They’ve got the law on their side

50 local kids given a chance to Shop with a Cop By Jude Kaider CORRESPONDENT

The Antioch Police Department lent Santa Claus a hand when they escorted more than 50 children in a pre-holiday party during the 12th annual Shop with a Cop event on Dec. 8. The evening’s proceedings included face painting by artist Sue Nolan, a movie, a pizza party, a gift from Santa, a trip to Raymond Chevrolet in a motorcade of squad cars for another gift, and finally a trip to Walmart where the children were given a gift card and were then paired with a police officer who escorted them on a shopping trip throughout the store. The Antioch Police Department joined with School District 34 in identifying families with youngsters between the ages of 5 and 12 who would participate. The department invited those children along with their parents or legal guardians to the station where the partying began for one of two Shop with a Cop sessions. After watching a movie, eating, singing, and rubbing elbows with Santa, the children and officers got ready for the second leg of their holiday journey. The participants packed themselves into police squad

cars and two Chevy Suburbans donated for use by sponsor Raymond Chevrolet. They rode in a procession, with lights flashing, down Main Street to Highway 173 in a scene that must’ve mystified other drivers and pedestrians alike. The youngsters were welcomed to the applause of the owners and staff of the auto dealer and received more gifts from the employees at Raymond. From there, it was on to Walmart for shopping, photos with Santa, and Christmas treats provided by the store. Once at Walmart, each child was presented a $100 gift card and a police officer as escort, and allowed to walk the store to get their Christmas shopping done early. Not surprisingly, most of the children headed first to the toy department where the filling of shopping baskets eagerly began. The police provided valuable assistance, as one young shopper was heard to comment, because “he can reach for the toys on the high shelf that I can’t reach.” After the event, Police Chief Steve Huffman said, “As a police department, it

In 2013, the joint Emergency Services Committee began discussing the future of the First Fire District No. 1 and the Antioch Village Fire Department. It appeared, at least to Town of Antioch Trustee Peter Grant, that both the village and the fire protection district were on board with a consolidation for the two departments, but now he’s not so sure. “In recent meetings,” Grant said in a telephone interview, “the village seems to be backing away from the move for the village fire services to be annexed into the fire district.” So he wrote a letter to Antioch Mayor Larry Hanson that reads in part: “Administrator (Jim) Keim has now made it very clear that, you are not willing to allow the consolidation of the Department into the First Fire Protection District because you want the flexibility to subsidize other departments with funds that would otherwise be dedicated to fire and ambulance. “Before, during and after the campaign for the passage of the referendum, the village was promoting a policy of annexing the village into the First Fire Protection District

with an elected board fairly representing the entire community. In my opinion, this would be the best model to serve the residents of Antioch by providing an independent self-funded department that would answer directly to the taxpayers of our community.” In a telephone interview, Hanson said the village still shares the ultimate goal of consolidating with the Fire District by annexation. “This is a complicated issue,” Hanson said, “It won’t happen in a day.” The village is taking steps toward that goal, he explained. “In about six weeks, the village administrator and financial officer should have a presentation to give to the Village Board regarding this issue,” Hanson said. After receiving the letter, Hanson called town Supervisor Steve Smouse to inquire about the legitimacy of Grant sending such a letter. “It was on township stationary,” Hanson said during a telephone interview. “I wanted to know if Smouse knew about the letter.” Hanson said he wanted to know if the township had a policy regarding trustees sending out letters on their own. “Steve told me that the

township doesn’t have a written policy,” Hanson said. In a telephone interview, Smouse said he knew that Grant sent the letter. “I have no problem with the letter,” Smouse said. “Peter was involved in all the joint commission meetings and was frustrated with the lack of movement on the village’s part to fulfill the vision of a consolidated department. “If one of our trustees is concerned about a pertinent issue that affects the township I have no problem with that person writing a letter on township letterhead,” Smouse said. “Our trustees can also place items on the agenda if they believe we need to talk about it, unlike the village.” After the referendum passed last April, Smouse said many were disappointed when the village announced it planned no joint meetings until the following August. “It seemed that the writing on the wall was that the village was in no hurry to annex into the First Fire District.” When asked why he didn’t call Grant about this letter, Hanson said he was busy with business and out of town. Grant said the only reason he sent his letter was, “We need to have a public conversation about this issue.”

