Police use tear gas to flush assault suspect A 37-year-old Antioch man faces multiple assault charges following a domestic dispute that put a local neighborhood on edge for five hours July 13. Antioch police shut down several roads and advised neighbors of a residence at 765 Highview Court to shelter in place while they attempted to negotiate with Jacobi Marotta, who allegedly beat and held a gun to the head of his girlfriend. Officers responded to the residence just before noon for a report of a man with a gun, according to a press release issued by the Antioch Police Department. Police met with the female victim, who reported that her boyfriend held a gun to the back of her head and threatened to shoot her dog. The victim also reported that Marotta struck her several times with the gun, the news release alleges. Officers reported seeing Marotta retreat inside the residence when they arrived. Police then secured a perimeter around the house, according

Negotiations were attempted with Marotta to convince him to exit the home, but he refused the request, according to Jacobi Marotta the release. Police then used tear gas to flush Marotta from the home and he was arrested without incident. The surrounding roads were reopened at approximately 5 p.m. Police have sought charges against Marotta that include two counts of aggravated battery, a Class 3 felony; two counts of enhanced domestic battery, a Class 4 felony; and one count of aggravated assault, a Class A misdemeanor. As of late last week Marotta was being held on $500,000 bond.

Two die in fiery crash

Others hurt as pickup truck plows into motorcycles

A fiery crash in Fox Lake Saturday killed a 60-yearold Spring Grove man, and 43-year-old man from Central Wisconsin, according to authorities from two counties. Charles Kleffner, of Spring Grove, was pronounced dead at the scene by the Lake County Coroner’s Office. He was the driver of a pickup truck that reportedly veered towards the median of State Park Road, colliding with a group of motorcyclists at about 3 p.m. One of the motorcyclists, 43-year-old Matthew Stautz of Rothschild, Wis., had been transported to Centegra Hospital in McHenry, where he was pronounced dead, according to a coroner’s report Sunday. Authorities from two agencies reported two motorcycles and the pickup truck were engulfed in flames at 3:10 p.m., and when they arrived. Officials saw multiple passing motorists pulling the victims from the wreckage. Fox Lake Fire Commander Brent Connelly said his department was called to the scene near the 6800 block of State Park Road for a motor

We live in a culture where people fear shopping cart handles. To be fair, it’s not the handles themselves. It’s the germs residing on said handles. Germs can make us sick. Brothers robbed while “Oliver!” opens Friday at PM&L playing Pokémon Go Teen brothers who were playing the popular cell phone game Pokémon Go were robbed of their smart phones at gunpoint last week, according to the Lake County Sheriff’s office. On July 14 at approximately 10:08 p.m., Lake County Sheriff’s Deputies responded to the area of Morton Drive and Carol Lane in unincorporated Lake Villa for the armed robbery report. According to sheriff’s of-

ficials, the two teens were walking in the area playing Pokémon Go. As they did, a vehicle described as a dark-colored older model four-door parked near them. Two men, described as being in their early 20’s, got out of the car and approached the teens. One is white with spikey hair and the other is black with dreadlocks and was not wearing a shirt. The black man allegedly flashed a gun and took the

phone of one of the teens. The white man allegedly took the phone of the other teen. The suspects then fled in their car. Neither teen was hurt during the robbery, according to officials. Suspected drunken driver hits pedestrians Two women were injured Thursday when struck by a pickup truck as they crossed the street, according to Antioch police. The driver of the truck was held by police under suspicion of drunken driving, according to a press release issued by the department. Officers responded to the

Two people are dead and four others hurt following a fiery crash that involved several motorcycles and a pickup truck in Fox Lake Saturday, according to a village fire official. Fox Lake Fire Commander Brent Connolly said his department was called to the scene near the 6800 block of State Park Road, near Vacation Village, at about 3:10 p.m. for a motor vehicle accident, but responders soon learned it involved several motorcycles and the pickup truck. “By the time we got out of the station, within a minute or so, a dispatcher told us there were multiple motorcycles and a pickup truck,” Connelly said. When the Fox Lake Fire Department, along with several other agencies arrived at the scene, they discovered two motorcycles and the pickup truck engulfed in flames, a police department press release reported. “The pickup truck drove into the northbound lanes striking two motorcycles,” the release said. “One motorcycle driver laid his bike down on the pavement to avoid the accident.”

