Local police armed with heroin antidote Law enforcement takes proactive step to reverse overdoses Thirty-two area police departments, including Antioch and the county Lake County Sheriff’s Office, have been equipped and trained with the tools to reverse heroin and opiate overdose. The program enables law enforcement personnel to carry Naloxone – commonly known by the brand name Narcan – in their squad cars and use it when responding to overdose situations. “We want community members to know that their health and safety comes first, said Chelsea Laliberte, Executive Director of Live4Lali, which provides free community Naloxone and drug education. “When it comes to overdose, time is of the essence. It takes four minutes for the brain stem to die making it critical for police arriving to the scene first to respond swiftly. This program has broken down a massive social barrier and allows users plagued by addiction with the chance to seek treatment.” Naloxone is used to counter the effects of opioid respiratory suppression/overdose.

Currently, there are three forms of Naloxone administration available to program participants. The intranasal form delivers a mist of naloxone to nasal mucus membranes. The auto-injector, is a self-contained version providing visible and voice instructions. Finally, the intramuscular version is injected with a retractable syringe. “Quite simply, this program will save lives. We will be only a handful of counties within the country to equip law enforcement officers with the lifesaving antidote,” said State’s Attorney Michael Nerheim. “I am very proud of all the departments that are participating and taking the lead to help fight this epidemic. This is one part of our overall strategy, which includes aggressive prosecution of drug dealers and an emphasis on treatment and education.” Hospira, located in Lake Forest, donated $70,000 worth of intramuscular Naloxone. ‘Christmas from Ireland’ is coming to local college Michael Londra, the Irish tenor best known as the voice of “Riverdance” on Broadway, will present “A Christmas from Ireland,” a performance in song, dance and story at 4 p.m. on Sunday, Dec. 21, at the James Lumber Center for the Performing Arts at the College of Lake County in Grayslake. In “A Christmas from Ireland,” audiences will hear traditional, heartwarming Irish carols like “Winter, Fire and Snow” and a Gaelic version of “Oiche Ciuin” (Silent Night).

one in law enforcement provides another tool to break the cycle of the heroin epidemic which without intervention can in many instances result in death,” said Undersheriff Raymond Rose. “Saving lives provides opportunities for treatment and re-engagement in the community and in life.” The Lake County Opioid Initiative’s mission is to develop, implement, and sustain a multi-strategy countywide effort to prevent opioid use, abuse, misuse, addiction, overdose and death. The initiative has developed a strategic plan and completed the first phase of its goals. In the second phase of the comprehensive plan, program officials aim to expand communications countywide via a text-a-tip line, which is expected to launch in February 2015. The goal of the program is to connect community members with critical health care and treatment services if and when they encounter an issue related to substance abuse, mental health, suicide or other traumatic incidences. “Thus far we have trained about 80 officers to use Naloxone and they in turn are training their peers, ” said Tony Beltran, the Health Department’s executive director. “The Health Department is also training clients and clients’ families and friends on how to use Naloxone.”

Local Scout completes butterfly garden for Salem By Gail Peckler-Dziki CORRESPONDENT

Evan Kirsch had to complete a community service project to become an Eagle Scout – and he took the advice of Salem resident and town employee Judy Grasser. “I contacted his troop and suggested a monarch way station if anyone had a project,” Judy said. “And Evan called and we got started.” The garden was completed last summer and hopefully will begin attracting the popular butterflies. The Salem Town Board agreed to donate one acre of land at the Salem Community Park, located on 259th Ave. It is near the passive portion of the park and close to Center Lake. A source of water is essential for a monarch way station. Plants in the garden include various types of milkweed, goldenrod, spiderwort, blazing star and coneflower. All butterflies require two types of plants – a host plant where eggs are laid so that the caterpillar has a food source when it hatches and nectar flowers that provide

food for the newly emerged butterfly. Kirsch said he has always loved science and the outdoors and said, “I really don’t know what I am going to do, I really love math and science, but engineering seems pretty boring. I have thought about being a microbiologist, and that is definitely one of my top options.” One of the main things Kirsch said he learned was that teamwork with good communication gets things done. “A lot of my information came from Mrs. Grasser,” Kirsch said. “She was a huge help in completing the project.” Kirsch said he purchased many of his seeds through a seed company (Shooting Star Native Seed) that specializes in prairie restoration. This company began in 1989 and is based in based in Spring Grove, Minnesota. Native species are important to butterflies and Shooting Star grows, cultivates and sells seeds and plants to a seven-state area in the Midwest.

