I-94 reconstruction completed for Kenosha area By Anne Trautner STAFF WRITER
The Wisconsin Department of Transportation has officially completed the reconstruction project of Interstate 94 in the Kenosha area. “Kenosha County is the front door of people coming into Wisconsin from the south from Illinois and all points of the country, so it is really good to be a good first impression to people coming into our county,” said Lou Molitor, president and chief executive officer of the Kenosha Area Chamber of Commerce. “And this completed interstate project gives a great first impression.” The 35-mile transportation artery now boasts improved interchanges to a tight diamond configuration,
an additional lane in each direction for a total of eight lanes, new pavement, modern structures and aesthetic treatments. “With the opening of the I-94 corridor, the Kenosha Area Convention and Visitors Bureau looks forward to welcoming more visitors and increasing visitor spending in the Kenosha Area. Despite the challenges travelers and locals faced during construction, visitor spending growth has averaged 5.2 percent annually since 2010,” said Dennis DuChene, president of the Kenosha Area Convention and Visitors Bureau. The north-south corridor of I-94 was first built in the late 1950s and early 1960s. Traffic volume on I-94 has increased steadily over the
years, with the Kenosha area seeing the highest growth, according to DOT documents. Safety issues and traffic congestion called for a complete redesign and reconstruction. “Now it’s four lanes wide, it’s quiet, it’s smooth, it has ease of egress in the exchanges both west and east into the county, so it is a great addition to Kenosha,” Molitor said. To commemorate the completion of the project, a ribbon-cutting ceremony was held Nov. 13 at the Kenosha Area Visitor Information Center. DOT Secretary Mark Gottlieb, along with local officials, business owners and residents attended the cere-
mony, which was presented by DOT, the Kenosha Area Chamber of Commerce, and Kenosha Area Convention and Visitors Bureau. At the ceremony, thanks were given to the Wisconsin Transportation Builders Association, consultants and construction crews who worked on the project. In addition, businesses and residents were acknowledged for their patience and cooperation during the construction phase. Birchwood Grill, Culver’s and The Brat Stop provided refreshments for the event. Thursday marked the completion of years of work on I-94 in Kenosha County. In fall 2010, the Highway C interchange in Kenosha County was completed. That
project consisted of restructuring the location to a tight diamond interchange, eliminating the unsafe movements from the previously existing crisscrossing ramp/ frontage road configuration at the interchange. Last fall, the Highway 158 interchange was completed in a similar way, with the interchange being reconstructed to a tight diamond interchange to eliminate the crisscrossing ramp/frontage road configuration that had been there. The Highway 50 interchange also was completed last fall. That interchange was reconstructed to a tight diamond interchange with new connecting ramps to and from 71st Street on the north side.
Highway 50 is being widened between 130th and 104th streets to three lanes in each direction. That project – which is designed to improve safety and capacity – is scheduled to be completed this fall, according to DOT. The existing crisscrossing ramp/frontage road configuration at State Highway 142/ County S currently is being reconfigured to become a tight diamond interchange. DOT expects that project to be completed this fall as well. DOT has scheduled projects for Racine and Milwaukee counties for 2018 and beyond. The I-94 mainline, County E interchange and County KR interchange are slated to be reconstructed in 2018.

Durkee left an indelible mark on Kenosha Rich history surrounds former businessman, politician

Anyone familiar with Kenosha’s history is aware of the name Charles Durkee – a businessman, politician and man who had a major influence on both the development of the City of Kenosha and political decisions of the time both local and national. Durkee was born in Royalton, Vermont, on Dec. 10, 1805. He attended local schools and the Burlington Academy in Vermont. After schooling he pursued a career in a mercantile business. Durkee married Catherine Putnam and together they embarked on a journey westward to start a new life. The Durkees left New England in the beginning of 1836 and traveled west to Wisconsin, settling in an area along Pike Creek that later became known as Southport and was eventually renamed Kenosha. They fell in love with the beauty of the area that featured many trees, vibrant foliage and the lakefront. Using the oak and black walnut trees that grew in the area, they built a log cabin for their home. Life was good for the couple and Durkee purchased land that stretched from the lakefront to the center of town. It is said he became the largest landowner in

