Starting Oct. 1, Village of Antioch residents will have garbage pick up on Thursdays and the trucks will bear the name Groot. Holiday pick up will be Friday and cart delivery is scheduled for the end of September. After many years of service from Waste Management, the Antioch Village Board decided to change service providers to Groot. In a telephone interview, village Trustee Ed Macek explained, “There were items in the contract that Waste Management proposed that did not serve our residents well.” The changes shifted liability for negligence concerning injury claims and damage to public and private property from Waste Management to the village. Macek said that would cost taxpayers more. “When mailboxes were knocked over by trucks in the winter, we would have to pay to repair.” Trustee Jay Jozwiak was dissatisfied with shifting the cost of waste receptacles from the company to the residents. Village officials expect to see the same level of service moving forward with Groot, and expanded services in certain areas. Groot will continue to provide residential solid waste and recycling services, as well as landscape waste col-
lection, brush pickup, leaf vacuuming, Christmas tree pickup, spring clean-up day, and bulk item pickup. Expanded services include a recycling cart upgrade at any time during the contract and landscape waste pickup through the end of November. Electronics recycling pickup will also be available for a $35 fee when scheduled in advance. Magazine debuts The village, Antioch school District 34 and Community High School District 117 have joined forces to produce the Connections Magazine, which will appear on a quarterly basis. This replaces the village newsletter and the plan is to include more information about the village and other governmental agencies to reach a wider audience. There are plans to include other municipalities and school districts. This first issue has only the village and Antioch schools, since the schools desired to see the first edition published prior to the beginning of school this year. Connections magazine is an effort by all involved to continue cooperation and improve services while keeping costs low through cost sharing. Sheriff warns of ruse burglaries The Lake County Sheriff’s Office is warning residents to be wary of scam artists who attempt to steal from them by posing as a contractor or other person working in an officials capacity. Ruse burglaries are crimes in which the offender uses a ruse to get their victim distracted in order to commit a burglary. Victims are physically present at the home when the burglary is taking place. Ruse burglars target seniors and people living alone. The offenders generally travel in pairs, allowing one offender to distract the homeowner while the other offender enters the home to search for and steal cash, jewelry and other items. Offenders use
many story lines including: • Repairing pavers; • Blacktop, seal coating, or driveway repair; • Inquiries about the homeowner’s water supply or water pressure; • Informing the homeowner there is an electrical problem outside of the home; • Offering to repair gutters, fences or tree trimming and landscaping; • False statements about problems with the neighbor’s house; • Questions about homeowner’s property lines; and • Inquiries about homes for sale in the neighborhood. Officials warn residents to not allow anyone in their home unless they know them personally or it is a sched-
uled appointment. Residents should take notice of any solicitors as well as the vehicle they are driving (make, model, color, type) and their attire and physical characteristics. A legitimate utility or government worker will never object if you ask for ID. You may verify with the utility company or local government agency if the person is legitimate. Village hires new police chief Steven J. Huffman, the current deputy chief in St. Charles, will take over as Antioch’s police chief in early September. Huffman has 22 years of experience with the St. Charles Police Department, the last six years as deputy chief, according to a village press release. Huffman’s experience made him the top candidate for the job following a lengthy recruitment process, according to Mayor Lawrence Hanson, who appointed Huffman. His additional qualifica-
tions include a bachelor’s degree in criminal justice administration, graduation from the Northwestern University School of Police Staff and Command, hostage negotiator and master control tactics instructor. “I am a strong advocate in the power of leadership through the building and nurturing of relationships, and believe that good leadership provides the energy necessary for continued development and growth,” Huffman said in a statement released by the village. “I look forward to the oppor-

E-pollbooks set for 2016 elections Starting with 2016 elections, Lake County voters will see the implementation of e-pollbooks that will automate pre- and post-election voter processing. On Election Day, a voter has traditionally signed a personalized preprinted application before receiving a ballot. Election workers would verify the voter’s identity by comparing the original registration signature printed on the application with the one just signed by the voter. The Election Day e-pollbook is an electronic tablet that will replace the traditional pre-printed paper applications. Data contained on the tablet is the same as the paper application and includes the name, address, birth date
and image of registration signature of every Lake County registered voter. After the voter checks in with the election worker, the e-pollbook will generate a paper application for the voter to sign. Using the registration signature image shown on the e-pollbook’s screen, election workers will still use the signature comparison method for verification. The new system will eliminate the need for pre-printed applications and election morning deliveries of updated voter lists for those who voted early or by mail. The new automated system will provide improved service to voters and help the judges better administer the election while still leaving a paper trail for state-mandated audits.