The Monarch Watch Orley B. “Chip” Taylor, a professor in the department of ecology and evolutionary biology at the University of Kansas, is the founder and director of “Monarch Watch.” When he realized that the monarch was in trouble because of habitat loss in the 1990’s, he began this effort to create new habitats for the butterfly. Each fall, millions of monarch butterflies migrate from the United States and Canada to areas in Mexico and California to wait out the winter. Increasing development and the used of herbicides on croplands, pastures and roadsides are causing a decline in milkweed and other nectar producing flowers that monarchs need to support their migration and general survival. Many things to be thankful for Do you ever take a moment to count your blessings? Every day I encounter people who are enduring hardship. Most people we know will never have to face the challenges I see our fellow creations bear. As you gathered with your family and friends on Thanksgiving, I hope you took time out to reflect on the blessings in your own life. Here are a few of the blessings I counted this Thanksgiving. Health: These past weeks were filled with visits and assistance given to many of our fellow Americans struggling due to disability or illness. Car accidents, falls, surgeries, infections, birth defects, cancer, immune disorders…at times the list seems endless. I have seen the affects of these health problems on many. What can make these feel even worse? Not being able to pay for your rent, food, utilities and daily necessities while you are struggling with your health. One-hundred percent of your donations are being used to remove the stress and pains of poverty. Those pains of poverty are made worse while undergoing an illness or disability. Those of us that are blessed to have family should take a moment to let them know we love them and care about them. When your family is sitting around the Thanksgiving table look at each one of them and imagine life without them. That is the reality for many we have helped. I will be counting my family as one of my many blessings. Food: This blessing seems so obvious this time of year as some of us look upon a bountiful table laden with turkey and many side dishes, pies and desserts. For many American families, senior citizens, the handicapped and working poor this blessing will be a luxury. Our food pantries and several local groups are working hard to make sure people in our communities will have a Thanksgiving dinner to enjoy. All of us together are making the blessing of food possible for many in our communities every day, all year long. I have walked in to far too many homes to find empty cupboards and refrigerators. I have seen hungry children, parents and grandparents. All ages are affected by hunger in our great country. Thanks to all of you, this hunger has been eased for thousands of people in our communities. I will be counting food as one of my many blessings.

Even if you are struggling with some kind of hardship in your life, I know there are at least a few things you can still count as a blessing. I have seen children cry grateful tears over their own pillow and blanket. I have had people who have been through terrible tragedies tell me they are blessed to be alive. A flu vaccine is needed every year because flu viruses are constantly changing. “The CDC estimates that between 3,000 and 49,000 people in the United States die from flu related causes each flu season,” said Karyn Lyons, a registered nurse and coordinator of the Health Department’s Immunizations Clinic. “Flu vaccination can reduce the risk of more serious flu outcomes, like hospitalizations and deaths.”

Several flu vaccine options are available for the 2014-2015 flu season, including traditional flu vaccines made to protect against three flu viruses (called trivalent shots), and vaccines made to protect against four different flu viruses (called quadrivalent shots). An eggfree shot for those who have egg allergies has also been approved for people 18 years of age and older. People with flu can spread it to others as far as six feet away. Most experts think that flu viruses are spread mainly by droplets made when people with flu cough, sneeze or talk. These droplets can land in the mouths or noses of people who are nearby or possibly be inhaled into the lungs. Less often, a person might also get the flu by touching a surface or object

Enforcement initiative nets 130 traffic tickets The Lake County Sheriff’s Office issued 130 citations for various motor vehicle violations during its Click It or Ticket and Drive Sober or Get Pulled Over enforcement campaigns in November. Garwood finds joy in painting for others to see

t’s pretty fair to say Lynn Garwood has an eye for art. Whether it’s in her painting, or in everyday life, the 49-year-old Burlington, Wis., artist finds ways to make life beautiful. In the case of Garwood’s front yard, it’s the old, vintage pickup truck – a 1937 Chevy – that caught her attention two years ago on a drive with her husband, Harm. “I love them, love them, love them,” said Lynn about the vintage car. “My husband and I went out for a drive on his birthday, and he bought me that,” she said. “I saw that truck … and said, ‘it would be the perfect flowerpot for our front yard.’” Now, as you turn onto the Garwood property off Schaal Road, the truck is there – this time of year, surrounding by wheat stalks. Garwood, a painter whose work has been featured locally, has painted the truck several times. It will be featured in a book coming out in February of 2015. “I love that truck,” she said. “I love that truck in that sense in that I can go out there any time of day or night, or light, and take a picture. “It just brings me joy.”