Charles Durkee spent many years of his life helping Kenosha become the city it is today. He served in the U.S. House of Representatives in the 31st and 32nd Congress, and as a Senator from 1855 to 1861. He later served as the Governor of Utah.
the area with that purchase. Life wasn’t good for long however, as Catherine became ill at the age of 25 and died. At her request, she was buried on the north end of her husband’s property. Following her death, Durkee donated several additional acres of land surrounding her grave to the city to be used as a cemetery – the first designated cemetery in Kenosha and remains an active burial ground today. Now alone, Durkee focused on his business, increasing his land holdings, other business dealings and he also became interested in the development of the community and in politics. Durkee welcomed new settlers to the area and was known for selling them land at reasonable prices. For many it was said that he held the mortgages at reasonable rates. Durkee led a drive to provide Southport with a large port facility to facilitate trade and movement of goods. In 1836, Wisconsin gained territorial status and Durkee became a member of the territorial legislature. It was not surprising then, when Wisconsin was granted statehood in 1848, that Durkee was elected to serve in the House of Representatives where he served two terms from 1848 to 1853. He was also designated as a delegate for the World’s Peace Convention in Paris. In 1854 Durkee ran as a Republican for a Wisconsin senator’s seat. He won the election and went to Washington where he lobbied for the port in Kenosha and was very active – along with Michael Frank – in the fight for free public schools. Durkee was a champion for worker’s rights and also very active in the fight for progressive homestead laws. Caroline Lake became Charles Durkee’s second wife. According to Green Ridge Cemetery records, they were the parents of two sons but like many others of that time, the children did not survive childhood. Charles Jr. died at the age of 4 in 1847 and his younger brother Harvey died at the age of 3 in 1858. No other children were noted in the records. In 1861 the Durkees began construction of a home on 10

acres of land directly on the lakeshore. It was an elegant showplace built of a cream colored brick in the Italianate Victorian style. A widow’s walk crowned the house and an ornate wooden wraparound front porch added to its attractiveness. The home was three stories tall and featured a ballroom on the third floor. Bedrooms were on the second floor. The home featured fireplaces for heat, parquet floors, and louvered windows, which would let in the summer lake breezes. A suspension stairway – the largest of its type in Wisconsin – greeted anyone who stepped into the home. Today, the importance of the home is recognized both nationally and by the Society for the Preservation of Wisconsin Landmarks. Like much of the nation Charles Durkee was shocked at the assassination of Abraham Lincoln. It is said that while in attendance at Lincoln’s funeral, Durkee was appointed by Lincoln’s successor, Andrew Johnson, to become the governor of the Utah territory. So, at the age of 60, the Durkees packed up and left their beloved City of Kenosha and traveled west to their new home. The mansion on the lake was sold to St. Matthew’s Episcopal Church with a stipulation that an annuity be paid to Caroline until her death. Durkee remained governor of the Utah Territory until his failing health led him to retire. He died on Jan. 14, 1870 in Omaha, Nebraska. Prior to his death, according to one account, Durkee was trying to return to Kenosha. He did so eventually and is interred in Green Ridge Cemetery.

• Destruction At approximately 11:31 p.m., two sheriff’s deputies, who were positioned at Highway 134 and Forest Avenue in Ingleside, saw the vehicle drive north on Forest from Highway 134 at a high rate of speed. The vehicle turned around and drove back south on Forest, toward the two sheriff’s deputies. Both deputies were able to move their squads to avoid being struck. One squad was damaged after backing in to a guardrail during the incident. The fleeing vehicle turned east on Highway 134, striking another pickup truck head-on. Maas put the vehicle in reverse, and accelerated toward one of the sheriff’s deputies, striking the squad car while the deputy was inside of it. The offender

At this time, a Round Lake Heights officer shot at the offending vehicle, but Maas was able to drive off and avoid capture. At approximately 12:25 a.m., the Grayslake Police Department located the vehicle driving north on Highway 45 from Highway 120. Grayslake officers attempted to stop the vehicle, which then accelerated to speeds of over 80 mph. The vehicle crossed the centerline of Highway 45 and struck a 2013 Chevrolet Spark headon. The vehicle rolled over and Maas fled the scene to an area
near the J and B Ranch located on Highway 45. The 15-year-old female friend immediately identified Maas as the offender and gave responding officers and deputies a full description. She sustained non-life threatening injuries in the crash and was transported to Condell Hospital for treatment. The two passengers of the Chevrolet sustained serious injuries and were transported to Condell Hospital as well. At approximately 1:20 a.m., 911 operators received a call from a person reporting they could hear someone or something “moaning” by their barn (near the J and B Ranch). Two sheriff’s deputies found Maas, who had climbed in to a work