Others hurt as pickup truck plows into motorcycles

Passing motorists stopped to help, pulling victims from the wreckage. However, the driver of the pickup truck was pronounced dead at the scene. One of the motorcyclists, Matthew Stautz, 43, of Rothschild, Wis., was pronounced dead at Centegra Hospital McHenry, according to a McHenry County Coroner’s report Sunday. Additionally, a woman who was on one of the motorcycles was in serious condition at an area hospital and four others have minor injuries, according to Connelly. Identities of all victims were not immediately released pending notification of family members. Assisting Fox Lake Police and Fire were Lake and McHenry county sheriff’s personnel, Spring Grove Police, and EMS officials from Antioch, Spring Grove and Lake Villa. The crash closed of State Park Road near Highway 12 for nearly six hours, according to the release. “The accident is being investigated by the Lake County Major Crash Assistance Team, which was called to the scene,” the release stated.

The First Fire Protection District Board of Directors on July 14 instructed Deputy Fire Chief John Cokefair to request a third set of bids for dive team equipment for 10 divers. The bids were originally put out in January and then again more recently. This second time, no bids came back, so Cokefair considered working with one vendor. The district’s attorney, Dan Venturi, questioned the wisdom of doing that and suggested that the board require another 10-day bidding process. Cokefair had considered working with the one vendor who had responded with a written bid in January and more verbally but not in writing a price lower than previously given. The board agreed with Venturi’s suggestion and explained that something in writing was needed. Secretary-Treasurer Carolyn Van Patten explained that another reason for a written bid is to facilitate paperwork for a loan from Tax Exempt Leasing. The district will borrow

$203,000 to pay for dive equipment as well as six cardiac monitors. The money will be available on Aug. 1 with the first payment due on Sept. 1. The Antioch Fire Department already has one new cardiac monitor on one vehicle that was part of the purchase of a fire truck. When the other six arrive, three engines and four ambulances will be equipped with advanced life support apparatus, according to Cokefair in a statement made after the meeting. Cokefair also explained the possibility of purchasing an automatic CPR machine. The machine costs $15,000 and can be strapped on a patient, freeing up hands for other duties in the ambulance. “The Lion’s Club has already donated $2,500 toward the purchase,” he explained. “Diana Horton is working with the vendor to lower the cost. We can also use money from the foreign fire funds to help pay for the device.” Illinois Foreign Fire Fund could be available, along with money raised by the firefighter’s association. The money from the Il-

linois Foreign Fire Fund is insurance taxes collected by the Illinois Municipal League from companies outside the state that insure Illinois residents for fire. The league distributes the funds to fire departments across the state to provide for the needs of the departments to compensate for what is not provided by the municipality. Address signs advance Fire district Administrator Ted Jozefiak told the board the last 500 emergency address signs would be put up in the fire district this summer. The signs will be placed next to mailboxes to help emergency service providers; law enforcement, and fire and rescue providers, better locate sites from which emergency calls originate. In a later interview, Jozefiak explained the process of installing the signs began a couple years ago but was interrupted because of financial issues. “We still have some financial issues, but we have had calls from residents who requested the signs be installed,” he said.

Lake County included in president’s justice initiative Data-driven program will help divert low-level offenders

Lake County, is participating in a new, bipartisan national data-driven justice initiative, launched by the Obama administration. Lake County is among 67 city, county, and state governments across the country that have been selected to join this initiative. Lake County Board Chairman Aaron Lawlor said, “We are proud to be part of this national team that will focus on using data-driven strategies to divert low-level offenders with mental illness out of the criminal-justice system and into effective, community-based care. Lake County and the nation are combating a crisis related to properly treating people with mental illness. “I believe this is the greatest moral imperative for our leaders to address,” Lawlor said. “Our jails should not be mental health hospitals. By working together, we can not only save taxpayer resources by reducing our jail population, but also help stabilize families and better serve our communities.” A delegation from Lake

