON IN EV SECTOR? ARE YOU PLANNING TO BRING UP SUCH PROJECTS IN OTHER CITIES AS WELL? BSES is accessing several opportunities to host electric vehicle charging stations across our licensed area in coordination with various agencies willing to invest / co-invest and co-brand. We are also looking towards land owning agencies (like SDMC, DMRC, DUSIC , Indian Railway etc.), for setting up charging stations, besides setting up our own on a pilot basis for captive use. BSES is actively partnering with GOI initiatives to set up public charging stations in Delhi. As mentioned earlier, we are looking at various options in our licensed area. However, we may also explore consultancy assignments once we have proven our case for sustainable deployment of high EV penetration in the National Capital.

WHAT ARE THE POLICIES THAT SHOULD BE IMPLEMENTED BY GOVERNMENT FOR FURTHER UPLIFTMENT OF THE SECTOR? Land allocation has been one of the biggest bottlenecks. A directive from the state and central governments to the land owning agencies for making requisite provisions for allocation of mandatory space will be crucial for enabling the EV ecosystem. A clarification on the applicability of various statutory clearances will also help in a big way. Unlike petrol / diesel pumps, the EV charging stations are expected to be more widespread across public places due to availability of electricity supply. A clear policy on the land use for setting up of the charging connections/ stations (comprising of multiple chargers, depending upon availability of space and need) is required. The power distribution utilities will play a vital role in setting up of the charging infrastructure, provided the same is suitably funded through the Government schemes or allowed in the ARR by the regulatory commissions. The utilities can facilitate setting up of charging stations in public spaces, office place, apartments / societies etc, while empanelling the OEMs of charging equipment and the charging network operators, who shall provide seamless unmanned charging experience, unlike the present petrol and diesel stations. This model is already in use in several parts of the globe including California and Europe. The queues seen on CNG stations will be a thing of the past with proper planning for widespread EV charging connections. Moreover, the regulatory commissions should consider allowing the power distribution utilities to undertake network readiness for carrying out a phase wise EV charging network, as also the necessary CAPEX plan to upgrade the infrastructure.

Moreover, the Discoms would also run Demand Response programs with the EV chargers / connections with suitable price signals (TOU tariff) and control of the EV charging stations through a Central Monitoring System. Moreover, a comprehensive and timely joint planning by various stakeholders, including consumer and the discoms by installing extra capacity for future charging units can save on the recurring costs of network up-gradation. The promotion of EVs may be suitably linked with GOI’s international commitments / goals towards GHG reduction and suitable credits to be given to the hosts of such EV charging stations, apart from the rebates on EV charging equipment. Besides, the Discoms may also be given suitable credit for their contribution in reducing the GHG emissions (national goals) in line with RPOs.

COULD YOU PLEASE BRIEF US ON EESL’S ROLE IN THE EV SECTOR? EVs present one of the most promising pathways to address not only India’s growing concerns for pollution, but also to reduce carbon emissions, and improve air quality. The Indian Government’s initiatives, such as the National Electric Mobility Mission Plan (NEMMP) and Faster Adoption and Manufacturing of (Hybrid &) Electric vehicles in India (FAME India), facilitate concerted efforts towards building an EV ecosystem in the country. In this light, EESL is creating an eco-system for manufacturers and suppliers to invest in e-mobility in India. We are aggregating demand through bulk procurement, guaranteed payment to suppliers, while conducting awareness activities for consumers. In doing so, we’re attempting to address some of the challenges that have inhibited growth of this industry, such as low demand, high financial risk and costs for industries, and lack of consumer awareness and charging infrastructure. The Government fleet is already one of the areas where EVs are being deployed through the ongoing procurement of 10,000 EVs by Energy Efficiency Services Limited (EESL). We are also working towards a procurement and installation plan. EESL has installed adequate charging infrastructure. 107 AC chargers and 35 DC charger infrastructure has been installed and therefore 386 no. of charging points have been made available for 150 cars deployed in Delhi. These are in the offices where electric vehicles have been provided and are more sufficient for charging the same. EESL is also installing 2,500 charging station across the country where the electric vehicles are being deployed. We are optimistic that this programme will become a great success story for the Government’s ‘Make in India’ initiative, just like the UJALA, and Street Light National Programme.