truck and was attempting to put the vehicle in drive when deputies moved in. As they took Maas into custody, police was discovered he had suffered a gunshot wound to the cheek area and had substantial bleeding. A broken arm was also noted from the crash. Rescue personnel were summoned to begin treatment. Maas has an outstanding felony warrant for Burglary. This incident remains under investigation by the Lake County Major Crimes Task Force and the Major Crash Assistance Team as well as Lake County Sheriff and several other local law enforcement agencies. Charges were pending at the time the Sheriff’s Office released the information.

Operating charity requires time, commitment Our weeks always seem to go by in a busy blur of organizing, coordinating, counseling and all the many activities that it takes to run a charity. We are a small group of determined hard-working people. Many people have asked, “How do you run a nonprofit?” or “How can I start my own charity?” In this week’s column, I will share with you our past week so you can get an idea of the amount of time, dedication and commitment it takes to remove the pain and suffering of poverty for our fellow creations through our mission The Time is Now to Help. We tend to work seven days a week, as many hours as needed to get everything done. Most times our personal lives do take a back seat to the needs of the poverty stricken. I’m not saying this to try to elicit sympathy. It just is the truth and probably true for many people who have a dedication to their life’s calling. She thanked the school for its month-long, drive to collect personal and household items to help homeless veterans get back on their feet.