The Lake County Division of Transportation is accepting applications for enrollment in the Lake County Adopt-a-Highway program. Volunteers adopt a section of a county highway and commit to cleaning it twice a year. At this time, there are 23 sections of highway and two bike paths waiting for adoption. The county provides vol-
unteers with high-visibility safety vests, trash bags and safety information. To acknowledge the effort, a commemorative sign will be installed at the site of the clean-up. County officials said the program is a valuable learning experience for the volunteers who provide the service, while at the same time promoting civic responsibility and teamwork.
Enrollment is taking place through Aug. 28. Participants must be at least 10 years of age and anyone younger than 18 years of age must have adult supervision. Scout project brings family full circle By Gail Peckler-Dziki CORRESPONDENT

Centennial Park is the largest in Antioch, Ill., and 24 years old, according to Shawn Robey, parks and recreation director for the village. “When Gabriel Becker asked me about what sorts of projects might be available for him to complete his Eagle Scout badge,” Robey said, “I suggested staining the play apparatus in Centennial Park. “The apparatus should be stained every couple years and completing this project gave that park life for a few mores years until the village can replace it,” Robey said. This project seemed to be a natural for Gabriel, a Boy Scout who was looking to fulfill the requirements needed to achieve the rank of Eagle Scout. “My dad helped build the park when he was in the carpentry class at Antioch High School.” That was in 1992 and Jeremy Becker contributed his community service hours, necessary for graduation, to that project. Gabriel’s Eagle Scout project put Jeremy on the job again. Staining the aging wooden structure was not a job for one or two, so Gabriel, with some help from his mom, Crystal, mobilized a small army of members of the scouting community. Eleven Boy Scout troops, Cub Scout packs and Girl Scouts troops sent 79 volunteers to join the effort. More than 25 leaders led by example from troops 92 and 190 in Antioch, troops 1987, 188 and 323 in Lake Villa and troop 87 in Millburn. Participating Cub Scout packs were 190 and 191 from Antioch, 86 from Lake Villa and 87 from Millburn. Members from Girl Scout troops from Antioch, Lake Villa and Lindenhurst also lent their hands.
Walmart and Jewel both donated food to keep the workers fueled and Home Depot donated a $25 gift certificate to help with purchasing supplies. Numerous family members and friends also donated to the cause. Gabriel has more patches to earn as an Eagle Scout and four more years to do it, since he is 14 and can be a part of scouting until he is 18. He is home schooled and his family spends several nights a week with scouting, rounding out the curriculum that Crystal uses. And Gabriel has spent the last four years as den chief for his brother Zachary’s Cub Scout pack, Pack 87 of Millburn. The benefits he receives extend well beyond his scouting years. Some colleges have fraternities for Eagle Scouts. If Gabriel joins the military, he will move up immediately to an E3 pay grade. And he realized a great benefit from the swimming badge he recently earned. “On fourth of July, we were visiting my grandparents in Missouri,” Gabriel explained. “There had been a lot of rain just before we got there and my brother Zachary and I were swimming in a lake called Beaver Creek.” All the rain flooded the lake, giving it much greater depth than normal and midway across, Zachary began to go under. “I knew he wasn’t going to make it on his own,” Gabriel explained, “so I took his arm and pulled him on my back to keep his head above water.” The boys made it safely to the other side and the whole family was grateful for the rescue-swimming course that Gabriel had just completed in the scouting program. “I’m so thankful for that swimming class that Gabe took,” Crystal said. “I hate to think what would have happened had he not.”

