Village sets fees, fines for tobacco sales By Gail Peckler-Dziki CORRESPONDENT

The Antioch Village Board has approved an ordinance establishing fees for selling tobacco products and fines for violating the rules. Village Trustee Scott Pierce said at the board’s Dec. 21 meeting that he was pleased with the ordinance. “This is long overdue and I’m glad to see that the fees are low and the fines are high,” he said. Licensing and background check fees are set at $100 to the village. Fingerprints are done by a variety of vendors who have varying fees and the police department has a list of those vendors. If an applicant fails the background check, the fee paid to the village, minus a $50 processing charge, will be refunded. Fines for the first violation of the ordinance are between $200 and $750. The amended ordinance also states that no tobacco products can be sold within 100 feet of any school, childcare facility or other building used for educational or recreational purposes for those

younger than 18 years old. The village clerk had previously issued licenses at no charge. Complete details of the new ordinance are on the village website under the briefing room link.

Committee revamped The Antioch Village Board voted unanimously to modify the membership of the Environmental Committee at its Dec. 21 meeting. The commission now requires five members instead of nine, in an attempt to ensure the commission can maintain a quorum to allow a meeting. Another issue was that the record showing commission members’ terms expire was lost, so the board approved the following members and terms. Melonnie Hartl, president will serve until April 30, 2020; members Mike Babicz and Scott Frillman will serve until April 30, 2020 and members Peter Grant and Amanda LeBrun will serve until April 30, 2018.

Local economy grows in 2015 Lake County continues to see its economy grow, including competitive weekly wages and employment figures that rank above neighboring counties, according to Lake County Partners, the county’s public-private economic development agency. Statistics show that Lake County added 8,602 jobs between September 2014 and September 2015, the organization said. Here are some other economic highlights in Lake County within the past year, per Lake County Partners: • A survey conducted by the Lake County Division of Transportation found that enhanced traffic technology and improvements have saved commuters 1,625 hours in travel delays along several corridors. This means drivers are using less fuel (544.8 gallons)

per day, which has saved drivers approximately $9.8 million a year. • Lake County ranks among the top counties for travel spending in Illinois, with visitor spending hitting a new high of $1.26 billion, tourism supporting 10,300 local jobs and travel expenditures generating $76 million in state tax receipts. • Lake County government continues to maintain its AAA bond rating – the highest rating possible – which significantly reduces long-term risk for businesses and residents, and distinguishes the County from others in the region. Fox Lake offers Safe Sitter course The Fox Lake Department of Parks and Recreation in January is offering a Safe Sitter course for children ages 11 to 14. Participants will learn life-saving skills so they can be safe if they are home alone or watching younger children. The next Safe Sitter course

will be held on Jan. 16, from 9:30 a.m. to 4:30 p.m. at the Lakefront Park Building, 71 Nippersink Boulevard, Fox Lake. Check in is at 9:15 a.m. and the graduation ceremony is at 4:15 p.m. The class fee is $45. Call (847) 587-3944 with any questions.

Inventor of silo called Spring Grove his home By Sandra Landen Machaj CORRESPONDENT

In the 1800s, one of the problems that faced farmers in the Midwest was how to preserve food for their livestock through the cold Midwest winters. Corn was grown in the fields to feed the animals but much of it spoiled before the winter ended. As a result, the livestock, especially cows, which were the most important animals on farms in this area known for its milk production, often became sickly, lost weight and their milk production decreased or stopped completely. Others did not make it through the winter. Fred Hatch was a young man from Spring Grove who left the family farm to attend the Illinois Industrial University (now known as the University of Illinois) in Urbana. He was a graduate of the University’s second class. Hatch studied under Professor Willard Flagg Bliss, who not only was head of the agriculture department, he was the only professor. Textbooks about farming were very rare in this country, so Bliss began to translate

French and German pamphlets on silage, a product produced by burying an entire corn plant in pits. Some of his students became interested in learning about this process, especially Hatch. When Hatch returned home after graduation, he convinced his father, Lewis Hatch, to change the way they stored the animal food for winter feeding. At the time pits were dug outside and the corn was buried. Unfortunately much of it spoiled due to water from rain and ground seepage. Fred Hatch and his father built a pit 8 feet deep, 10 feet wide and 16 feet long. Uniquely, this pit was not dug outside but inside their barn. The pit was lined with rocks and mortar. The sides built 16 feet above ground, were composed of two thicknesses of flooring with a layer of tarpaper sandwiched between them. The silo was not the round silo we see today but was rectangular in shape. The pit was then filled with whole corn plants. Hatch learned that using the green plants as was the practice at

