This year’s Winter Wine Walk will take place Saturday, Jan 23, with more than 20 local businesses participating. For the first time, check-in for participants will be at the Antioch VFW Post 4551, 75 North Ave. Each stop on the Parks and Recreation Department sponsored tour offers three wines for sampling along with a variety of hors d’oeuvres. This is the seventh year the popular event is being held. It has become a January tradition in the village and is once again a sellout. The recently formed Lake County Sheriff’s Gang Task Force, which includes the Fox Lake Police Department, has been successful since its formation six months ago. According to the Sheriff’s Office, in the past six months the Gang Task Force has arrested numerous Lake County gang members, and seized a significant amount of drugs, including: more than $259,000 cash, 26 guns, eight vehicles, 57 pounds of marijuana (street value - $1.2 million), 991 grams of powder cocaine (street value - $1.7 million), 613 prescription pills (street value - $6,284), 191 grams of crack cocaine (street value $19,040), 156 grams of heroin (street value - $243,120), 18 grams of wax (street Value - $500), seven ecstasy pills (street value - $175), five hits of acid (street value - $100). “I’m very proud of the impact the Lake County Sheriff’s Gang Task Force has made over the last six months,” Sheriff Mark Curran said. “They are making
positive results in keeping Lake County safe by responding to the numerous problems fueled by gang members.” Undersheriff Ray Rose said, “No matter where you are in Lake County, gang activity will not be tolerated. The Lake County Gang Task Force will continue to aggressively pursue and arrest those involved in illegal gang activity. We look forward to adding additional member agencies in the year to come.” The Lake County Sheriff’s Gang Task Force is a multijurisdictional task force, run by the Lake County Sheriff’s Office, consisting of local, county and federal agencies. Current participants in the Gang Task Force come from the Lake County Sheriff’s Office, Federal Bureau of Investigations, U.S. Homeland Security Investigations, Lake County Forest Preserve Police, Grayslake Police Department, Park City Police Department and Fox Lake Police Department.

Two unincorporated Spring Grove residents have been charged with kidnapping and aggravated battery for allegedly beating and holding a woman against her will in late December. On Jan. 8, the female victim came to the Lake County Sheriff’s Office, to report the incident that began on Dec. 27, according to sheriff’s officials. The victim reported she was at a residence in the 39200 block of North Jackson Drive, with an acquaintance, Dvino E. Thomas, 30, of the 39200 block of North Jackson Drive. The victim and Thomas got into an argument, according to officials, and Thomas allegedly began to punch the victim in the face and then began striking her with an object. Jori A. Urgo, 21, also of the 39200 block of North Jackson Drive, was also present during the argument and allegedly joined in punching the victim. Following the beating, the victim told investigators, Thomas then produced a gun and threatened he would kill her if she left the residence or notified the police. Thom-