PROCUREMENT OF 10,000

Through the EV programme, EESL is attempting to create an eco-system for manufacturers and suppliers to invest in EV in India, aggregating demand through bulk procurement, guaranteeing payment to suppliers, and conducting awareness activities for consumers. In doing so, we’re attempting to address some of the challenges that have inhibited growth of this industry, such as low product demand, high financial risk and costs for industries, and lack of consumer awareness. We are first planning to replace the government’s 5,00,000 conventional internal combustion engine (ICE) cars with electric variants. We also expect that these efforts will lead to the establishment and expansion of upstream and ancillary industries in India, such as suppliers of lithium-ion battery packs and electric traction motors, and developers of charging infrastructure. EESL has already received an encouraging response from Central Government departments and across states. So far, 16 agreements/MoUs have been signed, which includes Public Works Department (Maharashtra), Greater Hyderabad Municipal Corporation (Telangana), Government of Andhra Pradesh, Niti Aayog, the Ministry of Power, and the 15th Finance Commission. EESL is in advanced negotiations with other state governments across India.

WHAT ARE THE POLICIES THAT SHOULD BE IMPLEMENTED BY GOVERNMENT FOR FURTHER UPLIFTMENT OF THE SECTOR? There is a need for creation of public charging infrastructure which requires standards and commercially viable tariffs, so that private players are encouraged to install these charging stations. There is also a need for clear regulatory mechanisms, both in terms of fiscal and non-fiscal incentives, rebates, and tariff at which the electricity will be resold for charging these vehicles. These issues need to be resolved to ensure a full-blown e-mobility scenario in India on the lines of Scandinavian countries, China and parts of Europe. Further, we understand that FAME II policy, which is in the final stages of approval, lays a lot of emphasis on establishment of public charging infrastructure. In fact, it has been recommended that every city with more than one million population will have a public charging station at every 3-5 km. The Government, through the Ministry of Power, will facilitate the setting up of these public charging stations and FAME II will provide up to 50% capital subsidy. Public and private sector entities can also come forward to lay down the infrastructure. Also, recently the GST rate on batteries for electric cars was reduced from 28% to 18%. This will boost faster adoption of EVs by reducing their prices.

HOW FEASIBLE DO YOU THINK IS THE GOVERNMENT’S PLANS OF MOVING TO ALL ELECTRIC VEHICLES BY 2030? At the moment, the vision of the Government seems to be ambitious. But only in the next 4-5 years we would be able to tell if this vision could become a reality or not. Look at the Solar sector, the current Government set an ambitious target of 100 GW from 20 GW in 2014 by 2022. Now this vision seems to be possible the way solar capacities are being installed in the country. But for EV industry to flourish, the Government will have to develop a complete ecosystem wherein all the stakeholders right from the policy makers to the EV car manufacturers, its suppliers to the state and private electric utilities and finally the charging infrastructure developers, all work in a cohesive and united way to achieve this milestone. We need to follow the way China has gone, that has given it a massive lead in the E-Mobility space in the last few years.

WHAT ARE YOUR GROWTH PLANS FOR THE INDIAN MARKET? WHAT ARE THE MILESTONES YOU WISH TO ACHIEVE BY THE END OF THIS FISCAL. Currently our focus is to find a reliable partner for manufacturing of Charging Systems in India both for our local and global requirement under the Make In India programme. At the same time we are in discussion with a leading developer to supply and support them in installing charging stations in southern states of India by this fiscal. Industry Insights ELECTRIC VEHICLES IN INDIA; WHAT THE FUTURE HOLDS The world is quickly adopting to electric vehicles and in the next couple of decades, EVs are going to be more mainstream than internal combustion vehicles. More automotive manufacturers are now devoting a rather large chunk of their resources towards the research and development of electric vehicles. This begs a question though! Where does India fit in the overall scheme of electric vehicles globally? The government of India had a plan of converting the entire fleet of vehicles to fully electric by 2030, which is barely 12 years away. But in January, 2018, it was sort of scrapped. If this actually happens, then India will be one of the largest markets for electric vehicles in the world, possibly only behind China. But a recent report prepared by Bloomberg New Energy Finance has some doubts on India being a big player the EV market. One of the biggest reasons for this is the very low average vehicle prices in India. For example, if we talk globally, people in US, EU would not mind spending around $35,000 on a new car. That figure is about $15,000 for people who buy a new car in China. But India, the average price of a car is less than $10,000. And therefore, people will be looking to buy an electric vehicle only when the prices of EVs will fall in that range.