They sat indiscriminately on the clearance rack marked down like a thousand percent from their initial price. Hand towels. Not your everyday, ordinary, run-of-the-mill hand towels. These happened to be emblazoned with the letter “P” as in the first letter of my last name. I contemplated my good fortune for a millisecond before tossing a pair in my cart. A couple bucks later, I returned home with monogrammed towels. Monogrammed towels! I figured I’d finally hit the big time. Never mind they cost like a dollar apiece. It’s not everyday you find yourself confronted with the possibility of a monogram. A monogram practically sings your name – at least the first letter of it. Monograms are snazzy and jazzy and they look like they were made just for you – or for someone who shares your initials. I hung them in the bathroom and waited for company to come over. Meanwhile, I took the old, worn and tattered towels that had previously hung in the bathroom and tossed them in the back of a cupboard. No need for friends, family or visiting strangers to witness our tatters. I took another proud look at my new monograms and the metaphor hit me: People are like towels. (Which I realize is actually a simile, but bear with me here.) We display our monograms for the world to see and hide the tatters in places where they aren’t as likely to be noticed. Whether it’s a monogram on a towel, a logo on a purse, a label on the back of jeans or a brand name on the back of a vehicle, we work hard to show only our best side when the world’s camera comes in for our close-up. Consider social media. When’s the last time someone posted “At a youth sporting event. My kid struck out twice – so far,” or, “Report cards came home today. Billy got three D’s. At least it’s better than last semester.” How about, “TV dinners again tonight,” or, “Please excuse the lack of beach photos. We can’t afford a vacation this year.” Posts like these aren’t going to happen because these examples simply aren’t monogram material. They’re probably all real and all

accurate, but they are not our choice for sharing in public because we consider them our tatters. We don’t want people to see our worst; we want them to be aware of our monograms. In all honesty, life is messy and flawed. There’s just no need for anyone to know about it. If you visit, and you use my bathroom, you might note I have monogrammed towels and you might surmise that I have money to purchase monogrammed towels. From there you might jump to the conclusion that I have an orderly and well-organized household where the laundry is never piled high, no one ever gets angry, homework is done on time every time without any reminders from parents and the towels remain perfectly folded on the rack monogram side out never becoming soiled or tattered. And if you thought that, you would be wrong. Despite the monograms bought on clearance, I have my share of tatters – and piles of laundry. And it is OK. Even during the best times, life is not meant to be perfect. I’ve discovered over the years that good can be great and so-so might be the best you’re going to get, depending on the day. But even when it’s two steps forward, one step back, you are making the effort and that counts for something – whether you are monogrammed, tattered or, like most of us, somewhere in between. And when you have friends and family who love you, tatters and all, it begins to make sense and you understand there’s no need to hide behind a monogram. Not really. Even though I still do sometimes. Antioch Winter Wine Walk tickets on sale The Winter Wine Walk scheduled for Saturday, Jan. 23, is the first of three similar events the Antioch Parks and Recreation offers throughout the year. The Winter Wine Walk takes place in downtown Antioch from 1 to 4:30 p.m. and includes food, a commemorative glass and wine. The 2016 Winter Wine Walk checkin process will be slightly different this year. For this wine walk participants will meet at the Antioch VFW Post 4551, 75 North Avenue, starting at 11:45 a.m. and ending at 12:45 p.m. Participants will

then travel downtown for the 1 p.m. start. For those who are normally dropped off at the Wine Walk plans must be made for transportation downtown after check-in. Tickets are $40 per person and are limited to eight per person. Tickets can be purchased online at www.antioch.il.gov or in person. It occurs when the body temperature drops to 95 degrees or below. A 3.6-degree drop from a normal body temperature of 98.6 degrees may seem trivial, but it’s drastic for vital organs. The most common victims are older persons who

have difficulty keeping themselves or their homes warm in cold weather. Seniors and/ or low-income families struggling to pay their heating bills can apply for assistance from the Low Income Home Energy Assistance Program (LIHEAP) through the Community Action Partnership of Lake County (www.caplakecounty.org) or contact their township office. Frostbite When spending long periods of time outdoors during cold weather, be alert for signs of frostbite. It initially occurs in the nose, ears, fingers and toes, and can happen at any temperature below 32 degrees. Frostbitten skin is whitish, and stiff and feels numb rather than painful. To treat frostbitten skin, do not rub the area, since friction can cause further skin damage. Seek medical attention immediately. Warm the affected parts of the body with warm water for 20 to 40 minutes. Wrap the area in blankets, sweaters, etc.

