THE BACKGROUND The South East European Youth Network (SEEYN) is a network organization involving 24 member NGOs from 12 countries. In an attempt of overcome differences among societies that have recent tradition of conflicts through gathering young people from entire South East Europe region to work together on global issues. SEEYN aims to promote pro-social values, youth employability, peace and understanding through development of volunteering grassroots and exchange programmes, supporting youth initiatives, advocacy and capacity building. The SEEYN, together with its member organizations and partners Beyond Barriers Association (Albania), Cooperation for Voluntary Service (Bulgaria), Youth Cultural Centre Bitola (Macedonia), SOS (Montenegro), Youth Peace Group Danube (Croatia), LENS (Kosovo), Citizens in Action (Greece), Community Volunteers Foundation-TOG (Turkey), Balkan Idea Novi Sad (Serbia), Vojvodina Environmental Movement (Serbia), are implementing the project “Practical Guide Through YOUth Work” supported by EU (EACEA) through Erasmus +, Key Action 2.

PROJECT IDEA Main aim of this project is to develop the set of skills and increase knowledge of youth worker and youth leaders in specific important topics for young people, equip them with competences and relevant experience for active work with young people through non-formal education and training and empower them to take the leading role and bring their organization capacities to the high quality level. Development of quality and sustainable capacity building programs through non-formal education activities, mobility of youth workers and leaders, effective dissemination of competences, knowledge, skills and outcomes and their wide validation and recognition will directly lead to high quality youth work, efficient youth program management, better partnership and networking with other youth organizations from Europe and world, sustainability of organizational resources and capacities, promotion and implementation of youth mobility, non-formal education and international cooperation. TARGET GROUP: The direct users of the project outputs will be youth workers, the new generation of people working with youngsters within different programs in their organizations. ONLINE PLATFORM Online, new media platform will contain different resources, materials, training tools and methods, ideas and proposals with interactive characteristic for direct communication and support, expert advices, sharing, good practice examples and easy cooperation and team work. It will use SEEYN web site and new media software for its bases. It will be made based on expert recommendation and relevant technical approach. The platform will be set up and built up by Technical Developer and will have the Content Manager to develop and maintain its content. The online platform will be used by experts and participants as educational and communicational tool prior and during the international training courses, as reflection tool after them, as counseling and support tool during preparation of participants’ practical activities and as support for mentoring system. INDICATORS: Number of online youth platform created 1; content of the platform; frequency of communications; positive response from users MAIN USERS OF THE PLATFORM: • Participants of SEEYN educational programs (training courses, workshops, in-house trainings, etc); • Trainers and experts in SEEYN Pool of Trainers who can use the platform for educational activities that they are implementing, but also for sharing resources with colleagues; • Member organizations would have a space on the platform with useful resources and possibility to develop discussions on certain topics important for them and the network, thus improving communication in SEEYN; • Young people and general public (outside SEEYN activities) – the model for opening the platform to broader public should be considered in the future (organizing MOOCs, sharing resources, creating courses that would happen exclusively online, etc.). USAGE AND CONTENT: One possibility is to organize the content of the platform by target group, leaving space for experts, organizations, youth workers and young people. In addition, there should be space for each of the training courses implementing online, so the participants are able to access it easily. It should be discussed about a space on the platform for public use, visible to guests without log in. In terms of methods, it should use variety of tools available to make the most of the learning and to create possibilities for participants to interact among each other and with trainers as much as possible. Again, depending on the courses, content can be very diverse. It also depends on the software that is used. Apart from courses that would have their own content created by trainers and participants, there should be also space for experts and member organizations that would mostly allow users to share content themselves. PROFILE OF THE TECHNICAL DEVELOPER WORK DESCRIPTION: The SEEYN Online Platform Technical Developer will be responsible for creating the online platform and build up the space and features for the publishing and working materials, regarding all aspects of the SEEYN Training Centre and Educational and Research component of Network needs. Technical Developer will be the person in charge of setting up and building up the platform base ground, which will implement activities to follow SEEYN TRAINING CENTRE. The platform is a web-based application which can be created based on different open source platforms. In addition to installing and setting up online platform, this person will also work closely with the Content Manager and SEEYN Team on upgrading the platform with different plug-ins with regard to new development. Tasks require a strong attention to detail and ability to work under tight deadlines.
RESPONSIBILITIES:
Set up the complete technical base for SEEYN Online Platform; Create the web-based application or web-based platform; Deploy the platform on SEEYN server and preset the needed features and modules; Ensure the operational functionality throughout all online platform properties/contents/elements/options; Build a responsive design for mobile, tablet, large screens and widely used web browsers (Android, IOS, Window); Support Content Manager to use and build up the Online Platform efficiently for different users; Build up the platform with different relevant plug-ins and features for SEEYN needs; Provide technical support and guidelines for users; Connect the platform with the SEEYN website and relevant software/applications; Create the unique visual identity of the platform for SEEYN; Ensure the sustainable self-maintenance of the Online Platform; Fix the possible flaws of technical nature in the platform; Work cooperatively with key team members.

REQUIRED SKILLS:
Extensive relevant experience in web development, implementation of web technologies; Experience in working with open source learning platforms (Moodle and similar); Ability to efficiently and successfully develop the technical ground base for actively used platform; Proven advanced knowledge in web technologies; Knowledge in client side and server side development; Knowledge in creating and managing a database system; Ability to respond to tight deadlines and with professional attitude; Desirable previous experience with for/working with civil society organization and online educational programs; Proven ability to build consensus and work effectively with beneficiaries;