Traveling Closet helps out children in need Local mother, volunteers create care network

Many young mothers have a circle of friends, neighbors and acquaintances that pass handme-downs around. And often that same circle is there to offer other needed help. Lisa Fisher, of Antioch, Ill., is one such young mother who has widened her circle to include folks she doesn’t know. And she has drawn more than 200 others into that circle to offer help to other young moms and families in need. It all started when Fisher heard a story that touched her heart. “I was having coffee with a friend of mine who teaches at one of the local grade school,” Fisher said recently. “She told me about how one of her students was very excited to have spent the last three evenings until bedtime at McDonald’s,” Fisher said. The grade school student was indeed excited, but when Fisher learned the reason, she was very unhappy.
“The electricity in that child’s home was shut off,” she said. Fisher heard that the child’s home life was difficult and Fisher was moved to compassion so she worked out a plan with her friend, the teacher. “I decided to provide things to make this child’s life a little easier,” Fisher said, “so when I found useful things, I gave them to my friend who passed them on.” Useful things included clothing, toiletries and simple food items. This child and Fisher never met, the child never learned Fisher’s name and she was fine with that. A few years later when Fisher was told the family was moving, she was sad. Who would look after the child now? “Then I thought,” Fisher said, “if I could do it for one child, why can’t it be done for more?” And the Antioch Traveling Closet was born. Fisher collects new and gently used clothing and sorts it
Kenosha County was honored recently as a winner of one of the 2015 Customer Success Awards from Ceridian, a global human capital management technology company. The county received the Employee Development and Engagement Award at an event in Las Vegas on July 16. into bins in her home. “I work with staff from several area grade schools,” she explained. “They know the kids, they know who is in need.” When she receives a call, Fisher takes what she has for the size and gender and brigs the items to school. If the needed items are not in her inventory, Fisher turns to her Facebook page and puts out a request. “Often someone has what we need,” she said, “and sometimes someone will purchase it. “The principal or psychologist will call the student in,” Fisher said, “and then the student can choose the clothing he or she likes.” This preserves anonymity on both sides by preventing embarrassment and giving the child the dignity of choosing the clothing he or she prefers. In 2010, the school requested an addition to the conditional use permit the school already had for other additions and improvements to school property. The village will hold on to some funds until the grass is growing and the erosion retention devices are removed. Originally, the village asked that the path be concrete, but downgraded that

The construction of a multi-use trail for Westosha Central High School students – process that began in 2010 – is almost complete. Plans called for paving a six-foot-wide existing gravel path that starts at the tennis courts – located near the Highway 83 access road – runs on the west side of the parcel to the ball fields and continues up to the intersection of Highways 83 and 50. This path is about threetenths of a mile. The Village of Paddock Lake, which has been a partner in the project, considered a motion to pay Wanasek Corporation $239,102 for trail construction and Alfred Benesh & Company $7,682
to blacktop over the existing gravel path. Prior to the trail, many students used the shoulder of the road to walk or bike to the school. The trail provides a safer option, according to officials. The additional payment to Benesh occurred after the construction company hit saturated soil. “The soft soil had to be removed and replaced with gravel,” Village Administrator Tim Popanda explained. “This is a pretty common occurrence in this area. There are many existing fields that were drained with drain tiles. And you don’t know where the saturated soil or drain tiles are until you start digging.” “The gravel will allow the

ince Capt. Nemo took the Nautilus to the greatest depths of the ocean in 1954’s “20,000 Leagues Under the Sea,” sailing beneath the crashing waves has been a fascination and a dream for many, though a reality for few. However, for one Elkhorn man, by pure luck, he was given a chance to do just that and become an honorary submariner. In the second week of July, Harold Wodicka was going out about his day-to-day business when he received an unexpected call from his son, Braden. What he would soon learn was that his son, serving in the U.S. Navy, had recently won a lottery on board the U.S.S. Rhode Island, not just an Ohio-class ballistic missile submarine, but the most powerful warship in the world. This lottery granted Braden the opportunity to bring any male guest of his choosing on board the U.S.S. Rhode Island for a

weekend cruise. With his security and medical check out of the way, details began to filter in about the upcoming Tiger Cruise, as the Navy dubbed it, Harold Wodicka said. Finally, on July 31, he joined 23 other lucky men at the naval submarine base in Kings Bay, Ga., to sail off on what he could only describe as the “adventure of a lifetime.” Wodicka said the group soon boarded a 250-foot transport vessel, one of two traveling out to the unspecified location of the submarine, and steamed off into the Atlantic. Because they would be traveling on the world’s most powerful warship, Wodicka said, they were given no details on when, or where for that matter, they would join the crew of the U.S.S. Rhode Island.