the time produced more spoilage than when they used mature plants and cut them into small pieces so they could be packed in tightly, keeping the air out. Spoilage was still a problem, especially in the corners. Rats also found their way into the silos again causing damage to the silage. The Hatch family built two more silos inside the barn. This time they made one change, a concrete foundation rather than rocks to keep the moisture and vermin out. They also removed 16 inches of silage from the silo each day, which proved to be beneficial in preventing spoilage. The first year the 75 Shorthorn cows on the Hatch farm, were fed the silage once each day. In a 1922 interview for the Prairie Farmer, Hatch stated that after that first year of

receiving the silage from the new silos, “The cows stayed fatter and milk production increased over the winter.” The Hatch silo did not take off immediately. Franklin Cole built a silo in 1882 and in 1886 Frank Hatch followed with one of his own. The square shape was replaced by the round silo we see today in the 1880s. Many were made of brick. In the 1890s round wood silos began to appear followed by concrete silos. Commercial silos began to be produced so that farmers did not need to build their own. It was 1908 before the silos became common on the landscape but once they started they multiplied quickly. Fifty years after Fred Hatch built his first silo there were 455,000 silos in the U.S. according to the census.

Fred Hatch, in his later years, traveled the state speaking to farm groups. In 1918 his portrait was added to the Farmer’s Hall of Fame at the University of Wisconsin, Madison. Fred Hatch died in 1929, but he is still remembered in Spring Grove for his silos. The original Hatch silos remained in use for 46 years, but after the sale of the farm in 1919 to Joe Kattner, the barn was taken down along with the silos. Today a plaque honoring Fred Hatch and his silos can be seen at Lyle C. Thomas Park, on Blivens Road in Spring Grove. The plaque is built as the original silo was built, that is a stone foundation and wood flooring sides. The plaque was dedicated by the American Society of Agricultural Engineers in 1984.

In a five-year span, the program has shown a decrease of 36.1 percent for high school graduates enrolling in developmental math at MCC. The field of Bellwether nominations was very competitive this year with nearly 300 Bellwether applications. Prior

Other categories with ten selected finalists includes: Planning, Governance and Finance and Workforce Development. The time is now to help

Dear W.C., I am writing this letter with a broken heart. I am ashamed and disheartened that, at this point in my life, I have to ask you for help. Several people this past week have told me your organization is the only one that will be able to help. I do not want to see my children going hungry again. People don’t understand when I tell them there are many foods I cannot eat. It is not a fad diet I am on, it is an extremely disabling disease. It is too embarrassing to share with people when I go for assistance as I look fine on the outside. I have been accused of lying and cheating the system to try to get on disability. I

needs of the poverty-stricken. It just seems to be magnified during the holiday season. We are not an organization that provides a wish list for children in need or an “adopta-family” program. We are the type of organization that makes sure the lights are on, the rent is paid, a reliable safe vehicle is accessible and children, seniors and the handicapped are fed every day of the year. When the holidays come, we want to make sure our fellow creations are warm, safe and fed in addition to having any possible gifts under the tree. I contacted this mother after receiving a tearful voicemail message asking if we received her letter. After finding her letter in the stack of mail waiting to be opened, I called to speak to the letter writer. I was disheartened to hear that her phone number had been disconnected. I decided to pay a visit to the address on the letter. I arrived at the apartment complex and knocked on the door. It was answered by a thin woman with a small child in her arms. I introduced myself and immediately saw a glimmer of hope in her eyes. The young child asked the mother, “Who’s that Mommy?” The mother said, “This is the man I was telling you about. The one that would make sure you have Christmas dinner.” As I looked at the sweet child’s innocent face, I was glad I had chosen to visit this mother and children immediately. It would give us (time 2 6to2provide ) 8 7the 7 -help 3 6they 19 would need to move forward and to give the children a Christmas that would make them smile. After entering the small apartment, the mother set down the child who looked to be about 3 years old. Another child who looked a few years older sat on the couch looking at me curiously. I looked around the apartment and saw a tiny tree on a table with what looked to be children’s homemade ornaments. I walked to the tree and asked the children where they