Trustee seeks answer from mayor

Here is the letter that Town of Antioch Trustee Peter Grant sent to Village of Antioch Mayor Larry Hanson regarding efforts to consolidate the village fire department and the First Fire Protection District: Dear Mayor Hanson, I am writing to express my concern regarding issues involving the recent referendum to address funding for ambulance service. The Village of Antioch, the First Fire Protection District and Antioch Township have met under the Joint Public Safety Committee over the past three years and signed onto a vision of creating a unified district so that the fire department and ambulance service could have a unified structure, an independent and sustainable funding source that would bring the department into the future to best serve the community at large. During the 2015 spring referendum election, the Village of Antioch created the illusion that the Village was broke evidenced by the cancellation of several traditional services and events normally paid for by the village, including the village’s annual Easter Parade and the Easter Egg Hunt. Since that time and after the ambulance referendum passed, the Village of Antioch seems to have completely done an about face regarding some of the implied promises to the taxpayers of the village. Before, during and after the campaign for the passage of the referendum, the village was promoting a policy of annexing the village into the First Fire Protection District with an elected board fairly representing the entire community. In my opinion, this would be the best model to serve the residents of Antioch by providing an independent self-funded department that would answer directly to the taxpayers of our community. Administrator (Jim) Keim has now made it very clear that you are not willing to allow the consolidation of the Department into the First Fire Protection District because you want the flexibility

to subsidize other departments with funds that would otherwise be dedicated to fire and ambulance. Your strategy for pursuing this path is to declare that in order for the Village of Antioch to be annexed into the First Fire Protection District there would have to be another tax increase for the village residents. In my opinion, this strategy is a poison pill that you know will never happen, leading me to believe that you never intended for the department to unify which damages your credibility. What should happen is that the First Fire Protection District should be enlarged to encompass the whole community as one department. By annexing the Village of Antioch into the First Fire Protection District, it will divest itself of all costs associated with the department and should allow those revenues that are currently used to fund the department to transfer to the district for the purpose of providing a strong, independent and reliable fire and ambulance service that will stand on its own without interference. Frankly, I disagree with your argument that because you are having your own financial problems in the village we cannot move ahead with the vision of the department that everybody signed onto. The Antioch Fire Department is an essential service that must be strengthened, not used as a political football in a political disagreement. It has been pointed out to me in the past by members of the Village Board that as a township trustee, I duly represent both the residents of the unincorporated portion of Antioch Township and village residents and I intend to fairly represent those constituents to the best of my ability. I am calling on you as a leader of this community to explain just what your plan for the future of public safety is and I am urging you to do what is best for the residents of Antioch by swiftly moving ahead with the agenda that we all agreed to for the benefit of our residents. All too often people receive a letter or get an email warning them of identity theft or urging them to provide personal information for what appears to be an official or legitimate purpose. Most of these are fakes, designed instead to steal your personal identity information. Now, people are receiving authentic letters from the U.S. Government Office of Personnel Management warning them that their personal information may have been compromised. “People in our area, as well as other regions, are receiving letters offering free credit monitoring services and listing a website,” explained Steve J. Bernas, president and CEO of the Better Business Bureau serving Chicago and Northern Illinois. “Consumers have contacted the BBB because the letters look like scams, except in this case they are authentic.” Bernas explained that the legitimate letters are being sent by the Office of Personnel Management because of a cyber hack of government computers last year. He said it appears that the hack compromised the identity information of more than 21 million Americans, and that most of the affected people applied

for or underwent government background investigations.” “While the letter may look like a scam, unfortunately it is not,” Bernas stated. “As long as the letter provides a specific PIN number at the top and lists the specific URL of www. opm.gov/cybersecurity the letter should be considered authentic.” “The public’s concern about this matter is legitimate and good,” he noted. “People have become aware and sensitized to scam artists and identity thieves.” However, just because this letter from the Office of Personnel Management is legitimate, it doesn’t mean the public should let down its guard. Conservation Foundation scholarships available The Illinois Conservation Foundation is accepting applications for the 2016 Conservation Achievement Scholarship program. This award is given to outstanding high school seniors in Illinois who demonstrate effective, voluntary, long-term dedications to the preservation, protection or enhancement of the state’s natural resources. Up to three scholarships of $2,000 each are available for the 20162017 school year. “The ICF’s Conservation Achievement Scholarship program has awarded $92,000 to help further the education of our future conservation leaders,” said Wayne Rosen-

thal, chairman of the Illinois Conservation Foundation Board of Directors and Director of the Illinois Department of Natural Resources. “We’re thrilled to reward some of the outstanding natural resources stewardship efforts being conducted by young people in our state and help them make a positive impact in the future.” The ICF Conservation Achievement Scholarships have been awarded since 2005. Applicants must be Illinois residents and a senior in an Illinois high school. Local Girl Scouts unveil Digital Cookie 2.0 For the second year, the Girl Scouts of Northern Illinois will go high-tech when they launch their annual cookie campaign in area communities in January. Last year, nearly 160,000 Girl Scouts experienced a revolutionary update to the iconic Girl Scout Cookie Program: the Digital Cookie platform. With Girl Scouts’ first-ever national digital platform, Digital Cookie 1.0 gave girls the opportunity to sell cookies via website or mobile app. As the 2015–2016 Girl Scout Cookie season gets underway, local girls will participate in Digital Cookie 2.0, which provides a more robust, hands-on, and entertaining learning experience, including an enhanced cookie website, as well as new mobile sales technology, according to Girl Scout officials. The mobile technology puts control of the sale, from customer contact to completion of the order, in the hands of girls. Digital Cookie 2.0’s addition of a mobile sales app expands girls’ ability to take their sale on the go. Using handheld devices like phones or tablets, girls can approach customers, take orders and complete sales using digital order forms that allow for direct shipping to customers. The new app replicates the transactional elements of the girl’s personal website, and ensures all Girl Scouts have an opportunity to learn about and engage in a multichannel digital sales