Lakefront Festival features BBQ contest, kids activities Kenosha’s Grill Games BBQ Contest and Lakefront Festival is set for Friday and Saturday at Celebration Place on Kenosha’s lakefront. The event includes music and grilling competitions. Gateway Technical College hosted a seminar giving several area high school instructors the skills and equipment to provide training to their students to successfully
enter their chosen career or college program. Called a “train-the-trainer” event because college instructors train high school teachers to better train their students,
children, the festival will feature small and large obstacle courses and a rock wall. Wristbands for the Family Fun Area are $20 the day of the event. Those planning on attending both Friday and Saturday can purchase a child’s two-day wristband for $30 at the festival. Admission to the event is free. Salem Sentry’s social Slices of Life Making sense of nonsense media page is hacked made of… Never mind. Shouldn’t a pair of pants be two of something? Why is it always just one shoe (or boot) lying in the middle of the road, but we never see the person who is walking around with the other one? Every few years we are required to renew our driver’s license. Anyone besides me keep the old ones around lying in the junk drawer – just because? Every so often I glance through them to see how much I used to weigh. Why is it? I wish I could tell you. Some things deny explanation. It’s at the core of the human paradigm; we assume logic in an illogical world. Sort of like my cat. Who won’t come when she’s called but will race me up the stairs every time. Go figure. Despite what might seem like an intimidating schedule, Wodicka said there was plenty of father-son time bonding while standing watch at numerous stations. He said when the submarine surfaced, he climbed the ladders inside the sail – the part of the submarine resembling a tower – to stand watch with his son. “The view from the sub underway while on the surface, perhaps hundreds of miles offshore in the Atlantic, was amazing,” he said. On their final evening aboard the U.S.S. Rhode Island, prior to debarking back onto transport ships to be shuttled back to land, Wodicka shared one last meal aboard the ship with his son, at which time each guest received a certificate, deeming them honorary submariners with the U.S. Navy for “having successfully submerged to the depths of King Neptune and completed the feat of ‘angles and dangles.’” For those unfamiliar with the nautical term “angles and dangles,” it refers to a nautical drill, diving deep quickly at a steep angle and then again returning towards the surface at a steep angle. During the drill, anything unsecured will fall, making some noise. These, known as dangles, must be corrected to ensure a submarine is set for silent travel. However, Wodicka said, what was most memorable for him about the Tiger Cruise was getting the chance to see his son as part of a team, working together in a such an efficient and respectful manner. He described it as a clear reflection of the commanding officer and his dynamic leadership. Speaking of Cmdr. Gille, Wodicka said the effort put forth by him in making the event happen was greatly appreciated. “I spent every minute full of excitement and awe,” he said. “I would have never imagined I would be so privileged as to participate in such an event. “The experience left me with great pride, not only for my son, but for our military that serve their country proudly and selflessly each and every day all over the world.”

After traveling for more than 10 hours aboard the transport ship, Wodicka said, they finally reached their rendezvous point with the enormous, 560-foot-long ballistic missile submarine. “We transferred onto her in an amazing feat of navigation and vessel control,” he said. Guided across a gangplank from the transport vessel, Wodicka and the 23 other men were guided onto the submarine through a deck hatch by Cmdr. Matt Gille and his crew. “My son, Braden, greeted me as I climbed off the last rung of the ladder,” he said about meeting up with his sponsor and preparing to shuttle off away from the transport ships. Once aboard, Harold Wodicka said he soon learned Gille and his staff had prepared a three-day itinerary that would challenge them to learn as much as humanly possible about life aboard not only the U.S.S. Rhode Island, but submarines in general. “During our stay, we were given an opportunity to see every aspect of the day-to-day operations that were not top secret,” he said. With each crewmember serving many duties aboard the massive vessel, Wodicka said, he learned a little bit of everything while sailing the world’s seven seas – well, at least one of them. While on board the U.S.S. Rhode Island he learned everything from monitoring of the missiles to the launch procedure and noted every guest was given the opportunity to pilot the boat through the royal blue depths of the Atlantic Ocean. Furthermore, Wodicka said, guests were even included in several training operations. And, yes, like in any classic submarine movie, they were given the chance to grasp hold of the periscope to get a glimpse of the world above them. While he said he wasn’t exactly keen on getting up at 4 a.m. for breakfast each day – something he “chose not to partake in” – the food was delicious aboard the ship, made with fresh ingredients and in plentiful amounts.