purchased such beautiful Christmas ornaments. The older child immediately said, “We didn’t buy those, we made them.” I knew they had made them but I played along, asking, “How did you make these ornaments?” The children both gave me their description of how the ornaments were made out of magazines they found in the recycling bin and how they had found the tree in the apartment dumpster. I told the children how pretty the tree was, and I could see this made them proud. The mother smiled and asked the children if they could go clean up their room so we could talk. They both briefly complained like normal children do but then asked if I could come see their rooms. The mother asked the children, “Are you sure you want W.C. to see your messy room?” The children both shouted, “Yes!” so the mother gave her approval. I stuck my head in the tiny shared bedroom and was surprised to see there wasn’t much of a mess. The children didn’t seem to have many toys, so there was not enough stuff to cause a mess. The two single mattresses on the floor each had a blanket neatly spread over them. Once the children were busy in their room, the mother and I went to talk in the living room. I didn’t waste any time and got right to work. I asked the mother about her Celiac disease and she shared her many symptoms. She suffered some bone loss, dental problems, digestive disturbances, fatigue and joint pain. She had applied for disability and was still waiting her determination after nearly nine months. I asked how she had gotten by so far and she shared she had been receiving unemployment. That had come to an end, and she was behind in her rent two months and her utilities. She had used what little money she had left to pay her car payment and provide food when possible. Due to her dietetic needs, there were many common foods she could not consume. She

had not been that careful in the past as she had not been diagnosed and was eating a normal diet including fast and processed foods. When her symptoms could no longer be ignored, she had to give up her job as she could no longer explain the long frequent trips to the restroom. I have helped people before with this disorder and have family members who suffer from severe allergies to gluten, so I know this can be an embarrassing and expensive way of life. You must eat as little processed foods as possible and eat a whole food diet to keep yourself healthy. After discussing her dietary needs, we moved onto their financial needs. Going through her budget and bills, I could see she needed to be approved for her disability to get by. Her rent was very reasonable and her utility bills were low but she could not pay either without any income. The children’s father had not paid his child support or visited the children in many months. I told the mother she needed to remind him of the importance to his children of these child support payments. The mother said he often worked for cash so he would not have the child support deducted from his pay. This is another common thing I hear again and again. Once we reviewed the budget thoroughly, I told the mother the areas we would be helping in. Their rent would be brought up to date and paid into the future to hold them over until the mother’s disability was approved and hopefully the children’s father found his heart and helped his children. Their utilities would be also paid up and into the future. We provided her with grocery store gift cards so she could purchase foods that would be on her diet. At this point I looked up and noticed the mother was crying. She quickly apologized but I told her it was OK. The children must have heard the mother crying as they came running in the room questioning, “Why you crying, Mommy?” The mother smiled at the two children and scooped them up in a big hug. “Mommy is crying because she’s happy.” The children looked confused by this so the mother explained, “Sometimes you are so happy you don’t just laugh, you cry. Mommy is happy because W.C. said he is going to help us have a real Christmas dinner. Not a make believe one like we had for Thanksgiving. Isn’t that great?” Both children were bouncing up and down in their joy and excitement. After arranging the mother and children’s assistance I asked one of our volunteers to pick up a few toys for each of the children. I had asked the mother what was on their wish list and she slipped me a written list. It was modest, so I had the volunteer pick out a few other items that I thought the children might like. It would be good to see these children actually have toys to mess up their room with after Christmas. We will be following up with this mother and children in the future to monitor their financial position. We do not want them to fall through the cracks again during the

holidays or any time of year. That is our purpose. That is our mission. That is what we vow to do 365 days a year. It is a way of life, not just a seasonal charitable effort. Two from county to serve on juvenile officer’s association Two Lake County juvenile probation officers have recently been elected to serve on the Executive Board of the Lake County Juvenile Officer’s Association. Mario Urbina, a juvenile principal probation officer, has recently been selected as the vice president and Margo Ferretti, senior juvenile probation officer, was re-elected

to serve as the secretary for the association. “Both officers demonstrate dedication and commitment in their work in the field of juvenile court services and to the families of Lake County,” said Presiding Judge of Juvenile Court Valerie Boettle Ceckowski. The Lake County Juvenile Officer’s Association was or-

ganized in 1958 in response to a movement within the state for the organization of common goals and the treatment of juveniles within the Juvenile Justice System. The association promotes education activities and civic purposes within our community. Urbina has been with the 19th Judicial Circuit since 1988. He began his involve-

ment with the association over 28 years ago. For the past four years, Urbina has served as one of the directors of the Executive Board. Ferretti has been employed with the 19th Judicial Circuit since 1992 and has been a member of association for the past 23 years. Ferretti has served on the board for the past three years.