The beginnings

Lynn Garwood owned a successful sign business – called Biron Signs – for 25 years, painting everything from business signs to boat lettering. In 2009, however, with four children

ranging in age from 8-13, Lynn knew something needed to change. “It was, honestly, too successful to be a good mom,” she explained. “I wanted to be a more present parent, and let my kids do more stuff.” So Lynn decided to sell all the equipment, and came back to be a stay-at-home mom. “They wanted to do sports, and they couldn’t do that,” Lynn explained. Harm owns a gas station/garage in Silver Lake, and the change in Lynn’s status meant all four could get involved wherever they wanted. “The business was very demanding,” she said. Lynn would occasionally “pick up a brush” to try and come up with a painting, but it wasn’t until she sold the sign business that she found herself suddenly with free time in the evenings. “When the kids went to bed, I’d start painting,” Lynn said. “I just wanted to be creative. “After a few years, I had a huge body of work.”

The artist

Lynn’s first display went up at a nowdefunct Burlington business – The Daily Brew. The coffee shop allowed her to put some paintings on display on one wall. Paul Armetta, a Burlington resident who worked with the CATHE Center – saw the display, and asked permission to do a video that would air on YouTube. “One of his comments was, ‘this looks like 10 different artists painted this,’” Lynn said.

“It was kind of my first exposure in the world as an artist. “It was a big deal for me to do that.” What started as a one-wall display has turned into much – much more. Lynn estimates she has more than 20 realism pieces, and a handful of other pieces in different mediums like sketches, watercolors and some surrealistic work in her main medium, acrylics. “I like it because it dries right away,” Lynn said. “I’m a messy painter. When I work in oils, I smear it all over the place. “It’s awful.” Garwood’s realistic works feature a familiar theme – that of a truck. While her 1937 Chevy is in just one painting (Lynn is working on a second painting of the truck, named Betsey Brown Clementine), trucks are a common theme. “The trucks, or rusty cars,” she explained. “I like the life that it lived before. I like rust. Rust has a whole lot of color in it. “I love when new life, such as weeds, grows through something old,” Lynn added. “People look right past it. I just love it. It attracts my eye every time.” She enjoys painting old gas pumps for the same reason. “The same thing,” she said. “The rust, the character.” All of her paintings have a unique signature – a positive word put on the canvas at the beginning of the project, and then eventually painted over. Many of her children’s names are disguised in the works as well.

Looking around her studio at her home – Garwood turned the house’s dining room into the studio, complete with a large bay window – those themes are obvious. She outgrew the studio in her bedroom. “It just wasn’t enough room,” she said.

Stepping out

Now the collection has grown to the point where it is on display in numerous places. Many of her current works are actual sites you can see in that area. She’s also signed a contract to sell prints of her work on canvas, and she’s given away a number of paintings to family. She was also commissioned to paint a piece that is now on display at the Rochester Town Hall. While she’s had paintings up at The Coffee House at Chestnut and Pine until recently, her next display will also be the biggest step forward – a solo show at The Customs House Museum in Clarksville, Tenn. “I was asked to be in a ‘women painting’ exhibit,” Lynn said. “I had two pieces in it. I was invited back for a solo showing.” The exhibit will open in March of 2015. “It’s become a dream,” Lynn said. “It was a dream I didn’t even know I had until I started painting, paintings. “I want to raise my kids, and do a really good job,” she added. “But I have a dream, and it’s OK if it takes a while to get there.” For a look at Garwood and her paintings, visit her website at www.lynngarwood.com. “I’m overjoyed to be doing this,” Lynn said. “It’s exciting.”

College of Lake County presents three holiday-themed concerts

Three festive concerts by College of Lake County Music Department ensembles will be presented in December. The Wind Ensemble’s holiday concert will be held at 3:30 p.m. on Dec. 14, the holiday choral concert will be presented at 7 p.m. on Dec. 14 and the Concert Band will perform at 7:30 p.m. on Dec. 17. The concerts are presented in the Mainstage Theatre of the James Lumber Center for the Performing Arts on the CLC Grayslake, Ill., campus, 19351 W. The Village of Pleasant Prairie is probably best known to those of us who do not live in the community as the place to go for outlet mall shopping. Driving north on Interstate 94 from Illinois or south from Milwaukee, the sight of the large Pleasant Prairie water tower reminds travelers they have reached their destination. While the mall is the destination for many of these travelers, the Village of Pleasant Prairie is a destination of its own. Area history The area that makes up today’s Pleasant Prairie was inhabited by local Indian tribes long before the immigrants, originally from Europe via the eastern coast of the United States, made their way to the area. The area was a common Native American campsite along the shore of Lake Michigan and it is here that many archeological sites are located. Some of these sites have been described as among the best quality in the country. Settlers arrived in the area beginning in 1833 many traveling along the Jambeau Trail a route that continues to be popular today although it is now known as Green Bay Road. Horace Woodbridge is considered the first settler to arrive here on June 4, 1833, but he was quickly joined by Henry Miller later that month. The area remained an agricultural community and did not organize into an official governmental unit until April 1842 when the first town meeting was held. With the election of the first town officials the community became organized and Pleasant Prairie was born. The town officials met in the Williams Congregational Church, which was at Green Bay Road and 93rd Street. The church in subsequent years became the official Town Hall for this community.