real- or near real-time local data exchanges that combine justice, health or other system data, as appropriate and consistent with applicable legal and privacy protections, to enable identification of multiple public system “super-utilizers;” • Diverting this population, as well as people who may be committing low level crimes primarily due to mental illness, from the criminal justice system prior to arrest, where appropriate, and linking them to care management or other community-based services; • Continuing to use data-driven risk assessment tools to ensure decisions on pre-trial release are informed by empirically validated methods of gauging defendants’ risk to the community, not ability to pay or other extraneous information. Venetian Night, Land and Lake Days set Fox Lake’s ninth annual Venetian Night is scheduled for Aug. 9. This year’s theme is “It’s 5 O’clock Somewhere On The Chain,” inspired by Jimmy Buffet. Attendees are invited to dress up in their best tropical wear as they enjoy the Venetian-style boat parade from both land and water. The parade will set sail at 7:30 p.m. from Pistakee Lake in front of Famous Freddie’s Roadhouse, 510 S. Park Ave., to Dockers Restaurant and Lounge, 33 W. Grand Ave. The celebration will continue until midnight, with DJ entertainment, dancing in the street, and a variety of food and beverages available from vendors. Police use tear gas to flush assault suspect A 37-year-old Antioch man faces multiple assault charges following a domestic dispute that put a local neighborhood on edge for five hours July 13. Antioch police shut down several roads and advised neighbors of a residence at 765 Highview Court to shelter in place while they attempted to negotiate with Jacobi Marotta, who allegedly beat and held a gun to the head of his girlfriend. Officers responded to the residence just before noon for a report of a man with a gun, according to a press release issued by the Antioch Police Department. Police met with the female victim, who reported that her boyfriend

held a gun to the back of her head and threatened to shoot her dog. The victim also reported that Jacobi Marotta M a r o t t a struck her several times with the gun, the news release alleges. Officers reported seeing Marotta retreat inside the residence when they arrived. Police then secured a perimeter around the house, according to the release, and requested the assistance of several area police agencies, including the Northern Illinois Police Alarm System.

Negotiations were attempted with Marotta to convince him to exit the home, but he refused the request, according to the release. Police then used tear gas to flush Marotta from the home and he was arrested without incident. The surrounding roads were reopened at approximately 5 p.m. Police have sought charges against Marotta that include two counts of aggravated battery, a Class 3 felony; two counts of enhanced domestic battery, a Class 4 felony; and one count of aggravated assault, a Class A misdemeanor. As of late last week Marotta was being held on $500,000 bond.

Suspected drunken driver hits pedestrians Two women were injured Thursday when struck by a pickup truck as they crossed the street, according to Antioch police. The driver of the truck was held by police under suspicion of drunken driving, according to a press release issued by the department. Officers responded to the

intersection of Toft Street and Lake Street, at 9:43 p.m. for a vehicle vs. pedestrian crash. According to police, the driver of a Ford F-250 had turned northbound on Toft Street from east Lake Street and struck the women, ages 66 and 68, who were walking across Toft Street at the

crosswalk. Both women were transported to Condell Hospital, Libertyville, for treatment of their injuries. A report on their conditions was not available. The Lake County Major Crash Assistance Team was contacted to assist with the accident investigation.

A Wisconsin appellate court granted a stay in placement, pending appeal, of a violent sex offender into a Town of Wheatland residence, according to a Kenosha County Sheriff’s news release. The proposed Department of Health Services placement involves Michael McGee, convicted in 1987 of second-degree sexual assault and burglary in Racine, into a home at 32200 Geneva Road, next door to a family that has a 1-yearold. McGee, 53, still resides at Sand Ridge Secure Treatment Facility in Mauston. Defense motions rejected in Circuit Court Friday

Contrary to defense arguments, Andrew Obregon did not endure improper interrogation techniques and was aware of his rights when questioned by authorities following his arrest Oct. 13 in Zion, according to a Kenosha County, Wis., Circuit Court judge. Additionally, Circuit Court judge Chad Kerkman on Friday also rejected a motion to change venues, keeping the trial in Kenosha County. Obregon, 33, accused in the first-degree intentional homicide of Tywon Anderson last September, faces 28 other felony charges including first-degree attempted intentional homicide during his last attempt to avoid capture Oct. 13. Defense attorneys Kristyne Watson and Carl Johnson claimed Obregon endured alleged mistreatment during interrogation, was given empty promises about the arrest of his mother, Susan, and was under the influence or having withdrawals from crack cocaine use. Additionally, the defense contends Obregon suffered physical distress after suffering dog bites and a gunshot wound to the right arm when taken down by the Zion Police Department and its canine unit, following a high-speed pursuit and subsequent foot chase Oct. 13. However, according to video recordings of all interrogations submitted into evidence, there were no signs of law enforcement misconduct. “The state was in compliance with the Miranda requirements, that they read the Miranda Rights to the defendant and the defendant voluntarily waived his right and chose to speak,” Kerkman said. Additionally, upon release from Vista Medical Center East at 6 p.m., where he received treatment for injuries in the capture, authorities transported him to the Zion Police Department. There, detectives gave Obregon 45 minutes to rest, meeting his needs, including a blanket when he complained of being cold, a request to remove his handcuffs, and giving him Gatorade when he felt dehydrated.