Once this is all verified, we will provide the first month’s rent and security deposit. These are a huge hurdle for many of our poverty-stricken neighbors. Once you are evicted, it is not only hard to find a rental that will accept your bad credit but living in a motel makes it impossible to ever save for your security deposit. Sal makes a call to the potential landlord to verify the rent and provide a much needed reassurance to the landlord. The family is overjoyed to finally be moving out of the motel they have spent the last three weeks in. Seeing how hard this is on a family with young children, we are overjoyed for them as well. Tuesday A senior citizen with pending utility disconnection is visited. A mother with a child with severe disabilities is provided assistance with the rental of a home that provides wheelchair access. She would not have been able to make this move without our assistance. The landlord agreed to a rent reduction, and we paid her first two months rent. More mail was sorted. More phone calls were made. Wednesday Sal again tackles the voice mail to find more than 25 phone calls this time. Many people will call several times in a row due to their desperation. This does not speed up the process of assistance, only slows us down as we try to distinguish between the truly desperate calls, the important questions and the nuisance calls. All phone calls are matched with letters of request for help as this is a requirement. Sal returns several phone calls from potential donors asking questions about our mission. We are always happy to share the good works we all do together. A phone consultation with our tax attorney and accountant, who so generously donates his time every year since our beginning in 1989, shares some information about our recently audited financials and our annual reports. You may find it reassuring to know our financials are audited every year by an outside firm. It is a month long process each year that requires good record keeping and orderly files. We have never failed an audit or even shown reason for concern. It is something we are very proud of. Every dollar donated goes to help the poverty stricken. Thursday A single mother living in a shelter is referred by a church group. We are often referred by other organizations when they do not have the resources to help. Our donations are again running behind the many requests we have received this week, in addition to the three referrals and the people already on our waiting list.
This is how we operate most weeks and have found that often God does provide. Our daily mail reveals just enough in donations to help this single mother and two children find safe housing. Unfortunately this bumps someone further down the waiting list as emergencies are helped first. We answer not only in the order received but, more often, in the level of need. If you are a homeless senior citizen, you will be put ahead of a family that is behind in their rent or utility payment. Another suggestion to people who write us letters referring someone in need, please, please provide a name, address and, if possible, a phone number for whom you are referring, if at all possible. When we receive a letter that asks us to help your neighbor, we do not know which neighbor you are referring too. If we have to spend extra time investigating which of your neighbors is the one in need, it is taking away time spent helping one of our fellow creations. Just this past week we received four referrals with no name or additional information. We really would love to help. Friday While some people are planning for their weekend of fun, we find ourselves preparing for a weekend of service. This is our enjoyment. This is what we like to do. There is nothing better than seeing the smiles on children’s faces when they receive a bed, food or new shoes. The amount of happy tears shed by parents and grandparents who were previously financially stressed, often on top of major health concerns, is how we measure our success. In this column we try to share with you the feeling of the hugs of gratitude and overwhelmed relief our fellow creations share with Sal and our volunteers every day. Thank-you notes are being written on a regular basis. Many donations include instructions for birthday notifications, anniversaries and other honorary gifts. These are written to include all the proper notes. Memorial donations are remembered and provided thank-you notes to all donors. Grants are applied for on a regular basis as well. Sal also speaks at many church groups, recreational groups, schools and other organizations. This particular day, Sal attended an art exhibit featuring a local artist, Pam Ring. Pam donated more than 200 beautiful Christmas ornaments that she handmade to be given to the children in need who visit the W.C. Food Pantry each December. She has done this for the past three years. Sal keeps aside a handful of the ornaments for his home visits in December. The children always love these beautiful ornaments. Several of the art exhibit attendees graciously hand donations to Sal before he leaves. After attending the art exhibit and speaking to the crowd, Sal makes a visit on his way home, providing much needed utility
assistance and arranging a food delivery for an elderly widow. Saturday The voice mail again is full of calls pleading for assistance. The post office box is again stuffed with requests, but thank God there are envelopes also containing your caring and sharing donations. In addition, your positive notes, cards and comments that renew all of us and allow us to continue our good works together. These will help us get through another week of balancing the requests of many in desperate need of our assistance. When we feel overwhelmed by the desire to help with the limitations of our own budget, we often turn to God for the calming presence that only God’s spirit can bring. It is very hard to see the needs of so many and not be affected. Seeing our fellow creations with such desperate need of the daily necessities of life often brings us to tears. When we see first hand all those that are struggling in desperate need for their daily survival, we all become emotionally drained. It is only through prayers and your support that allow us to be strong each day. We wake up renewed and ready to answer the plea for help. The time truly is now to help. We promise to continue our good works, our mission of caring and sharing, removing the pains of poverty for as many as donations allow in our communities. Two county court officers honored Two Lake County adult probation officers were honored recently at this year’s fall conference of the Illinois Probation and Court Services Association. They are Robert Zastany Jr. and Lori Carrier. “These two officers have worked in both our juvenile and our adult probation divisions, and they have continued to demonstrate their total commitment and substantial contributions to the criminal justice system and the people they serve,” said Chief Judge John Phillips said. Zastany Jr. was awarded the Robert E. Burdine Officer of the Year Award. This award is presented to the line officer who, in the opinion of the Awards Committee, has exemplified the highest standards of the profession by the specific accomplishments and or contributions to his/her department. Robert Burdine, who the
award is named for, served as Chief Probation Officer for Morgan County from 1985 until his death in 1999. Zastany Jr. was specifically recognized for his contributions as a Cognitive Restructuring Group Facilitator and Certified Trainer for Adult Probation. He has facilitated 27 of these groups during his career and was recognized as the group’s Officer of the Year for 2013. In addition, he actively serves on a variety of division committees: Drug Testing, COG, and Caseload Explorer Committee. Zastany Jr. has also shown his expertise in the field of probation by his involvement and trainings for various national organizations. This year he participated in the National Institute of Justice’s Corrections Advisory Panel in Washington, D.C., in order to provide feedback to the Department of Justice on future funding for
community corrections. In July 2014, he co-facilitated training at the American Probation and Parole Association on Probation Officer Efficiency Through Mobility. He provided this same training at the Illinois Probation and Court Services Association’s fall conference. He is IPCSA’s committee chairman for the technology committee and is responsible for the Association’s website. Carrier received the Distinguished Service Award. This award is presented to an officer for dedication and commitment to his/her clients, peers, and the community. Carrier is a principal probation officer assigned to the Presentence Investigation Unit. She has worked in both juvenile and adult probation and has been actively involved in specialized programming such as facilitating Cognitive Restructuring Groups, providing Gender Specific Programming and
development of a Peer Mentoring program for the Drug Court and Veteran’s Treatment and Assistance Court. She is also active with the Police Relations Committee and case planning training. Carrier is an active member of IPCSA and was on the planning committee for a past IPCSA fall conference. Chief Judge Phillips stated that, “over 24 staff members of the 19th Judicial Circuit Adult and Juvenile Divisions have been recognized by IPCSA over the history of the organization for their significant achievements. “We are grateful to have such a driven and dedicated staff representing the 19th Judicial Circuit and we congratulate all of them for their outstanding performance.” The annual meeting of the Illinois Probation and Court Services Association was held Oct. 29 to 31 in Champaign, Ill.
The Lake County Health Department/Community Health Center, working in partnership with townships and villages, is offering private well owners a way to have their drinking water tested. Private well owners are encouraged to test their water on an annual basis. Water sample kits are available at 15 municipal and township locations where there are substantial populations that rely on private water wells. Making the kits available at these locations throughout the county saves residents a trip to the Lake County Central Permit Facility/Environmental Laboratory in Libertyville. This program is in alignment with the Health Department’s goal to protect and improve surface and ground water resources. Approximately 90,000 Lake County residents rely on private wells for their water supply. Most of these residents live in the western or northern parts of the county. Sheriff steps up patrols for holiday Sheriff Mark C. Curran, Jr. is reminding residents to fasten their seat belts and drive sober over the Thanksgiving holiday or run the risk of receiving a ticket. The Lake County Sheriff’s Office is conducting saturated patrols through Nov. 30, to save more lives by strongly enforcing seat belt and impaired driving laws. “Whether you’re going across town or across the state this Thanksgiving, please
make sure everyone stays safe and is wearing their seat belt. As of Jan. 1, 2012, by law in Illinois, everyone must wear a seat belt no matter what seating position,” Curran said. “Our deputies also want everyone to remain safe and protected everyday but especially during the holiday season and therefore we will be enforcing seat belt violators and drivers who are impaired.” Far too many drivers and passengers still do not buck-
le up – especially late at night. Remember, wearing your seat belt is your best defense against an impaired driver. “Our goal is to save more lives, so the Lake County Sheriff’s Office will be out enforcing seat belt laws around the clock,” Curran said. “Additional enforcement will take place late at night when belt use is at its lowest and impaired driving is the biggest problem.”