Target isn’t the only store to have its Facebook account hacked – or perhaps hijacked is a better word. While news spread earlier this month about the Target customer service page – a fake one, evidently – leaving less-than-professional remarks in response to the store removing its boys and girls bedding and toys tags. Last week, a similar thing happened with the Salem Sentry store, owned by Marv and Alison Jenkins. An area woman posted on the Burlington Area Buy, Sell, Trade list that a relative had gotten a rude response on the store’s Facebook page after leaving what the poster termed a polite critique of the store. The response – purportedly from the owners – urged the shopper to go elsewhere, in, again, less-than-professional language. The post received a flurry of comments in support of the
owners, and also pointed out that the Sentry page had been inactive since 2013 until the responses posted Sunday. The post then was removed from the page, but not before the Sentry store received a number of phone calls. “It’s not any of us,” Sentry Manager Diana Vandaele said. “I didn’t even know we had (a Facebook page).” Alison Jenkins, who has owned the Sentry store since 1999 with her husband Marv, and been in the grocery industry for more than 30 years – reached out to confirm that the response did not come from either her or her husband. “We would never respond in that matter,” Allison said. “We respect every customer’s comments. “Marv and I are not on the Facebook page at all,” she added. Alison also confirmed that the Facebook page has been inactive, and “we don’t implement anything from Facebook within our store.”
I guess that last one makes perfect sense. In the same vein, if words like “he” and “she” are pronouns, does that also make them anti-verbs? Why do we call it the funny bone when bumping it is certainly no laughing matter? When I am driving somewhere and get lost why do I turn the radio off thinking it will help me find my destination? Why do people drive around in convertibles with the top down, but the windows up? Do they call it falling asleep because of the falling dream that sometimes accompanies the going to sleep process? Is it true you would die if you landed (in your dream) or is that just one of those urban myths? Who makes up all the urban myths and why aren’t they ever rural truths? Is it possible to eat charred chard? Or chilly chili? Shrimpy shrimp? If words made sense, hamburger would be made of ham and a hot dog would be