Additionally, authorities delivered him McDonald’s food along with a towel to prop up his right arm. “The deAndrew fendant was Obregon told he would be given time to eat, relax and that law enforcement would come by and talk later,” Kerkman stated. “The defendant was alone – he was resting, he was eating.” Shortly before 10 p.m., Obregon used the restroom when offered, asked for Ibuprofen, and was given Tylenol to ease reported arm pain. Minutes later, detectives reviewed the Miranda rights with Obregon, which he waived. The defense argued his rights were violated, but citing Obregon’s past contacts with law enforcement, he had always demonstrated a willingness to discuss issues with authorities since 1998. In regards to allegations Obregon had been under the influence, Det. Jeffrey Bliss stated there were no symptoms he recently used drugs. “The defendant stated he last used crack a week prior,” Kerkman summarized. “He did not appear to be confused.” In regards to his mother, who was arrested and convicted for aiding Obregon on two occasions during his 22-day stretch of crimes, the defense contends that law enforcement gave him empty promises. “No promises, no threats were made,” Kerkman asserted. Venue change denied Regarding a change of venue, the defense claimed Obregon would not received a fair trial, citing “inflammatory” media coverage and statements made by both Racine and Kenosha county sheriff’s offices. Johnson said Kenosha County Sheriff David Beth, at times, called Obregon a thief and “crackhead” while Sheriff Christopher Schmaling of Racine County stated he was “Public Enemy No. 1.” Additionally, the defense contends that with social me-

dia, it is not known how far the news and details extend to. “With social media, these stories grow exponentially,” Johnson said. “That will make it difficult to find a fair and impartial jury.” Despite pleas to change the venue, Kerkman stated once the case goes to a jury, nearly one year will have lapsed. “People have short term memories,” Kerkman said. With most of the crimes occurring west of Interstate 94, Kerkman said a fair trial is possible within city limits, where most of population lives. To quell concerns, Kerkman has requested both the prosecution and defense to submit jury questionnaires, with an Aug. 5 deadline for prosecutors and Aug. 19 for the defense.

(Ventura) had come to see if the new water patrol officer needed any help getting the boat on the lift.” “I was very impressed with him,” Faber added. Phone messages for the Wisconsin State Patrol went unreturned. In the press release, the state patrol said it is conducting technical reconstruction of the incident. “Investigation is ongoing as to the cause of the single vehicle crash,” the release said. According to the Town of Salem website, the Public Safety Department has two permanent part-time officers and 10 seasonal water patrol officers, all of whom are state-certified in law enforcement. The department is responsible for investigating complaints related to ordinance violations, addressing traffic issues and compliance checks. While they can make criminal arrests, their major role is to issue traffic and ordinance citations.

Officials don’t know why an on-duty Town of Salem, Wis., Public Safety Officer had his squad’s emergency lights activated, left the roadway and fell into a ditch, costing him his life on July 8. The Public Safety Officer, identified as 33-year-old Michael Josua Ventura, reportedly travelled west on Highway 50, near Highway B, when he lost control of his squad car and was ejected from the vehicle, according to a Wisconsin State Patrol news release. When deputies from the Kenosha County, Wis., Sheriff’s Office arrived, they discovered the vehicle in the ditch north of Highway 50, and emergency responders requested help from Flight For Life to transport him to Froedtert Hospital in Wauwatosa, Wis., where he was pronounced dead. “The Town of Salem Public Safety Director, Chief David Shortess has made notification to the deceased officer’s family and has requested that the Wisconsin State Patrol handle the initial crash investigation.” Salem Town Administrator Pat Casey told the Report the investigation is still ongoing with no additional development as of Monday afternoon. s the Lake Geneva mail boat celebrates its 100th year of pier deliveries, Capt. Neill Frame has been at the helm nearly half that time. “This is my 47th year driving the boat,” Frame told riders on board June 15 – the first day of the 101st season of mail boat deliveries. “Some day I’m going to get a real job.” Working for the cruise line has been Frame’s “real job” since 1974 – he started driving the mail boat part-time a few years before that. The Woodstock, Ill., native grew up in the boating business. “I’ve been around boats all my life,” said Frame, 75, of Lake Geneva. “My folks were in the boat business down in northern Indiana when I was a little kid.” Frame’s family moved to Indiana from Illinois when Frame was young. When his father retired around 1959 or 1960, his folks moved to Lake Geneva, where the family had come to swim in the summers. “By that time, I was married,” said Frame, who still lived in Indiana but came to Lake Geneva some weekends to visit his parents. While in Lake Geneva, Frame