On Dec. 29, the victim was able to leave the residence and was driven to a local hospital, where she was treated for a broDvino E. ken nose, Thomas bruises and a possible broken eye socket. On Jan. 11, sheriff’s detectives obtained an arrest warrant for Thomas for Jori A. Urgo aggravated kidnapping (Class X felony) and aggravated battery (Class 2 felony). Third Lake County judge to retire in January
Man charged in crash that injured deputy A Lake County Sheriff’s deputy was injured Jan. 10 when his squad car was struck by another vehicle as he tended to third vehicle that was in the ditch. A c cording to information Gaitano supplied Lombardo by the Sheriff’s Office, the deputy was on the scene of the car in a ditch at approximately 3 a.m., on southbound Highway 12, in the area of Russell Drive, Volo. The deputy was in a marked squad car and had the emergency lights activated. The deputy was blocking the inside lane of traffic, so a tow truck operator could remove the car stuck in the ditch, according to officials. While the sheriff’s deputy was on the scene, his squad was struck by another vehicle. Preliminary investigation shows a 2000 Toyota So-
Just shy of celebrating his 27th year on the bench, Lake County Circuit Judge Christopher Starck has announced his retirement. “While retirement brings some sadness and a few tears, it is something that we all look forward to and have worked very hard to achieve,” Starck said. As a former chief judge, he coined the phrase, “We are all in this together;” however, he has amended the phrase now to say, “You are all in this together.” Starck’s last day at the courthouse will be Friday, Jan. 29. His future plans include spending time with family, traveling, and completing some projects he hasn’t found time to complete. He also plans to do mediation and continue working with Supreme Court committees and initiatives regarding technology. Born in Chicago, Christopher “Kip” Starck grew up in Lake County attending grammar and high schools in Deerfield. He graduated from Carroll College in Waukesha and received his Juris Doctor degree from Loyola University School of Law in 1979. He worked in Waukegan and Chicago before he and Tom
lara, driven by Gaitano W. Lombardo, 20, of the 500 block of Old County Way, Wauconda, was traveling southbound on Route 12 approaching Russell Drive. As Lombardo continued southbound, he struck the marked squad car. The deputy was inside the squad car when it was struck by the Toyota. The squad car was pushed approximately 30 feet by the impact. Both the deputy and Lombardo suffered injuries in the crash. Both were transported to Good Shepherd Hospital, Barrington, and treated for non-life threatening injuries. Lombardo was subsequently charged with driving under the influence of drugs (Class A misdemeanor), unlawful possession of drug paraphernalia (Class A misdemeanor), failure to yield to an emergency vehicle, failure to reduce speed to avoid a crash and no insurance. Lombardo was being held in the Lake County Jail and was scheduled for a bond hearing Jan. 20.

Smoker, a former associate judge now deceased, formed their own Waukegan firm, Smoker and Starck, where Judge Starck specialized in civil litigation. Appointed associate judge in April 1989, his primary assignment was felony back-up where he heard several high profile and capital cases. In March 2000, he was appointed circuit judge by the Illinois Supreme Court and elected circuit judge in the 2002 general election. “Probably one of the highlights of my career include being elected chief judge and serving three terms in that position from Dec. 1, 2004, to Nov. 30, 2007,” said Judge Starck.. He was the last chief judge to preside over the 19th Judicial Circuit as a two-county
circuit, comprised of Lake and McHenry Counties. McHenry County became known as the 22nd Judicial Circuit in 2006. Another highlight was being appointed in 2000 as chair of a special Supreme Court Committee on Capital Cases. The committee proposed recommendations to the Supreme Court on the way death penalty cases were to be prepared and tried. In addition, Starck was recognized by the Supreme Court for his commitment to excellence in the delivery of numerous educational programs. Other appointments by the Illinois Supreme Court included serving on the Judicial Conference of Illinois Automation and Technology Committee, the Committee on Strategic Planning, and the
Executive Committee on the Supreme Court Business Policy Board. He was reappointed to the Judicial Conference Executive Committee and the Judicial Conference Study Committee on Complex Litigation. He has taught at the national level and has been certified to teach classes for the National Conference of Metropolitan Courts and at new judge seminars for almost 20 years. Starck has lectured at numerous seminars and conferences on topics including trial court standards, criminal law, and court security, and has been invited as a special guest to appear on radio stations WGN, WBBM and WKRS to discuss legal issues.
County issues 193 tickets during safety crackdown Three drunken drivers were arrested
The Lake County Sheriff’s Office issued 193 citations – including three for drunken driving – during it’s recently stepped up holiday traffic enforcement campaign. The traffic safety campaign ran from Dec. 18 through Jan. 3. As part of the national Drive Sober or Get Pulled Over drunk driving enforcement campaign, sheriff’s deputies exhibited zero tolerance for impaired driving. In addition to the drunken driving arrests, 50 seat belt citations were issued. During the campaign, there were 13 special traffic details throughout the county to focus on traffic safety. Small, but independent Ringwood became a village in spite of its tiny population