We live in a quirky, weird, sideways, upside-down world where some things just don‘t make sense – or they make too much sense to be sensible. As humans we often perpetuate the nonsense. McHenry County Department of Health reports that mosquito batches collected on July 31 and Aug. 6 from mosquito traps in Nunda Township and Lake in the Hills have tested positive for West Nile virus. These are the first positive tests for the virus in McHenry County in 2015. The health department has tested 311 mosquito batches as of Aug. 18; all other batches tested negative. One human case of West Nile virus was reported in McHenry County in 2014. State officials reported 44 human cases in 2014, including four fatal. Two birds collected in McHenry County have been submitted and tested with negative results. The health department will continue to collect and test mosquito batches throughout the remainder of
the season (until mid-October) and will accept a limited number of dead birds for testing. The risk of West Nile virus remains until the first hard frost. Residents should continue to use insect repellent when outdoors in the evening, with long sleeved shirts and long pants for extra protection. Other tips include emptying standing water from containers around the house and making sure doors and windows have tight-fitting screens. Illness from West Nile virus is usually mild and includes fever, headache and body aches but serious illnesses, such as encephalitis and meningitis and death, are possible. County implements new development fees The McHenry County Department of Planning and Development on Aug. 1 implemented a new schedule of fees for building and stormwater permits as well as zoning and subdivision applications. The County Board approved the new schedule in July. The new fee schedule went into effect for all applications on Aug. 1. However, if the new fee is lower, it will be retroactively applied to all pending building and stormwater permit applications. Compared to the previous rates, the fees for some projects will increase while oth-
ers will decrease. The new fee schedule increases fees in some areas to cover the cost of providing services, but reduces fees that exceeded processing costs or which were deemed out of line with surrounding jurisdictions, according to officials. The fee schedule has been reorganized to align with the recently adopted Unified Development Ordinance and Stormwater Management Ordinance, officials said. It simplifies how fees are calculated. Most application types have a flat fee based on project type and size. This allows for easier calculation of the
total permit cost. For building and stormwater permits, the simplified fee schedule also facilitates determining the amount that is due at the time of application, which is $75 or 25 percent of the total permit fee, whichever is greater. The balance of permit fees will be due at either the first application resubmittal or, if no resubmittal is required, when the permit is issued. Zoning fees remain due in their entirety at the time of filing and subdivision fees will be due at the time of filing for each stage of the process. Also with the new fee
schedule, double fees will now be applied to all building, stormwater and zoning applications submitted after the fact. This applies to construction work or a change in use that has commenced prior to obtaining the necessary approvals. The new fee schedule is available on the McHenry County Department of Planning and Development website at www.co.mchenry.il.us/PlanDev. Thanks to a grant from the Community Foundation of McHenry County, the McHenry County Historical Society is able to offer grants to defray transportation expenses to the museum. Each public or private elementary school within the county is being offered $200 in an effort to encourage students to visit their local history museum in Union. This program is designed for third-, fourth- and fifth-graders. On Tuesdays and Wednesdays, the Society offers twohour programs exclusively in the one-room, West Harmony School. A more expansive, two-hour tour, available Thursdays and Fridays, includes the 1895 West Harmony School, the museum and
an 1843 log cabin. Available times are from 9 to 11 a.m., 9:30 to 11:30 a.m. or 10 a.m. to noon. Four weeks’ notice is preferred, whenever possible. Interested teachers should click on “School Tours” under the “Museum” tab on the Society’s website – www. gothistory.org – to learn about the various programs offered or call the office at (815) 9232267. The museum is able to accommodate up to four classrooms at one time. For groups larger than 100 students, taking two days is suggested. The Society must be notified by letter or email no later than Sept. 28, that a class or classes within the district will be booking a school tour this fall to either the museum or a two-hour West Harmony one
room school experience. Museum tours and West Harmony programs are free to schools whose townships and/or municipalities join the Society as governmental members. Without a membership connection, there is a $3 charge per student to help defray expenses. Governmental members for 2015-2016 fiscal year include the communities of Crystal Lake, Fox River Grove, Huntley, Lakemoor, Lake in the Hills, Marengo, McCullom Lake, McHenry, Prairie Grove, Richmond, Ringwood, Spring Grove, Wonder Lake, Woodstock; as well as Alden, Algonquin, Burton, Coral, Dunham, Dorr, Greenwood, McHenry and Riley townships. The cost, which has re-
mained frozen for many years, reflects the number of people living within a town or township.
McHenry County Farm Stroll set for Sept. 27
McHenry County will host its first Farm Stroll, a self-guided tour of the county’s diversified family farms on Sept. 27. A total of 11 farms will be part of this educational agriculture-centric tour that will run from noon to 5 p.m. Apple orchards, vegetable growers, Community Supported Agriculture providers, goats, chickens, turkeys, cows, horses, alpacas, a vineyard, sustainable agriculture, hydroponics and more will be featured within these 11 farms. Because this is a free, self-guided tour, there is no beginning or end of the tour – participants are free to choose the type of farms that interest them and visit during the designated time. The inaugural Farm Stroll was organized by the McHenry County Farm Bureau and the University of Illinois Extension McHenry County Master Gardeners. Master Gardener volunteers will assist farm families in accommodating guests for farm-related demonstrations and tours. Some farms will host tours at set times (on the hour or half hour). There is no charge for the Farm Stroll, but several farms will be selling food, produce or other farmrelated products. Children of all ages are welcome, but they must be supervised at all times. Pets are not allowed. Most farms will not have toilet facilities available.