At the end of 2017, there were just 6,000 highway capable electric cars plying on Indian roads, which is a minuscule number when compared to the overall numbers of total cars on Indian roads. The BNEF study says that the annual sales of EVs will reach 30,000 units in 2022 as opposed to 2,000 units in 2017. And if the sale of EVs grows as the study has predicted, they will constitute about 6.6 per cent of annual vehicle sales by 2030 and go up to 27 per cent by 2040. Also, by 2040, about 13 per cent of the passenger vehicles plying on Indian roads will be electric by 2040.

The government needs to implement significant subsidy schemes and put up mandates which will encourage car buyers to look at electric vehicles. The next most important thing is to develop a good network charging infrastructure across the country. A good idea will be to involve private players in this as well although that is easier said than done because factors such as unreliable electricity supply, lack of co-ordination between different government levels and lack of demand for EVs keep private players away from investing in charging infrastructure. Also, the state-owned utilities will need to invest in charging infrastructure as well although their financial health is not at par with stateowned electric utilities in other parts of the world.

GST TO REDUCE ON BATTERIES OF ELECTRIC VEHICLES IN INDIA ― TO BOOST EV MANUFACTURING IN THE COUNTRY

GST rates for electric car batteries are set to reduce. This move will directly cause a drop in prices for electric vehicles in India. According to the latest proposal by the Indian government, GST rates for the batteries are set to reduce from the current 28% down to 12%. Batteries are among one of the most expensive parts of an electric car. With more car manufacturers around the world slowly moving towards EVs, the Indian government has also started taking actions towards this change. Currently, Mahindra and Tata Motors are making electric cars in India. The drop in GST rates will help bring down the manufacturing costs of EVs in India. This will also help boost manufacturing and assembly process of electric cars in India. Apart from this, the concept of swappable battery packs could also see a major boost. Batteries for electric cars are still imported from countries like China and United States. However, the prices of imported electric cars into India will remain unaffected. Electric car batteries are calculated in ‘$ per kWh'. In 2010, the cost of batteries per kWh was priced at $1000 (Rs 67,392*) but since then has reduced considerably. Currently, the cost per kWh for electric car batteries is priced at $225 to $250 (Rs.15,163 to 16,848*). According to a study done by Bloomberg, this is said to further reduce to $100 (Rs. 6,739*) by 2026. *all prices converted according to 12th May 2018 conversion rate The government recently approved the use of green number plates for electric vehicles in India. According to the newly approved plan, private cars will use green number plates with white text, while taxis will come with yellow texts on green backgrounds.

Other benefits for electric vehicles include preference parking slots, free entry in congested areas and concession in tolls on the road networks. For commercial electric vehicles, the government is considering an exemption from permits. thoughts on the cut in GST rates for electric car Batteries With Pollution rates increasing every day, with a majority of it being a result of the number

of vehicles on the streets. Globally, car manufacturers are slowly moving towards EV production. With the Indian government also taking steps in the same direction, we could see more plugin-hybrids and EVs in the country soon.

Lithium Ion Battery Each large lithium cell takes a considerable effort to produce. Both chemistries and manufacturing conditions must be absolutely precise, and thus special manufacturing facilities are required. �

India does not have enough lithium reserves for manufacturing lithium-ion batteries. Therefore, for promoting electric vehicle India has to secure Lithium reserves, a key raw material for EV batteries. �

With limited demand currently (as compared to lead acid batteries), the higher demand could actually bring down the prices by creating more manufacturing facilities. The prices of Lithium-ion batteries have reduced from $600 per kilowatthour (kWh) in 2012 to $250 per kWh in 2017 and for a market like India, this will have to be brought down to almost $100/kWh to make it viable. It is expected that the prices could even come down to below $100/ kWh by 2024.53 �
