CHCA was founded in September 1995 in Kutaisi, when Georgia was still dealing with the immediate consequences of the Abkhazia conflict. Approximately 300,000 displaced people, all with the hope that one day they would return to their homes, struggled to heal the wounds of the war, find basic shelter, and maintain some sort of livelihood. Fifteen years on, IDPs have gotten used to their new surroundings and some have even managed to rebuild their lives, but a large number remain extremely vulnerable and live in substandard conditions. In August 2008, Georgia was hit by a new wave of IDPs fleeing from the atrocities of a brief but devastating war. It was a shocking turn of events. But CHCA, led by the young and talented Eka Gvalia, was from the very outset right in the center of things, where a new Georgian IDP story was unfolding. The international community's response to the humanitarian crisis was almost instantaneous and CHCA was among the first on the ground, providing information about IDPs' needs to ensure an effective relief operation. CHCA mobilized its resources to conduct emergency food, water, and sanitation projects as well as the rehabilitation of new collective centers. CHCA staff worked in the “tent cities” and provided comprehensive support to the communities living in the buffer zone under high-risk conditions. During this period, CHCA demonstrated the best of its ability to support the victims of war. The organizational memory from previous conflicts and the personal experiences of the CHCA team - many of whom are IDPs themselves - played important roles to help win the trust of the IDPs and apply the correct responses to their needs. Today, CHCA carries out vocational education and small business support projects, psycho-social rehabilitation, and community development & advocacy initiatives in almost every region of Georgia. We believe the organization's success is attributed to its commitment and the efforts of CHCA's management and project staff. CHCA has further strengthened its organizational capacity, including internal controls, monitoring and evaluation systems, and project execution qualities, which ensures accountability and maximum effectiveness. These features, in combination with creativity and an enduring commitment to its mission, make CHCA a leading service-provider and true advocate for displaced persons. As a Board, we are proud that CHCA continues fulfilling its mission, providing critical assistance to war-affected communities and other vulnerable groups in Georgia.

This publication contains narratives and descriptions of programs and activities implemented by CHCA in the aftermath of the horrific August 2008 war and through the rebuilding period of 2009. Over this period, with the powerful support from a number of donor agencies, our organization carried out emergency response and development programs valuing approximately 2 million Georgian Lari. With such generous assistance from our partners, CHCA was able to directly help more than 12,000 people in 16 cities and municipal districts across Georgia. Thanks to the long-standing experience and professionalism of CHCA's staff and robust commitment from CHCA's Georgian and foreign volunteers, we successfully brought aid, opportunities, and hope to thousands. The August 2008 war, a tragedy by itself, was a time of great difficulty for CHCA. But the organization, originally established by internally displaced persons (IDPs) to assist IDPs from A b k h a z i a , l e ve r a g e d i t s s t ro n g institutional knowledge to great effect. We intimately understood that internal displacement was a complex, multidimensional challenge and strictly prioritized needs accordingly. Initially, CHCA responded to the IDP population's immediate, urgent needs through emergency, humanitarian, and psycho-social rehabilitation programs; yet 13 years of experience working with IDPs taught us that direct aid programs should not last for a long period of time. Based on our own observations and past experiences, long-term humanitarian programs can often incubate a 'dependency' syndrome among IDPs while dismembering their self-confidence about their own capacity and capabilities. Recognizing this, CHCA launched programs aimed at economic empowerment to the IDP community, such as vocational training and interest-free microloans, within three months of the war's end. It is also important to note CHCA's positive experience through active cooperation with the Government of Georgia on both the local and national levels. After the August 2008 war, there was a need to revise the IDP State Strategy Action Plan in order to account for systemic gaps and promote the interests of the latest wave of IDPs. To this end, CHCA developed a relevant set of recommendations and provided it to the government along with its expert advisory. In 2010 and beyond CHCA will continue its mission - with the support of its Board and donor partners - to both protect and help develop Georgia's IDP and socially vulnerable population.

CHCA responded immediately to the August 2008. Internally displaced people temporarily housed in ad hoc shelters meant that new ways and methods were needed to address the challenges. In response, CHCA, in cooperation with local and international partners, developed a range of multi-faceted projects to meet these pressing needs.