spent some time down at the boat landing and got to know some of the people involved with the cruise line. In 1963, Frame moved to Milwaukee and began spending every weekend in Lake Geneva. At that time, the cruise line hired him as a speedboat driver. “Within the next season, I was driving excursion boats on a parttime basis,” he said. Frame learned to pilot all the boats in the fleet. The company has eight boats in its fleet, and vessels have come and gone in Frame’s 47 years with the Lake Geneva Cruise Line. In 1963, he said, the Lady of the Lake was brand new. The Belle of the Lake came into being in 1972, he said. Around 1969, Frame moved to Lake Geneva and went into the lawn mower business with his father and started driving the mail boat part-time so the regular captain could take a day off. In 1974, Frame started working for the company full-time and started driving the mail boat fulltime in 1975. Summers were spent leading tours around the lake and winters were spent maintaining the fleet and shoring up the pier area against winter weather. When his wife, Pat Frame, retired 12 years ago after more than 30 years teaching in Lake Geneva schools, Frame decided to

slow down too. “It was time,” he said. “It was time for me to not work full-time. Maintenance work in the winter is pretty physical, so I kind of cut back, but I still drive the mail boat six mornings a week.” On Sunday, Frame takes the day off, and Ray Ames replaces him at the helm of the mail boat. The mail boat operates seven days a week, delivering newspapers on Sunday.

Lay of the lake

Frame said he has no plans to retire from driving the mail boat and said the challenge of maneuvering the vessel along piers has kept his interest for nearly five decades. “You’re maneuvering in and out of the docks, working in some pretty tight places with the boat,” he said. “I enjoy doing that.” Getting a boat as large as the mail boat close enough to piers for someone to jump from the boat on to the pier and deliver mail isn’t possible on most lakes, Frame said. “Many lakes you couldn’t do it because it isn’t deep enough,” he said. Because Geneva Lake was formed by a glacier, 90 percent of the lake is at least 10 feet deep. The boat needs at least 5 feet of water to maneuver in, and, on Geneva Lake, the boat can

come to the end of a 50-foot pier and still have 8 feet of water to operate in, Frame said. Working with the high-school age mail jumpers – the families of whom have been mail jumpers for generations in some cases – has kept him young. “I’m going to be 76 this summer, and I just don’t feel that,” he said. To celebrate the mail boat’s 100th year, the cruise line had a reunion of mail jumpers and captains this year. About 80 people attended, Frame said, many of them family members who carried on the tradition of jumping from the boat on to piers to deliver mail. “It’s kind of a family-oriented company,” said Frame, whose son was captain of the boat that goes to Black Point Estate for a time.

Ellen Burling, office and group sales manager for the company, started out as a mail boat jumper and both her son and daughter were mail-boat jumpers. Burlington High School graduate and Dallas Cowboys quarterback Tony Romo gave mail boat jumping a shot earlier this month. “He’d never even seen it done,” Frame said. After watching video clips of the mail-boat jumpers shown on board, “He said, ‘Oh, I could probably do that,’” Frame said. “One jump, and he did it like he’s always done it. It’s fun.”

101st season June 15, people from Sweden were on board. “Boy you got up before the rooster to get here this morning,” Frame said to them. Delivery of mail by boat began on Geneva Lake in

1916 as a convenience to summer residents, Frame told riders. “In those days, you picked up your mail at the post office,” he said. “It started out as a necessity.” Travel by boat was more

convenient in those days. “The roads were very primitive, and the transportation was horse and carriage,” Frame said. At that time, one of the local dairies owned a little steamer and delivered dairy

At the May 24 hearing, DHS officials said they searched dozens of counties in Wisconsin, but could not find suitable housing. Both the Town of Wheatland and Kenosha County Corporate Counsel responded, filing motions with the Wisconsin Court of Appeals, District II in Waukesha.

On the same day, the Town of Wheatland red-tagged the Geneva Road property, barring anyone from living in the home due to and alleged lack of permits. However, after inspection in the presence of Kenosha County Corporate Counsel, Fond du Lac-based landlord Ladoga Property Management LLC and Wheatland personnel, the red-tag was removed and the property cleared. Jennifer Kopp of Kenosha County Corporate Counsel’s office said they are working diligently to ensure the safety of the community. “We had filed a stay until the appeals process is exhausted,” Kopp said. The court of appeals, composed of three judges, will determine if the placement is appropriate, but the timetable is unknown, Kopp stated. “Right now the court of appeals will decide unless it is remanded down to the circuit court,” she said. “My guess would be early fall.” “It is difficult to tell but it will depend on the decision made by the court,” she added.