1875, was often called Tar Corners because of an incident that occurred there. It is said that a thief was once tarred and feathered here as punishment for his crime. The growth of Pleasant Prairie was originally somewhat slow. By the early 1900s the population of Pleasant Prairie was 700 persons. The DuPont munitions plant had made its home in the community, which provided employment for many but was not thought of as an ideal addition to the community. Kenosha County residents presented a lawsuit to close the plant because of its danger to the members of the community. DuPont won the suit but its success was short lived. In 1911 an explosion brought the plant down and destroyed most of the homes in the area and for miles around. Despite the devastation there was only one death although there were many injuries. The community again began to grow with the development of neighborhoods. Nine separate areas were thought to be the original areas from which growth would develop. These included Carol Beach, along the shores of Lake Michigan, Raney originally known as Rogers Siding, Dexter’s Corner, and Tobin were among the early settlements that would become Pleasant Prairie.

Losing to Kenosha The town was originally determined to be almost 42 square miles covering an area from the Illinois border to the south and to the boundaries of the City of Kenosha on the north. But this size was not maintained as the larger and more powerful Kenosha began to annex land into its municipality. Pleasant Prairie struggled to maintain its independent status from Kenosha but was not always successful. space near 22nd Avenue and 91st Street in 1961. Outgrowing the office space that it rented in 1961, a decision was made to construct new space for the town government. This space was completed in 1967 and the town government took its place in the new municipal building on Springbrook Road and 39th Avenue. In addition to office space the building provided an auditorium. The fire department was also located there with room for sleeping quarters for the men and an apparatus room. In 1989, Pleasant Prairie was incorporated as a village with more than 3,000 residents in favor and only 300 against the change in governmental form. While the municipal facilities have remained in use, today there is a big expansion of the Village Hall building. The fire department, which has shared facilities with the village officials, is now going to have its own building behind Village Hall. The Pleasant Prairie Police Department and the Public Works Department are housed in the Pleasant Prairie Roger Prange Municipal Center on Green Bay Road (Highway 31). Over the years the Kenosha and Pleasant Prairie boundaries have changed usually to the benefit of the larger Kenosha. In 1984 an agreement was made between Kenosha and Pleasant Prairie to allow some of the bordering residents to annex into Kenosha. Kenosha also received the right to annex lands north of Highway 50 from Green Bay Road to I-94, which contained the areas of a shopping Plaza, White Caps Subdivision and the Aurora Hospital. Pleasant Prairie in return maintained its independent status as a community and protected its remaining land, but did become part of the Kenosha Unified School District. This allowed students to benefit from the advantages of a larger school district. Pleasant Prairie also

The Chiwaukee Prairie and the Kenosha Sand Dunes are protected here by the Village of Pleasant Prairie, Kenosha County, the State of Wisconsin and the Army Corps of Engineers assuring that these lands will remain protected.

Local police armed with heroin antidote Law enforcement takes proactive step to reverse overdoses Thirty-two area police departments, including Antioch and the county Lake County Sheriff’s Office, have been equipped and trained with the tools to reverse heroin and opiate overdose. The program enables law enforcement personnel to carry Naloxone – commonly known by the brand name Narcan – in their squad cars and use it when responding to overdose situations. “We want community members to know that their health and safety comes first, said Chelsea Laliberte, Executive Director of Live4Lali, which provides free community Naloxone and drug education. “When it comes to overdose, time is of the essence. It takes four minutes for the brain stem to die making it critical for police arriving to the scene first to respond swiftly. This program has broken down a massive social barrier and allows users plagued by addiction with the chance to seek treatment.” Naloxone is used to counter the effects of opioid respiratory suppression/overdose.