CHCA responded immediately as years ago and was one of the first organizations working hard to help and support IDPs. From the very first days of the war the organization started to search for certain help and from the second half of August we began to distribute concrete assistance. At first it was hygiene kits that we delivered to IDPs settled in Tbilisi kindergartens and other state buildings. Later we implemented various children programs aimed at returning hope and happiness to war-affected adolescents and creating normal living conditions for their development.”

I could never have imagined how massive a role it would play in my life. Every completed project was another step in my professional and personal development. One of the first projects that the Gori office implemented, and that I got involved in as soon as I started working, was “No War Zone Georgia,” which included the creation of youth clubs, non-formal education, and a variety of activities and events. On August 1, 2008, the project finished and it was followed quickly by the war on August 6… On August 9, Gori was bombed and we had to leave our houses. This was followed by a two-week period of IDP life and our eventual return to Gori on August 25. What I like about CHCA most of all is that the organization seems to appear at the very moment and in the very place where they are needed. This was true both during and after the war as well… We have implemented various projects of urgent support to IDPs aimed at supporting them in those hard and difficult times.”

fter the 2008 August war, Stichting Vluchteling (SV) and International Rescue Committee (IRC) were the first to assist CHCA. On August 16-19, SV Director Tineke Ceelen and SV Public Relations Officer Herman Volker, along with the IRC's Head of the Emergency Response Team Gillian Dunn, arrived in Tbilisi accompanied by Dutch journalists to prepare a comprehensive report on the living conditions of Georgia's waraffected populations. The SV delegation investigated the problems and requirements of this new wave of IDPs in detail and, after returning to the Netherlands, secured funding to provide IDP families with essential hygiene items through CHCA's robust on-the-ground network. At the same time, IRC set long-term objectives for itself in Georgia and opened a local representative office. The organization was able to obtain funding in a short time and also delivered emergency hygiene support to thousands of IDP families with the help of CHCA. Further, IRC also worked with CHCA to establish a number of 'Child Friendly Spaces' for IDP children.

ith the initiative of Stichting Vluchteling, journalists from the Dutch TV station RTL paid a visit to CHCA between October 22-25. The journalists prepared an in-depth report on the subject of SV-CHCA joint projects aimed at supporting the populations affected by the August 2008 war. HCA has cooperated with Stichting Vluchteling since 1998. The organization has mainly focused on supporting income generation programs through micro loans to socially and economically vulnerable IDPs. On November 2-9, 2008, SV representative Jan Habraken paid a visit to Georgia and met with project beneficiaries, observed the building of IDP cottages in the Tserovani settlement, and met IDPs along with representatives of various NGOs and governmental agencies.

n December 7-14, 2008, the WCC representative Ian Smith arrived in Georgia. CHCA, with the financial support of WCC, has implemented the project “No War Zone Georgia” since 2004. Smith met with children – the project beneficiaries – in both Tbilisi and Gori. He also had meetings with a number of international organizations and municipal authorities working on education issues. The visitor delivered a photo-seminar for children, many of whom took very interesting and impressive photos as a result of master-class. Smith rewarded the children with photo cameras and, after returning home, arranged exhibitions in Canadian schools with photos taken by Georgian children.

The Civic Partnership project, though planned several months before, coincided nearly exactly with the August 2008 war. Funded by the U.S. Embassy in Georgia, the project encouraged active civic participation and engagement among IDP and returnee populations in the Zugdidi and Gali regions. Resource Centers established in these areas provided a variety of trainings in topics such as human rights, conflict management, and community mobilization and advocacy. The centers also hosted meetings with civil authorities, local NGOs, and international agencies and supported a sociological research study focusing on IDP and returnee populations' needs.

The humanitarian crisis created by the August 2008 war demanded quick and decisive action. To this end, CHCA, with the support of Stichting Vluchteling (SV) – Dutch Refugee Foundation, distributed family hygiene kits to populations affected by the war in September 2008 in areas across Georgia, including Tbilisi, Gori, Kutaisi, and Zestaponi. Overall, some 1600 kits were delivered, with a majority of them given to collective centers, although kits were also brought to private accommodations as well.

International Rescue Committee also made funding available to provide additional hygiene kits to serve a further 2,737 families affected by the August 2008 war. This kit distribution focused entirely on populations in Tbilisi, particularly in the collective centers, which were temporary accommodations for IDPs established from schools, kindergartens, and other underutilized public buildings.

CHCA also focused on the social and psychological needs of waraffected IDP children living in Gori IDP camp, collective centers, new IDP settlements and “Buffer Zone” villages through a project funded by International Rescue Committee. Over the course of the project, 49 child-friendly spaces were created in Kvemo Kartli, Shida Kartli, Mtskheta-Mtianeti and Tbilisi collective centers, which benefited 2176 children. But involvement did not stop there, as CHCA helped train project staff in child protection, non-formal education, and psycho-social rehabilitation.

The first Child Friendly Space (CFS) for adolescents was established in Gori's “Tent City” on August 29 and functioned until the settlement's dismantling on October 11. In all, 236 children aged 3 to 18 lived in the tent settlement and CFS hosted them every day of the week except Sunday. Activities were selected according to the children's wishes. Project facilitators organized sports, entertainment and educational events, and a number of other recreational events for the children to give them some sense of happiness during such a difficult time. And indeed, the fruits of the project were soon readily apparent as smiles replaced frowns and on sunny and bright drawings replaced old gloomy images. CHCA held 6 meetings with children's parents during the lifetime of the tent city CFS project and helped explain some of the youths' most pressing challenges, which included a lack of education and a shortage of school textbooks as major problems identified at the meetings.

On June 12, 2009, a charity event was organized at the Gardabani Child Friendly Space. The event's theme was “Art for Charity,” as the purpose of the activity was to support children living in orphanage. Children's handmade crafts – rings, beads, small bags, picture frames, and the like – were displayed at the charity trade-exhibition and sold. Proceeds from the event were used to purchase gifts for the children of the Surami orphanage.

With the support of Open Society Georgia Foundation, CHCA selected 50 IDP children aged 10-15 from Gori and Tbilisi for a cultural trip to Lutsk, Ukraine. Sent in two groups, the children took part in events organized by the Government of Ukraine, including concerts, visits to museums, cultural excursions, sport competitions, and the like. The participants were also all given free medical examinations and, in certain cases, specialized treatment free of charge.

The needs and challenges faced by Georgia's large and diverse IDP population are often unique from person to person. What one family might need may not apply to another. With this in mind, CHCA and UNHCR cooperated to directly assess and assist 205 of the most vulnerable IDP families in Gori, Kaspi, Kareli, and Khashuri. These families were provided, based on their situations and urgent needs, with items like winter clothing and footwear, chairs and tables, beds/bedding, electric heaters, kitchen utensils, and hygiene kits, among others.

For 2009, CHCA partnered with Stichting Vluchteling to improve business and employment opportunities for returnees and IDPs from both the August 2008 and the 1991-1993 GeorgianAbkhazian conflicts. Many of the IDPs from the GeorgianAbkhazian conflict had since developed successful businesses and were well-placed to assist newly-displaced people looking to develop relevant skills. The project provided interest-free loans to these IDP business owners in exchange for their help sharing their experiences and knowledge with IDPs affected by the 2008 war through free vocational trainings and apprenticeships.

I have worked in the carpentry industry for several years and I now have my own workshop in Kutaisi. Mostly, I build household furniture. Over the course of 2009, CHCA, with the support of UNHCR, managed a vocational training and workforce development project aimed at increasing skills among vulnerable IDPs aged 18 to 40 in Tbilisi, Gori, Kutaisi and Zugdidi. Participants attended and passed 6-month vocational training courses in 12 professional fields, after which over half were chosen to attend a 3-day business management seminar. These participants explored financial and legal issues of entrepreneurship and were shepherded through a process of business plan writing. The best 24 plans were chosen, making the authors eligible for 500 lari grants and interest-free loans to start their businesses. The project also established networks of IDP representatives and strengthened their role in improving IDPs' socio-economic conditions. The network groups, established with the participation of representatives from the 50 collective centers, received training in subjects such as English, Computer programming, advocacy, human rights, and monitoring & evaluation. By the network's own initiative, 43 coordination meetings and 76 informational meetings were held with the representatives of local and international NGOs and the Government to advocate for solving known problems and addressing community needs.

Between January and May 2009, War Child Canada funded No War Zone Georgia, a project meant to contribute to the empowerment of vulnerable and war-affected adolescents and children while enabling Georgian youths to develop their personal and life skills, reveal leadership opportunities and become active participants of society. In the course of the project, 4 youth clubs were developed in Kutaisi and Zugdidi, where 100 participants received trainings in English, computer programs, conflict management, and life skills. In turn, the youth club members organized 16 educational, cultural, and sporting events. In addition, two Weekend Schools were established within the project, where IDP children attended 3-month trainings in English and conflict management. “War Child Canada has been very pleased to support CHCA since 2004 through its “No War Zone” youth programming. CHCA has proven to be a very professional and able local implementing partner and the success of its programming and its impact on the lives of children and youth of the Georgian IDP communities was evident during an HQ visit in December 2008. In many ways, mechanisms for child protection services on the municipal level remain underdeveloped in Georgia. To help address this issue and develop local capacity, CHCA worked with 39 representatives of local organizations and agencies, 214 children, and 159 parents from the municipalities of Breti and Tiniskhidi in the Shida Kartli region through trainings, workshops, and a little bit of fun. Funded by UNICEF, the project established a local working group on child protection issues, which oversaw several activities, including a football tournament and a museum exhibition, that helped to highlight child protection issues and raise community awareness.

NETWORK MEETING IN TBILISI On October 15, a network meeting was held between IDP groups and representatives of the Government at the Ambassador hotel. The main purpose of the meeting was to support dialogue between IDPs and the Government. Issues connected to the Action Plan of the State Strategy for IDPs were heavily discussed during the meeting. The meeting was attended by Minister of Refugees and Accommodation Koba Subeliani, Deputy Minister Tamar Martiashvili, the Minister's adviser Valeri Kopaleishvili, and also by representatives of other Governmental Structures working on IDP issues. IDPs were given answers from Officials concerning the privatization process of collective centers, rehabilitation works, and resettlement issues.

IDPs' social and resettlement problems; 2. IDPs' health and medical services issues; 3. IDPs employment and alternative income planning issues. Aiming at providing proper assistance to especially vulnerable IDPs, CHCA implemented Provision of Tailor Made Assistance to Displaced Persons with Special Needs in Shida Kartli with the financial support of UNHCR. In the frames of the project, 1829 IDP families affected through 1989-93 conflicts and 2008 August war were assessed in Gori, Kaspi, Kareli and Khashuri, which revealed the main problems and requirements of IDP communities. From those assessed, 950 of the most vulnerable IDPs were provided with supplies (food items, household appliances, clothes, etc.), cash, and/or referral assistance to mitigate their hardships. In addition, a database of persons with special needs living in Shida Kartli was created.

CHCA, with the assistance of UNHCR, supported vulnerable IDPs from Abkhazia in developing vocational skills and boosting their confidence. Through the project, a Vocational Training and Service Center in Zugdidi was rehabilitated and newly equipped, which allows the community to receive valuable skill training. IDPs and persons with special needs have been able to take advantage of this terrific resource for free or a 50 percent discount. Students at the center receive training in hairdressing, manicures, cosmetology, sewing and design, mobile phone and computer repair, and automotive repair. Beneficiaries master desired professions throughout 5 months.

It is widely agreed that capacity is one of the biggest issues facing Georgia's small business sector, and this issue is particularly pronounced within the IDP population, which often has even fewer opportunities for borrowing and have had their social capital networks disrupted by upheaval. CHCA has tried to address these steep challenges, including through a project in partnership with UNHCR that provided IDPs in basic business administration and management techniques and allocating interest-free loans. Through this project, which focused on populations in Zugdidi, Tsalenjikha, Khobi, and Senaki, 132 IDPs received training, 88 were given interest-free loans, and a further 186 benefitted from free legal and business clinics. Gulnara Bobokhia an IDP from Abkhazia - now lives in Tsalenjikha together with her pensioner husband and their son. They were provided with a micro business start-up loan of 500 Georgian lari. The family has a little plot of land in Tsalenjikha and they grow different types of greens and a large amounts of peppers. With the harvest, Gulnara makes different kinds of seasonings as well as ajika, a peppery Georgian paste. These products are very popular, bringing the family a monthly income of 250 Georgian lari.