Lake County health department offers tips for weathering winter While winter is a great time for outdoor sports or sipping hot chocolate in front of a fire the season can also be a time of illness and injury if people fail to take appropriate health and safety precautions, according to the Lake County Health Department and Community Health Center. The following are some tips from department on how to avoid some of winter’s woes: Colds Colds are the world’s most common illness. More than 100 viruses can cause colds. While there is no vaccine to protect you, there are ways to lessen your chances of coming down with the illness. Keep the humidity up in your home (between 30 and 40 percent) since dry air dries out the mucous membranes in your nose and throat and causes them to crack, creating a place where cold viruses can enter your body. Wash your hands frequently and avoid contact with people who have colds. Build up your natural resistance by eating well, exercising and getting enough sleep. The Flu Influenza is an upper respiratory infection that can make persons of any age ill. Symptoms include fever, chills, cough and soreness, and aching in the back, arms and legs. Abdominal cramps, vomiting or diarrhea are not flu symptoms, although they can be present with flu because of a coincidental condition. The most important thing you can do is to get a flu shot. A vaccination can provide protection and might reduce severe outcomes such as hospitalization and death. Flu shots are available at pharmacies and health care providers throughout the county, as well as through the Health Department. In protecting yourself and your family, remember that frequent hand washing also helps prevent the flu. Other

good habits to help prevent the spread of any respiratory illnesses are to cover your mouth when you cough or sneeze, and stay home when you are sick. Hypothermia Hypothermia can be fatal if not detected promptly and treated properly. It occurs when the body temperature drops to 95 degrees or below. A 3.6-degree drop from a normal body temperature of 98.6 degrees may seem trivial, but it’s drastic for vital organs. The most common victims are older persons who have difficulty keeping themselves or their homes warm in cold weather. Senior citizens should take caution not to turn their thermostats down too low to save money. Seniors and/or low-income families struggling to pay their heating bills can apply for assistance from the Low Income Home Energy Assistance Program (LIHEAP) through the Community Action Partnership of Lake County (www.caplakecounty.org) or contact their township office. Infants less than one year of age are also at risk because they lose body heat more easily than adults, and cannot make enough body heat by shivering. The condition can develop over a period of time. Even cool indoor temperatures of 60 degrees can eventually trigger hypothermia. Symptoms include shivering, drowsiness, slurred speech, hallucinations and slow and shallow breathing. If you notice these symptoms in a person, take his or her temperature. If it is 95 degrees or below, call a doctor or ambulance, or take the victim directly to the hospital. Those who have inadequate heating at home should visit malls or other public places to stay warm. As always, check on neighbors who live alone and never leave infants, the elderly or pets alone in cold cars. When outdoors, be aware

of the added effect of wind chill. For example, 20-degree air temperature combined with a 20-mile-perhour wind has the effect of 10 degrees below zero on the human body. Frostbite When spending long periods of time outdoors during cold weather, be alert for signs of frostbite. It initially occurs in the nose, ears, fingers and toes, and can happen at any temperature below 32 degrees. Frostbitten skin is whitish, and stiff and feels numb rather than painful. Children are especially susceptible to frostbite because they can become so engrossed in their play that they overlook discomfort. To prevent frostbite, wear hats that cover the ears, scarves or masks to cover the face, and several layers of clothing to trap body heat. Mittens are better than gloves. To treat frostbitten skin, do not rub the area, since friction can cause further skin damage. Seek medical attention immediately. Warm the affected parts of the body with warm water for 20 to 40 minutes. Wrap the frostbitten area in blankets, sweaters, etc. Snow shoveling You should avoid shoveling snow unless you are in good physical condition. If you become breathless, stop, go indoors and warm up before continuing. Overexertion can cause heart attacks and lifting heavy snow can cause back ailments. Winter sports safety Lake County’s numerous inland lakes are frequently used for skating and snowmobiling during winter. If you skate on a lake or a pond, take safety precautions. Do not skate unless the ice has a uniform thickness of at least four inches. Have rescue devises, such as a rope, ladder and blankets on hand. Do not skate alone. If you are snowmobil-