In 1837 two Vermont residents, Dr. Luke Hale and William Beach, accompanied by their families, left Vermont and traveled west eventually settling in the Northeast sector of today’s McHenry County. They stopped in an area just west of today’s Highway 31, and built their homes and founded what was to become known as the Village of Ringwood. Hale opened a medical practice. As physicians were in short supply, he treated residents from the immediate area and farmers from the surrounding area and continued to serve the settlers of the area for many years. The village was officially platted in 1854 and, according to legend, was given the name Ringwood when it was noted the area was surrounded by a ring of beautiful oak trees. The trees are still an important part of the Ringwood landscape. Once the village was platted it allowed the installation of roads and in-
frastructure, public amenities and allowed citizens to purchase plots of land for agricultural use and the construction of homes. Originally a farming community, the arrival of the railroad in 1855 encouraged development along the village’s main street, Barnard Mill Road, where a business district began to blossom. Ringwood was issued its own post office in 1845 to provide mailboxes for local residents and farms of the area. A general store, grocery store and a blacksmith shop could be found in town encouraging shoppers from the farms to come to Ringwood to purchase their supplies rather than going all the way to the larger community of McHenry for supplies. A hotel was built in 1848. A local cooperative creamery was formed in the 1800s, allowing Ringwood to join other McHenry County farmers as producers of milk that was shipped by railroad to Chicago. A sawmill was built at the western edge of Barnard Mill Road to provide building material for
local residents. Like many communities of the 1920s, dance halls were popular social centers. Ringwood, like surrounding towns, had its dance hall. The sound of music played by local bands could be heard in the downtown area until late in the night as residents enjoyed the social atmosphere. With the enactment of Prohibition the dances no longer served alcohol or did they? McHenry County was not known for adhering to prohibition. Movies projected out of doors on the side of a large building became the rage in 1930 and Ringwood had its own version of outdoor movies long before drive-ins became popular in the 1950s. The movies were projected against the side of a building, originally the Bradley and Foss store, which later became known as the Muzzy building. Industry began to grow in Ringwood when the building that was originally the Farmers Cooperative Creamery and later owned by Bowman Milk was again sold this time to Edval Chemical and

later Morton Industries. Ringwood residents became concerned as other communities began to grow and expand their boundaries that they would be forced to give up their independent status. In August 1991, Ringwood began its quest for incorporation. With a population of only 538 residents in 1993, far fewer than the number required for village incorporation at that time, a committee was formed to protect the autonomy of Ringwood and to prevent it from being annexed by the nearby community of Johns-
burg. The Citizens for Ringwood, after several unsuccessful attempts to incorporate, sent a committee to Springfield to meet with Sen. Dick Klemm to lobby for an exemption. The committee consisting of Ringwood residents Rick Mack, Lynn Bauer, Leon Schmitt, Ruth Brennan, and Roland Bauer were successful in obtaining the exemption. On Nov. 15, 1994, Ringwood with its 537 residents officially became a village following a vote of 219-21. The first Village Board in-
cluded Darrell Everett, Mike Hogan, Kevin Bauer, Wes Bruce, Kelley Kepes, Mary Swanson, Larry Schmitt and Village President Rick Mack. While today the business section in downtown Ringwood has all but disappeared, farms are still present along with an industrial center, and growing housing developments. Ringwood remains a vibrant community with continued plans for growth while maintaining the pastoral country flavor it has always enjoyed.