Currently, there are three forms of Naloxone administration available to program participants. The intranasal form delivers a mist of naloxone to nasal mucus membranes. The auto-injector, is a self-contained version providing visible and voice instructions. Finally, the intramuscular version is injected with a retractable syringe. “Quite simply, this program will save lives. We will be only a handful of counties within the country to equip law enforcement officers with the lifesaving antidote,” said State’s Attorney Michael Nerheim. “I am very proud of all the departments that are participating and taking the lead to help fight this epidemic. This is one part of our overall strategy, which includes aggressive prosecution of drug dealers and an emphasis on treatment and education.” Hospira, located in Lake Forest, donated $70,000 worth of intramuscular Naloxone. It’s ‘Vaccinate Illinois Week’ County health department joins initiative urging flu shots for all to get vaccinated each year.” Public health officials recommend that everyone six months of age and older should be vaccinated against influenza, especially pregnant women, young children, people 65 years of age and older, and anyone with underlying health conditions like asthma, diabetes, or a weakened immune system. A flu vaccine is needed every year because flu viruses are constantly changing. “The CDC estimates that between 3,000 and 49,000 people in the United States die from flu related causes each flu season,” said Karyn Lyons, a registered nurse and coordinator of the Health Department’s Immunizations Clinic. “Flu vaccination can reduce the risk of more serious flu outcomes, like hospitalizations and deaths.”

Several flu vaccine options are available for the 2014-2015 flu season, including traditional flu vaccines made to protect against three flu viruses (called trivalent shots), and vaccines made to protect against four different flu viruses (called quadrivalent shots). An eggfree shot for those who have egg allergies has also been approved for people 18 years of age and older. People with flu can spread it to others as far as six feet away. Most experts think that flu viruses are spread mainly by droplets made when people with flu cough, sneeze or talk. These droplets can land in the mouths or noses of people who are nearby or possibly be inhaled into the lungs. Less often, a person might also get the flu by touching a surface or object

Enforcement initiative nets 130 traffic tickets

The Lake County Sheriff’s Office issued 130 citations for various motor vehicle violations during its Click It or Ticket and Drive Sober or Get Pulled Over enforcement campaigns in November. The crackdown, supported by the Illinois Department of Transportation, ran from Nov. 17 to 30. Among the citations issued were: • 29 speeding citations • 22 seat belt citations

• 20 uninsured motorists • Eight suspended/revoked licenses • Five driving under to the influence of intoxications arrests • Three drug arrests • One child restraint citation The Lake County Sheriff’s Office joined other state and local law enforcement agencies across Illinois to reduce highway fatalities by cracking down on unbuckled motorists and impaired drivers.

While the Click It or Ticket mobilization is over in Lake County, sheriff’s officials are urging drivers to remain vigilant about seat belt use. “Our deputies are out all year long. If you or your passengers are caught not wearing a seat belt, day or night, you will be cited for the safety violation,” Sheriff Mark Curran said. Franks, D-Marengo, said. “While the Bears’ record is beyond our control, low-income families should not have to worry about staying warm during the Christmas season.” The energy assistance program makes bill payments directly to energy providers on behalf of eligible, low-income households. To apply, heads of households must make an eligibility determination appointment with the McHenry County Housing Authority and bring required documentation: • Social Security cards for all household members. • Proof of all household members’ gross income for the 30-day income period beginning with the date of the application. • If the applicant pays for

energy directly, a copy of current heating and electric bills (issued within the last 30 days). • If the applicant pays for home energy as part of a rental agreement, a copy of their lease, stating the monthly rental amount, that utility payments are included in that amount, and their landlord’s contact information. Son of day care provider faces child porn charges the customer’s subscriber information. The suspect IP address came back to an address of 4515 W. Ramble Road, McHenry. The case was transferred to the McHenry County Sheriff’s Office. The address was also determined to be a state-licensed day care facility run by Eva Chaparro and Hector Chaparro, according to the Sheriff’s office. A search warrant was obtained for the residence. The search warrant was executed on Dec. 2 and the alleged child pornography was found on Michael L. Chaparro’s computer. Michael Chaparro lives

in the residence with his parents. He was arrested on scene and transported to the McHenry County Correctional Facility. The Department of Child and Family Services was notified that there were approximately 10 children who were enrolled in the day care program. The department developed a safety plan with the day care facility, which prevents Michael Chaparro from being at the home when children are present. The son of a McHenry day care operator has been charged with possession of child pornography – a Class 2 felony, according to McHenry County Sheriff Bill Prim. Michael L. Chaparro, 26, of McHenry, is charged with four counts of the Class 2 felony. His bond was set at $50,000.