In Georgia, and especially for the country's most vulnerable populations, a few skills can be the difference between a steady income and complete poverty. Recognizing this, CHCA, with the help of the American Jewish Joint Distribution Committee, provided vocational trainings for economically vulnerable Jewish Georgians and IDPs in Tbilisi. A total of 50 participants in all were given trainings in hairdressing, manicures, cooking, tailoring, and some even learned basic English speaking/listening skills. Of the participants, 37 attended a 2-day business management training, where they received business plan coaching. Graduates from the training received 250 Georgian lari start-up grants.

Outside of Georgia's major cities, library access can be poor or even non-existent. And this is especially true for those living in the IDP settlements. To give children in those settlements this opportunity, CHCA launched a project, with the help of the Italian Embassy in Georgia, that outfitted a mobile library to visit the settlements. The mobile library was equipped with about 800 modern books, a variety of board games, and sports equipment and visited settlements in Mtskheta-Mtianeti (Tserovani, Tsilkani and Saguramo) and Kvemo Kartli (Shaumiani, Koda and Gardabani) once a week. The project was so successful that it was expanded into a similar venture with the Georgian National Museum that brought interesting museum exhibitions to children in the settlements.

From the target group of the Socio-Economic Integration of IDPs through Vocational Trainings, Employment and Civic Participation project, funded by UNHCR, CHCA observed a number of families in extremely difficult situations but were somehow ineligible for state social assistance programs. With the generous help of Crystal Microfinance, CHCA delivered 50 Gel one-time cash donations to 100 extremely vulnerable IDPs living in Tbilisi, Gori, Kutaisi, and Zugdidi.
Lamzira is from Gantiadi, Gagra in Abkhazia. Today, she lives in Tbilisi on Vazha-Pshavela Avenue in the Tsekavshiri university building along with her two children. Lamzira's 19 year-old daughter was injured in an automobile accident in August 2009 and fractured her leg. The only income for the family comes from IDPs' monthly state allowance.

Since 2004, in accordance with CHCA mission and commitments, we steadily started to provide financial support to especially vulnerable IDPs. The situation has changed in this regard since the August war of 2008. For the end of this year the Microfinance Organization “Crystal” offered to provide CHCA with a “one-off” form of cash assistance to war-affected and socially vulnerable IDPs. At this time the project was being implemented in Tbilisi, Gori, Kutaisi and Zugdidi and, in the frames of this project, networks of IDP representatives were operating in the mentioned project target cities. Representatives from 50 collective centers were involved in the network groups and individuals living in some collective centers became the beneficiaries of a new project. In providing the cash assistance to beneficiaries CHCA was guided by the UNHCR Standard Vulnerability Codes. CHCA, with funding from UNICEF, has also focused its efforts on a little-regarded, but no less important, vulnerable segment of Georgian society: young offenders and probationers. Under this project, in Tbilisi CHCA sought to work directly with these youths to promote increased socialization while giving them the tools they needed to reintegrate into their communities seamlessly and with minimal risk of recidivism. Beneficiaries were provided with vocational trainings in computer repair, tape editing, web design, computer animation, computer graphics, needlecraft, cosmetology, hairdressing, and massaging. The work carried out with young probationers was aimed at crime prevention while simultaneously making the beneficiaries aware of the consequences of the crime they have committed.

Vocational education and hygiene kits are not the only things that Georgia's vulnerable populations need. The trauma of the August war and the accompanying upheaval is hard enough, but many Georgians lack a local forum where they can gather, discuss issues, and be socially active. With assistance from Save the Children and the EU Delegation to Georgia, CHCA established Community Centers in Gardabani and Tskaltubo to fill these gaps and promote IDP integration. In addition, the Community Centers also host Community Development Groups, which are citizen assemblies where concerns and problems can be discussed and strategies to implement solutions designed. The community centers also provide cultural and leisure activities such as dance and art classes, computer classes, and movie nights.