Third Lake County judge to retire in January
Man charged in crash that injured deputy A Lake County Sheriff’s deputy was injured Jan. 10 when his squad car was struck by another vehicle as he tended to third vehicle that was in the ditch. A c cording to information Gaitano supplied Lombardo by the Sheriff’s Office, the deputy was on the scene of the car in a ditch at approximately 3 a.m., on southbound Highway 12, in the area of Russell Drive, Volo. The deputy was in a marked squad car and had the emergency lights activated. The deputy was blocking the inside lane of traffic, so a tow truck operator could remove the car stuck in the ditch, according to officials. While the sheriff’s deputy was on the scene, his squad was struck by another vehicle. Preliminary investigation shows a 2000 Toyota So-
Just shy of celebrating his 27th year on the bench, Lake County Circuit Judge Christopher Starck has announced his retirement. “While retirement brings some sadness and a few tears, it is something that we all look forward to and have worked very hard to achieve,” Starck said. As a former chief judge, he coined the phrase, “We are all in this together;” however, he has amended the phrase now to say, “You are all in this together.” Starck’s last day at the courthouse will be Friday, Jan. 29. His future plans include spending time with family, traveling, and completing some projects he hasn’t found time to complete. He also plans to do mediation and continue working with Supreme Court committees and initiatives regarding technology. Born in Chicago, Christopher “Kip” Starck grew up in Lake County attending grammar and high schools in Deerfield. He graduated from Carroll College in Waukesha and received his Juris Doctor degree from Loyola University School of Law in 1979. He worked in Waukegan and Chicago before he and Tom Smoker, a former associate

As Lombardo continued southbound, he struck the marked squad car. The deputy was inside the squad car when it was struck by the Toyota. The squad car was pushed approximately 30 feet by the impact. Both the deputy and Lombardo suffered injuries in the crash. Both were transported to Good Shepherd Hospital, Barrington, and treated for non-life threatening injuries. Lombardo was subsequently charged with driving under the influence of drugs (Class A misdemeanor), unlawful possession of drug paraphernalia (Class A misdemeanor), failure to yield to an emergency vehicle, failure to reduce speed to avoid a crash and no insurance. Lombardo was being held in the Lake County Jail and was scheduled for a bond hearing Jan. 20.

In addition, Starck was recognized by the Supreme Court for his commitment to excellence in the delivery of numerous educational programs. Other appointments by the Illinois Supreme Court included serving on the Judicial Conference of Illinois Automation and Technology Committee, the Committee
on Strategic Planning, and the Executive Committee on the Supreme Court Business Policy Board. He was reappointed to the Judicial Conference Executive Committee and the Judicial Conference Study Committee on Complex Litigation. He has taught at the national level and has been certified to teach classes for the National Conference of Metropolitan Courts and at new judge seminars for almost 20 years. Starck has lectured at numerous seminars and conferences on topics including trial court standards, criminal law, and court security, and has been invited as a special guest to appear on radio stations WGN, WBBM and WKRS to discuss legal issues.
County issues 193 tickets during safety crackdown Three drunken drivers were arrested
The Lake County Sheriff’s Office issued 193 citations – including three for drunken driving – during it’s recently stepped up holiday traffic enforcement campaign. The traffic safety campaign ran from Dec. 18 through Jan. 3. As part of the national Drive Sober or Get Pulled Over drunk driving enforcement campaign, sheriff’s deputies exhibited zero tolerance for impaired driving. In addition to the drunken driving arrests, 50 seat belt citations were issued. During the campaign, there were 13 special traffic details throughout the county to focus
on traffic safety. A total of 193 citations were written including 45 for speeding and 13 for driving with a suspended or revoked driver’s license. “What should be a merry and joyful time of year gets overshadowed by drunk driving, time and time again,” said Sheriff Mark Curran. “We gave Lake County drivers plenty of warning that we would be stopping drunk drivers, and we did just that. At the start of the New Year, fitness centers commonly see a surge in memberships from those who resolve to get in shape. Snap Fitness is no different with an increase of 30 new members this month, according to Jennifer Hauldren, general manager of the Twin Lakes, Wis., facility. The Twin Lakes location serves an average of 300 members annually, she said. Snap Fitness also has facilities in Richmond, Fox Lake, Lake Villa and Round Lake Beach. Another incentive is Snap Fitness’ offer of a free month and trial memberships, obtained at the corporate website. The incentives have paid off for the business, securing some loyal customers. “We have long-term members that have been here since day one,” Hauldren said.