program that will teach important ecommerce lessons for an increasingly mobile-based economy. Upgrades to the girl-facing website include a goal-setting calculator to help girls track the number of boxes they need to sell to reach their goal – instilling the importance of setting both short- and long-term financial goals – and new ways to organize orders. Girls will be able to personalize their pages during setup and access improved

cookie sales data, with colorful charts showing sales by cookie type and delivery method, as well as week-byweek trends. Results show girls who diversified their sales methods by combining the Digital Cookie platform with traditional sales methods were more likely to increase their year-over-year sales. Girl Scouts of Northern Illinois will begin using the platform at the start of its cookie-selling season on Jan. 8.

‘Jingle Bell Rock’ concert slated

The musical spirit of the holiday will descend on the area with Jingle Bell Rock, a raucous holiday revue being performed at 4 p.m. on Sunday, Dec. 20, at the James Lumber Center for the Performing Arts at the College of Lake County, Grayslake. Woodstock man killed in roadside collision A 67-year-old Woodstock man was killed Dec. 7 when his vehicle was struck by another as he was stopped along the roadside on Mason Hill Road in the Village of Bull Valley. A 911 call came in to McHenry Fire and Rescue at 5:48 p.m. on Dec. 7 for a motor vehicle crash at 6907 Mason Hill Road in Bull Valley. The injured male, identified as Fausto Alcocer was taken to Centegra McHenry Medical Center where he was subsequently

pronounced at 6:20 p.m. According to Coroner Anne Majewski, an autopsy was performed and injuries suggest that Alcocer was struck while he was outside his vehicle, which was struck by another vehicle traveling westbound on Mason Hill Road. He sustained injuries to his spinal cord, chest and abdomen, which resulted in his death. The accident remains under investigation by the Bull Valley Police Department.

The 2016 People in Need Forum event received an AT&T Investing in Illinois Award grant for its non-profit work to help people in McHenry County. The award of $1,000 was accepted by the Friends of McHenry County College Foundation on behalf of the People in Need Forum. The grant will be used toward funding the 2016 People in Need Forum, which provides workshops and information about community resources to local human services, civic and faith-based organizations. “There are great non-profit organizations improving lives in Illinois. By supporting these organizations, we’re strengthening the communities we serve,” said Jaci Kator, external affairs manager for AT&T.

Pamela Althoff, R-McHenry, nominated the People in Need Forum event for the Investing in Illinois recognition. “I’m trying to do my part to help a great cause that helps all of McHenry County residents,” Althoff said. “The People in Need Forum is truly an investment in Illinois.” “With the support of McHenry County College, the annual People in Need Forum operates on a very limited budget and makes the very most of each and every resource,” said Bev Thomas, coordinator of People in Need. “We not only receive monetary donations from community organizations and local businesses, but also donations of time and energy by various supporting agencies who take an active role in plan-

Spring Grove police probe thefts from cars Spring Grove police are investigating the thefts of cash and other items from vehicles parked in the Wilmot Farms subdivision. During the overnight hours of Dec. 8, someone entered several unlocked vehicles and took change and a purse, according to police.

Also during the daylight hours of Dec. 8, someone broke windows of two vehicles parked at 2850 Highway 12. Several items, including a purse, were taken. Anyone with information regarding these thefts is asked to call the Spring Grove Police Department at (815) 675-

2596. In the wake of the thefts, police remind residents to lock their car doors and not leave valuables, such as purses, bags and packages in a car in plain sight of thieves. Residents are advised to hide their purchases or put them in the trunk.

The second set of three movies spanned from 1999 to 2005 and gave us the prequel to the first three episodes. So, the first episode wasn’t the first, it was the fourth, even though it was released first. The second was the fifth and the third the sixth. The fourth was the first and so on. When Trustee Roger Johnson asked the funding source, Nopenz told him that there was money left in the Fire Department budget. Johnson also expressed concern about the current warm weather. Nopenz said, “We live in the northern climate and we will get cold winter weather at some point.” Randolph said that Nicerink could respond to a request for ice rink materials in a couple days. “We can get it up quickly,” he said, “depending on the amount of manpower we have.” After the meeting, Silver Linings antique store proprietor Moira Toner asked Randolph about the possibility of Silver Lake business owners contributing for ice rink boards. Randolph said that was a great idea and advised interested people to call the Village Hall at (262) 889-4403. The board has discussed the ice rink only at Committee of the Whole meetings and will have to vote at a Village Board meeting to make the rink a reality.