The winds and snow that swept through the area last week brought a chilly reminder that winter is just around the corner. But rather than suffer through the cold, residents can take advantage of the wintertime recreational activities offered by their local communities. Here’s a list of the ice skating rinks available in Lake County: Antioch The Village of Antioch’s ice rink is in the municipal lot behind Hannah’s. The rink is open daily from 10 a.m. to 8 p.m. for general skating, and will be open for hockey between the hours of 8-10 a.m. and 8-10 p.m. daily provided a permit is obtained from the Parks and Recreation office (806 Holbeck Drive). Many hands make light work The Richmond Township Protection District is among 23 Illinois fire service areas that will benefit from more than $152,000 in federal grants, according to the Illinois Department of Natural Resources. The Richmond District is slated to receive $3,000 for protective jumpsuits, helmets, goggles and gloves. The USDA Forest Service Volunteer Fire Assistance federal grant program provides matching funds to aid fire departments in the purchase of new equipment and training. “This program helps improve public safety in small towns and rural areas of Illinois, helping local firefighters upgrade their equipment, benefitting homeowners and business owners throughout the state,” said DNR Director Marc Miller. The Volunteer Fire Assistance grant program reimburses 50 percent of the recipients’ costs for providing training and acquiring equipment to assist local firefighters. Grant recip-
ients must make the initial financial outlay for the projects before being reimbursed. The grants announced are supporting more than $300,000 in equipment for local firefighters. The USDA Forest Service grant program is administered in Illinois by the Illinois Department of Natural Resources. No state funds are involved. Other local fire district grant recipients include: • Fox Lake Fire Protection District ($10,000): Skid unit, hoses, nozzles, gloves, spitfire pack, Wildland hose pack and fire shelters • Fox River and Countryside Fire/Rescue District ($5,219.29): Hoses and nozzles and adaptors. • Hebron-Alden-Greenwood Fire Protection District ($3,504): Hoses, chain saws and nozzles. • Lake and McHenry County Fire Department ($5,000): Field radios, sleeping bag/tent kit, hoses, hand tools, backfire supplies, fuel cans and hand tools.

The monthly Tech Training presenter will be a representative from a corporate IT department. Sheriff’s Office to be out in force during holiday The McHenry County Sheriff’s Office reminds motorists to fasten their seat belts and drive sober over the Thanksgiving holiday or run the risk of receiving a ticket. The Sheriff’s Office is joining the Illinois Department of Transportation, the
